Analyzing Effects of PC Competence on Life Satisfaction: Emphasis on Mediating Role of Internet Service Usage (PC 이용능력이 삶의 만족도에 미치는 영향: 인터넷서비스 이용의 매개효과를 중심으로)

  • It is widely known that farmers and fishermen group is typically alienated from information. In this regards, it has become a national policy to help them get benefits from using PC. Therefore, this study investigates the effects of PC competence on their life satisfaction by using the 2017 report on the digital divide. Especially, we are focused on analyzing mediating role of Internet service usage. Empirical analysis with public database showed that PC competence has a positive effect on life satisfaction. Internet service usage also revealed a mediating role between PC competence and Internet service usage. Implication for policy makers is that government needs to exercise PC competence level of farmers and fishermen, and their ability to utilize Internet service for the sake of improving their life satisfaction level. We recommend future research with hierarchical linear model to measure the effect of regional differences.

A Study on Everyday Life Information Seeking and User Experience of Public Library in Contactless Society (비대면 시대의 지식정보취약계층 일상생활 정보요구와 도서관 이용 경험에 관한 연구)

  • Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow's hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.

A Study on the Effective Combining Technology and Credit Appraisal Information in the Innovation Financing Market (기술금융시장에서의 신뢰성있는 기술평가 정보와 신용평가 정보의 최적화 결합에 관한 연구)

  • This study investigates the components and rating system of reliable technology credit information for a technology finance donor who is a consumer of the information and aims to create an effective and optimal technology credit appraisal system to enlarge technology finance supply. Firstly, we calculate the optimal TCAR which becomes the maximum AUROC through the combination of ratio change, verify the substitution possibility between TAR and CR through the existing CR and system gap simulation, and propose a rating system by which financial institutes can utilize the TCAR as a credit rating. As a result, 70% : 30% is the most suitable as the weighted combination ratio of credit rating : technology rating. As a result of this study, we confirmed the possibility that the technical credit rating information could be substituted by the credit rating or the technology appraisal rating. Furthermore, it also suggests that sophisticated risk management is possible through using technology credit rating that are combined with credit and technology appraisal rating.

  • The digital signal is terminated on Dec.31, 2012. But most of the analog cable subscribers are faced with the difficult reception of the digital because the government has defined the terrestrial broadcast as digital transition obligation operators. It is estimated that half analog of the total pay-TV subscriber that is approximately 10million households that are directly receiving terrestrial signal must hold the digital TV or DtoA convertor to transit digital. But cable system subscriber should buy Set-top box that are expensive and pay the expensive rates. The cast of analog cable subscribers has been classified as a group that can cause the most damage after digital switch. This study investigate the problem, and cause, solution of the analog cable subscribers that are placed in the blind spots of the digital switch.

A Study on Risk Issues and Policy for Future Society of Digital Transformation: Focusing on Artificial Intelligence (디지털 전환의 미래사회 위험이슈 및 정책적 대응 방향: 인공지능을 중심으로)

  • Digital transformation refers to the economic and social effects of digitisation and digitalisation. Although digital transformation acts as a useful tool for economic/social development and enhancing the convenience of life, it can have negative effects (misuse of personal information, ethical problems, deepening social gaps, etc.). The government is actively establishing policies to promote digital transformation to secure competitiveness and technological hegemony, however, understanding of digital transformation-related risk issues and implementing policies to prevent them are relatively slow. Thus, this study systematically identifies risk issues of the future society that can be caused by digital transformation based on quantitative analysis of media articles big data through the Embedded Topic Modeling method. Specifically, first, detailed issues of negative effects of digital transformation in major countries were identified. Then detailed issues of negative effects of artificial intelligence in major countries and Korea were identified. Further, by synthesizing the results, future direction of the government's digital transformation policies for responding the negative effects was proposed. The policy implications are as follows. First, since the negative effects of digital transformation does not only affect technological fields but also affect the overall society, such as national security, social issues, and fairness issues. Therefore, the government should not only promote the positive functions of digital transformation, but also prepare policies to counter the negative functions of digital transformation. Second, the detailed issues of future social risks of digital transformation appear differently depending on contexts, so the government should establish a policy to respond to the negative effects of digital transformation in consideration of the national and social context. Third, the government should set a major direction for responding negative effects of digital transformation to minimize confusion among stakeholders, and prepare effective policy measures.

  • Though there has been great advances in films' computer graphics both in technical and artistic side, there is still a big gap between computer graphics (a.k.a CG) studios in South Korea and major CG studios in US. Therefore, in this research, based on working experience at Disney Animation and information from working professionals in major CG studios, this paper analyzes strengths and weakness of character pipeline that major CG studios have by using examples and then suggest what CG studios in South Korea need. Steps of research process is to analyze what CG studios in South Korea developed, what are the strengths and weakness of Disney's character pipeline system and how these strengths can be applied to CG studios in South Korea.

Determinants of Mobile Digital Information Usage among Senior Consumers: Focusing on secondary digital divide (시니어 소비자의 모바일 디지털정보 활용의 결정 요인: 2차적 디지털 격차를 중심으로)

  • This study analyzes factors that determine the usage of digital information by senior consumers in the mobile environment. Senior consumers are alienated from digital information in South Korea; therefore, there have been increasing attempts to resolve this digital divide and reduce the digital information usage gap between young adults and senior consumers. The study used panel data from the National Information Society Agency (2017); there were 1,463 participants, aged 50-79 years. SPSS 19.0 was used to conduct the statistical analyses for frequency, factor analysis, Cronbach' ${\alpha}$ analysis, descriptive analysis and hierarchical multiple-regression analysis. The results are as follows. First, negative attitude toward information society negatively influenced the mobile digital information usage in diversity context. Second, average monthly income, degree of digital device usage motivation, positive attitude toward digital device usage, digital literacy of PC & Mobile, and family support positively influenced the mobile digital information usage in diversity context. Third, negative attitudes toward information society negatively influenced the mobile digital information usage in quality context. Forth, average monthly income, degree of digital device usage motivation, positive attitude toward digital device usage, digital literacy of PC & mobile, and family support positively influenced the mobile digital information usage in quality context. The study results can help further understand mobile usage behaviors among senior citizens and the implications on their quality of life in the digital information era.

A Study on the Digital Transformation Analysis of Infrastructure (인프라 측면 디지털 전환 분석 연구)

  • This study aims to collect and systematize indicators for each stage of digital transformation at the infrastructure level to accurately diagnose the current status of digital transformation in Korea and to serve as a reference for establishing a balanced digital strategy. In order to establish a framework for digital transformation of infrastructure, 19 indicators in three categories(tangible/intangible, data) were identified across three stages of digital transformation: computerization, digitization, and digital transformation, and 19 indicators in three categories were identified to study the changes in digital infrastructure. The main findings are: First, the digital transformation of infrastructure is at a high level, moving from digitization to digital transformation. Second, the scope of digital transformation policies is expanding as digital transformation is triggered, and additional policies on inclusion and social disparities should be prepared. It is also important to improve the regulatory environment, which is relatively undervalued. Third, as data becomes more important, it is important to develop indicators and measurements to strengthen digital competitiveness in terms of data infrastructure. This study is an exploratory study of the existing indicators, which can be used to conduct specialized research on the differences in the level of digital transformation by industry, sector, company size, age, gender, region, and group, and to study indicators for the expansion of digital transformation to social and industrial sectors. The expected effect is to deepen the process of understanding the interaction between each indicator, so that future digital transformation policies can be organized and promoted, and policy outcomes can be predicted and responded to in advance.

  • The purposes of the study was to investigate BYOD (Bring Your Own Device) policy since it would be limited to distribute all of the digital devices required for the schools within the budget of the government. First, the concept and characteristics of BYOD were introduced. Then, the pros and cons of BYOD were analyzed according to the case studies of BYOD policies of the U.S. Based on the previous experiences, guidelines of domestic BYOD policies were established. Regarding the institutional aspect, technical issues, usage, damages, digital divide, information security, and resources were discussed. Additionally, conditions of technology, networks, filtering, software were also considered as essential infrastructure. In sum, as an alternative of distributing digital devices in schools, the importance of BYOD should be regarded as top priorities with systematic preparations in launching digital education. It would be expected that this study play a fundamental role in launching domestic BYOD policy by supporting specific strategies.

An User-Friendly Kiosk System Based on Deep Learning (딥러닝 기반 사용자 친화형 키오스크 시스템)

  • This study aims to provide a customized dynamic kiosk screen that considers user characteristics to cope with changes caused by increased use of kiosks. In order to optimize the screen composition according to the characteristics of the digital vulnerable group such as the visually impaired, the elderly, children, and wheelchair users, etc., users are classified into nine categories based on real-time analysis of user characteristics (wheelchair use, visual impairment, age, etc.). The kiosk screen is dynamically adjusted according to the characteristics of the user to provide efficient services. This study shows that the system communication and operation were performed in the embedded environment, and the used object detection, gait recognition, and speech recognition technologies showed accuracy of 74%, 98.9%, and 96%, respectively. The proposed technology was verified for its effectiveness by implementing a prototype, and through this, this study showed the possibility of reducing the digital gap and providing user-friendly "barrier-free kiosk" services.
