The Research of Improvement and Development Process for protection in Korea Private Security (한국 신변보호업의 발전과정과 개선방안 연구)

  • The Private Security Industry of Korea began after served security service for the United States army of 8 division. The industry grew up after establish private security regulation on December 31th of 1976. Early 1980's the industry was accelerated from bringing technical knowledge of developed nations rapidly. Also, private security was gotten into the spotlight by one of futurity industry instead public security after companies performed 86 Asian game and 88 Seoul Olympic successfully. Therefore, the industry became to increase qualitatively and quantitatively. From late 1990's the private security regulations were revised fifteen times and created about education system, bodyguard, and leader of security. 3,836 private companies and 150,030 private guards had operated until 2012. However, some of companies received administrative measure, because of the companies ran immorally. The minor companies are continuously closed down from the leader's inefficient operation. Approval standard of establishment has imperfect law. Solutions of problems are to provide high quality service, to expand company affairs, to attract specific customers through efficiency expert, to change standard of leader of security guards, to establish security education institution through the government and to intensify requirements to establish the company.

  • The importance of the national reseach and development project has been increased since the global financial crisis for overcoming the world economic recession and responding the threatens of the global competitiveness. As the budgets are increased and the size of the tasks is enormous, the government often requests high-level audits and data for the transparent management of research expenses. As a result, the researchers who have to concentrate on the original research work spend much time in administrative processing, government audit, and responding to the demand data than the time to concentrate on the research work. It is absolutely necessary to have a system that can integrally manage R & D projects from a company-wide point of view in order for researchers to work efficiently and concentrate on the original research. Korean government has increased the investment for the national R&D, and therefore the size of R&D projects has become more larger. Therefore, this study attempts to present a standardized management process and system establishment direction for the efficient management of research and development project and to study the success factor of system establishment for the successful execution of project and the project management plan by the case study.

  • All possible efforts have been done to adapt to the information-oriented society throughout the whole area of education. Especially, it is strongly demanded that teachers should effectively apply information communication and disposal to all the educational activities of instruction-learning, students management, school affairs, and administrative affairs. In this thesis, we chose as educational contents the information technology which is necessary in an educational site to increase the capability of applying information of teachers and developed remote training materials. In addition, we developed measurement instruments to evaluate the capability of applying information of teachers and gave grades to them. Grading System of the Capability of Applying Information of Teachers will be a standard of the capability of applying information.

우리나라 보건의료 정보체계와 정보화사업의 현황 및 문제

  • 국가 보건의료체계(health care system)가 올바르게 기능하기 위해서는 의료체계를 구성하는 각 요소들간의 유기적인 상호 작용이 대단히 중요하다. 정보체계는 이러한 유기적인 상호 작용을 위해 보건의료체계의 각 영역에서 꼭 필요한 시스템이다. 보건의료 서비스를 효율적으로 생산하기 위해서 투입하는 자원의 개발과 배치 체계는 물론 생산된 보건의료 서비스를 소비자가 효과적으로 이용할 수 있도록 하는 서비스 전달체계(delivery system)의 전과정에서 보건의료정보체계는 중요한 인프라가 되고 있다. 정보체계는 궁극적으로 보건의료체계가 지향하는 목적을 달성할 수 있도록 짜여져야 한다. 다시 말해, 의료체계의 각 하부영역에서 의료이용의 접근성(accessibility), 형평성(equity), 서비스의 의과학적 질(scientific technical quality), 포괄성(comprehensiveness) 등 보건의료체계가 추구하는 가치를 정보체계에서도 그대로 담아 낼 수 있어야 한다. 또한 정보체계를 구축하기 위한 요건으로 각 사업 영역별 표준화, 사업 영역간의 상호관계, 공공과 민간의 역할 분담, 정보 관련 시선과 인력, 정보기술 등의 인프라, 각 사업 영역별 정보화에서 담아야 할 정보 내용(contents, DB) 등에 대한 사전 기획이 수립되어야 한다. 그 동안 보건의료분야의 정보화사업은 1996년부터 보건소기관의 행정, 진료, 보건 업무지원을 위한 보건소정보화사업과, 1995년부터 초고속공공응용서비스 사업의 일환으로 추진해 온 전염병, 혈액유통, 장기이식, 외래진료예약, 원격진료, 응급의료, 원격치매진료 시스템 구축사업 등이 있으며, 응급의료, 혈액관리, 장기이식, 전염병정보, 외래진료예약시스템을 통합한 보건의료정보통합서비스시스템(1998년) 구축사업 등이 있었다. 이러한 사업들에 대해 현재 평가되고 있는 문제점들로는 정보화 사업에 대한 전략과 비젼이 부재한 상태에서 지나치게 정보기술 중심으로 추진되다 보니 보건의료 정보의 공유나 활용이 전혀 이루어지지 않거나 매우 제한적이었고, 시범사업의 경우는 초기 사업을 추진하기 위한 주체가 명확하지 않았고, 관련 인력의 훈련과 양성이 안 되었으며, 사업 확대를 위한 법적 기반의 취약, 정보화 사업이 부실한 데 대한 평가 기준과 대안 제시 등이 매우 취약한 것이 문제점으로 나타났다. 특히, 정보 내용과 DB 구축을 위한 표준화 등에 대한 사전 설계 부재는 개발된 정보시스템의 운영을 결정적으로 어렵게 만든 요인이 되고 있다. 전반적으로 기존의 정보화사업은 사업 추진을 위해서 꼭 필요한 비젼 수립, 비젼에 따른 목표 설정, 전략 개발, 관리체계 구축, 운영방안 수립 등 단계적인 정보화 계획이 부재한 것으로 평가되고 있어 보건의료정보체계 구축을 위한 종합 비젼 기획(ISP)이 시급한 실정이다.

A Study on the Roles and Efficient Operations of Urban Regeneration Support Center as Intermediary Organization - Focused on the Chungcheongbuk-do - (중간지원조직으로서 도시재생지원센터의 역할과 운영 방안 - 충청북도 사례를 중심으로 -)

  • Recently, there has been considerable talk about urban regeneration support centers that are currently promoting urban regeneration projects. The reason is that the role and authority are unclear, and the experience of each local government center is not accumulated, resulting in many trial and error and side effects. This study analyzed the current state of operations of urban regeneration support centers in Chungcheongbuk-do to find desirable ways to operate them in the future. The main findings are as follows. First, the role and division between metropolitan and basic centers and field centers of urban regeneration support centers in Chungcheongbuk-do are unclear. Second, the limitations of the center's operation methods, operational autonomy, and independence are not secured. Third, as a participant in urban regeneration, it has relatively low authority and status compared to administration. Fourth, the lack of professional manpower related to urban regeneration and the instability of staff employment were derived as overall problems.

Analysing GIS Implementation Factors in Local Governments (지방자치단체의 지리정보시스템 집행요인분석)

  • As the digitization of maps in Korea has been completed in 1998, local governments begin to apply digital maps for their administrative convenience. In applying GIS to local administration, there are some important aspects to be considered such as technical aspect, organizational aspect and data managerial aspect. Using surveys to local governments, the study examines the implementation factors such as leadership, GIS organizational settings, human and financial resources, and education programs which are related to the applications of GIS to local governments in Korea. As a conclusion, the study proposes that organizational and human factors be combined harmoniously with technical factors from the beginning stage of GIS installation for the successful implementation of GIS applications to local governments.

The Relationship between Career Development Practice and Career Plateaus in the Government Sponsored Institutions (출연(연)의 경력개발제도(CDP)와 경력정체성의 관계)

  • In general, if employees recognize that their career are tied up, their overall level of job commitment and job satisfaction are decreased which eventually negatively affect individual performance. Especially, career development in the high specialized job like R&D task is more important than other jobs. While the previous studies showed interest in the negative consequences of career plateau, this study aimed at finding out the antecedents of career plateau. By diving the antecedents of career plateau into organizational level and individual one, we conducted direct effect and interaction effect of antecedents variables on career plateau. The empirical results using employees belonging to government funded R&D institute showed that career development practice and work experience in other institutes have negatively related to career plateau, while age has positively related to career plateau. In addition, the interaction effect between career development practice and work experience in other institute was also significant.

  • 병원 근로자의 VDT 자각 증상에 대한 선행연구를 보면 대부분이 간호사 관련 직종으로 한정되어 있고, 방사선사에 대한 연구는 수행되지 않았다. 본 연구는 2009년 10월 15일부터 11월 2일까지 대전광역시에 소재하고 있는 종합병원에 VDT 작업을 시행하는 보험심사, 원무, 의무기록, 전산, 행정부서 근무자와 방사선사를 대상으로 구조화된 설문지를 활용하여 분석하였다. VDT 증후군 자각 증상 점수를 종속변수로 한 다중선형회귀 분석 결과 관련요인으로 안관련 증상에 영향을 미치는 요인을 보면 성별, 건강염려, 일상생활 방해이며, 전신증상은 운동, 스트레스, 건강상태 인지 관련, 근골격 증상에서는 임상경력 6-10년, 대인관계, 건강상태 인지 관련 건강염려와 일상생활 방해로 나타났으며, 통계적으로 유의한 차이를 보였다. 피부 증상으로는 연령 20-29세, 결혼여부, 식습관, 건강상태 인지 관련 소화 정도와 일상생활 방해로 나타났으며, 심리 증상으로는 성별, 결혼 여부, 스트레스, 소화 정도, 일상생활 방해로 나타났으며, 통계적으로 유의한 차이를 보였다. 타부서 근로자와 방사선사의 VDT 증후군 자각점수 차이가 크게 나타나지 않았으며, 이는 방사선사의 업무가 VDT 환경으로 변함으로써 VDT 증후군 자각 증상이 일어날 수 있다는 것을 나타내는 것이다. 이는 정기적인 순환근무를 시행함으로써 VDT 환경에 지속적인 노출을 피하는 것이 예방 대책이라 할 수 있다.

Effects of Early Childhood Teacher job stress on the turnover intention and job satisfaction (유아교사의 직무스트레스와 이직의도의 관계에서 직무만족의 매개효과)

  • This study examined the effects of teacher job stress and emotional intelligence on the turnover intent and job satisfaction. To this end, an early childhood teacher survey of 220 people using SPSS 9.0 data processing, analysis, and the independent variables were used to predict the dependent variable. Simple regression analysis and regression analysis of a follow-up examination were then performed. In the first study, the early childhood teachers' turnover intention due to job stress and job satisfaction revealed job stress to be a significant factor. The children's lack of leadership and administrative support work overload factors contributed to causes of stress. The turnover intention appeared to affect the mind. Second, early childhood teachers job satisfaction, job stress and turnover intention were affected by attempts to mediate the influence of job stress. Therefore, mediation plays a significant role. These results show that infant teacher duties affect the turnover intention and job satisfaction.

  • This study explored the life of social workers by applying the photo Voice research method. Participants selected three themes through group discussions and shared the daily life of a social worker through photos they prepared in relation to each topic. Through this process, they shared their own experiences on 'difficulties related to work activities,' 'factors that create positive aspects that motivate social workers,' and 'factors that create negative aspects that demotivate social workers.' Using these three themes and 11 sub-themes, the participants shared their own experiences as social workers in the workplace. In order to improve the quality of life of social workers, we proposed amendments to related laws such as the Labor Standards Act, and also proposed legislative and institutional measures such as the enactment of policies related to personal safety threats.
