  • There has been almost studies focused on public library in the provision of the use and needs of library services for persons with disability. However, the number of disabled students are rising steadily in university library. So university libraries must make reasonable efforts to give disabled people the same access to information, programs and resources enjoyed by those who are not disabled. The study result showed that despite most university library already is recognized the necessity offering service for disabled, however, due to lack of understanding of services for disabled, legal standards rather than to have made only partial support to them. Therefore, librarians for the disabled in every sector(library-related organizations, groups, and association) have to play an important role in policies and financial support them. Also, active guidance and public relations about library services, improvement of accessibility for the disabled by using homepage, and the arrangement of librarians for the disabled and education for them should be supported for improving library services for the disabled student.

  • The purpose of this study is to develop evaluation indicators for academic libraries in Korea. The evaluation model developed in this research consists of three elements:(1) Confirmation of evaluation methods, procedures and criteria,(2) Development of qualitative and quantitative evaluation indicators, and(3) Assessment of the applicability and feasibility of those indicators. Evaluation indicators were developed to measure a basic state, a common use of library resources, specialized services, and user satisfaction for academic libraries. To test the feasibility and applicability of those evaluation indicators, a pilot assessment of academic libraries was conducted in 2010.

  • In the print information world, purchasing books in a library includes rights both to own them and to access to them. In an information world, access to electronic resources often takes place within the confines of a license that defines appropriate use over a specified period of time. Most of these electronic resources are governed by license agreements. This paper describes recent licensing issues which remain unresolved in the area of business model, archive, and fair use and also investigates formal evaluation criteria for developing electronic resources in a library. This study provides licensing principles and considerations for managing the licensing of electronic resources.

  • The purpose of this research is to analyze the operational state of Distance universities' electronic libraries through the Lifelong Education Law, and to find out the related problems. The main investigational focus was on the operational methodologies of the libraries and the usage levels of the full-text service. The data were collected through accessing the URLs of 17 Distance universities authorized till 2005. The result is that every university is operating their libraries either on their own $(17.7\%)$ or by using the links to the external libraries $(82.4\%)$. However, only $(35.3\%)$ of the surveyed universities provide the full-text service available on the Internet. Thus, in order to establish the fourth generation Distance university based on the Internet and Web, it is urgently needed to improve the construction and operation standards of electronic libraries in the Lifelong Education Law.

  • The aim of this study is to evaluate quality of the bibliographic records for DVDs owned by the domestic university libraries and to suggest how to improve the problems as a result of the evaluation. In order to conduct this study, the previous studies related to the topic were analyzed, and then, four regions of quality evaluation standard including accuracy of inputting, observance of regulations related to cataloging, perfection of expressions and consistency of structure were established. And the quality evaluation was made on total 100 records of the lists for DVDs from 10 university libraries. As a result, several types of errors were discovered in the quality evaluation and some solutions were suggested to improve quality of cataloging records for DVDs by interviewing with catalogers in the domestic university libraries.

  • This study aims to investigate the current state of digital reference services using electronic bulletin boards in Korean academic libraries and to suggest improvements. Through the examination of 205 academic library websites, 56 libraries were identified to use electronic bulletin for digital references. The digital reference service questions and responses from four libraries were further analyzed: the types of reference question, the structure and accuracy of answers, and digital reference completion time. The implications of this study for future research and practice lie in its provision of a systematic way to design practical guidelines for virtual reference services.

  • This study utilizes DEA/Window analysis in order to investigate the relative efficiency levels of korea national university libraries during the period of transition 2004-2008. The empirical results show the following findings. Firstly, a technical efficiency was not efficient which was a scale efficiency rather than a pure technical efficiency in 2008. Secondly, a technical and pure technical efficiency has increased steadily from 2004 to 2008(but a technical, pure technical efficiency has decreased since in 2008). As a result, a technical efficiency increase can be explained by a pure technical efficiency increase.
