Simulation of Land Use Change by Storylines of Shared Socio-Economic Reference Pathways (사회경제 경로 시나리오에 따른 토지이용 변화 시뮬레이션)

  • In an effort to establish adaptive measures for low carbon use and climate change, this study developed storylines for shared socio-economic reference pathways(SSP) and simulated change in land use for each storyline. First, cellular automata modeling was performed using past data, and a transition rule for the local characteristics of each planning area under study was derived by comparing with the results of the base year. Second, three storylines were formulated based on the hypothesized change in land use for the SSP. SSP1, the scenario for sustainability, assumed that the land was developed into a compact city, SSP2 assumed the development of a road through the middle of the land while maintaining the current situation, and SSP3 assumed unsustainable development into a fragmented world. Third, change in land use depending on planning area was predicted by integrating the SSP scenarios with cellular automata(CA) modeling. According to the results of analysis using the SSP scenarios, the urban area ratio increased slightly up to 2020 in SSP1 and up to 2030 in SSP2 and did not change any more subsequently, but it increased continuously until 2050 in SSP3 that assumed low level urban planning. These results on change in land use are expected to contribute towards making reasonable decisions and policies on climate change, and the outcomes of simulation derived from spatial downscaling, if applied to vulnerability assessment, will be useful to set the priority of policies on climate change adaptation.

Issues on a Large-scale Enlargement of Urban Area and their Implications for a Management Plan (도시관리계획에 의한 대규모 도시지역 확장의 실태와 시사점)

  • The purpose of the paper is to research issues and implications on a large-scale enlargement of urban area in city management plan. This study investigated laws and regulations in force and carried out case study for three cities such as Yangju-si, Gimpo-si, Whaseong-si. As a result of analysis, three points at issue were abstracted and improvement ideas for each of them were suggested as follows. First, to set up adequate size of urban area, it is necessary to consider resonable planning for population, spatial structure, zone of life and land use in city comprehensive plan and city management plan. Second, to decrease arguments about scope and bounds of urban area, it is important to make general and specific guidelines to set up them. Third, to manage new urban area and its surroundings efficiently, it is necessary to subdivide zoning of non-urban area strictly, to restraint individual location of factories or cattle sheds, to make a proper infrastructure plan in advance, to administer strongly the permission of development behavior and to control strictly consecutive and joining development in non-urban area.

A Comparative Study of Geological Characteristics between Traditional Spa and Newly-established Spa (전통온천과 신설온천의 지질학적 특성 비교)

  • The main reason of environmental pollution and destruction due to an indiscreet development of spa is the law of spa in use. According to the law of spa, the water of spa is ordained not mineral component and its efficacy but water temperature of over $25^{\circ}C$. Therefore this research was to analyze the differences between traditional spa and newly-established spa based on heat flow, geological rock, and fault relating to spa in order to call attention to a revision of the law of spa. According to the results, the location of the traditional spas was in accord with places which are Pohang, Bugok, Dongrae and Haeundae-gu of Busan, Uljin, Chungju, Usung-gu of Daejeon, Yesan, Asan, and Ichon. The heat flow of these places is over 67mW/m2 that is an average of South Korea. Relating to a fault, 92.3% of the traditional spas concurs with a fault and 33.5% of newly-established spa is in accord with a fault. 58.2% of the traditional spas and 42.7% of the newly-established spa are consistent with the granite.

Plant Growth-promoting Ability by the Newly Isolated Bacterium Bacillus aerius MH1RS1 from Indigenous Plant in Sand Dune (해안 사구에서 서식하는 토착식물로부터 분리된 근권미생물 Bacillus aerius MH1RS1의 식물성장 촉진 능력 연구)

  • Coastal sand dunes have been seriously damaged caused by the development thoughtless for the environment and coastal erosion and destruction due to artificial structures like coast roads and breakwater. Hereupon, in this study we made a library of rhizobacteria that have the plant growth-promoting ability for plant rhizosphere of indigenous plants inhabiting in a coastal sand dune as well as the strong tolerance to salt, and evaluated the plant growth-promoting ability of these strains. Furthermore, we evaluated the effect of rhizobacteria on the growth rate of saline tolerant plants in sandy soil; selected out the most useful micro-organism for the restoration of a damaged sand dune. The effect of inoculation of strains selected from the first experiment on the growth of Peucedanum japonicum and Arundo donaxes planted in a coastal sand dune was evaluated. As a result, Bacillus aerius MH1RS1 had plant growth promoting activities: indole acetic acid (IAA) production, siderophores and 1-aminocyclopropane-1-carboxylate deaminase (ACC deaminase) activity, and also had a salinity tolerance. Also, in case of Peucedanum japonicum, the length of stems and weights of roots were enhanced by the inoculation of B. aerius MH1RS1. Fresh weights of stems and weights of roots in experimental group were, in particular, increased by 25% comparing with the control group. For an Arundo donax in experimental group, plant length increased by 18%, and weight of roots by 20% which is significant.

A Study on Generating a Coastal Flood Hazard Map Using GIS (GIS를 활용한 연안침수지도 제작에 관한 연구)

  • Since there are a lot of changes in climate on domestic and natural disasters owing to the disturbance-development of the land, damages of properties and human life frequently occur due to the coastal floodings. Accordingly, it is necessary to find the area where the danger of flooding coasts is relatively high and to inform resident the characteristics of the area As a part of preventive land management to minimize the flooding damages of the coastal area, this study suggested the generation of the coastal flood hazard map that provides detailed information such as refuge path, a place of refuge, and the location of medical supplies, food, and main rescue equipment, etc. This study selected the southern region of Daebu-do as an exemplary area, conducted a document study to establish GIS data, secured pre-structured data, and suggested the method of establishing GIS data fit to the study area. In particular, it emphasized the efficient construction of the geographical spatial data that were accurate, economic, objective, and realistic in supporting the modeling to predict the flooding zone. The specific type of established database was divided into flooding risk area, flooding warning area, and flooding-volume area. The prototype of coastal flood hazard map can be widely used for efficient disaster management. Furthermore, it is considered that the map could be applied for arousing residents' attentions to the flooding, prior education, and local governments' management actions against the danger of flooding.

Basic Research on Revetments Development of Erosion Protection for Coastline Creation of Hydrophilic Environment by Field Observation (현장관측에 의한 친환경 해안조성을 위한 침식방지 호안공 개발에 관한 기초적 연구)

  • In recent times, sea level increasing caused by abnormal weather and global warming, sea-sand dredging and complex development causes various kind of erosion damages onto the coastal area in the world. The various types of erosion control and protection methods are applied but there are no signs of fruitful effectiveness. The PC concrete protection block for shore protection structure is practically installed in globally but most of structures in the present day became villainous because of bad accessability. In this study, hydrophilic revetments for control and protection of coastline erosion will be developed in order to make up for a faculty of the shore erosion protection block with better accessibility and excellent protection ability. Experimental measurements were researched to insure for the capacity and facility on reflection coefficient, overtopping volume, and overtopping height characteristics of newly developed shore erosion protection block in model tests. As the result, hydraulic model tests show much excellent than the general step block. Field tests were carried out also to verify through vegetative test on an affinity and construction work test of control-protection on coastline erosion with actual utilization. In the latter case, deposition of sand accumulation occurred in fairly short time at the established reaches and then we can be confirmed to utilize for newly developed block as the revetments for control and protection of coastline erosion.

Development of interception capacity equations according to grate inlet types (빗물받이 형상에 따른 차집량 산정식 개발)

  • Recently, natural disasters, which are hard to predict and prevent, are rapidly increasing due to climate change worldwide. Particularly the damage scale of urban areas is increasing because of local torrential rainfall. In urban areas, the rain water cannot flow to pipes well due to the high percentage of impervious areas by the indiscriminate development. As a result, the inundation damage is getting higher in urban areas. So we need to characterize the interception of the grate inlets to ensure good drainage in impervious areas. But Korean installation criteria of grate inlets does not reflect road and drainage sector characteristics so the grate inlets do not function properly in many areas. In this study, we suggest the interception capacity equations about grate inlets through hydraulic experiments in various conditions. Therefore, the interception capacity changes are analyzed according to bearing bar slopes of grate inlets, grate inlet sizes and shapes and connecting pipe numbers. Though this, we developed the interception capacity equations about domestic grate inlets.

  • Recently, local government has established a development strategy which takes into account the quality of each area, in order to solve the problems posed by poor development, hindrance of the urban landscape, the limits imposed by relevant laws, etc. However, the number of floors is an important factor which determines the urban landscape, planning density and quality of the external space. This planning factor has a very different effect according to the terrestrial circumstances, number of households, underparking ratio, green space ratio and floor area ratio. Therefore, in this study, a case analysis and case study are conducted and the correlation between each index is clarified. The conclusions of this study are follows. Firstly, flexibility should be ensured by taking into consideration the density indicators, average number of floors, and residential environmental performance measures in related laws and systems. Secondly, it is necessary to develop a wide-area planning method that extends the planning concept from the beginning of planning to neighboring blocks or cities. Thirdly, deregulation measures should be implemented, such as establishing specialized strategies for each region, and regulatory measures for encouraging different types of development.

  • 본 연구는 한국의 도시재생과 스마트 물 관리의 정책 분석을 위하여 도시재생과 스마트 물 관리의 등장 배경, 주요 현안 및 연계성을 모색하고 도시재생방안으로서 스마트 물 관리체계의 가능성을 검토하는 것을 목적으로 한다. 1950년대의 도시재건(Urban Reconstruction)과 1970~80년대의 도시재개발(Urban Renewal, Urban Redevelopment) 등의 정비 사업은 물리적 환경정비에 초점을 맞추었다. 그러나 1990년대 환경문제가 세계적 이슈로 등장하면서 교외지역 난개발 문제에 대한 대응책이 필요하게 되었고 도시의 물리 환경적, 산업 경제적, 사회 문화적 측면을 부흥시키는 도시재생 접근법이 출현하였다. 한국 정부는 2017년부터 시작한 '도시재생 뉴딜사업'의 일환으로 스마트 기술을 적용한 도시재생사업을 통해 스마트도시 선도국가 도약과 세계적 흐름에 부합하는 도시성장을 기대하고 있다. 1980년대 초 등장한 스마트 기술은 2000년대 들어와 스마트 도시, 스마트 인프라, 스마트 그리드 등의 분야로 확대, 진보하였다. 물 분야의 스마트 기술은 2009년 스마트워터그리드 이니셔티브(Smart Water Grid Initiative)의 발족과 함께 IBM, CISCO, Intel 등의 IT 기반 물 관리 워킹그룹 형성, Suez, Veolia, Siemens 등 수처리 기업의 스마트워터그리드 분야 진출 모색과 함께 발전하기 시작하였다. 이후 2012년 유엔 스마트 물 관리 포커스 그룹(ITU-T SG 5)의 스마트 물 관리 표준화 연구가 착수되었고 한국은 국토교통부 건설교통기술 연구 개발사업 중 하나로 스마트 물 관리 장기 연구 사업을 시작하였다. 스마트 물 관리는 수자원 및 상하수도 관리의 효율성 제고를 위하여 스마트 미터, 센서, 디지털지도제작 등 ICT를 이용한 차세대 물 관리시스템이라고 정의할 수 있다. 구체적인 대상 분야를 고려한다면 하천수, 우수, 지하수, 하폐수처리수, 해수담수 등 다양한 수자원의 관리, 물의 생산과 수송, 사용한 물의 처리 및 재이용 등 물 관리 전 분야를 포함한다. 그러나 스마트 물 관리의 용어와 개념을 처음으로 도입한 미국 등 선진국과 관련기업들은 스마트 물 관리를 '스마트 워터 미터, 센서, 첨단 모델링, 수문 지도제작, 스마트 관개농업, 자동화 로봇 등 다양한 기술을 통합적으로 운영하는 지능적인 수자원 관리를 위한 정보네트워크'로 정의한다. 일찍이 도시재생으로의 패러다임 전환을 실시한 영국 및 일본과 달리 한국의 도시재생은 개념, 구성요소, 범위, 사업방식 등의 여러 가지 측면에서 아직 형성단계에 있다. 또한 한국의 스마트 물 관리 논의는 개념정립 측면에서 심층적 논의가 거의 부재하였다. 기존의 논의들은 수자원 혹은 상하수도서비스 분야에서의 연구결과와 기술개발성과를 기계적으로 적용하고 확대하는 측면만을 부각시켰다. 그러나 이와 같은 스마트 물 관리에 대한 논의는 정보통신기술과 물 관리 서비스를 단편적으로 연결하고 적용범위를 제한할 수도 있다는 점에서 한계성이 있다. 본 연구는 국내외 문헌검토를 바탕으로 한국의 도시재생과 스마트 물 관리의 정책을 분석하고 지금까지 별개로 간주된 두 개념의 장점을 융합하여 향후 지속가능한 도시개발 사업으로서의 가능성을 검토하고자 한다.

A Study on the Block Structure of the Land Readjustment Project Districts Focused on the case study of Cheongju City in the 1970's (토지구획정리사업지구의 가구(街區)체계에 관한 연구 -1970년대 청주시 사례를 중심으로-)

  • This study examined the characteristics of a district through the concept of a block system in the physical aspect of the four land readjustment project districts of Cheongju City in the 1970s. The results of this study are as follows. First, the local road system for accessing the main road network and blocks was well established compared with the current urban development standards. On the other hand, since the access roads to the individual lots in the block were not equipped properly, it was difficult to improve a house. Second, according to the characteristics of the block, the Aspect Ratio of blocks was 1: 2 on average and most of those directions was east-west. The area of block from the 1st to 3rd districts was increasing, but districts 4 were decreasing. This also was changed to the shape of a contemporary block system. The larger the size of the block area, the lower the Jeobdoyul. Third, in terms of the characteristics of the lot array, blocks with a multi-row system of $4{\times}4$ or more were lots up to the 1st to 3rd district, but 4th district was improved greatly. Because blocks close a square shape have become excessively poor with Jeobdoyul, it was judged that it is difficult to improve the residential environment. Moreover, as the type of the residential development by the land readjustment project is standardized considerably and this type of land area is extensive, it can be an alternative to control the urban sprawl of suburbs if it finds the way to improve this type of the residential area considering this characteristic.
