A Study on Legal and Institutional Improvement Measures for the Effective Implementation of SMS -Focusing on Aircraft Accident Investigation-

  • Even with the most advanced aviation technology benefits, aircraft accidents are constantly occurring while air passenger transportation volume is expected to double in the next 15 years. Since it is not possible to secure aviation safety only by the post aircraft accident safety action of accident investigations, it has been recognized and consensus has been formed that proactive and predictive prevention measures are necessary. In this sense, the aviation safety management system (SMS) was introduced in 2008 and has been carried out in earnest since 2011. SMS is a proactive and predictive aircraft accident preventive measure, which is a mechanism to eliminate the fundamental risk factors by approaching organizational factors beyond technological factors and human factors related to aviation safety. The methodology is to collect hazards in all the sites required for aircraft operations, to build a database, to analyze the risks, and through managing risks, to keep the risks acceptable or below. Therefore, the improper implementation of SMS indicates that the aircraft accident prevention is insufficient and it is to be directly connected with the aircraft accident. Reports of duty performance related hazards including their own errors are essential and most important in SMS. Under the policy of just culture for voluntary reporting, the guarantee of information providers' anonymity, non-punishment and non-blame should be basically secured, but to this end, under-reporting is stagnant due to lack of trust in their own organizations. It is necessary for the accountable executive(CEO) and senior management to take a leading role to foster the safety culture initiating from just culture with the safety consciousness, balancing between safety and profit for the organization. Though a Ministry of Land, Infrastructure and Transport's order, "Guidance on SMS Implementation" states the training required for the accountable executive(CEO) and senior management, it is not legally binding. Thus it is suggested that the SMS training completion certificates of accountable executive(CEO) and senior management be included in SMS approval application form that is legally required by "Korea Aviation Safety Program" in addition to other required documents such as a copy of SMS manual. Also, SMS related items are missing in the aircraft accident investigation, so that organizational factors in association with safety culture and risk management are not being investigated. This hinders from preventing future accidents, as the root cause cannot be identified. The Aircraft Accident Investigation Manuals issued by ICAO contain the SMS investigation wheres it is not included in the final report form of Annex 13 to the Convention on International Civil Aviation. In addition, the US National Transportation Safety Board(NTSB) that has been a substantial example of the aircraft accident investigation for the other accident investigation agencies worldwide does not appear to expand the scope of investigation activities further to SMS. For these reasons, it is believed that investigation agencies conducting their investigations under Annex 13 do not include SMS in the investigation items, and the aircraft accident investigators are hardly exposed to SMS investigation methods or techniques. In this respect, it is necessary to include the SMS investigation in the organization and management information of the final report format of Annex 13. In Korea as well, in the same manner, SMS item should be added to the final report format of the Operating Regulation of the Aircraft and Railway Accident Investigation Board. If such legal and institutional improvement methods are complemented, SMS will serve the purpose of aircraft accident prevention effectively and contribute to the improvement of aviation safety in the future.

  • In a knowledge-based information society, the technology in itself is one of the most valuable information and in common use as assets. Assessment of a technology depends on many factors such as the grade of technology, marketability, and the time of evaluation, which makes it much more difficult to perform than the other tangible properties. Ultimately, it should be extremely important to consider environmental aspect for technology assessment in order to cope voluntarily with the change of uncertain future toward highly reliable evaluation.

  • Authors report the performance indicator of Roll to Roll MC (hereinafter referred to as RTR) through experiment that it is possible to process 2.0G acceleration, which cannot be coped with in the existing FPCB RTR, by reducing the weight of the Dancer roll system and controlling the torque using the servo motor. Proposed dancer roll system provides uniform tension to FPCB by solving problems such as high rotation speed, heat generation, and low torque, which were impossible to achieve with the conventional magnet clutch type RTR. Through the development of a lightweight processing method for rolls using magnesium material and the development of a torque control algorithm for servo motor, torque stability also increased. Due to the enabling technology developed in this study, the reaction speed of the dancer roll was improved and the target speed was achieved as well.

  • Recently automotive markets are on the way into maturing status with the mega merger between makers which brought equalizations of technology and upgrade of overall performance of vehicles. For the reason why it is the recent trend which has more importance on the software oriented element such as the style design of vehicles than the hardware such as the mechanical elements. This changing characteristics of automotive design which requires more creativity and finished style treatment on an automotive design demand the specific method of designing from the lingual concept of the vehicle. In this research the possibility has been observed the design elements between the greenhouse of the vehicle body with analyzing the shape elements of it and the change of the characteristics of body shape had been observed. The possibility of extract of creating the method of specifying the shape from the lingual concept had been examined either.

  • As the standard of living and leisure time of contemporary people is increasing, people who have interest not only in physical health activities but also in mental health activities are increasing. Also, people who have interest in sports activities, which include entertaining factors are gradually increasing. SporTainment is a compound of the words 'Sports' and 'Entertainment' and it possesses the meaning of doing sports and entertainment simultaneously. In addition, in the immersive media technology field, researches, which increase the feeling of existence and immersion through the stimulation of the consumer's emotional feedback technology, have been actively conducted. Such, emotional feedback technologies are based on fun and excitement and are activities, in which learning effects are included such as games, education, national defense etc. In addition, the emotional feedback technology is expanding in applied services, which maximize the feeling of existence and immersion of the consumers by adding reality effects in the virtual environment. In this research, the presence of the user was increased by developing a realistic bike simulation for the use of SporTainment, which combine emotional effects and reappearance devices in the bike simulation.

  • An Edutainment Contents help the learners to recognize the problems effectively, grasp and classify important information needed to solve the problems and convey the contents of what they have learned. Owing not only to this game-like fun but also to the educational effect, The Edutainment contents can be usefully applied to education and training in the areas of scientific technology and industrial technology. This study proposes the Edutainment that users can apply to biotechnology by using intuitive multi-modal interfaces. In this study, a stereoscopic monitor is used to make three dimensional molecular structures, and multi-modal interface is used to efficiently control. Based on the system, this study easily solved the docking simulation function, which is one of the important experiments, by applying these game factors. For this, we suggested the level-up concept as a game factor that depends on numbers of objects and users.

  • Recently, the government has improvement projects of dangerous road for the site that has very high accident rate due to bad geometric structures of the road. Although, route selecting of the road is a basic and important process, but the process of route selecting must consider the technical, safety and environment factor together. Also, the technology for the 3-dimensional terrain model can be used as an important factor in planning and designing for selecting alternative route projects. In the course of experimenting with the 3-dimensional topography generated by the combination of the digital map and drawing of route, the technology as been developed to offer the multi-dimensional access to the potential construction sites from the nearby main roads. This 3-dimensional digital elevation model has made it possible to make various terrain analysis base on GIS, which provides real-time virtual access to the designated construction sites for development planning and construction projects. Therefore, this study presents a reasonable plan for route selecting from some alternative routes through subjective evaluation and classify the methods linked basic design of road construction.

A Comparative Study on the Information Literacy Programs (정보이용능력 교육 프로그램의 비교 연구)

  • The purpose of this study is to identify theoretical basis of information literacy program in the Korea. Nine Information Literacy Program were compared with ACRL Information Standards. The result of this study is as follows: (1) The identification of information needed was included in the programs that emphasized a thesis or topic statement and formulated question, critical thinking, information technology. (2) Most programs contained mainly potential sources for information. (3) Each programs had element of Information access strategy and skills that explained to OPAC, Indexes and Abstracts, On-line retrievals. (4) Implements the search strategy using various formats was essential elements in the programs. (5) Evaluation and synthesis was included in the programs, partially evaluation for information process and satisfaction was included. (6) The writing skills for termpaper. quotations and oral presentations are important elements of information use in the programs, however. those programs didn't contain enough the ethical and legal uses of information with respect to the standard.

  • 최근 지식정보 사회는 IT가 핵심 구성요소인 스마트 사회로 변모하고 있으며, 인간과 사물 간 의사소통에서 사물과 사물 간 의사소통까지 확장하고, IT간 융합에서 나아가 타 산업과 융합하는 지능형 사회로 나아가고 있다. '공간'에 대한 정보는 '시간'과 함께 인간이 생활하는데 있어 반드시 알아야 하는 가장 근본적인 정보로써, 공간에서 발생하는 정보를 기반으로 다른 사람들과 소통을 하고 목적을 충족함으로써 삶의 질을 향상시킨다. 현대 사회에서 공간정보는 중요한 인프라 가치를 증대시키므로 새로운 사회 패러다임 전환을 위한 필수적인 요소라 할 수 있다. 따라서 본 연구에서는 수재해 정보 플랫폼 구현에 앞서 사용자의 니즈를 만족시키고 효용가치 증대가 가능하도록 공간정보서비스 활용 방안 연구를 하고자 한다. 공간정보는 시대의 흐름에 따라 형태 및 생산?활용방법이 달라졌으나 항상 중요한 정보로 인식되어 왔으며, 미래 공간정보는 단순 콘텐츠 영역을 뛰어넘어 상황(Context)정보까지 범위를 확장하였다. (1)미국의 공간정보는 시설, 기록관리 및 지도와 같은 공공분야에서 현재는 업무통합관리, 의사결정지원 등에서 데이터 웨어하우스(Data Warehouse)로서의 역할 담당한다. (2)일본은 아시아 최고의 원천기술력을 보유하고 있으며, 높은 수준의 GIS, RS(위성항측), ITS(지능형 교통 시스템) 기술을 기반으로 하고 있다. (3)영국은 지리정보시스템과 공공서비스를 접목하여 시민의 요구에 부응하는 고객맞춤형서비스 제공을 국가정보화의 우선과제로 선정하고 있다. (4)우리나라는 초고속통신망과 모바일 기술 등 세계 최고 수준의 인프라를 확보하고 있어, 이러한 인프라 기반융 복합 공간정보서비스를 이용하는데 안정적인 기반을 확보하고 있다. 본 연구는 국내외 공간정보서비스의 패러다임 변화 및 추진 동향 등을 제시하였으며, 수재해정보 플랫폼 활용에 능동적 적극적으로 접근할 수 있는 기반을 마련하였다. 공간정보서비스를 활용하여 커뮤니케이션 강화, 수재해 정보 서비스의 효율성 증진, 재해부문 선진화 측면에서 발전적 영향을 미칠 수 있으며, 특히 각종 현안에 대한 미래 예측 및 대응에 기여할 것으로 판단된다.
