C4I system is an integrated battlefield information system that automates the five elements of command, control, communications, computers, and information to efficiently manage the battlefield. C4I systems play an important role in collecting and analyzing enemy positions, situations, and operational results to ensure that all services have the same picture in real time and optimize command decisions and mission orders. However, the current C4I has limitations whenever a new weapon system is introduced, as it only provides battlefield visualization in a single area focusing on the battlefield situation for each military service. In a future battlefield that expands not only to land, sea, and air domains but also to cyber and space domains, improved command and control decisions will be possible if organic data from various weapon systems is gathered to quickly visualize the battlefield situation desired by the user. In this study, the visualization technology applicable to the future C4I system is divided into map area, situation map area, and display area. The technological implementation of this future C4I system is based on various data and communication means such as 5G networks, and is expected to enable hyper-connected battlefield visualization that utilizes a variety of high-quality information to enable realistic and efficient battlefield situation awareness.
This raises the question of how competitive advantage can be created, prompting firms to enhance their capacity for change. In this context, the role of knowledge creation becomes increasingly vital. This research aims to explore the role of intellectual capital and how to improve knowledge cration ability through absorptive capacity framework. It examines the links among knowledge acquisition, learning of new knowledge, knowledge creation, intellectual capital, and competitive advantage, drawing from both internal and external sources. The study focuses on small and medium-sized supplier firms in Korea, with data collected from 15 industries, totaling 106 responses. The research model employs structural equation modeling (SEM) and utilizes AMOS 22 for analysis. As anticipated, all hypotheses were supported. The study provides robust evidence that absorptive capacity is a pivotal factor in cultivating suppliers' competitive advantage. Furthermore, it posits that intellectual capital should be viewed as a criucial component of suppliers' knowledge stock, significantly enhancing the impact of absorptive capacity on their competitive edge. Future studies should aim to validate the research model in different international settings or across multinational corporations to enhance its generalizabulity.

The purpose of this study is to analyze the aspects and characteristics of educational innovation planned and implemented at the university site targeting universities in Busan, Ulsan, and Gyeongnam, and to explore their limitations and tasks. For this purpose, we analyzed the contents of innovation strategy programs among the plans of 17 universities in the national innovation support projects in Busan, Ulsan, and Gyeongnam area. First, the university innovation strategy was divided into input, process, infrastructure, and other factors, and among them, the process factor was divided into education, research, and industry-university cooperation to examine the aspects and characteristics of innovation. As a result of the study, the aspects of university innovation at universities in Busan, Ulsan, and Gyeongnam were analyzed in the areas of education, research, and industry-academia cooperation. Characteristics of innovation were emphasis on convergence education, competency development, smart system foundation, introduction of innovative teaching and learning techniques, consumer-centeredness, and regional linkage. The limitations and tasks of university innovation revealed through the research are as follows. First, a specialized university innovation business structure should be prepared in consideration of the context of local universities. Second, established strategies with high innovativeness must be implemented and sustained, and consensus among members is required for this. Third, the innovation of universities should not mean the centralization of academics, and the role and efforts of universities as a research institutions should be improved. Fourth, it should not be overlooked that more important than the visible innovation strategy of university innovation is the education innovation that occurs directly to students as a result of the education effect.

Since the introduction of the OA transformative agreement as a new way of licensing electronic resources, the number of OA transformative agreements has continued to grow. Despite the wide range of content that should be included in the agreement due to the nature of the OA transformative agreement, there is a lack of research on OA transformative agreements. As a basis for developing a standard for OA transformative agreements, this study examines the current status of OA transformative agreements and analyzes the differences between two types of OA transformative agreements and the subscription contract. It was found that the number of OA transformative agreements has increased significantly worldwide, but the disclosure of OA transformative agreements has not been universalized. The overall structure of two different types of OA transformative agreements and a subscription contract is similar, but there are differences in the detailed clauses. In the OA transformative agreement, the detailed clauses related to the characteristic of the transformative agreement were newly created, or the details of the transformative agreement were added to the existing clauses of the subscription agreement. There were also some differences between the two types of agreements, identifying clauses that differed in content regardless of the OA transformative agreement. The study concluded that it is important to standardize the OA transformative agreement, as the number of different clauses between agreement types may increase the burden on librarians. This study is significant in that it provides a basis for the development of standardized agreements by examining the overall status of OA transformative agreements and analyzing actual agreements.
Research into optical signal processing using photonic integrated circuits (PICs) has been actively pursued in various fields, including optical communication, optical sensors, and quantum optics. Among the materials used in PIC fabrication, polymers have attracted significant interest due to their unique characteristics. To fabricate polymer-based PICs, establishing an accurate manufacturing process for the cross-sectional structure of an optical waveguide is crucial. For stable device performance and high yield in mass production, a process with high reproducibility and a wide tolerance for variation is necessary. This study proposes an efficient method for fabricating polymer optical-waveguide devices by introducing the atomic layer deposition (ALD) process. Compared to conventional photoresist or metal-film deposition methods, the ALD process enables more precise fabrication of the optical waveguide's core structure. Polyimide optical waveguides with a core size of 1.8 × 1.6 ㎛2 are fabricated using the ALD process, and their propagation losses are measured. Additionally, a multimode interference (MMI) optical-waveguide power-splitter device is fabricated and characterized. Throughout the fabrication, no cracking issues are observed in the etching-mask layer, the vertical profiles of the waveguide patterns are excellent, and the propagation loss is below 1.5 dB/cm. These results confirm that the ALD process is a suitable method for the mass production of high-quality polymer photonic devices.

In this paper, we design and verify a system that can detect piping leakage noise in an environment with significant reverberation and reflection using a multi-channel acoustic sensor module as a technology to prevent major plant accidents caused by leakage. Four-channel microphones arranged in a tetrahedron are designed as a single sensor module to measure three-dimensional sound intensity vectors. In an environment with large effects of reverberation and reflection, the measurement error of each sensor module increases on average, so after placing multiple sensor modules in the field, measurement results showing locations with large errors due to effects such as reflection are excluded. Using the intersection between three-dimensional vectors obtained from several pairs of sensor modules, the coordinates where the sound source is located are estimated, and outliers (e.g., positions estimated to be outside the site, positions estimated to be far from the average position) are detected and excluded among the points. For achieving aforementioned goal, an excluding algorithm by deciding the outliers among the estimated positions was proposed. By visualizing the estimated location coordinates of the leakage sound on the site drawing within 1 second, we construct and verify a system that can detect the location of the leakage sound in real time and enable immediate response. This study is expected to contribute to improving accident response capabilities and ensuring safety in large plants.
The Image Signal Processor (ISP) converts RAW images captured by the camera sensor into user-preferred sRGB images. While RAW images contain more meaningful information for image processing than sRGB images, RAW images are rarely shared due to their large sizes. Moreover, the actual ISP process of a camera is not disclosed, making it difficult to model the inverse process. Consequently, research on learning the conversion between sRGB and RAW has been conducted. Recently, the ParamISP[1] model, which directly incorporates camera parameters (exposure time, sensitivity, aperture size, and focal length) to mimic the operations of a real camera ISP, has been proposed by advancing the simple network structures. However, existing studies, including ParamISP[1], have limitations in modeling the camera ISP as they do not consider the degradation caused by lens shading, optical aberration, and lens distortion, which limits the restoration performance. This study introduces Positional Encoding to enable the camera ISP neural network to better handle degradations caused by lens. The proposed positional encoding method is suitable for camera ISP neural networks that learn by dividing the image into patches. By reflecting the spatial context of the image, it allows for more precise image restoration compared to existing models.

The unification of the Korean Peninsula is not only a national aspiration but also holds significant economic implications. By maximizing the economic synergy between South and North Korea and reconstructing the North Korean economy, balanced development across the peninsula can be promoted. However, the unification process will face various economic challenges, including the substantial costs of unification, integrating different economic systems, and bridging the economic disparity between the two Koreas. This paper aims to analyze these anticipated economic issues and propose systematic and phased solutions. Specifically, it discusses the objective estimation of unification costs and funding strategies, suggests effective integration methods for the disparate economic systems of the two Koreas, and identifies policy tasks to reduce economic disparities. The paper reviews existing studies on unification costs, explores strategies for the balanced development of South and North Korean economies through industrial restructuring and gradual transition to a market economy, and proposes concrete measures such as the expansion of North Korea's social overhead capital (SOC) and the development of human capital. The goal is to establish a solid economic foundation for peaceful unification and create opportunities for the economic resurgence of the Korean Peninsula.
This study aims at improving Korea's competitiveness in port logistics through marketing strategy with integrating the conceptual approach into the empirical one and combining both the oldest military treatise and the newest evaluating model in social science that was applied by the HFP(hierarchical fuzzy process) model enhanced by the KJ method. The empirical results of this study show Busan in the middle among subject ports. At present, Korea plays a reciprocal role in the port market in East Asia, but in the medium- and long-term, Korea's ports will vie together with most major ports in the East Asian region. A descriptive investigation shows that Korea's developing tasks in port logistics must be considered in the context of the direction for developing port policies, the necessity of expanding port facilities in the capital region, securing the sufficient traffic volume through the establishment of the hinterland linking system and its positive utilization, and reforming the direction for developing the global logistics through increased port competitiveness. In the short- and medium-term, Korea must use the opportunity factor of 'Growth and open door policy of China' as a geoeconomic advantage and to utilize Korea's ports as a gate to Chinese foreign trade. With the rise of China's economy, China also plays a significant role in both port and airport markets. Hence, the linking system between the two must be established to meet the expanding traffic volume, especially in the capital area. Moreover, it is necessary for Korea to secure port logistics through the establishment of the hinterland linking system and its positive utilization. The great accomplishment of this paper is to present strategies to increase Korea's port competitiveness in the rapidly changing environments of world logistics with the focus on both the oldest military strategic treatise and the newest empirical method in social science. In order to reinforce this study, it needs further compensative research because the evaluation structure could be subdivided with more extensive and precise criteria.
The adoption and entering into force of the Registration Convention was another achievement in expanding and strengthening the corpus iuris spatialis. It was the fourth treaty negotiated by the member states of the UNCOPUOS and it elaborates further Articles 5 and 8 of the Outer Space Treaty(OST). The Registration Convention also complements and strengthens the Article 11 of the OST, which stipulates an obligation of state parties to inform the UN Secretary-General of the nature, conduct, locations, and results of their space activities in order to promote international cooperation. The prevailing purposes of the Registration Convention is the clarification of "jurisdiction and control" as a comprehensive concept mentioned in Article 5 8 of the OST. In addition to its overriding objective, the Registration Convention also contributes to the promotion and the exploration and use of outer space for peaceful purposes. Establishing and maintaining a public register reduces the possibility of the existence of unidentified space objects and thereby lowers the risk such as, for example, putting the weapons of mass destruction secretly into orbit. And furthermore it could serve for a better space traffic management. The Registration Convention is a treaty established to implement Article 5 of OST for the rescue and return of astronaut in more detail. In this respect, if OST is a general law, the Registration Convention would be said to be in a special law. If two laws conflict the principle of lex specialis will be applied. Countries that have not joined the Registration Convention will have to follow the rules concerning the registration of paragraph 7 of the Declaration by the United Nations General Assembly resolution 1721 (X V I) in 1961. UN Resolution 1721 (XVI) is essentially non-binding, but appears to have evolved into the norm of customary international law requiring all States launching space objects into orbit or beyond to promptly provide information about their launchings for registration to the United Nations. However, the nature and scope of the information to be supplied is left to the discretion of the notifying State. The Registration Convention is a treaty created for compulsory registration of space objects by nations, but in reality it is a treaty that does not deviate from existing practice because it is based on voluntary registration. With the situation of dealing with new problems due to the commercialization and privatization of the space market, issues related to the definition of a 'space object', including matter of the registry state of new state that purchased space objects and space debris matter caused by the suspension of space objects launched by the registry state should be considered as matters when amendments, additional protocols or new Registration Convention are established. Also the question of registration of a flight vehicle in the commercial space market using a space vehicle traveling in a sub-orbital in a short time should be considered.
