Reporting on Hallyu and Cultural Public Relations : Analysis of News Frame on Hallyu in the German Media (한류보도와 문화홍보 : 독일 언론의 한류보도 프레임 분석)

  • This study examined how German newspapers and magazines report Korean mass culture, specifically what content on Hallyu (Korean wave) was present and what news frames were used. External characteristics, the content attributes, report trend, and news frames on Hallyu in the German media were analyzed. According to the results, German media from 2009 to 2014 reported the least about Korean wave with only a total of 78 articles. The greatest amount of articles occurred in 2012 when by PSY was a global success. The most common Korean wave articles focused on film and K-pop, but not drama. Hallyu news showed mostly a positive trend. Additionally, a thematic frame was used. Content revealed that a culturally interesting frame was most common. In order to improve the Korea image in Germany, it is proposed that 'the mediated Culture PR' be adapted to German media.

Success Factors of German Mittelstand as a Role Model for Korean Exporting SMEs (한국 수출중소기업 롤 모델로서 독일 미텔슈탄트의 성공요인 분석)

  • The term, Mittelstand, has no exact english translation for the definition, but, today, Mittelstand refers to small and medium-sized enterprises(SME), mostly family-owned firms in Germany. The Mittelstand is called the backbone of the German economy because it drove the economic miracle after World War II. During the global recession and the euro zone's debt crisis in recent years, in which european businesses have faced the near-collapse of competitiveness particularly in manufacturing, the German exports are booming and exceeded exports of China in 2012. Most importantly, the Germany economic performance has been widely attributed to the strength of the Mittelstand. Many of countries, even some leading public companies are seeking to emulate the success of the Mittelstand. Investors evaluate that many of Germany's investable "hidden champions" are Mittelstand companies. The purpose of this study is to present some of answers to the following questions: Firstly, what makes the German Mittelstand so successful? Secondly, what does the success of the German Mittelstand mean for the Korean SMEs in global competitiveness? Thirdly, what Korean government has to do improve the global competitiveness of the Korean SMEs? Some discussions in this study mention the managerial implications for Korean exporting SMEs particularly in manufacturing. Several factors that account for the success of the German Mittelstand are technological excellence and the tradition of family-owned management, concentration on niche market and globalization, and institutional supports. There are some of important lessons to be learned from the German Mittelstand. If the purposes of Korean SMEs want to remain in the sustainable competitive advantage and withstand unforeseen economic turbulences in the future, they must be able to meet the followings: 1) Technology that meets the global standard or exceeding it 2) Competitiveness in price in the global market 3) Active involvement in the globalization process, utilizing various entry modes Innovative products at globally competitive price are a crucial point for Korean exporting SMEs to achieve their competitive edge over others in the target markets abroad. It is time for Korean SMEs to cultivate a core competence in manufacturing in order to position Korea as a global manufacturing hub with SMEs leading.

Comparative Analysis and Implications of Lifelong Education Policy in Korea and Germany - Focusing on Historical Transition - (한국과 독일의 평생교육정책에 대한 비교분석 및 시사점 - 역사적 변천과정을 중심으로 -)

  • The purpose of this study is to examine the lifelong education policy in Korea and Germany, focusing on the historical transition process, and to explore desirable ways to develop the lifelong education policy in Korea. To this end, We compared and analyzed Korea and Germany's lifelong education policy using research papers on lifelong education and practical data published by BMBF, DIE, DVV, EAEA, UIL, and NILE. As a result of the study, German lifelong education policy has improved social and vocational professionalism running programs suitable for the characteristic of region, Korean lifelong education policy lacks civic education in terms of local lifelong education due to political sensitivity. In addition, Germany is expanding the participation rate of lifelong education by constructing an environment where it is easy to participate in lifelong education, while Korea's participation rate in lifelong education is lower than that of advanced OECD countries. At last, the German lifelong education policy pursues a natural change in the needs of the society, the ideological principle of which require education be independent. On the other hand, the study confirms that Korean lifelong education policy tends to be controlled by the central government. As a result of this study, Germany's lifelong education policy provide the following implications for Korea's lifelong education policy. First, This dissertation emphasizes the need for the learner-centered operation as the needs of educational consumers become more diverse. Secondly, It highlights the need for activation of lifelong education in career education. Third, The expansion of the lifelong education budget to support good quality lifelong learning. Fourth, Holistic and long-term system for sustainable lifelong learning society needs to be structured.

An Analysis of Issue Shift in German Family Welfare Policy (독일 가족복지정책의 쟁점변화 분석)

  • 독일에서 가족은 전후의 산업화과정 속에서 다면적인 사회변동을 경험하면서 형태적 측면과 내용적 측면에서 다양화와 탈제도화 그리고 개인화의 경향이 강해지는 현상을 보이게 되었다. 이러한 변화과정 속에서 가족은 저출산문제, 보육문제, 역할분담을 둘러싼 갈등, 빈곤과 실업, 노인부양문제 등과 같은 다양한 문제와 직접적으로 당면하게 되었다. 특히 1980년대 후반부터는 통일을 전후로 하여 약 10년간에 걸쳐 저출산문제가 심화되면서 가족문제는 중요한 사회정책이 슈로 부각되기 시작하였다. 이러한 현상은 근대적 가족주의에 기반한 가족의 복지정책의 개선에 대한 사회적 요구를 증대시켰고 그로 인해 독일 가족복지정책은 인구변화로 인해 발생되는 가족의 복지욕구를 수용해야 한다는 과제를 떠안게 되었다. 본 연구는 1950년대 이후부터 현재에 이르기까지 독일에서 시대별로 각 집권정당들은 다양한 가족쟁점들을 어떠한 관점에서 수용하여 정책의제화하고, 이에 대한 대응전략으로써 어떠한 정책방안들을 발전시켜 왔는가 하는 과정적 전개양상을 문헌연구방법을 통해 분석함을 목적으로 하였다. 연구를 통해 획득된 결과는 다음과 같다: 독일의 가족복지정책은 가족쟁점의 변화에 따라 1인 부양자모델의 확립기, 취업모 지원과 가족의 다양성에 대한 정책적 수용기, 보육정책의 확대기로 구분될 수 있으며, 그 과정에서 체계화된 정책 프로그램은 소득지원, 양육 및 교육지원 그리고 노인부양가족지원 프로그램이 핵심을 형성하게 되었다. 이러한 프로그램들의 발전은 정책이 1인 부양자모델에서 2인 부양자모델로 연속적으로 변화되는 양상을 반영하고 있다는 점에서 가족문제의 해결책을 모색 중인 우리나라에도 시사하는 바가 많다.

Policy Decision and its Impact on German Nuclear Phase-Out (독일의 탈원전 정책결정과 영향)

  • 2017년 6월 19일 고리 원전 1호기 영구정지 기념식에서 문재인 대통령의 '탈원전' 선언을 계기로, 국내에서는 후쿠시마 원전 사고 이후 탈원전으로 복귀한 독일의 사례에 대한 관심이 고조되었다. 독일은 1986년 체르노빌 원전 사고 이후 탈원전에 대한 논의가 본격적으로 이루지면서 집권 정부의 성향과 사회 경제적 요인에 따라 "2000년 탈원전 선언 ${\rightarrow}$ 2010년 탈원전 보류 ${\rightarrow}$ 2011년 탈원전 복귀"의 결정 과정을 거쳤다. 이러한 정책 변화의 배경에는 간헐성의 재생에너지를 뒷받침(back-up)할 수 있는 자국의 풍부한 갈탄 매장량, 지리적으로 주변국과 연결된 전력망을 통해 전력을 상시 주고받을 수 있는 전력 수급 환경, 탈원전에 대한 정부 국민 산업계의 40여년에 걸친 합의형성 등 '독일 자국의 실정을 반영한 정책적 판단'이 자리하고 있다. 그럼에도 불구하고, 2011년 후쿠시마 원전 사고 직후 독일의 즉각적인 탈원전 복귀는 화석연료 사용의 증가로 인한 온실가스 배출량 증가, 재생에너지 보조금 증가 및 송전망 확대로 인한 전기요금 상승, 간헐성의 재생에너지로 인한 불안정한 전력 수급, 과잉 생산된 전력의 수출로 인한 주변국 전력계통 혼란 등의 문제를 초래하고 있다. 이에 본고에서는 독일의 탈원전 정책이 '어떤 정책결정 과정을 거쳤으며, 현실적으로 어떤 문제에 직면해 있는지'를 살펴보고 우리나라의 에너지 수급 현실을 반영한 정책적 시사점을 도출하고자 한다.

Impacts of Minijob on Women's Employment in Germany (독일 미니잡이 여성 고용에 미친 영향)

  • This article empirically explores the impact of minijobs in the wake of the Hartz reform in Germany on women's employment relationship. Theoretically it is of great significance to examine whether the minijobs play an active role as a bridge in leading the minijobbers to regular, socially secured jobs or not. Several interviews as well as secondary data I could get during my sabbatical in 2015 were used to test the theory. One of the main findings was the fact that the minijob labor market opened doors wide for women in Germany, particularly for career-interrupted women, students or pensioners. However, the minijob can easily become a trap of lowest income and poverty for women. Most women minjobbers cannot go over to regular, socially secured jobs. Especially in terms of collective industrial relations, it considerably damages the power of industrial unions and the legal binding force of collective agreement. In conclusion, this study makes it clear that the labor market segmentation theory rather than the transitional labor market theory is valid in accounting for the reality of minijob in Germany. In other words, the minijob in Germany has a Toijan Horse Effect. It also suggests, from a practical viewpoint, that German industrial unions or works councils organize the minijobbers and that the coverage of collective agreements be extended to the minijobbers. Consequently, the time-selective part-timer model put into practice in Korea in 2014 is not only invalid but also undesirable.

  • The German spatial planning has undergone significant changes. The purpose of this study is to describe and to show how the development of spatial planning programs has developed in the Federal Republic of Germany in the last 50 years. However, the aim of this paper is not just to trace certain trends in planning practices, but to investigate their origin including the visions, directions, and purposes according to the each period. The national-level spatial planning could be divided into three phases since the enactment of the first Federal Regional Planning Act (ROG): The heyday of regional planning (1965-1975), the skepticism and crisis (1975-1990), new challenges by German unification and European integration since 1990. After 1965 the federal government has set up a number of frame-setting programs at the federal level to cope with the changing conditions and new challenges.

  • International technological cooperation between Korea and Germany is important from a strategic perspective, especially from the view of hub Asian countries around China and Japan. The Korean strategy has emphasized technological cooperation with Germany, an established hub for the EU. However, German and Korean technological cooperation requires supporting policy by the German government for further technological cooperation with Korea. Active support policies for international technical cooperation have been considered for implementation within the main countries. The German government has increasingly recognized Korea as an important partner country. This paper seeks to identify support policies for German small-to-medium size enterprises (SMEs) for greater technological cooperation. Study results found that German SMEs need to strengthen networks in Korea.
