Proceeding Strategies for Establishing of the DMZ World Peace Park for the Laying of the Foundation for Unification (통일기반 구축을 위한 DMZ 세계평화공원 조성 추진 전략)

  • Purpose of this study is to develop the proceeding strategies for establishing of the DMZ World Peace Park in Korea which is one of projects of the Park Geun-hye's Government. We basically dissolute the conflict between the South and North Korea, and we build the atmosphere reconciliations and cooperation between two Koreas, and go forward the peaceful unification. And thus we make ultimately the world peace and establish enduring peace in the Korean Peninsula. Through the analysis the 8 proceeding strategies. Results of this study, I verified possibility of proceeding for establishing of the DMZ World Peace Park, and urgent need of policy development and support by the local governments, and we need to start the project in the South first.

Application of Fischer's Policy Evaluation Methodology to Employment and Jobs Policy for people with disabilities : Contextual Feasibility Evaluation (장애인 고용·일자리 정책에 대한 Fisher의 정책평가방법론 적용: 상황적 타당성 평가)

  • The aim of this study is to evaluate Korea's employment policy for people with disabilities by utilizing situational feasibility evaluation of Fisher's multi-dimensional policy evaluation methods (1995, 2003). A number of related studies conducted so far have been focused only on quantitative research methods. In other words, balanced and comprehensive evaluation studies were insufficient. Therefore, this study attempted a balanced policy evaluation through a qualitative or phenomenological approach that complements the limitations of the existing empirical methodology. In this study, the sub-topics for evaluation were divided into employment delivery system, employment program, and institutional employment environment for people with disabilities. Improvement measures and policy implications for each topic were presented. In order to improve employment services and jobs for people with disabiliyies, it was suggested that there is a need to strengthen linkages and cooperation between institutions, eliminate blind spots in employment services, improve quality, expand customized employment services, strengthen programs, improve policy and institutional environments, and strengthen individual psychological and emotional support.

Implementation Strategy of Global Framework for Climate Service through Global Initiatives in AgroMeteorology for Agriculture and Food Security Sector (선도적 농림기상 국제협력을 통한 농업과 식량안보분야 전지구기후 서비스체계 구축 전략)

  • The Global Framework on Climate Services (GFCS) will guide the development of climate services that link science-based climate information and predictions with climate-risk management and adaptation to climate change. GFCS structure is made up of 5 pillars; Observations/Monitoring (OBS), Research/ Modeling/ Prediction (RES), Climate Services Information System (CSIS) and User Interface Platform (UIP) which are all supplemented with Capacity Development (CD). Corresponding to each GFCS pillar, the Commission for Agricultural Meteorology (CAgM) has been proposing "Global Initiatives in AgroMeteorology" (GIAM) in order to facilitate GFCS implementation scheme from the perspective of AgroMeteorology - Global AgroMeteorological Outlook System (GAMOS) for OBS, Global AgroMeteorological Pilot Projects (GAMPP) for RES, Global Federation of AgroMeteorological Society (GFAMS) for UIP/RES, WAMIS next phase for CSIS/UIP, and Global Centers of Research and Excellence in AgroMeteorology (GCREAM) for CD, through which next generation experts will be brought up as virtuous cycle for human resource procurements. The World AgroMeteorological Information Service (WAMIS) is a dedicated web server in which agrometeorological bulletins and advisories from members are placed. CAgM is about to extend its service into a Grid portal to share computer resources, information and human resources with user communities as a part of GFCS. To facilitate ICT resources sharing, a specialized or dedicated Data Center or Production Center (DCPC) of WMO Information System for WAMIS is under implementation by Korea Meteorological Administration. CAgM will provide land surface information to support LDAS (Land Data Assimilation System) of next generation Earth System as an information provider. The International Society for Agricultural Meteorology (INSAM) is an Internet market place for agrometeorologists. In an effort to strengthen INSAM as UIP for research community in AgroMeteorology, it was proposed by CAgM to establish Global Federation of AgroMeteorological Society (GFAMS). CAgM will try to encourage the next generation agrometeorological experts through Global Center of Excellence in Research and Education in AgroMeteorology (GCREAM) including graduate programmes under the framework of GENRI as a governing hub of Global Initiatives in AgroMeteorology (GIAM of CAgM). It would be coordinated under the framework of GENRI as a governing hub for all global initiatives such as GFAMS, GAMPP, GAPON including WAMIS II, primarily targeting on GFCS implementations.

  • Clubroot, caused by Plasmodiophora brassicae, is one of the most crucial disease in Kimchi cabbage. Screening disease resistant genetic resources is necessary to develop disease resistant cultivars and conduct related research. We have evaluated the development of clubroot to the 120 genetic resources of Kimchi cabbage introduced from World Vegetable Center and five Asian countries using isolate of Plasmodiophora brassicae collected in Haenam fields in Jeollanam-do Province, Rep. of Korea. This isolate was determined race 2 using differential varieties reported by Kim et al., 2016. IT100384 and IT305623 showed strong resistance, lower than disease index (DI) 1.0.   • The Development Assistance Committee of the Organization for Economic Cooperation and Development discusses the reorganization of the five evaluation criteria of the Public Development Assistance Committee, which are used internationally, and the five evaluation criteria including adequacy, efficiency, effectiveness, impact, and sustainability when assessing public development assistance in 1991. This study is to derive alternatives by applying the evaluation criteria of the Development Assistance Committee of the Organization for Economic Cooperation and Development in the evaluation of the inclusive business program being implemented in Nepal since 2019. As a result of the study, the adequacy of Nepal's inclusive business program was consistent with continuous employment and job creation for vulnerable groups such as disabled and orphan women. Efficiency can be said to be efficient in that processes such as work order and work confirmation are made with an electronic management tool, and delivery of the result is transmitted online, saving time and cost compared to other industries. The effectiveness of this project can be said to be an effective program in that it provides high-quality jobs such as providing specialized computer graphics education for the vulnerable, such as disabled and orphan women in Nepal, and hiring graduates as employees. Sustainability is the point that KOICA's inclusive business program has enabled vulnerable groups in the existing fields of agriculture and manufacturing to engage in the computer graphics industry, and the scalability of movies, characters, education businesses, and role models in other countries.However, considering that the scale of public development assistance will continue to increase in the future, it is necessary to establish a systematic monitoring system and a recirculation system so that the project between the donor and recipient countries can continue.

A Study on the Improvement of the Management Plan of City Master Planning as ODA Project (ODA 사업으로서 도시 마스터플랜 수립 사업의운영방식 개선에 관한 연구)

  • This study aims to find out the better management plan for city master plannning as an ODA to accomplish the economic effect. For this study, the "Hai Phong New Town Development Project" and the "Modification of Hue City's Master Plan" were studied. The result of the case study shows that there was difference between the two projects which was the status of following projects. While those two projects were highly acclaimed, only Hue project had several projects. This is because of the understanding degree on ODA project of participants, the distinct characteristics of the recipient country; Vietnamese local and central government, and the difference of each project's main purpose. And the result of FGI shows that to accomplish economic effects of master planning project as ODA, the enthusiastic approach to find out following project from the beginning step of the master planning, the experience of project manager on ODA, the close association with the recipient country, and the positive support from the Koica especially, the local office were crucial.

Instructional Innovation Using e-PBL (e-PBL을 적용한 수업혁신)

  • This study intended to explore the instructional effects of e-PBL which means an expansion of availability of PBL using technology. To achieve the goal of this study, a major selective subject was redesigned systematically so that e-PBL activities could be implemented for 4-weeks during the entire semester. Participants' reactions to the e-PBL experience during the experiment period were collected and analyzed. Results of analysis showed that participants could overcome the difficulties and frustrations at an early stage, adapted and assimilated to the e-PBL based instructional environment progressively, and satisfied at the e-PBL activity experiences in overall. They participated in solving the authentic problems with ownership and could solve them effectively and efficiently through frequent communication and collaboration with teammates. Results of this study showed the possibility of instructional innovation of a teacher development institute through e-PBL. Follow-up studies which extend the analyses of the effects of e-PBL based on this study are necessary to additionally verify the effects of e-PBL.

A Study on the Implementation Level and Improvement of Incheon Strategy of Korea (한국의 인천전략 이행수준과 개선방안 연구)

  • The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.

International Comparative Analysis on Start-up Incubation Ecosystem Based on PCII Model (PCII 모델에 근거한 창업보육생태계 국제 비교 연구)

  • Since the Korean economic development path has been unique compared to other counties, it is necessary to build an incubation ecosystem matching with unique economic environment in Korea. In order to revive the dynamism of the economy, establishment of the incubator ecosystem should be a policy priority so that ventures with innovative ideas and challenging minds can grow into a global stage. The purpose of this study is to derive the policy implications for establishing ecosystem and infrastructure by comparing to other OECD countries such as US, Israel, Finland, and Japan that can offer meaningful policy implications to Korea. For this purpose, the most appropriate model for explaining the incubation ecosystem in Korea was designed. PCII Model (People, Capital, Incubating, Infra) has 4 elements. It provides a framework for incubation of entrepreneurship, funding for start-up, incubation course, establishment of business foundation infrastructure. The comparative analysis was conducted with 12 sub-items under 4 elements and qualitative and quantitative evaluations were performed for each category. As a result of the comparative analysis, Korea's incubation policy seems to be still in the initial stage in terms of establishment of ecosystem compared to other countries. Therefore, a systematic approach based on the ecosystem model is needed other than the short-term incubation policy.

A study on the Private Investigator usage for Cyber Crime (사이버범죄의 효과적인 대응을 위한 민간조사제도의 도입방안)

  • The object of this study is to propose a study on the Private Investigator usage for Cyber Crime. The latest trend of cyber crime is being evolve in sophisticated and complex way over the global, like internet fraud, cyber gambling, hacking and etc. Hence national investigative authority mobilize high specialized skills and method of criminal investigation by each nation. But it is hard to respond in rapid and effective way because of propoor, distribution of group and insufficient of related legal system. Already in other countries, not considerable amount of services are given to private investigators in detection and tracking part which is inefficient by nation. So it has significantly meaningful to compensate the defect and study about private investigator usage as companion of cooperation policing for effectively respond to cyber-crime. The way to effectively deal with the cyber-crime is reevaluate meaning of partnership policing and need of private investigator usage. Also it is to analyze the main issue about introduction of a system and suggest the effective way of introduction. First, legislation of private investigator usage which is based upon partnership policing should be made up. Moreover, to establish the range of private investigator's business and enhance the reliability, it is to propose introduction of leading professional global certificate and license system with sufficient education and test. We are expecting introduction of private investigator usage can improve efficiency of investigation and promote effective countermeasures of cyber-crime.
