A Study on the Participatory Government's Presidential Archives : Focusing on the Labor and Employment Policy Secretary's Office (참여정부 대통령기록 연구 노동·고용정책비서관실을 중심으로)

  • This paper attempted to analyze the presidential archives of the participatory government in the labor and employment policy secretary's office. This approach is meaningful in that it provides basic data for evaluating presidential records and facilitating their use. Furthermore, evaluation of participatory government labor policies can help create a research environment based on archives. This paper also focused on the evidence value of document management cards that can confirm the entire decision-making process. This is an eloquence of the quality of the participatory government presidential archives.

A Study on the Characteristics of 17th Presidential Record (17대 대통령기록의 성격에 관한 연구)

  • This study investigated and analyzed the 17th presidential record by further expanding the awareness of the problem, focusing on media suspicions related to the 17th presidential record. And Based on the results, the purpose is to suggest ways to improve the presidential records management system. To this end, the 17th presidential record transferred to the Presidential Archives was first outlined from an overall perspective, and the records produced in the "record management", "ancillary room", and "Public Safety" functions were quantitatively analyzed. Next, we analyzed the physical records qualitatively along with quantitative analysis of the cases of 'production status notification', 'record production and nonregistration of records via e-mail', and 'core records and electronic/non-electronic records' to determine the records of the 17th President. Personality was diagnosed. Finally, based on the analysis results, a plan to improve the presidential record management system was proposed.

Advancement Plan for Academic Research Services of Presidential Archives (대통령기록관 학술연구지원서비스의 고도화 방안)

  • As the demand for finding clearer information amid vast information acquisition increases, the enhancement of academic research services is highly important. In 2019, the Presidential Archives opened the only academic research services among the permanent archives management institutions. This study aims to identify the status of the insufficient use of academic research services implemented in the Presidential Archives, analyze problems and requirements through interviews with users who have used the Presidential Archives for academic purposes and conducted research, suggest a plan to upgrade the research services of the Presidential Archives, and offer a plan to improve the services of archives institutions accordingly. Researchers mostly sought information through an online search, but the information gap was large depending on the background knowledge, and the research scope was reduced because of insufficient information. Moreover, problems occurred regarding search tools, records management, and records disclosure, and most users were unaware of the academic research services. Therefore, the advancement plans entailed reducing the information gap among researchers, improving the search tool functions, creating more detailed descriptions of records, resolving geographic constraints, promoting academic research services and developing content, nurturing subject-specialized archivists, and providing online chatting services.

Application of Online Contents of Presidential Archives in Elementary Education (대통령기록물 온라인 콘텐츠의 초등교육 활용방안)

  • The president of the country has a very significant political role, but the study of the history about the presidency has not really been emphasized. This study is to examine how to apply the online contents about presidential history to elementary education. The documentaries presented in elementary social studies have a great effect on elementary students because their cognitive development is accelerated by understanding modern Korean history along with the presidential history and political issues through historical records. Therefore, this study focuses on investigating the method of application of the presidential history by having the presidential historian build online contents and provide this information to teachers and students.

  • This study proposes an education program using presidential archives to develop the multiple intelligence of children and the youth based on the multiple intelligence theory and the resource-based learning theory. To accomplish this, we performed a literature review and interviews with an archivist working in the Presidential Archive in Korea. This study compared and analyzed the Presidential Archives' education programs between the U.S. and Korea. This study can be useful and valuable in developing education programs in two areas, with the first area being the fact that the proposed program could help learners improve academic abilities by developing multiple intelligence and the second area being the fact that the program could increase the awareness of the importance of presidential archives. With the proposed program, the utilization of presidential archives can be facilitated.

Analysis of Changes in SNS Users' Perceptions of Presidential Archives and Records: Focusing on Twitter and News Frame Analysis before and after Impeachment (대통령 기록관 및 기록물에 대한 SNS 이용자 인식변화 분석: 탄핵 전후 기간의 트위터와 뉴스 프레임 분석을 중심으로)

  • This study aims to examine the change of awareness on presidential archives and records before and after impeachment by analyzing user frames. To achieve the goal of this study, prior studies of frame analysis were reviewed, and tweets of presidential archives and records before and after the impeachment were collected. This study conducted an analysis of Twitter and news extracted from Twitter using user frames and determined the differences between each frame over time. Afterward, five frames were set up to be used for the research through prior research and Twitter network analysis; changes in frames over time were examined by analyzing Twitter and news extracted from Twitter. Through such frame analysis, changes in the frame of presidential archives and records before and after the impeachment were examined, changes in public perception of presidential archives and records were identified, and areas of interest were determined. This study is significant as it identified changes in the public perception of presidential archives and records as well as in the areas of interest for the general public.

A Study on Measures to Improve the Production and Service of Records of Presidential Overseas Trips: Focusing on "Records Collection" of the Presidential Archives Website (대통령 해외순방 기록의 생산과 서비스 개선방안 연구 대통령기록관 웹사이트 '기록컬렉션'을 중심으로)

  • Since presidential overseas trips are carried out as the head of state representing the Republic of Korea, the resulting records of such trips have high academic and historical significance and value both in contemporary times and for future generations. This study analyzes the status of production and service of overseas trip records, focusing on whether the records of the president's overseas trips are being produced properly and provided sufficiently to the public, and examines development plans for improvement. Currently, as a result of examining a total of 282 overseas trips provided by the Presidential Archives website, it is difficult for users to understand which records are being produced for even the basic records regarding the trips are not posted. In addition, the website is provider-centered, making users feel alienated rather than being considered in terms of search and provided records. In this study, for the production of high-quality overseas travel records, the "Presidential Overseas Trip Records Production Guidelines" established during the 'Participatory Government' will be supplemented, improved and applied. This archive policy will not be subject to any external variables, including changes in the government, and is suggested that it be consistent and unaffected. In addition, in order to improve the service provided, the following is proposed: first, provision of 'comprehensive information' that allows users to understand the overall context of the trip; second, use of the "file-record" layer and hyperlink function; third, a system that allows the stages of production and service of overseas trip records to be interconnected. In order to carry out these tasks, it would be essential to establish and operate an organization dedicated to records, such as the Secretariat of Archives and Records Management during the 'Participatory Government' period.

A Study on the Development of Educational Programs Using the Presidential Archives for the Improvement of the Self-Esteem of Children from Multi-Cultural Families (대통령기록물을 활용한 다문화가정 자녀의 자아존중감 향상을 위한 교육 프로그램 개발)

  • This study proposed an educational program using presidential records to develop the self-esteem of children from multi-cultural families in accordance with the vision of the Presidential Archives-including political, economic, historical, and cultural aspects-to activate programs for the underprivileged. To accomplish this, we performed a literature review of self-esteem-enhancing programs for such children, and compared and analyzed the Presidential Archives' educational programs of the United States and Korea. We also conducted a survey and interviewed teachers who have experienced teaching children from multi-cultural families. Through the process, this study proposed an educational program for such children to develop their self-esteem.

  • The National Archives's presidential records in 1960s are neither complete nor accurate. However these records are worth enough to researchers as a source of the main policy stream and informations of the time. In the past, the catalog of National Archives only contained simple record information without the analysis of content. Therefore this article designed the subject classification scheme based on analysis of presidential records in economic sector. The distribution aspect of the subject record type is the clue to understand the main project of presidential secretary in 1960s during the industrialization process. Also the information of the content of record such as the character, association, location invigorate the collection of record and its use to related organizations.
