From 2010 years to 2013, the selection method of successful bidder has been changed design suitable lowest method, comprehensive evaluation method(bid price adjustment, design score adjustments, weight standards), fixed amount best design method. Therefore this study was presented by analyzing the impact on the domestic construction industry according the way to determine the successful bidder, the evaluation order method and the operational issues through the analysis of order status, order number, results of acceptance an order, success rate range, results of acceptance an order according to weight success rate, results of acceptance an order by work type and order institution of a turnkey alternative tendering construction performed in domestic civil part.

Inspection system which was performed in the past selected the final winning bidder by separating Pre-Qualification, the basic design evaluation and price evaluation. However, turnkey and alternative bidding construction has selected way to determine the successful bidder as the best design and the most low cost method, comprehensive evaluation method (bid price adjustment, design score adjustments, weights standard), the best design and the fixed amount method from january 1, 2010 to the present. Due to these institutional problems, orders institutions were often a way to determine the successful bidder to apply differently for identical or similar construction. Therefore this study winning bidder selection criteria through analysis of construction the number and construction order performance, order performance by work division and institutional orders, the weights bidder order performance and orders status of turnkey alternative tendering construction to civil part performed in domestic.

Full system of turnkey deliberation committee in 2010 was abolished and permanent Deliberation committee was introduced. So far, ordering organization selected the best method suitable for the design and comprehensive evaluation method in the turnkey bid construction. Comprehensive evaluation method have bid price design score coordination, weighted basis, the best design approach fixed amount, five successful bidder decision method in addition. Design deliberation branch committee in the successful bidder decision way configured and operated branch members of special design consultation committee, But main agent changed from committee deliberation pull system to permanent committee deliberation, as well as and The lobby burden was not improved. This similar to the past at the portion of the design deliberation and the way of the design deliberation in the turnkey bid construction. Therefore it is necessary to improve the design deliberation system. In other words, design score and technology competition should be adapted to determine a successful bid. This study suggested the operating system of the design deliberation, the decision method problems of the successful bidder and ways to improve the design deliberation.

Recently the Ministry of Finance and Economy of Korea launched two new project delivery systems called "Best Value Contract (Design-Bid-Build)" and "Bridging Contract (Design-Build)" in October of 2007 by revising enforcement ordinances of "Act on Contracts to Which the State is a Party". These project delivery systems require the bidders to submit technical proposal adjusted to the project characteristics and objectives for selecting the contractor by evaluating technical proposals. This research aimed to suggest guideline to effectively operate the project delivery systems described above. To reach the goal of the research, the framework of the operation model was developed, which includes the four categories: the standard bidding process, the technical proposal requirements, the technical proposal evaluation criteria, and the award methods. The contents of the four categories above were fulfilled throughout conferring with the advisory experts. In particular, the award methods, which are the important decision-making factor in the perspective of the owner, consist of four types: Low Bid-Fully Qualified, Weighted Criteria, Adjusted Bid, and Adjusted Score. The quantitative features and application criteria of these four types of award methods were suggested throughout the simulation using the virtual case.

인터넷 진자 상거래 기술의 급속한 발달에 따라 최근 온라인 경매에 대한 많은 관심과 개발이 이루어지고 있다. 인터넷 상에서 사용자는 원하는 물품을 경매로 구입하기 위해서 여러 경매 사이트를 옮겨다니며 경매 물품정보를 모니터링 함으로써 시간의 낭비와 반복적인 수작업으로 인한 비효율성이 발생한다. 또, 구매자가 구매물품에 대한 가격 정보가 부족한 경우 입찰액을 결정하기가 쉽지 않으며 낙찰가 또한 예상하기 어렵다. 본 논문에서는 이러한 문제점을 해결하기 위해서 3단계 카테고리 방식을 이용한 적정 낙찰가를 제시해 줌으로써 구매자가 입찰가격을 정하는데 있어 참고자료로써 도움이 될 수 있으며 부적당한 가격에 상품을 구매하거나 경매가 유찰되는 것을 피할 수 있어서 보다 효율적인 경매를 할 수 있도록 도와준다. 본 시스템은 카테고리별로 나누어진 상품에 따라 다양한 가격결정방식을 사용하여 적정 낙찰가를 산출하는 경매 에이전트를 설계하고, 또한 몇 가지 사례를 통해 상품의 특성에 따른 적정 낙찰가를 제시한다.

Design-build that a single entity performs whole construction process under singular responsibility is one of the project delivery system comes to take expectation effects of time savings, cost saving, and quality assurance. On the other hand, a current domestic method for selecting a design-build contractor is difficult to reflect the purpose of owner and the project characteristics when owner selects the design-build contractor. The purpose of this research is to suggest a model for deciding evaluation weights in design-build which can reflect the purpose of owner and the project characteristics. This research can help owner to select the best suitable design-build contractor for the project.

최근에 인터넷을 통한 전자경매가 보편화되면서 경매 물품의 가격 결정에 대한 관심이 증가하고 있다. 또한, 경매물품의 낙찰가를 판매자가 결정하거나 정보 검색이론의 사례 유사도에 기초하여 생성하는 에이전트가 연구되고 있다. 그러나, 이것은 경매 물품에 대한 최근의 변화 요인을 반영하지 못하고, 상품 추천에서 사용하는 사례 유사도를 가격 결정에 적용하여 잘못된 가격이 생성되는 경우가 많다. 본 논문에서는 이러한 문제점을 해결하고자 시계열 예측에서 사용하는 지수평활법을 이용하여 최근의 경매자료로부터 경매 등륵 물품의 낙찰 예정가를 자동으로 생성하는 시스템을 제안한다. 성능 실험 결과, 본 시스템을 사용할 경우에 경매 물품의 실제 낙찰가와 차이를 줄여 낙찰률을 높이고, 경매 물품의 객관적인 가격형성이 가능함을 보인다. 또한 기존의 사례 유사도를 이용한 낙찰 예정가 생성 방식과의 성능 비교를 통하여 새로운 방법의 효율성을 나타낸다.

In bidding processes conducted by government agencies, local governments or public agencies, budget prices are critical to both ordering bodies and bidders since budget prices are bases for selecting a successful bidder. Since a high budget price goes against ordering bodies and a low one goes against bidders, most ordering bodies adopt a system using multiple preliminary prices for determining a budget price to ensure fair and transparent manners. Discussed are how budget prices change depending on the methods of sampling 15 preliminary prices and the methods of sampling 4 out of 15 prices. Computer simulation is conducted to analyze budget prices for various methods to determine multiple preliminary prices. It is more likely for budget prices to be close to base prices when splitting a range of generating preliminary prices into 15 intervals and taking 4 preliminary prices from 15 intervals than when taking 4 preliminary prices from a whole range. In cases when splitting a range of generating preliminary prices, if we take 2 preliminary prices out of intervals above 100% and take 2 out of intervals below 100%, the expected budget prices are equal to a base price and the standard deviations are about half in comparison with those when taking 4 out of 15 intervals.

In Korea, the first-price sealed bid auction and the constrained mean-price sealed bid auction(buchal-je in Korean) have been used alternatively as procurement auctions. In this paper, we characterize the constrained mean-price sealed bid auction in the context of mechanism design. We consider the general ?-bidder case in which each bidder has private information. Under the assumptions of uniformly distributed valuations and linear strategies, we derive the equilibrium of the constrained mean-price sealed bid auction. Furthermore, we analyze the efficiency and the expected revenue of this auction mechanism in comparison with the first-price sealed bid auction. Finally, we conclude with the critical remarks on the practical intention of the government which uses this auction.

Performance-based Project Delivery System(PPDS) is one of Project Delivery System that when owner ask for performance than constructor feel free to choose materials, technology, an engineering method. PPDS rank higher position than Performance Warranty Contract and Technical Proposal Bid. This study aims to propose Improvement Idea for PPDS that based Housing Performance Grading Indication System. 'Request-performance Checklist' is used as communication means(between owner and constructor) and a kind of corroborative facts make the procedures achievement of project like contract easier.
