A Study on the Improvement of Information Service Using Information System Log Analysis (정보 시스템 이용기록 분석을 통한 정보 서비스 개선방안 연구)

  • For the improvement of information service, users' transaction log can be stored to the system, and the log analysis should be included in the process of service improvement. Also there are differences within kinds of users' log records and methods of analysis according to the institution's strategy. This paper describes the kinds of log records from users' behavior on information system. And its goal is to consider the case of information center which operates log analysis, and to derive a plan for improvement of information services.

Records Management Business Analysis of Certified Electronic Document Center as the 'External Electronic Records Storage Facilities' ('외부전자기록물저장시설'로서 공인전자문서센터의 업무 분석)

  • The purpose of this study is to review whether Certified Electronic Document Center can perform electronic records preservation work as 'external electronic records storage facilities'. It began with addressing the current state of Certified Electronic Document Center. And then reviewed the key concepts of archival science in archival science literature and the meaning of electronic records preservation. The results of the review pointed out that these concepts are confused depending on each designated community's interests while the revision of the Archives Law. And finally we inspected whether Certified Electronic Document Center has an ability to perform the electronic records preservation work. For this, we compared and analyzed Archives Law, national archives' standards and regulations related to Certified Electronic Document Center. As a result, we may confirm that the current Certified Electronic Document Center did not have the capability for records management.

A Study on the System Improvement of the National Assembly Record Management (국회 기록관리 체제정비에 관한 연구)

  • The archive management system for the National Assembly is divided into two ways and propelled by each of them : one is providing the service for the recording purpose by the legislation data processing office and the other is the archiving service by the National Assembly Archives. In this context, a clear analysis is much required for the organization and operation of the archive management system. Also, with the legislation research bureau scheduled to be organized newly, the data processing policy for the National Assembly is being largely modified as the operation plan for the joint computerization center of the National Assembly came out. In relation to the data processing of the National Assembly, the Assembly has requested the research outsourcing to the Korean Research Institute of Electronic Government and had the four possible operation plan of the computerization center as a result. On the basis of four alternatives proposed by the Korean Research Institute of Electronic Government, the Assembly has sought out the desirable way for the archive system of the Assembly. The status of the National Assembly Archives is taken into consideration in finding out the solution for improving the data management system of the National Assembly.

  • Archival reference service is the ultimate goal and outcome of records management. It encompasses a whole range of activities to connect records with the demands for them. Intellectual needs for records are met by the procedure of information disclosure to guarantee the people's right to know and to provide active responses to archival information needs. Thus, it is required to establish an efficient search system by unifying search tools for archives used in information disclosure and sorting out the classification systems and description items according to the archive types. The qualitative enhancement of information disclosure can be expected when there is a harmonious circulation of attributes-such as applicants, records, search tools, and information providers-for the smooth implementation of reading processes in the context of archival reference service. Therefore, the present study holds its significance in the following aspects. First, it presented a picture of pending issues and the reality of reading service processes from an internal perspective by examining the factors and characteristics that influence "reading service."Second, it demonstrated the phenomenon of close interactions among information providers, applicant, search tools, and records in the process of requesting, searching, and providing records. Third, it proposed the need for a total integrated search tool around the pending issues of reading processes at the National Archives of Korea. Fourth, it promoted an understanding of archival information utilization at the working level among information providers. Finally, it showed major differences in the quality of information provision of "reading service" according to the "perceptions" and "attitudes" of information providers.

  • This article minutely examines functional appraisal process that focuses on not content but function in which the records are created. Taking everything into consideration, functional appraisal in electronic record environments constitutes consecutive process that is performed organically in pre-creation stage of records. Ultimately functional appraisal in electronic record environments is organic process selecting electronic records across phases of whole record management, which assure business context and recordness, and need to run organization and perform business.

Appraisal theory of Records Continuum can provide to explore the mean of record and role of record management in new social environment.   • This article analyzes the direction of 'business-Friendly' record management in electronic records environment which means paradigm shift in record management. In the first place, this article investigates the interrelationship of business, records and record management through natures of electronic records, and analyzes direction of purposes and roles of record management in electronic records environment. After all, this article rebuilds a significance and roles of record management in active stage, and provides theoretical bases for close relation between record management and information management in electronic records environment.
