The purpose of this study is to suggest how to use digital textbooks to cultivate digital citizenship of elementary and secondary students. We analyzed domestic and international research on digital citizenship and analyzed the definition and elements of digital citizenship. Based on the analysis, we formed a council where field teachers, education experts, and government agencies participated. This study devised the elements and competence models of digital citizenship for elementary and secondary school students, and suggested teaching methods using digital textbooks. As a result, we derived five elements of 'Digital Literacy', 'Digital Communication', 'Digital Ethics', 'Digital Responsibility', and 'Digital Creativity & Collaboration', and devised a 'Triangle competency model' for the school site application.

This study explored the educational effects of the digital citizenship teaching and learning model on middle school science classes. For this purpose, two classes of the third grade of middle school in Gyeonggi-do were selected, and the experimental group(28 students) was taught science classes using digital citizenship learning model, and the control group(28 students) was taught in regular lectures. The measurements used to verify the effects of science classes using the digital citizenship learning model were digital citizenship and empathy tools. The data collected for the effect verification were analyzed by independent sample t-test and ANCOVA. As a result, the experimental group applying the digital citizenship learning model showed higher scores of digital citizenship and empathy than the control group. Therefore, it can be seen that the middle school science class applying the digital citizenship learning model was effective in cultivating the digital citizenship and empathy of middle school students. In future studies, it is necessary to examine the effects of digital citizenship learning model at different school levels and other subjects.

This study aims to explore the digital citizenship education of pre-service teachers through deriving the needs for digital citizenship of pre-service teachers and analyzing their perceptions. To this end, an online survey was conducted on pre-service teachers enrolled in a graduate school of education, and data from 245 respondents were collected and analyzed. The needs assessment was prioritized by synthesizing paired t-test, Borich needs assessment, and the locus for focus model. The results of the study were as follows; first, when synthesizing the analysis of needs, the priority of digital citizenship of pre-service teachers was 'self-protection'. Second, pre-service teachers were aware of the need for digital citizenship education and were willing to participate in it. They hoped that it would be taught in an extra-curricular program or teacher education courses. Based on the study results, the direction of education to strengthen the digital citizenship of pre-service teachers was discussed.

Digital citizenship includes an evolving set of knowledge and skills related to effectively and ethically using technology, especially when interacting with other people, information, and media in the online context. As public libraries have long provided access to and training with a variety of technologies, this study explores how digital citizenship has been covered in public library programming to identify potential trends and best practices. A purposive sampling of public library recipients of the American Library Association (ALA) and Information Today Inc.'s Library of the Future Award over the past 11 years (2013-2023) identified 7 case libraries to review. The titles and descriptions of 337 relevant library programs for audiences of school-aged children (5 years old and up) to seniors were collected for a 2-month period from each library's website and analyzed using Ribble & Parks (2019) 9 elements of digital citizenship. The findings suggest that programming related to digital citizenship most often addresses themes connected to digital access and digital fluency through coverage of topics related to computer and technology use. Based on themes and examples from the findings, public libraries are encouraged to expand upon existing programs to integrate all elements of digital citizenship, strive for inclusive and accessible digital citizenship education for all ages, and leverage resources and expertise from relevant stakeholders and community partnerships.

The purpose of this paper is to analyze and compare the existing smart citizens party systems and develop a prospective model. As a result of conducting this research, it is recommended that the prospective system consists of an social computing, citizen participation module, and an interface module. This result suggests important starting point to develop a resonable and reliable implementation model for smart citizens party platform.

Alvin Toffler는 인류 발전 과정을 세 가지 변화의 물결, 즉 유목 채집 사회에서 농경 사회로의 변화, 산업혁명에 의한 농경 사회에서 산업 사회로의 변화, 그리고 1950년대부터의 후기 산업화 사회로의 변혁으로, 산업 사회에서 정보 사회로의 변혁이 일어나기 시작했으며 탈대량화, 다양화, 지식기반 생산과 변화의 가속이 시작된 시기였다. Herman Maynard와 Susan Mehrtens는 ICT (Information Communication Technology: 휴대폰 등), 인터넷의 발달로 제4의 물결이 시작되고 있다고 주장한다. 이전의 사회 변혁들은 물질 생산이 따르는 가시적인 변혁들이었으나, 디지털 혁명은 시민사회의 참여 확대를 통한 민주주의의 진화된 형태를 가능하게 하고 있다. 지금 우리가 경험하고 있는 제4의 물결의 시작은, 시민사회의 정책 참여와 견제가 효과적이고 효율적으로 이루어지기 시작하는 초고도 정보화 사회의 시작을 의미하며, 정책 결정 자들은 정책 결정 과정에서 그들이 보유하던 절대 영향력의 일부분을 시민사회에 이양됨을 막을 수 없을 것이다. 이러한 대변혁의 시대에 관료주의, Digital Divide, 그리고 시민 참여와의 상관관계를 이해하는 것은 매우 중요하다. 본 논문에서는 시민 참여에 대한 관료주의의 방침과 태도, 제4의 물결의 정책 민주화와 Digital Divide로의 영향 분석을 통하여 정책 결정 자들과 그들의 환경으로의 파급 효과를 논증한다. 본 연구는 이러한 분석과 논증을 통하여, 정책조직들과 시민사회와의 신세기의 바람직한 동반자적 입지 구축에 기여 할 것이다.

In order to effectively promote a smart city, various urban information must be opened and linked, and the information system that each member can share is required. In addition, it is necessary to establish a cooperative system in which citizens and citizen's organizations can participate. In this study, the components and conceptual model of a smart city platform were proposed to create a smart city that enables citizen participation. Its components include sensors for collecting data from the real world, information storage and management, information sharing and standard system, citizens' personal information protection and management system, utilization and service, etc. For the conceptual model, roles of smart city members were defined, so that citizen-centered participation and services could be made. It also includes data collection, information linkage and sharing, and service configuration system. Citizens can perform various roles such as data collector and provider, service planner or requestor, service beneficiary, etc. Ultimately, free communication and exchange of opinions with citizens is a key factor in the success of smart cities.

The aim of this study to analyze the effect of person and situation on digital privacy protection behaviors. The research method design is a factorial design of volition and horizontality. The measurement variables used in the investigation are digital privacy security awareness, digital civic engagement, and digital privacy protection behavior. As a result, the volition had a significant effect on digital privacy protection behavior, and it was found that influence of the high-volition-based condition was greater than the low-volition-based condition. The horizontality had a significant effect on digital privacy security awareness, digital civic engagement, and it was found that influence of the high-horizontality-based condition was greater than the low-horizontality-based condition. In addition, the discussion explains the suitable contents of information security usability based on these research results.

This study aims to emphasize the importance and activation of citizen oral history. As is well known, research on oral history gradually began in earnest in Korea from the 1980s. Until now, citizen interviews by researchers and elite interviews by researchers have steadily increased in quantity. However, citizen interviews by citizens are insignificant. The "Digital Life-history Archiving" project, which has been under the supervision of the Ministry of Culture, Sports and Tourism since 2021, is a new and meaningful attempt. Citizens are educated on archiving and oral history to conduct interviews and produce archives. It is producing high-quality oral archives, securing citizens' archiving capabilities, and building local cultural resources. Based on the experience of participating in this project in 2021, I evaluated the performance and limitations and looked at the implications. I expect it to help reduce trial and error in the future. I also proposed a plan to actively produce and utilize citizen oral archives. To this end, specific cooperation between oral-history institutions and oral archives platforms were also proposed.
