Characteristics of Local-based Community Business in the Early Stages of Urban Regeneration Policy (도시재생정책 초기의 지역밀착형 커뮤니티 비즈니스 특성에 관한 연구)

  • In 2010, Busan Metropolitan City established an organization dedicated to urban regeneration. The Sanbok Road Renaissance Project and Hope Village Project are representative urban regeneration projects. Busan Metropolitan City is a leading local government that has expanded community business through urban policies. This study analyzed the operational status and characteristics of community-based community businesses based in Busan Metropolitan City in the early stages of urban regeneration policy. As a result, the direction of community-based community business is 'community empowerment'. However, the project effects such as 'expansion of opportunities for local residents to help each other' and 'residents' understanding of the local community' were low. In order to operate a community business, it is important to secure sufficient business capital and secure necessary human resources. In order to revitalize community-based community businesses through urban regeneration policies, it is necessary to convert support into functional organizations of urban regeneration projects rather than expanding subsidies and expand opportunities for business participation.

A Study on Retailers' Recognition about Commercial Power Altering Due to Urban Regeneration Project : Case of Changwon Urban Regeneration Priority Project (도시재생사업에 따른 상인들의 상권 변화 인식에 관한 연구 : 창원시 도시재생 선도사업 사례)

  • The purpose of this study is to empirically analyze local retailers' recognition of commercial power altered by urban regeneration. For the purpose of this study, analysis is performed on pilot urban regeneration priority projects implemented in the city of Changwon. Although regeneration of commercial districts directly affect the local retailers therein, little research has been carried out to examine how they recognize such changes. This study, therefore, identifies those factors that have influence on the recognition of local retailers who would be aware of the alteration of their commercial power more immediately than others do. Using an ordered logit model, empirical analysis on two pilot projects for Odong-dong and Chang-dong indicates that retailers in Odong-dong are more likely to have a negative recognition toward the altered business areas. For the both districts, recognition of business area alterations is affected with statistical significance by how long they have run their shops, how many employees they hire, and whether they believe that the urban regeneration has resulted in gentrification. For each of the mentioned district, recognition in Odong-dong is significantly impacted by the number of employees and recognized rent changes, while in Chang-dong, the age of retailers and the perceived presence of gentrification have statistically significant influence. Issues found by this study need to be addressed prior to the upcoming 'Urban Regeneration New Deal Project', which then will bring satisfaction to each and every local residents including those retailers.

Evaluation on the Satisfaction of Urban Regeneration Projects - A case study of Yeong-ju - (도시재생사업의 만족도 평가 - 영주시를 대상으로 -)

  • Urban regeneration is a worldwide challenging project, showing a great interest in the sector. In order for Korea's urban regeneration to be settled successfully in the early stage, it is necessary to analyze and review the opinions and business performance of the urban regeneration areas. The purpose of this study is to evaluate the urban regeneration planning factors affecting urban regeneration on the satisfaction of citizens, public administration and region. This study surveyed the residents and experts of the Yeongju city, Gyeongsangbuk-do, where urban regeneration is actively doing with active participation of residents and local government. Based on the data of the survey, this paper performed frequency analysis, correlation analysis and multiple regression analysis as a analytic methods. The results revealed that 'community factor' was the most important factor to the satisfaction of residents in the urban regeneration project in progress. In the final stage(at present), both 'community factor' (0.387) and 'physical factor'(0.454) were found to have a significant effect on satisfaction. While the satisfaction from 'the economic factor'(0.111) has slowed but it has increased with 'the physical factors' in the process of regeneration project, 'the social factors'(-0.007) shows a downward trend. If the role of social factors and community factors are supported at the beginning step of the urban regeneration project, the physical factors and economic factors are continued to lead a sustainable urban regeneration in the long term.

  • The goal of this study is to identify the main strategies through the evaluation on sustainability of urban regeneration projects in Shanghai. To achieve these goals the following specific objectives was carried out; First, 4 main sectors of Sustainability are categorized by literature review; Physical Environment, Social Economy, History Culture and Execution Management. Second, 4 cases are evaluated in terms of main sectors and main strategies are derived. Lastly, the implication and its conclusion are estimated. In conclusion. 'Mixed & high-density land use', 'Improvement in green environment', 'Induction of specific Industry and facility', 'Preservation of Regional Cultural heritage', 'Strengthen cultural identity in the Central area' and etc. are main strategies to improve sustainability of urban regeneration.

A Study on the Policy and Legal issues of Urban Regeneration (도심재생의 정책 및 제도에 관한 연구)

  • The CBDs of major cities in Korea have been deteriorating because of the hollowing-out phenomenon caused by decades-long urban sprawl. The weakening of CBD triggered various efforts to revitalize the area; and several cities have launched regeneration policies in recent years. The purpose of this study is to investigate key factors to revitalize CBD area with reference to various experiences of foreign and domestic countries. This study consists of follows. At first, it analyzes theoretic backgrounds of urban regeneration such as new urbanism; and implements case studies of England, USA, and Japan with respect to their relevant laws and policies. Second, it investigates domestic cases of so-called Newtown projects being implemented in Seoul and Dajeon. We focused on the analysis of strategies and characteristics of housing redevelopment as well as regional center revitalization projects happening in these cites. Lastly, we proposed future directions of urban regeneration in Korea based upon the comparative studies of various cases discussed in this study. The study concludes that diverse efforts in terms of project implementation, planning, and money raise are required for successful urban regeneration in Korea.

  • 최근 기상이변으로 인한 자연재해 발생이 증가하고 있고, 그에 따라 도시의 재난 대응력 강화가 국내에서는 물론 국제적으로도 중요한 이슈가 되고 있다. 특히 쇠퇴지역은 재난재해 발생 시 인적·물적 피해가 일반 지역 보다 상대적으로 크며, 복구에도 많은 시간과 예산이 소요되므로 대응책 마련을 위한 도시재생지역의 정밀한 재난재해의 위험성 분석 기술이 필요하다. 이에 본 연구에서는 도시재생사업 대상지(311개)에 대한 재난재해 유형별 위험성 및 회복성을 종합적으로 분석하는 종합진단 기법을 개발하고, 이를 적용한 프로토타입 시스템을 개발하였다. 재난재해의 범위는 「재난 및 안전관리 기본법」을 준용하여 이에 도시재생사업 시행에 영향을 받아 재난재해 발생에 따른 위험정도가 변화할 가능성이 높은 자연재해 (폭우, 폭염, 폭설, 강풍, 지진)5종과 사회재난 (화재, 붕괴, 폭발) 3종 총 8종으로 정의하였다. 종합진단 기법은 기후변화에 관한 정부간 협의체(IPCC) 위험도 평가 방법을 준용하여 위험요소 (위해성·취약성·노출성)와 대비·대응요소 (회복성)로 구분하고, 전문가 자문회의를 거쳐 재난재해에 특히 취약한 쇠퇴지역의 특성을 반영할 수 있는 종합진단지수 산정식을 개발하였다. 또한 쇠퇴지역 재난재해 종합진단 시스템은 도시재생 업무를 수행하는 사용자가 신속히 정보를 분석하고 활용에 용이하도록 Web-GIS 기반으로 설계하였으며, 종합진단 기법에 의해 산정된 분석결과를 100m × 100m 격자 단위의 등급으로 가시화한다. 분석 결과는 지속적인 연구 개발을 통해 최적의 도시재생사업 의사결정 지원 서비스를 위한 기초 분석 자료로 연계하여 활용되며, 분석 DB는 클라우드 서비스 기반의 도시재생 데이터 플랫폼을 통해 공유된다.

  • Recently, the urban regeneration project has been performed actively at home and abroad. The stake-holders in urban regeneration project are various and complicated, and has large scale during a long life period. Also they show the characteristics of a mega-project and most mixed-use form. Therefore, the urban regeneration has a lot of potential risk factors from project beginning to completion. It means they need efficient and continuous risk management in terms of performance measurement. But the current domestic construction project does not reflect risk management in view of performance measurement. This study proposes the risk management methodology by mapping risk factors with major performance indexes of the urban regeneration project.

  • Because of a wide range of performance and diversity of project and uncertainty caused by complexity and a number of stakeholder, conflict occur necessarily in Urban generation including large-scale and many project which do the same time, for long time. so active conflict management which recognized risk before the fact and deal with conflict is necessarily needed. Therefore, This study is typing conflict cases and indicating critical conflict type through analysis on conflict case about process and stakeholder of urban generation to offer information which is referred to finding a solution when conflict occur by forecasting conflict that can occur before the fact.
