Social media is a representative form of the Web 2.0 that shapes the change of a user's information behavior by allowing users to produce their own contents without any expert skills. In particular, as a new communication medium, it has a profound impact on the social change by enabling users to communicate with the masses and acquaintances their opinions and thoughts. Social media data plays a significant role in an emerging Big Data arena. A variety of research areas such as social network analysis, opinion mining, and so on, therefore, have paid attention to discover meaningful information from vast amounts of data buried in social media. Social media has recently become main foci to the field of Information Retrieval and Text Mining because not only it produces massive unstructured textual data in real-time but also it serves as an influential channel for opinion leading. But most of the previous studies have adopted broad-brush and limited approaches. These approaches have made it difficult to find and analyze new information. To overcome these limitations, we developed a real-time Twitter trend mining system to capture the trend in real-time processing big stream datasets of Twitter. The system offers the functions of term co-occurrence retrieval, visualization of Twitter users by query, similarity calculation between two users, topic modeling to keep track of changes of topical trend, and mention-based user network analysis. In addition, we conducted a case study on the 2012 Korean presidential election. We collected 1,737,969 tweets which contain candidates' name and election on Twitter in Korea (http://www.twitter.com/) for one month in 2012 (October 1 to October 31). The case study shows that the system provides useful information and detects the trend of society effectively. The system also retrieves the list of terms co-occurred by given query terms. We compare the results of term co-occurrence retrieval by giving influential candidates' name, 'Geun Hae Park', 'Jae In Moon', and 'Chul Su Ahn' as query terms. General terms which are related to presidential election such as 'Presidential Election', 'Proclamation in Support', Public opinion poll' appear frequently. Also the results show specific terms that differentiate each candidate's feature such as 'Park Jung Hee' and 'Yuk Young Su' from the query 'Guen Hae Park', 'a single candidacy agreement' and 'Time of voting extension' from the query 'Jae In Moon' and 'a single candidacy agreement' and 'down contract' from the query 'Chul Su Ahn'. Our system not only extracts 10 topics along with related terms but also shows topics' dynamic changes over time by employing the multinomial Latent Dirichlet Allocation technique. Each topic can show one of two types of patterns-Rising tendency and Falling tendencydepending on the change of the probability distribution. To determine the relationship between topic trends in Twitter and social issues in the real world, we compare topic trends with related news articles. We are able to identify that Twitter can track the issue faster than the other media, newspapers. The user network in Twitter is different from those of other social media because of distinctive characteristics of making relationships in Twitter. Twitter users can make their relationships by exchanging mentions. We visualize and analyze mention based networks of 136,754 users. We put three candidates' name as query terms-Geun Hae Park', 'Jae In Moon', and 'Chul Su Ahn'. The results show that Twitter users mention all candidates' name regardless of their political tendencies. This case study discloses that Twitter could be an effective tool to detect and predict dynamic changes of social issues, and mention-based user networks could show different aspects of user behavior as a unique network that is uniquely found in Twitter.

With the changes in the future educational environment, such as the rapid decline of the school-age population and the expansion of students' choice of curriculum, changes are also required in PCK, the expertise of science teachers. In other words, the categories constituting the existing 'consensus-PCK' and the characteristics of 'science PCK' are not fixed, so more categories and characteristics can be added. The purpose of this study is to explore the potential area of science PCK required to cope with changes in the future educational environment in the form of 'Family Resemblance Science PCK (Family Resemblance-PCK, hereafter)' through Wittgenstein's family resemblance approach. For this purpose, in-depth interviews were conducted with three focus groups. In the focus group in-depth interview, participants discussed how the science PCK required for science teachers in future schools in 2030-2045 will change due to changes in the future society and educational environment. Qualitative analysis was performed based on the in-depth interview, and semantic network analysis was performed on the in-depth interview text to analyze the characteristics of 'Family Resemblance-PCK' differentiated from the existing 'consensus-PCK'. In results, the characteristics of Family Resemblance-PCK, which are newly requested along with changes in role expectations of science teachers, were examined by PCK area. As a result of semantic network analysis of Family Resemblance-PCK, it was found that Family Resemblance-PCK expands its boundaries from the existing consensus-PCK, which is the starting point, and new PCK elements were added. Looking at the aspects of Family Resemblance-PCK, [AI-Convergence Knowledge-Contents-Digital], [Community-Network-Human Resources-Relationships], [Technology-Exploration-Virtual Reality-Research], [Self-Directed Learning-Collaboration-Community], etc., form a distinct network cluster, and it is expected that future science teacher expertise will be formed and strengthened around these PCK areas. Based on the research results, changes in the professionalism of science teachers in future schools and countermeasures were proposed as a conclusion.
Up until recently, Korea has ranked the first place in UN e-Government Survey for three consecutive years. In keeping with such accomplishment, the size of budget execution has been consistently growing in accordance with Korea's Government 3.0 policy and vision, leading to increase in big-sized informatization projects in the business. Especially in mission critical public sector's infrastructure where it affects many people, growing demand for establishing high-quality information system with new technologies being brought to attention in order to meet the complex needs of citizens. National defense information system, being one of representative domains examples in the concerned area, established high military competency by applying breakthrough technology. Network-oriented national defense knowledge informatization was set as the vision in order to implement core roles in making efficient national defense management; and effort has been made to materialize the vision by making advancement in national defense's information system and its informatization implementation system. This research studies new quality index relevant to test and evaluation (T&E)of informatization business in national defense which is the representative example of mission critical public sector's infrastructure. We studied international standards and guidelines, analyzed actual T&E cases, and applied them to the inspection items that are currently in use, complying with the e-government law (Act No. 12346, Official Announcement Date 2014. 1.28., Enforcement Date 2014. 7.29.) As a result of productivity analysis, based on hypothesis in which suggested model was applied to T&E of the national defense informatization business, we confirmed the possibility of enhancement in the T&E productivity by assessing reliability, expertise, and safety as evaluation factors.

The service industry, as a new growth engine, has become more important in response to changes in the global economy and the industrial environment. Developed countries have promoted the competitiveness of the service industry and have enhanced economic added value. Developing new services requires extensive resources. Therefore, cooperation and network building capabilities with customers, suppliers, and various knowledge creation agencies are critical sources of competitiveness. This study classified the Korean service industry by industrial type in order to enhance innovation competence.The Korean service industry lags behind that of developed countries, and this study analyzed the differences of innovation results according to collaboration partners by the classified industry. By adopting a method that applies industrial classification by Dialogic's innovation pattern, this study showed external cooperation results were different by industrial type. Analysis results revealed that companies cooperate with customers and competitors in many cases; however, product innovation was higher for companies that collaborated with private service companies. In the 'Innovation in services' industry, industry cooperation with universities showed organizational innovation achievements. In the 'Innovation through services' industry, cooperation with customers positively affected marketing innovation achievements. Consequently, the need to foster consulting firms and universities that can professionally collaborate with companies is implied in order to enhance the Korean service industry.

In a genetic algorithm, computer simulations are performed based on the natural evolution process of life, such as selection, crossover, and mutation. The genetic algorithm searches the approximate optimal solution by the parallel arrangement of Schema, which has a short definition length, low order, and high adaptability. This study examined the possibility of improving the efficiency of the optimal solution by considering the characteristics of the building block hypothesis, which are one of the key operating principles of a genetic algorithm. This study evaluated the efficiency of the optimization results according to the gene sequence for the implementation in solving problems. The optimal design problem of the water pipe was selected, and the genetic arrangement order reflected the engineering specificity by dividing into the existing, the network topology-based, and the flowrate-based arrangement. The optimization results with a flowrate-based arrangement were, on average, approximately 2-3% better than the other batches. This means that to increase the efficiency of the actual engineering optimization problem, a methodology that utilizes clear prior knowledge (such as hydraulic properties) to prevent such excellent solution characteristics from disappearing is essential. The proposed method will be considered as a tool to improve the efficiency of large-scale water supply network optimization in the future.
What are the differences between science communication and science culture? This paper discusses the relationship between 'science communication' and 'science culture', with a consideration of recent activities and endeavours aiming public's understanding of science. For this, it starts with the outcomes and significance of the 9th International Conference on Public Communication of Science and Technology(PCST-9), with a theme of "Scientific Culture for Global Citizenship", held in Seoul May, 2006. Then, it discusses 'Public Understanding of Science(PUS)' to which the PCST network movement is linked, in comparison with 'Popularization of Science(PS)' and 'Science and Society(S&S)'. While PS was one directional movement conveying scientific knowledge to the public, PUS appeared from 1980s was an intentional effort for activating science communication through mass media. Whereas, a recent S&S movement emphasizes dialogue between science and society. And it then introduces theoretical as well as functional definitions of 'science culture' particulary in Korean and explains how the concept of science communication has considerably expanded since 2002. From this, it is finally argued that science communication needs be redefined as a practice of science culture.

Recently, a growing number of copyright infringement websites have illegally copied and posted works such as broadcasting, movies and music, and posted advertisements to make profits. The research is aimed at finding solutions by analyzing the current status of advertisements on copyright infringement websites. The results of this study are as follows. First of all, there are many advertisements harmful to teenagers, such as casinos, betting, games, adult products, and adult meeting, which is necessary to deal with. Secondly, there were many unethical advertisements on copyright infringement websites, but there were also many advertisements from famous companies. Advertisements from large companies and famous brands are also being executed continuously, which can create trust in illegal sites. Therefore, the government, advertisers, citizens, and academia should participate in a campaign to root out the use of illegal websites because it is impossible to eradicate them by crackdown alone. In this paper, we pointed out the practical problems of advertising execution, the main source of revenue for copyright infringement websites, and presented a comprehensive solution.

Innovative cluster theory promotes cluster growth as the tacit knowledge and know-how approach becomes easier through industry-academia cooperation. Industry-academia cooperation is an innovation network policy that supports joint research between industry and academia. In this respect, The Flow of recent government policy is activating I-U support office in university & research institute for enable I-U Cooperation ecosystem. Then SMB Administration was first performed "research village support program", to support SMEs in industry-university cooperative research capabilities by integrating the research, development and commercializatin of the university or research institution with excellent research base in 2013. However, I-U Cooperation R&D must be based the link strategy of Localization in order to be better composition at research village. In the case of research villages where specialized discovery strategies are well reflected, integration of similar companies in specialized fields will naturally create clusters and create synergy of research. This study searching and summarizing through a recent Hanbat National University research village. Finally, we propose the implications of government policy.
The rapid development of computer network technology has brought the Internet as the major infrastructure to our society. But the rapid increase in malicious computer intrusions using such technology causes urgent problems of protecting our information society. The recent trends of the intrusions reflect that the intruders do not break into victim host directly and do some malicious behaviors. Rather, they tend to use some automated intrusion tools to penetrate systems. Most of the unknown types of the intrusions are caused by using such tools, with some minor modifications. These tools are mostly similar to the Previous ones, and the results of using such tools remain the same as in common patterns. In this paper, we are describing design and implementation of attacker-traceback system, which traces the intruder based on the multi-agent architecture. The system first applied SOM to classify the unknown types of the intrusion into previous similar intrusion classes. And during the intrusion analysis stage, we formalized the patterns of the tools as a knowledge base. Based on the patterns, the agent system gets activated, and the automatic tracing of the intrusion routes begins through the previous attacked host, by finding some intrusion evidences on the attacked system.

The main purpose of this article is to suggest policy implications for building innovative cluster in Korea by investigating the operating system and role of the Kanagawa Science Park (KSP) located in Kanagawa prefecture, Japan as a central network agent. The KSP established mainly by private and government partnership has played a critical role for building innovative clusters as a way in which increase national competitiveness. But they also provide variety of real service from R&D to commercialization for local firms by facilitating and coordinating networks among regional economic actors such as firms, universities and public research institutes. The regional policy as a way in which increase national competitiveness in Korea is also the establishment of innovative clusters based on regional and industrial characteristics. However, the main problem with building the innovative cluster is the reduction of policy effectiveness due to duplicated supporting and coordinating institutes and institutions established by the each central administration and local governments, aimed at facilitating networks among regional economic actors. In this context, the article suggests that there is a need to build a regional central network agent by designing an organic operating system for the effective management of each network agent in accordance with the process from R&D to commercialization, i.e. an encompassed supporting system, on the basis of benchmarking the KSP operating system in Japan.
