Future Korean Water Resources Projection Considering Uncertainty of GCMs and Hydrological Models (GCM과 수문모형의 불확실성을 고려한 기후변화에 따른 한반도 미래 수자원 전망)

  • The objective of this study is to examine the climate change impact assessment on Korean water resources considering the uncertainties of Global Climate Models (GCMs) and hydrological models. The 3 different emission scenarios (A2, A1B, B1) and 13 GCMs' results are used to consider the uncertainties of the emission scenario and GCM, while PRMS, SWAT, and SLURP models are employed to consider the effects of hydrological model structures and potential evapotranspiration (PET) computation methods. The 312 ensemble results are provided to 109 mid-size sub-basins over South Korean and Gaussian kernel density functions obtained from their ensemble results are suggested with the ensemble mean and their variabilities of the results. It shows that the summer and winter runoffs are expected to be increased and spring runoff to be decreased for the future 3 periods relative to past 30-year reference period. It also provides that annual average runoff increased over all sub-basins, but the increases in the northern basins including Han River basin are greater than those in the southern basins. Due to the reason that the increase in annual average runoff is mainly caused by the increase in summer runoff and consequently the seasonal runoff variations according to climate change would be severe, the climate change impact on Korean water resources could intensify the difficulties to water resources conservation and management. On the other hand, as regards to the uncertainties, the highest and lowest ones are in winter and summer seasons, respectively.

Water Resources and Demand in the Namgang Sub-basin (남강 중권역의 수자원 부존량과 용수 수요량의 비교 평가)

  • Water demand and resource at a watershed scale were investigated to prepare for long-term water planning of the Namgang sub-basin. The quantity of water resource was defined as average annual runoff by a simple Tank model with three serial tanks, and water demand for public, industrial, agricultural and the other uses was determined using the per-unit method employed in the Water Vision 2020, the Ministry of Construction and Transportation. The results showed that total amount of water resources in the Namgang sub-basin was estimated as about $935,414{\times}10^{3}m^3/yr$ for a 10-year period from 2000 to 2009 and the water withdrawals in public, industrial, agricultural and other sector were derived as $105,493{\times}10^{3}m^3/yr$, $32,686{\times}10^{3}m^3/yr$, $243,194{\times}10^{3}m^3/yr$, and $81,615{\times}10^{3}\;m^3m^3/yr$, respectively. In addition, the Namgaram Inno-city project could increase the overall water demand by $17,156{\times}10^{3}\;mm^3/yr$ due to the population influx.

  • 효율적 물관리란 거대한 물순환 과정에서 인간이 편안한 삶을 사는데 필요한 물의 이용효율을 극대화하는 것이다. 과거의 물관리는 이원화된 수량과 수질관리, 수량중심에서는 용수공급과 홍수조절이 주요한 관심사였다. 현재는 과거의 물관리에 친수와 환경을 더한 복잡한 분야로 확대되고 있다. 통합물관리란 물을 최적으로 관리하기 위해 물관리 이해당사자간의 소통과 물 기술의 고도화를 기반으로 기존에 분산된 물관리 구성요소들(시설 정보, 수량 수질 등)을 권역적으로 관리하는 것을 말한다. 본 연구에서는 대청댐 방류에 따른 금강 하류부의 홍수추적을 위해 수행한 댐하류 소유역별 강우량 빈도분석 과정, 용담댐 방류를 고려한 대청댐 홍수도달시간 검토, Poincare Section과 신경망기법을 이용한 수문자료 예측, 추계학적 다변량 해석과 다변량 신경망해석에 의한 대청댐 유입량 산정과정, 보조여수로 건설에 따른 주여수로와 보조여수로간의 연계운영방안, 단계(관심, 주의, 경계, 심각)를 고려한 대청댐 확보수위 산정, 저수지 중장기 운영계획 수립과 댐 운영 기준수위를 결정하기 위해 누가차분방식으로 적용되는 갈수기 유입량 빈도분석에 대한 실무적용 사례를 소개하고자 한다. 강우량 빈도분석 과정은 L-모멘트방법(Hosking과 Wallis, 1993)을 적용하였고, 홍수도달시간 검토는 평균유속, 하류 수위상승 기점 영향검토, 수리학적 모형(FLDWAV, Progressive lag method 등)을 활용하였다. 카오스 이론을 도입하여 대청댐 수문자료의 상관성 검토 및 추계학적 모형을 이용한 모의발생을 유도하여 수문자료 예측을 시행하였다. 추계학적 모형과 신경망모형 연구의 대상은 대청댐으로, 시계열 자료는 댐의 월강우량, 월유입량, 최고기온, 평균기온, 최소기온, 습도, 증발량 등의 자료를 기반으로 하였다. 적용기간은 1981~2009년의 자료를 이용하여 2010년 1월부터 12월까지 12개월 동안의 월유입량을 예측하였다. 수문자료 해석의 기본이 되는 약 30년간의 자료를 이용하여 분석을 실시하였다. 대청댐의 유입량 예측을 위해 적용된 모형으로는 추계학적 모형인 ARMA모형, TF모형, TFN 모형 등이 적용되었고, 또한 신경망 모형의 종류인 다층 퍼셉트론, PCA모형 등을 활용하여 실측치와 가장 가깝게 근사화시키는 방법론을 찾고자 하였다. 또한, 기존여수로와 보조여수로 연계운영을 위해 3차원 수치해석을 통한 댐하류 안정성 검토 및 확보수위 산정을 통해 단계(관심, 주의, 경계, 심각)별로 대처가 가능한 수위를 산정하였다.

Development of weekly rainfall-runoff model for drought outlooks (가뭄전망을 위한 주간 강우-유출 모형의 개발 및 적용)

  • 가뭄이 '심함' 단계 이상 도달 시에는 매주 수문분석을 수행하여 가뭄전망을 수행하여야 한다. 이를 위해서는 기상청의 강수량과 기온 등의 기상예측 자료가 필요하다. 현재 기상청에서는 3개월 기상전망으로 월단위 강수량과 평균기온을 매월 제공하고 있다. 1개월 전망에서 4주의 강수량합과 평균기온을 제공하고 있다. 하지만, 향후 4주간을 전망하는 1개월 전망에서는 1주단위의 강수량과 평균기온이 아닌, 4주간의 강수량합과 평균기온을 1주일 단위로 업데이트해 WINS에 제공하고 있다. 1주단위의 강수량과 평균기온을 취득하기 어려워, 평년 일단위 강수량과 평균기온 자료를 사용하여 4주간의 자료를 1주 단위로 분할하는 방법을 사용하였다. 주간단위 수문자료의 처리를 위해 국제표준기구(ISO)에서 제시하는 기준(ISO 8601)에 따랐다. ISO 8601은 월요일부터 일요일까지를 1주로 정의하며 현재 사용하고 있는 날짜체계와 1대1로 대응되도록 하였다. 예를 들면 1981년 2월 22일은 '1981-W07-7' 또는 '1981W077'로 표시한다. 표시된 형식은 1981년 7번째 주 일요일을 뜻한다. 이 기준에 따라 수문자료를 정리할 수 있도록 프로그램을 개발하였다. 주간 단위 잠재증발산량 계산은 월잠재증발산량 프로그램을 1주단위로 계산할 수 있도록 수정 및 보완하여 개발하였다. 수정 및 보완한 부분은 외기복사(外氣輻射)량 계산부분이다. 외기복사량은 지구가 태양을 1년 주기로 공전하므로 특정 위도에서 특정날짜에 따라 복사량이 달라지므로 주간단위의 월요일부터 일요일에 해당하는 날짜의 외기복사량을 각각 계산하고 이를 평균하여 주간단위 대푯값으로 사용하도록 하였다. 계산된 주간단위 외기복사량과 최고 최저기온을 입력하여 Hargreaves식에 의해 잠재증발산량을 계산한다. 융적설을 포함한 주단위 강우-유출 모형의 매개변수를 추정하기 위해 전국 24개 지점의 수문자료를 사용하였다. abcd 모형과 융적설모듈의 초기값 포함 11개 매개변수를 SCE-UA 전역최적화 알고리즘으로 추정하였다. 추정된 유역의 매개변수는 토양배수, 토양심도, 수문지질, 유역특성인자를 사용한 군집분석 결과에 의해 113개 중권역에 할당하였다. 개발된 주간단위 강우-유출 모형은 비교적 단기 가뭄전망을 위해 사용된다. 계산된 유량은 자연유량이며, 전국 취수장 수량, 하수처리장 방류수, 회귀수를 반영하여 지점별 유량을 계산하여 가뭄전망에 사용되고 있다.

A Study on the Horizontal and Vertical Equity of Officially Assessed Land Price in Seoul (공시지가의 형평성에 관한 연구 - 서울특별시를 중심으로 -)

  • Officially assessed land price has been the index of South Korea since 1989 throughout different sectors of tax and welfare. Officially assessed land price is used as a tax valuation for the tax on property holdings, and the equity of such is the most important factor in the fair taxation for the people of South Korea. On this wise, this research analyzed and verified the horizontal and vertical inequity of officially assessed land price in Seoul by using the real transaction data between 2016 and 2018. In fact, Seoul's assessment ratio for the entire three-year period was 60.64% and it showed to increase each year. Horizontal equity was found to be most favorable in 2017, and the horizontal equity of each borough of Seoul appeared to improve each year. Vertical inequity was found to have reverse inequality in most boroughs of Seoul, however, some parts of Gangnam districts such as Gangnam-gu, Seocho-gu, and Gangdong-gu presented progressive inequality. Such example showed the need for improvement in terms of balance by each borough. The use of quantile regression demonstrated reverse inequality in most quantile, but, the differences in the value of the coefficient by each quantile showed the need for improvement of officially assessed land price with the equity of each quantile. Through the equity verification of officially assessed land price, it was analyzed that the lack of equity was found by year, by borough, and by use district. In order to redeem the lack of equity, the government must systematically supplement the real-estate disclosure system by initiating ratio studies to verify horizontal and vertical equity.

An Analysis on the Smart City Assessment of Korean Major Cities : Using STIM Framework (국내 주요 도시의 스마트시티 수준 분석: STIM 프레임워크를 이용하여)

  • The purpose of this study is to assess the smart city for major cities in Korea. The assessment indicators are based on the STIM structure (Service, Technology, Infrastructure, and Management Layer Architecture) of the Multi-Layered Smart City Model. Assessment indicators are established through smart city concepts, case analysis, big data analysis, as well as weighted through expert AHP survey. For the assessment, seven major metropolitan cities are selected, including Seoul, and their data such as KOSIS, KISDISTAT from 2017 to 2019 is utilized for the smart city level assessment. The smart city level results show that the service, technology, infrastructure, and management levels were relatively high in Seoul and Incheon, which are metropolitan areas. Whereas, Busan, Daegu, and Ulsan, the Gyeongsang provinces are relatively moderate, while Daejeon and Gwangju, the South Chungcheong region and the Jeolla provinces, were relatively low. The overall STIM ranking shows a similar pattern, as the Seoul metropolitan area smart city level outperforms the rest of the analyzed areas with a large difference. Accordingly, balanced development strategies are needed to reduce gaps in the level of smart cities in South Korea, and respective smart city plans are needed considering the characteristics of each region. This paper will follow the literature review, assessment index establishment, weight analysis of assessment index, major cities assessment and result in analysis, and conclusion.

A study on estimation of lowflow indices in ungauged basin using multiple regression (다중회귀분석을 이용한 미계측 유역의 갈수지수 산정에 관한 연구)

  • This study aims to develop a regression model that estimates a low-flow index that can be applied to ungauged basins. A total of 30 midsized basins in South Korea use long-term runoff data provided by the National Integrated Water Management System (NIWMS) to calculate average low-flow, average minimum streamflow, and low-flow index duration and frequency. This information is used in the correlation analysis with 18 basin factors and 3 climate change factors to identify the basin area, average basin altitude, average basin slope, water system density, runoff curve number, annual evapotranspiration, and annual precipitation in the low-flow index regression model. This study evaluates the model's accuracy by using the root-mean-square error (RMSE) and the mean absolute error (MAE) for 10 ungauged, verified basins and compares them with the previous model's low-flow calculations to determine the effectiveness of the newly developed model. Comparative analysis indicates that the new regression model produces average low-flow, attributed to the consideration of varied basin and hydrologic factors during the new model's development.

Analyzing Ecological Soundness Considering the Implicit Weight of the Indicator (지표의 내재적 가중치를 고려한 하천의 생태적 건전성 평가)

  • The purpose of this study is to establish a system to evaluate the ecological soundness of the Geum river basin. The study target area is 14 sub-watersheds of the Geum river basin. For the selection of indicators to ensure transparency and consistency of the evaluation indicators, the ecological soundness indicators were secured by using the indicator adjustment method derived in consideration of the intrinsic weight change characteristics between indicators. The index with the greatest impact on the final composite index was identified as the index of the aquatic ecology among the water quantity, water quality, aquatic ecology, and habitat-riparian environment dimensions. As a result of analyzing the ecological health index of the river, the watershed upstream of the dam (based on the Daecheong -dam) was evaluated to be in relatively good condition until 2014 compared to the base year(2008), and the watershed downstream of the dam was evaluated to be in a poor condition. The annual trend of changes in the ecological soundness index on an annual basis is as follows. In the case of Yongdamdam, Yongdamdamdownstream, Bocheong-chun, Daechungdam, Daechungdamdownstream, and Nonsancheon, although there are differences by time period, the soundness index is in declining. On the other hand, Mujunamdaecheon, Yeongdongcheon, and Gapcheon were evaluated to have improved soundness, while Chogang, Daechungdamupstream, Mihocheon, Gongjugeumgang, and Geumgangestuary were evaluated to deteriorate again after soundness was improved.

Assessment of water quality index suitability of domestic watersheds (국내유역의 수질지수 적합성 평가)

  • Since tributaries have greater water quality variability than main streams, a comprehensive evaluation method that considers the effects of various parameters rather than one water quality parameter has been introduced for effective water quality management of tributaries, but the characteristic of the watershed is not considered. In this study, the urbanization rate, livestock excreta generation, and industrial wastewater discharge in the Hantan River middle-watershed classify urban and non-urban watersheds, and evaluate the suitability of water quality indexes by watershed characteristics by analyzing water quality characteristics and calculating CCME WQI, RTWQI, and NSFWQI. Factor analysis was used to understand the effect of water quality parameters used to calculate the water quality index on the water quality index results. As a result of the factor analysis, the relationship between CCME WQI, TC, and FC was derived, and the relationship between RTWQI and DO, SS in urban watersheds and NSFWQI and FC in non-urban watersheds was revealed. As a result of evaluating suitability through comparison with BOD and T-P grades, it was interpreted that the suitability of the water quality index was low in urban watersheds and that comprehensive water quality evaluation using RTWQI was possible in non-urban watersheds.

Predicting the amount of water shortage during dry seasons using deep neural network with data from RCP scenarios (RCP 시나리오와 다층신경망 모형을 활용한 가뭄시 물부족량 예측)

  • The drought resulting from insufficient rainfall compared to the amount in an ordinary year can significantly impact a broad area at the same time. Another feature of this disaster is hard to recognize its onset and disappearance. Therefore, a reliable and fast way of predicting both the suffering area and the amount of water shortage from the upcoming drought is a key issue to develop a countermeasure of the disaster. However, the available drought scenarios are about 50 events that have been observed in the past. Due to the limited number of events, it is difficult to predict the water shortage in a case where the pattern of a natural disaster is different from the one in the past. To overcome the limitation, in this study, we applied the four RCP climate change scenarios to the water balance model and the annual amount of water shortage from 360 drought events was estimated. In the following chapter, the deep neural network model was trained with the SPEI values from the RCP scenarios and the amount of water shortage as the input and output, respectively. The trained model in each sub-basin enables us to easily and reliably predict the water shortage with the SPEI values in the past and the predicted meteorological conditions in the upcoming season. It can be helpful for decision-makers to respond to future droughts before their onset.
