Determining Major Items of Scheduled Maintenance for Apartment through Case Data: Focused on Improving the Establishment Standard for Long-term Repair Program (사례 데이터 분석을 통한 공동주택 계획수선 주요 항목 도출: 법령 상의 장기수선계획 수립기준 현실화를 중심으로)

  • The long-term repair program is significant as the execution standard for apartment in repair construction, and provides the basis for effective facility management through appropriation reserve and preventive maintenance. Considering its importance, the government legislates the items, cycle, and ratio for long-term repair. However, the frequent changes, controversies on repair, and difficulties in using appropriation reserve are caused as the items have not been revised on time reflecting up-to-date construction technologies. In order to resolve these problems, it is required to improve the standard by evaluating the appropriateness of repair items throughout the analysis of actual conditions. This study aims to suggest the revision plan for the criteria with the major items based on the status identified by the actual long-term repair programs and historical repair construction data. To do this, the adoption ratios of items to program are reviewed by collecting the real cases of the long-term repair programs. Developing improvement plan was approached in two ways such as "exclusion method" deleting minimum unnecessary items and "selection method" sorting out items with high adoption ratio and evidence of repair in a positive manner. Aa a result, the major items were identified as 118 items and 73 items by exclusion method and selection method respectively from the current 147 items. The outcomes of this study are expected to contribute enhancing the practicality of the standard in that the regulation for long-term repair program should periodically reflect the status of currently applied construction methods and materials.

  • The Busan New Port and its hinterland have not operated smoothly due to the complicated laws and various related organizations. Thus, many projects involving the port are not matched with its purpose of establishment. In particular, a large-scale apartment complex, which was constructed without a negotiation among the related organizations, is disturbing the port's logistics function. Also, the construction and management of every traffic facilities are conducted by various organizations due to the functions for the facilities are dispersed among them, which has given rise to chaos and responsibility-shifting. As a result, worries about the friction among the organizations and the loss of function of the port hinterland exist. This paper analyzes the problems of inter-governmental functional distributions in the construction and management of the port hinterland of the Busan New Port based on the principles (theories) of functional distribution. In addition, this paper proposes improvements for the functional distribution. The results of the analysis indicated that the functions for housing and traffic facilities were duplicated and dispersed among organizations, resulting in an unclear division of responsibilities. Finally, the paper proposed solutions for the problems: the institutionalization of an administrative conference system among related organizations, using an integrated administration for a wide area (contracting-out, association among local governments), and establishing a special-purpose local government (association among local governments, BPA).

Determination of Not-Permitted Entrance/Exit Section at Curb Areas (단지 내 진출입 불허구간의 적정길이 산정에 관한 연구)

  • At present, many problems in traffic operation and safety occurs since there is no clear design criteria on designating the not-permitted entrance/exit section at curb areas within complex areas. Even, there is no specific and detailed researches on the not-permitted entrance/exit section by now. This research calculated the proper length of the entrance/exit section at curb areas by dividing the access not-permitted section into the two sections. First, the calculation of the entrance section was done by considering the location of crosswalks, stop line clearance, the queue length of vehicles approaching to second lanes, and marginal distance for safety have been considered. Second, the calculation of the exit section was done by comparing and analyzing the distance between cars of the entrance section according to the investigation point and the distance considering the location of crosswalks, the behavior of exit vehicles and the length of vehicles. In conclusion, by presenting the proper length in consideration of the traffic operation and safety on the access not-permitted section within complex areas, it can be used as a traffic safety improvement alternative and will be contributed in establishing and operating the proper installation criteria for the access not-permitted section within complex areas.

  • It is difficult for existing construction support system to provide real-world information such as geographical and spatial data, geographic information system is expected to be able to supply efficiently analyzing and supporting function as well as actual data by connecting construction support system. Furthermore, the providing method and content of GIS are varied by building various network and information service, and use of web GIS which can offer diverse and dynamic solution on network is spreaded. In this study, information management system for construction works(CIMSGIS : Construction Information Management System on Web GIS) based on web GIS is developed, which can confirm instantly state of advance and manage construction progress by real-time reporting and instruction. Also CIMSGIS can support decision making on intuitive understanding and manifold operation reporting.

The Development of a Model for Selecting Method of Entry for Apartment in Remodeling an Underground Parking Lot (지하주차장 리모델링 공사시 주동진입방법 선정 모델 개발)

  • It is expected that the number of apartment complexes in Korea that are over 20 years old will rapidly increase to more than 3,500,000. Consequently, the remodeling of these buildings is being revitalized throughout the country. Among the requirements for such remodeling, the expansion of parking lots has considerable weight. When enlarging a parking lot, the access route from an underground floor to the main building (i.e., the means of entry into the main building) determines the possibility of vertical enlargement for elevators, the size of the parking lot, the construction period, and construction expenses, etc. When enlarging an underground parking lot of an apartment complex, the access between the main building and the parking lot, as well as the inhabitants' requirements for entering the main building, are generally determined based on the designer's experience, rather than on the exact estimation of the peculiarity of the complex. In order to resolve such a problem, when enlarging an underground parking lot, a systematic and rational method is needed for selecting the means of entry into the main building. In this study, a selection model is derived for the method of selecting an access route into the main building when constructing an underground parking lot, in order to provide a reasonable decision-making process. A research method was investigated for determining the access route into the main building when enlarging a parking lot. On the basis of research carried out through in-depth interviews with experts, the characteristics for each means of entry into the main building were analyzed and the factors affecting the selection of the access route were deduced. The affecting factors selected were construction efficiency, convenience efficiency and economic efficiency. Weight values were then estimated for the selected affecting factors by applying the AHP method. Results showed that convenience efficiency, which gained the highest value, is the most important factor in selecting the means of entry into the main building. The most suitable means of entry into the main building was also suggested after estimating the applicability of the site by selecting complexes with remodeling possibility. This study will be applied as a reference for selecting the means of entry into the main building when constructing an underground parking lot particularly for older apartment complexes.

  • This study has been conducted focusing on the analysis of the turn-key proposal for Gimpo-Han River New City. The study expected that it would come up with design trends and introduction properties of each plan for the eco-friendly development of an apartment house. The concept of environment-friendly design was thought in four parts: 'Land use and transportation,' 'Ecological environment', 'Energy resource and environmental impact' and analysis factors of each part were chosen by specific items from the prospective researches and guidelines that already given on the projects. In conclusion, a proper development of the environmental-friendly apartment house will not be achieved unless the designers try to overcome their prejudice against eco-friendly planning elements applications. Along with the designers' attempt, it is also necessary to review the evaluation articles of the certification system for the existing environmental-friendly structures as well as to compensate and establish detailed evaluation standards. As the problems are being worked on, an integrated, effective evaluation standard for the eco-friendly planning elements will be determined. This way, an environmental-friendly residential development with a better quality will be eventually realized.

  • 이동의 편리함과 주행안정성을 주기 위해 개발된 도로가 소음을 발생시켜 운전자 및 소비자의 쾌적성을 저해하는 요소로 작용하고 있다. 이러한 문제를 해결하기 위해 연도거리확보 또는 방음벽 등의 소음억제 방법을 사용하고 있으나 미관을 저해하고 용지사용이 비효율적이어서 외국의 경우 저소음 포장 연구를 통한 근본적은 소음 발생원을 차단하기 위한 노력이 진행되고 있다. 국내에서도 신도시 개발 등으로 도로건설에 따른 급속한 교통량 증가 및 차량의 고속주행으로 인하여 도시소음의 주요인으로 부각되고 있고 시민들의 높은 생활수준과 소음 환경에 대한 기본생활권 추구 성향이 증대되어 지역 주민의 교통소음 저감 대책 및 보상에 대한 법적 소송이 빈번히 발생하고 있어 차량 주행 소음 저감을 위한 방법으로 방음벽 설치가 널리 사용되고 있으나 이는 경제적 손실뿐만 아니라 도시미관을 해치는 문제가 발생하고 있다. 도로사업의 환경성 강화는 국토해양부의 2009년 주요도로정책 중 하나일 정도로 국가정책의 중요한 지침으로써, 향후 추진되는 신도시 및 단지조성공사 시 도로 환경성과 소음, 진동, 그리고 생태통로에 대한 친환경 도로설계 및 시공 등에 적절히 대응하기 위하여 교통소음을 개선하기 위해서는 교통소음 발생 요소를 파악하고 신도시 및 단지조성시 주변도로에 친환경적 포장공법 설계기술의 개발 및 적용을 위한 단계적 연구가 필요하다. 따라서 본 연구에서는 친환경 저소음 포장공법의 종류에 대하여 알아보고자 한다.

  • Recovery of rainwater cycle is vital to be sustainable development. This means that LID design process is necessary for the urban regeneration. First of all, this study investigated and analyzed the existing LID design process. The existing LID design processes have many limitations to be applied to proper LID facilities because it is not considered in site conditions and water flow of the site. To solve the limitations of the existing LID design process, this study present the improved LID design process to be considered in hydrographic analysis through GIS analysis and finding points to install proper LID facilities. Through these considerations, this study present the improved LID design process to be applied to urban regeneration.

A Study on the Performance Analysis of Environmental Improvement Fund for the Structural Advancement Project of the Old Industrial Complex (노후산업단지 구조고도화사업을 위한 환경개선펀드 성과분석에 관한 연구)

  • This paper quantitatively analyzes the investment performance of the environmental improvement fund focusing on the sales effect and the housing benefit effect. The analysis of this study focused on the effects of sales and housing benefits for completed business sites among the business sites supported by the Environmental Improvement Fund. The analysis results are as follows. First, it appears that the sales effect of the completed workplace is effective compared to the amount of investment, so it seems that the purpose of industrial integration of the environment improvement fund is being achieved. Second, it was found that there are variations by workplace and region in housing benefits. This seems to be due to the fact that profitability can be neglected by reflecting the characteristics of residential facilities built by private businesses. The Environmental Improvement Fund is a policy fund that pursues both profitability and publicity. Therefore, it is necessary to transform the structure of the fund to expand support for industrial infrastructure with high publicity. To this end, it is necessary to establish a long-term management plan that equitably considers the profitability and publicity of the environmental improvement fund.
