Influence on Internal Factors of University on Motivation for Technology Transfer Commercialization: Focusing on Regulation Effect of Social Support (대학의 내부요인이 기술이전사업화 의욕에 미치는 영향: 사회적 지지의 조절효과를 중심으로)

  • The first purpose of this study is to find out whether internal support factors such as evaluation system, education support program, and human resources of universities are factors that influencing the motivation of technology transfer and commercialization among those engaged in technology transfer and commercialization activities. Second, verified the regulation effect of social support from the cause-and-effect relationship between motivation of technology transfer commercialization and the said internal factors. In order to analyze the above research, a questionnaire survey was conducted for the professors and employees engaged in the technology transfer and commercialization organization of 40 universities in Korea. A total of 160 surveys were distributed, of which 145 were collected. The results of analysis using SPSS Statistics 22.0 are as follows. First, all internal factors of university such as evaluation system, education support program, and human resources have significant influence on the motivation for technology transfer and commercialization. Second, as a result of analyzing the regulation effect of the social support in relation to the internal factor of the university and the motivation of technology transfer and commercialization, the quasi regulation effect can be founded in between evaluation system and motivation of technology transfer and commercialization. However, there is no regulation effect of social support between the education support program, human resources and motivation for technology transfer and commercialization. Based on the results of this study, suggestions can be founded for establishing a support policy for those who are engaged in technology transfer and commercialization in universities.

A Study on the Relationship between TLO Organization and Technology Transfer Performance: Focused on Government-Funded Research Institutes (TLO 조직과 기술이전 성과의 관계에 관한 연구: 정부출연연구기관을 중심으로)

  • This study analyzed the effects of TLO's organization size, expertise, and economic compensation on technology transfer performance using the panel data of Government-Funded Research Institutes in 2013-2016. First, the size of TLO personnel and budget have a positive effect on the technology transfer performance. However, in the case of TLO manpower, the statistical significance of the effect on the number of technology transfers was only 90%, and it did not affect royalty. Second, TLO expertise has a strong impact on technology transfer performance. It shows that the number of professional license holders, such as patent attorney or a technology valuer, has a statistically significant effect on the increase of the technology transfer number and the royalty under the 99% confidence level. However, unlike expected, the size of the Ph.D. did not seem to have any effect on technology transfer performance. Finally, the economic compensation for TLO does not affect both the number of technology transfers and the royalty. It does not seem to work as an appropriate incentive system, because the absolute size of the compensation is too small. The results of the above analysis suggest that it is important to secure expertise in order for the TLO organization to play a substantial role, and it is necessary to improve the economic compensation system to attract TLOs to technology transfer.

  • 본 연구는 21C 프론티어사업과 같이 상용화를 전제로 하는 기술개발사업의 파급효과 정량화를 위하여, 기술의 분석뿐이 아닌 기술개발로 인하여 산출되는 제품과 이를 수요하게 될 산업 간의 연관도의 작성을 제안한다. 그 사례로서 기술 개발의 실용화를 통하여 물관리 효율을 높이고 친환경적으로 신규 수자원을 개발하여 예상되고 있는 한국의 물부족 나아가서는 세계의 물문제의 해결을 목표로 하고 있는 수자원의 지속적 확보기술개발사업단의 기술을 분석한다. 기술개발사업의 최종목표가 상용화를 통하여 달성된다면 개발하고 있는 기술의 경제적 가치 분석 작업에는 당연히 최종수요자에 대한 고려가 있어야 할 것이다. 그러나 일반적으로 기술개발자는 기술의 개발 시 수요자에 대한 고려가 미흡하며, 수요자 역시 개발자에게 충분한 정보를 주지 못하고 있다. 이로 인하여 수많은 정부주도 기술개발사업에는 이른바 Valley of Death, 즉 기술은 개발되었으나 상용화의 벽을 넘지 못하고 사라져 가는 현상이 매우 빈번히 나타나고 있다. 이를 해결하기 위하여 개별기술평가에 기존의 기술연관도나 산업연관도와 달리 이들을 기술개발단계별로 연결하여주는 가칭 '기술-제품-산업연관도'의 작성을 제안한다. 이를 통하여 기술개발로 인하여 궁극적으로 산출되는 제품과 이들을 수요하는 산업들간의 연관관계를 확인할 수 있어 연구 포트폴리오 구성, 기술가치평가 및 공정분석기법의 적용범위 체계화, 수자원의 지속적 확보 기술의 기술이전 및 실용화를 촉진하기 위한 전략 마련에 도움을 줄 수 있을 것이다. 본 연구에서 제안하는 기술-제품-산업 연관도를 통해 수자원의 지속적 확보기술의 정량적 성과평가가 더욱 용이하여지며, 특히 수요자간의 의견수렴절차에서 매우 긴요하게 쓰일 수 있어, 기술개발사업의 타당성을 확보할 수 있으며, 개발기술의 상용화율 제고 및 잠재수요층 개발과 기업 투자자와 정부관계자의 이해도 중진을 통한 사업진행효율 증대를 기대할 수 있다. 또한 본 연구는 각종 개발기술의 파급효과 분석의 가이드라인으로 활용될 수 있으며 다른 기술분야 평가에도 객관적이고 타당성 있는 평가 틀로서 활용 가능할 것이다.

Development of a technology valuation method for buyers in technology transfer (기술이전을 위한 기술수요자 중심의 가치평가 방법론 개발)

  • Technology valuation is necessary for determining the feasibility of technology commercialization. However, existing methods focus only on technology evaluation, with limitation in sufficiently reflecting buyer viewpoint. In addition, it causes a gap between estimated value and market value. Therefore, this research suggests a new technology valuation method which focuses on the perspectives of buyers. Technology factors, buyer factors and market factors are first determined and their relationships are analyzed. Second, based on the relationships, profit projections are calculated using the discount cash flow method. Finally, profit projections for each year are discounted. The proposed method was applied using the ubiquitous home network system and audio service and illumination control method and results compared with the value of a technology valuation guide distributed by the Ministry of Trade, Industry and Energy. The technology valuation approach used in this research is quantitative and systematic and can be used as a decision making support tool in technology transfer, reflecting various perspectives of stakeholders.

A Comparative Study on the Determinants Priority of the Royalty in National R&D Project: Focused on the Case of 'N' Center's Technology Transfer (국책 연구 성과의 유상 기술이전 시 기술공급 기관과 기술도입 기업 간 기술료 결정요인 비교에 관한 연구 : N 사업단에 참여한 대학과 중소기업 사례를 중심으로)

  • The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties of technology transfer to stakeholder. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/09~31/10, 2016) of 96 government-funded research centers and 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N" center from 2011 to 2015. Research results show that both parties acknowledge 'Technical considerations for determining the profitability of the technologies' and 'The interest and willingness of the management group' as critical factors for the determinants of royalties. The difference of each party is that private companies acknowledge 'Available budget plan' as a critical factor while the government-funded research centers value 'Market competitiveness'. These findings suggest four main policy implications which are the investigation of technological demands reflecting specific needs of industrial sites, the diversification of royalty payments for private companies, the differentiated research evaluation system for the purpose of technology transfer and the planning of public R&D project reflecting research time span of private companies.

클라우드 컴퓨팅의 안전한 이용과 활성화를 위한 법적 과제

  • 클라우드 컴퓨팅 서비스의 많은 장점에도 불구하고 아직 기업들이 서비스의 가용성 및 데이터 보안, 자사 데이터에 대한 통제권 확보, 종속성 등의 문제로 클라우드 컴퓨팅 서비스의 이용을 꺼리고 있다. 이 같은 문제들은 기술개발, 표준화, 표준약관, 서비스수준협약(SLA) 등으로 어느 정도 해결이 가능하다 그러나 데이터가 여러 국가에 복제되어 분산 저장될 경우 데이터의 국외이전 금지 문제, 데이터의 보관 및 파기 의무, IT 컴플라이언스 수탁자의 불법행위에 대한 위탁자의 책임, 자신의 데이터센터에 저장된 불법정보에 대한 클라우드 서비스제공자의 책임범위, 클라우드 서비스제공자의 책임제한 등 현행법상의 법적 규제와 충돌되는 부분에 대해서는 법. 제도적 접근과 검토가 필요하다. 클라우드 컴퓨팅 산업의 촉진 및 이용 활성화를 위해서는 구체적으로 다음과 같은 사항이 법 제도적으로 검토되어야 한다. (1) 클라우드 서비스나 솔루션을 시험할 수 있는 테스트베드 구축 등 시범사업 근거 마련, (2) 분야별 특화된 클라우드 서비스 모델 개발 및 사업화를 위한정부시책 추진 및 지원 근거 마련, (3) 민 관의 포괄적 협력 기반조성 및 정부의 기술 개발연구 지원체계 마련, (4) 사전 인증 및 사후 보증체계 구축을 통한 클라우드 서비스의 신뢰성 및 안정성 제고, (5) 클라우드 서비스의 상호운용성 확보를 위한 표준화, (6) 클라우드 컴퓨팅의 정보보안, 개인정보보호 등 각종 법률 이슈와 예상되는 다양한 이해관계 충돌 문제에 대응할 수 있도록 서비스제공자와 이용자 대상의 지침 근거 마련, (7) 클라우드 속에 있는 기업의 정보지산에 대한 접근권 보장, (8) 정보자산의 실제 위치와 선택권 보장, (9) 정보자산의 부적절한 접근 방지와 오남용 방지, (10) 클라우드 서비스 제공기업 또는 서비스 자체의 영속성 보장, (11) 서비스 장애 책임범위와 분담, (12) 소프트웨어 라이선스 등에 대한 규정이 고려되어야 한다.

A Case Study on Conflict Types and Management for Technology Valuation Project (기술가치평가 과제관리의 갈등관리에 관한 사례연구)

  • Technology valuation refers to the act, procedures, or techniques in evaluating certain technology and its value for commercialization. For this purpose, deadlines and process plans are established based on valuation goals such as technology transfer, investment and financing, investment in kind, and strategy establishment. The technology valuation process involves analyzing and evaluating technology performance, rights, marketability, and business value technology, as well as calculating the monetary value of technology modules based on the results. Analysis and evaluation of each module is performed by a team of experts having knowledge of specific technology. Valuation of technologies is conducted as independent projects by project managers (PM) who integrate and manage modules; they must have expertise in systematic performance of task support and management to ensure objectivity and reliability. Furthermore, the valuation team comprises expert stakeholders having knowledge about each module due to the nature of technology valuation. For smooth knowledge sharing in technology and valuation procedures, communication skills and roles of PMs supporting and managing the valuation are important. Primarily, PMs must resolve conflicts between evaluators participating in different tasks, evaluators and evaluatees, and technology holders and receivers. This study examines technology valuation for four conflicts occurring frequently among stakeholders providing valuation support to PMs, and seeks resolutions. The conflicts and resolutions discussed in this study may lead to more specialized roles of PMs in technology valuation and project management, as well as systemized valuation support and management plans.

A Study of The Regulations on The Use of University Royalties using Delphi Technique (델파이 기법을 활용한 대학의 기술료 사용제도 개선방안 연구)

  • In this paper, problems with the Korean system regulating the use of university royalties are identified and investigated in order to suggest measures to improve the system in a way that provides a better R&D environment at universities. The Delphi technique was used to gather data from royalty specialists at universities and government ministries. The first Delphi survey conducted used open questions to identify problems in the use of university royalties. Then, closed questions were used for the second Delphi survey. The number of responses and the frequency of answers were analyzed after the first survey, and validity, stability, and reliability analyses were conducted for the second survey. The measures suggested to improve the system regulating the use of university royalties are as follows: First, bonuses for researchers, which are currently 50% or more of collected royalties, need to be decreased, as they are rather high compared to similar bonuses in developed countries, which are around 30% of collected royalties. The guideline for limiting the bonuses, which is explained as XX% or less of collected royalties, is suggested to prevent the excessive use of royalties. Second, rewards for those who contribute to technology transfer and commercialization should be increased. It is also important to build a consensus around the need to reward those who contribute to technology transfer and commercialization. Third, the scale of re-investment into R&D needs to increase. Regulations on royalties should be meaningfully applied to create a positive feedback structure for R&D, which can be described as the process of research, R&D outcomes, technology transfer, collecting royalties, rewarding researchers, and re-investing in R&D. To build a university's R&D capability, re-investment into R&D needs to be regularized as XX% or more of royalties. Fourth, regulations on the royalties of ministries and universities need to be unified. Each category for using royalties needs to be regularized, with detailed matters such as the guideline, process and method for using royalties specified. Also, universities need to make their own specific regulations. Fifth, specific priorities on the use of royalties need to be suggested. Regulation is necessary for the categories that do not have guideline and priorities for the use of royalties. It is hoped that the findings of this research will contribute to reinforcing the R&D capability of universities.
