This study examines the university accreditation program and its effect on the resources in the accredited libraries, by using library statistics published in 1990-1999. The results indicate the accreditation may effect on the increase in library seat numbers, building spaces, library holdings, and budgets which included in the evaluation criteria, and the slight decrease in library personnel which is not. It suggests library professionals to be more involved in the accreditaion process to improve the present evaluation criteria and assessment methods.

In order to appreciate the varied activities of university libraries, this study assesses their efficiencies in the process of production and utilization of their services for two consecutive years, 1999 and 2000. Using a Data Envelopment Analysis with exogenously fixed factors, this study analyses separately efficiencies identified. The results show that efficiencies of libraries appear differently according to the year of evaluation, the dimension of evaluation as well as the difference of statute. The specialized libraries as CADIST are definitely higher in terms of use of services. In addition, inefficiency is mainly due to deficits of production of outputs rather than excesses of utilisation of inputs. For example, time devoted to user's training constitutes the most significant potentiality of increase in the production of services.

This study aims to draw implications on development of service quality evaluation criteria for academic libraries in Korea. First, this study review recent academic research trends on service quality evaluation criteria for academic libraries. Second, This paper diagnosed result of 'the pilot evaluation of academic libraries in Korea' conducted from 2010 and 2011 and prospect the direction on the evaluation of academic library according to 'Library Promotion Act' established in march 27, 2015. Finally, this article was performed comparative analysis of studies or criteria on service quality evaluation for academic libraries.

Performance indicators for academic libraries in Korea suggested in this research cover three areas, that is, collection, budget, and human resources, which consists of three subdivisions, respectively. Performance indicators and action plans in this research were prepared, based on the official documents which universities in Korea formally submitted to the Ministry of Education and Human Resources, and the data published by the related institutions. Performance indicators and action plans are intended to draw attentions of university administrators and headquarters, but do not require librarians to prepare for evaluation. The better results would be expected with the development and application of both quantitative and qualitative indicators for information services by standardizing and unifying the process of collecting statistics. It is also expected that periodic and continuing evaluation of academic libraries could help government and universities have a better understanding of and appreciate the significance of academic libraries.

University libraries have been attempting to reorganize their space through new building construction and remodeling to cope with the rapid changes in information and communication technologies and university environment. These changes seem to reflect the need for the shift of the university library functions toward the facilitator role of enabling continuous learning and research through space reorganization beyond the traditional supporter role of preserving and supplying library materials and providing learning space and services to university members. Despite all these changes of university library space functions, however, their assessment has been still limited to the library users' satisfaction and usage changes before and after library building renovation or new construction, calling for the need to develop proper measurement tools for evaluating the library functions as learning commons that reflect university vision and goals. Therefore, this study intends to analyze the trend of space reorganization practices in university libraries and the studies of evaluating its effect, in order to develop tools to evaluate the effectiveness of space reorganization and to provide basic data for future space reorganization and assessment strategies.

This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

The top thirty universities in 2014 by the college rankings of the Korea Joongang Daily were chosen for the samples of this study to find how much academic libraries affect the competitiveness of universities. Evaluation scores of the universities in four areas, and building size, budgets, the number of collections and personnels were also decided as the variables in this study. The influence to the universities' evaluation and rankings of their libraries through average and correlation analysis was studied. The major findings of the study are: (1) Average analysis between metropolitan and non-metropolitan areas found that there were significant differences in globalization indicators, reputation, and social advance degree. Also, (2) Correlation analysis found that library budgets and the number of personnel highly affected the university evaluations or rankings compared to the other variables.

American Academic Accreditation System was reviewed. Current accreditation standards of the six regional accreditation associations were analysed with reference to the evaluation of academic libraries. That analysis was led to the recognition of some trends; mission and goal based assessment, qualitative evaluation, emphasis on the student learning outcomes, emphasis on the teaching role of academic librarians, distance education, and less prescriptive text. Some suggestions were made for revision of the Korean academic accreditation standards related to libraries.

The aim of this study is to develop a plan for university library evaluation with factors and their systems, and an evaluation process, based on the Korean University Library Promotion Act. This study adopts a consensus based method including open-ended interviews with various stakeholders around university libraries, a questionnaire survey, a public hearing, and numerous discussions with the stakeholders. Balanced Scorecard is adopted as a basic framework for the development of evaluation system, provides a balanced perspective on the whole aspects in the university library management, including factors and performances in the management, The proposed plan in this study is expected to help to examine whether the resources are used for reaching the goals in the libraries, and to contribute the growth of the university libraries.
