A Study on the Participatory Government's Presidential Archives : Focusing on the Records Management Innovation (참여정부 대통령기록 연구 '기록관리 혁신'을 중심으로 )

  • The presidential records of the participatory government transferred to the Presidential Archives are the result of innovation in the record production system symbolized by the document management card of the e-jiwon system. Records reveal the policy-making process by documenting the decision-making process. This study identified the existing forms of records related to records management innovation produced by the Office of the Records Management Secretary at the Office of the President, and reorganized them into functions-activities-subjects-actions. Thematic record types help to systematically understand the evolution of the matter and the nature of the record. The characteristics of each record were identified by writing detailed information on the record. These attempts are meaningful in that they provide basic data for the evaluation and use of presidential records.

  • 대학교 행정상에서 발생하는 행정기록들은 기록생애에 따라 체계적으로 관리될 수 있지만, 비행정기록의 경우 생산주체가 다양하고, 형태가 다양하여 체계적인 수집 보존이 어렵다. 학과기록, 학생활동 기록과 같은 비행정기록은 대학의 활동 및 발전을 생생하게 알려주는 기능을 하므로 체계적으로 수집하여 활용할 수 있도록 관리하여야 한다. 이를 위한 첫 번째 단계로 비행정기록의 수집방안을 제안하고자 한다.

A Study on the Extension of the RFID System Functions of a Records Management Agency (기록관리기관의 RFID 시스템 기능 개선 연구)

  • Recently, a number of record centers have reviewed the introduction of an RFID system for repository management. However, the RFID system currently in use by records management institutions is implemented with only a few functions for repository management. As such, a more efficient nonelectronic records management is required by improving the functions of the current RFID system. In this paper, the researchers proposed a method to improve its functions through an analysis of the RFID system being introduced for the management of nonelectronic records. To analyze the status of nonelectronic records management of records management institutions, the researchers investigated cases of the National Archives of Korea where RFID was introduced in 2007 and the records management institutions of local governments where RFID was introduced in 2016.

  • The National Assembly Library and its institutions need an integrated exhibition and education programs in order to provide all types of information resources which they produce, manage and preserve as part of history and evidence of democracy. This study aims to present the exhibition and education programs for National Assembly Library based on Larchiveum model. an integrated concept of library, archive, and museum. This study analyzed exhibits and education programs of various national libraries, archives, and related institutions and suggested exhibition and education programs for National Assembly Library based on Larchiveum model.

  • Under the physical records management system, both the records and users could be controlled and secured by closing the door of Archives or using permitted records which is used only approved users. According to the electronic records management system and the concept of service on the basis of users, we have to give up the classical manner. As an alternative, we have to consider the electronic access control system. To accomplish this purpose, functional requirements of ERMS that is issued by UK, EU, U.S and Australia must be compared and analyzed. On the basis of U.K ERMS which is more detailed, 'common access control functional requirements' are arranged. As the access control functional requirements is applied in the records classification scheme, we could find out how the access control is executed in ERMS.

Advancement Plan for Academic Research Services of Presidential Archives (대통령기록관 학술연구지원서비스의 고도화 방안)

  • As the demand for finding clearer information amid vast information acquisition increases, the enhancement of academic research services is highly important. In 2019, the Presidential Archives opened the only academic research services among the permanent archives management institutions. This study aims to identify the status of the insufficient use of academic research services implemented in the Presidential Archives, analyze problems and requirements through interviews with users who have used the Presidential Archives for academic purposes and conducted research, suggest a plan to upgrade the research services of the Presidential Archives, and offer a plan to improve the services of archives institutions accordingly. Researchers mostly sought information through an online search, but the information gap was large depending on the background knowledge, and the research scope was reduced because of insufficient information. Moreover, problems occurred regarding search tools, records management, and records disclosure, and most users were unaware of the academic research services. Therefore, the advancement plans entailed reducing the information gap among researchers, improving the search tool functions, creating more detailed descriptions of records, resolving geographic constraints, promoting academic research services and developing content, nurturing subject-specialized archivists, and providing online chatting services.

A Comparative Study on the Codes of Ethics by Professional Associations of Libraries, Archives and Museums in Foreign Countries (도서관, 기록관, 박물관의 윤리강령 비교 연구 - 해외 전문직협회 윤리강령을 중심으로 -)

  • This study investigated professional values on which the practices and the perceptions of professions were based, then identified common professional values and different ones. The codes of ethics by professional organizations of libraries, archives, or museums in the U.S., Canada, the U.K. and Australia were selected for the analysis. Predicated on the literature review, common professional values were derived from the existing studies. While conducting the analysis, 13 values were identified and finalized. As a result, it was found that common professional values included access, privacy, stewardship, professional conduct and professional responsibilities to the society. Intellectual freedom in the library area, records as an evidence in the archive area, and research and interpretation in the museum area are those emphasized and unique in each area.

  • Prior to the 1980's, reappraisal and deaccessioning were considered as an 'anti-archival' activity. Recently. however, many archivists have come to realize that a reappraisal and deaccessioning is essential to providing better access to more important records and to strengthen and refine holdings. To develop a program with strong and well-focused holding appropriate to the Purpose and environments of archives. archives have to carry out systematic and continuing Procedure to reevaluate past appraisal. This study explores the various main issues and opinions with regard to reappraisal and deaccessioning and then. suggests the reappraisal principles and deaccessioning procedures such as return of the materials to donor. transfer to more appropriate depository, destruction of the material.

  • Some issues and solutions considered for the various situations that we faced in the process of developing guidelines of thesaurus construction are described in this paper. There were many proper names and proper nouns among the terms considered in the process. The thesaurus needed to include a function of an authority file. Preferred terms were selected based on what the university's official records would use. The scope of the proper names for inclusion was the people who held official positions in the university and the people who were the subject of the materials. However, when the system allows synthesized retrieval of the field of creator and donor, inclusion of too many names were considered unnecessary.

Evaluation of Appraisal and Disposal Function of the Standard Records Management System (표준기록관리시스템 평가·폐기 기능 평가)

  • Legislative stability of the production and management of electronic records and the enhancement of infrastructure have reached significant levels through relentless efforts of academic and public institutions in the field. In addition, appraisal and disposal of records also have to be done by retention periods, business functions, administrational and historical values, and certain procedures. The law specifies that public institutions must assign record managers. The underlying reason is for record managers to arbitrate the review process when records are to be evaluated and discarded and to prevent unauthorized disuses. It is also for just evaluations with the professionalism. Evaluation and discard of records have significant meanings in record management. Thus, these processes need to be handled properly in the standard record management system. Evaluation should be proceeded by the law enacted under the task functional and social agreement. Since, the record discard is decided through the technical and logical process, the support for evaluation and discard works are important above all things. In this paper, I deducted functional requirements of standard record management system by analyzing methods including the analysis of legislation and standard related to electronic records and the examination of the user's manual of record management system. I researched through the interviews of the record managers in public institutions. Based on this research, I deducted the implications for the evaluation of standard record management system and the estimation of functional requirements for discard. I also discussed future directions of improvements and follow-up studies.
