연구목적 : 한국과 일본의 재난안전마을 관련 운영 컨텐츠 사례를 조사 및 분석하여 농촌지역 특성에 맞는 재난안전마을 구축사업 시 적용하기 위함이다. 연구방법 : 한국과 일본의 재난안전마을 관련 사업 컨텐츠 현황을 주민참여, 구조적, 법 제도 환경적으로 분류하여 조사 및 분석을 통해 특성을 살펴보았으며 농촌지역 특성에 맞는 재난안전마을 컨텐츠(안)을 제시하였다. 연구결과 : 주민참여 컨텐츠는 유관기관과 연계한 기초안전교육, 심폐소생술 교육, 대피소 생활 체험 훈련, 대피 훈련, 농촌활동과 재난활동 병행 훈련, 마을 안전지도 만들기 등이 있으며 법 제도 환경적 컨텐츠는 재난안전마을 구축을 위한 법, 조례 제정, 전문가 파견제도, 풍수해보험 제도, 마을만들기 기금조성을 위한 펀드 제도 등을 제시하였다. 또한 구조적인 컨텐츠는 자립형 대피소, 무선 대피 안내 방송시스템, 하천재해 방재시스템, 재난안전 안내 표지판, 마을안전지도 표지판 제작, 방재공원 구축 등을 제시하였다. 결론 : 법 제도 환경적 컨텐츠는 법/제도 마련을 위한 기반 구축이고 구조적 컨텐츠는 안전성을 확보하는 것과 더불어 농촌지역 환경을 고려한 친환경 공법을 활용하여 설치해야 한다. 또한 주민참여는 농촌마을의 주민의 연령, 특성, 환경 등 다양한 항목을 고려하여 컨텐츠를 활용해야 한다.

이 연구는 농촌마을의 경관계획을 실행하는데 있어 필요한 경관기초단위 도출을 목적으로 진행되었다. 지금까지 다양한 농촌공간의 경관단위 및 경관 요소에 관한 연구들이 진행되어 오고 있지만 실질적인 계획적 측면에서 농촌지역 경관계획을 수립하는데 농촌마을단위의 경관적 정체성을 반영하는데는 그 한계가 있었다. 우리나라 농촌지역의 경관에 관한 계획적 접근은 농업과 주거단위를 통합적으로 접근하는 농촌경관계획과 주거지를 대상으로 하는 마을경관계획으로 크게 구분할 수 있다. 본 연구는 농촌마을 종합개발사업의 한 부분으로 실행되고 있는 경관계획에 마을경관이 가지고 있는 경관 정체성을 반영하고 이를 통하여 마을경관이 가지고 있는 경관적 정체성을 확보하며, 나아가 농촌 경관계획이 보다 현실적 측면에서 실행될 수 있는 방안을 도출하고자 하였다. 연구의 대상지역인 완도군 약산면을 자연적 특성에 기초하여 1:5000 지형도를 이용한 수계단위별 시각적 한계 분석을 실시하고, 분석 결과를 기초로 마을 경관의 가시영역 경계를 설정하였으며, 가시영역안의 경관이 하나의 정체성을 가지고 있는지를 농촌 어메니티자원 분류에 의한 경관자원요소들을 대상으로 현장조사를 실시하였다. 최종적으로 현장조사결과와 가시영역과의 경관적 정체성이 일치하는지에 대한 비교 분석을 통해 마을경관단위를 확정한 후 그 특성을 도출하였다. 현재 여러 지역에서 농촌마을 종합개발사업을 시행하고 있으며, 지역적 특성을 반영하기 위한 다양한 계획기법이 시도되고 있다. 이러한 시점에서 본 연구는 농촌경관의 기초가 되는 마을경관의 정체성을 유지할 수 있는 계획기법을 제안하고자 하였으며, 향후 지역경관계획으로 발전하기 위한 기초연구로 활용될 수 있을 것으로 사료된다.

The purpose of this research is planning the master plan of a rural village for rural-tourism type. The rural village area is faced on the moment of the change. A rural village only have not the thing, that the facility of the food manufacture. A rural village inhabitants need an environment improvement and income enlargement. And for the citizens need a space facility of a leisure, practical use, rest and experience in rural area. The government executed a project for this purpose. So, Sinchon village, San-chung were selected to an object village in Gyeong-nam. This investigation analyzed this village's planning elements, and established basic directions of village master plan.

This paper is a study of rural settlement and housing planning in Jeongsun-Gun Kangwon Province. The method of survey to look in spot and interview, the present condition, and of the rural settlement of among the mountains. This study lays emphasis on three ri of dongmyeon Jeongson-Gun, Kangwondo retaining their present form relaytively through sample survey. Site plan of rural settlement of investigation subject involve the rural settlement in which is to search the arrangement, plan and spacial characteristic of rural settlement of among the mountains. Accordingly this study clarify the changed shape and form of rural settlement of among the mountains by selecting and put on record an scattered along.

There are rural development policy for creating liveable rural. The support structure of the capacity phase of the Master Plan of Comprehensive Rural Village Development Project would that one. The support structure of the capacity phase has implied the assumption that the accumulated capacity of the village to the previous step will have a significant impact on the business to the next level. Rural development should be understood that simple: rather than for business applications, processes community is going to build capacity through continuous learning and practice. Its accumulated capacity should be possible to predict and then steps must be developed continuously for a long time, looking at the previous phase. Thus, according to the support structure of the capacity phase, it should be applied a causal relationship between the front and rear phase.

This study is about the physical aspects and residents' perception for the public facilities in rural community through field investigation and interview. The purpose of this study is to present the planning of the public facilities in a rural community by field surveys and questionnaires. According to the results of the study, first, public facilities are necessary in a rural community to satisfy a variety of functions and the inhabitants' needs. Second, a community welfare center should consist of the facilities for inhabitants. Third, a community welfare center should establish sustainability, accessibility and identity to keep the main direction of planning.

수백 년 전부터 농촌마을 주민들이 조성해 온 전통마을숲인 당산숲은 한국을 대표하는 전통 문화경관이며 국가적 문화자산이다. 이제 문화콘텐츠는 지역성과 세계성을 같이 갖추어야 하며, 한국 고유의 글로컬문화콘텐츠 생산이 필요한 시점이다. 문화유산은 진정성 유지와 함께 지속가능한 관리체계를 갖추어야 그 가치를 인정받을 수 있다. 현재 많은 당산숲이 방치되거나 소멸 위기를 맞고 있는 가운데, 청도군 신원리의 4개 자연마을은 당산숲을 보호, 관리하고 있으며 그곳에서 당산제를 지낸다. 이 연구는 신원리 4개 마을의 당산숲 비보숲과 이것에 연결되어 있는 농경지, 하천을 포함하여 '농업경관생태 보전지역'으로 설정함으로써, 제도적 관리체계를 부여하고자 하였다. 이러한 농업경관생태 보전지역은 한국 농촌이 갖고 있는 글로컬문화콘텐츠로서, 국가문화자산인 당산숲의 위상을 제고하고 농촌마을 활력 증진에 기여할 수 있을 것이다.

본 논문에서는 최근 충청지역의 농촌마을에 발생한 수해 피해 현황을 살펴보았고 그 중 천안시 ${\bigcirc}{\bigcirc}$리 마을 실태조사를 실시하여 피해유형 및 특성을 분석하였다. 이를 바탕으로 농촌지역 수해 피해유형에 따른 재난안전시설 설치 방향 및 개선방안을 검토하였다.
