Liberating and Reviving the Concept of EA Business Architecture (EA 비즈니스 아키텍처 개념의 개방과 확대에 대한 제언)

  • The performance of Enterprise Architecture (EA) in the Korea's public IT domain produces mixed results and responses. On the one hand, EA earns positive remarks and enthusiasm as a central government-wide IT governance framework with its significant IT budget saving records. At the same time, however, the response to EA at the department and agency level is tainted with disappointment, fatigue, and reluctance. This essay suggests that this is perhaps caused by the sterile lackluster concept of EA Business Architecture employed in the current EA practice of the enterprise. The possibility for liberating and reviving the concept of EA Business Architecture is explored. Various conceptual axes and branches of EA Business Architecture are identified based upon extensive EA field experience and observations, and discussions are made on how the concept of EA Business Architecture can be expanded and amplified on those conceptual axes and branched. The resulting EA Business Architecture conceptualization is consolidated into an illustrative typology for EA Business Architecture. In the end the theoretical and practical implications of the research are discussed along with its contribution and limitation.

A Study on ITS Standardization Cooperation Service Field Study for ASEAN Countries (아세안 대상 ITS 표준화 협력 서비스분야 연구)

  • In this paper, Korea's standardization capacity in the ITS field was examined, and the status of participation in ITS standardization and services of ASEAN countries, and the degree of hope for cooperation with Korea was investigated and analyzed. Korea is recognized for its international competency in the field of ITS standardization, and most ASEAN countries, excluding Singapore, are found to have insufficient participation in ITS standardization and service introduction. In addition, most ASEAN countries are strongly hoping for ITS standardization cooperation with Korea, and the preliminary establishment of the ITS system architecture as the basis for ITS standardization was derived as a project of hope for cooperation. In addition, as a service field for introducing standardization, Freight transport was suggested as a priority application service field in order to improve the efficiency of logistics transportation between ASEAN countries.

  • Recently, it is very important to create economic value as well as develop core algorithms and technologies in the field of R&D. Various R&D projects make an effort to do the technology commercialization of their results and, as part of efforts, many studies on business model(BM) are conducted to create economic benefits in using the developed technology. However, it is difficult to use the general business model methodologies, which are usually utilized for companies, to the government's research due to different processes and characteristics between them. And for the practical application of business models, it needs to systematize conceptual business models in technical perspective through technical architecture analysis. In this study, a business model development process and a technical architecture analysis for national R&D project is developed for the technology commercialization. In addition, the process is applied to Korean Land Spatialization Program (KLSP) organized by Ministry of Land, Transport and Maritime Affairs to verify the feasibility of its practical application.

Reestablishing EA as a Pan-Government IT Governance Tool (국가정보화 거버넌스 체계정립을 위한 EA 노력의 변화 분석)

  • Enterprise Architecture (EA) is known as a means to solve IT management problems. In 2005, the South Korean government introduced it and required each agency to develop a variety of architectural products. Such an early-stage EA effort turned out to be not very effective because those products were hardly of use for pan-government IT governance. Realizing these problems, the Lee Myung Bak government has decided to change its direction so that EA products would also be utilized at pan-government IT decisionmaking. After reviewing the early stage of EA effort, we in this study describe such a transition. Future directions of EA efforts are also discussed at the end.

A Study on National IT Planning based on EA Approach (국가정보화시행계획 업무의 EA적 접근)

  • The National IT Plan is formulated every 5 years in Korea. Each ministry formulates its own annual IT plans and budgets based on the National IT Plan. Presidential agenda, in addition to the Ministry plan usually come in the budgetary process. A budget view and an IT view are not always aligned consistently in the budgetary process. For more consensus and less conflict between the finance ministry and the IT ministry, it would be useful to have a common framework to examine and review the many IT plans submitted by many ministries. We offer an EA-based framework that considers various views and classifications on IT plans. This framework would make the National IT Planning more efficient and effective.

  • Many countries have implemented EA as a core tool for planning and managing IT resources. Due to its importance, there have been many studies for the successful implementation of EA. However because most previous studies simply focused on either a certain time horizon as a cross sectional study or a list of success factors, they failed to raise fundamental issues investigating inherent difficulties or efforts to overcome. This research conducted a case study based on interviews with EA experts and derived five practical guidelines for the successful EA implementation. Simultaneously we propose a future research model for an empirical validation based on current findings.

  • Supercomputers have played an important role in various fields such as science, industry, national security and solutions for social issues, and their demand is increasing significantly as their use is strengthened in areas using big data and AI. Recently, competition for global exascale system development is accelerating based on various architectures, and the era of exascale computing is expected to come in the near future. However, the foundation of the domestic supercomputing ecosystem was lost due to the decline of the server industry in the past, and although the related law was enacted to supplement and foster it, it has not been able to perform its function smoothly. Therefore, this article examines the problems in the current legal system through the analysis of the relevant legal system and the status of the supercomputing ecosystem, and suggests improvements so that the relevant legal system, which can accommodate the reinforcement of the role of the government·national center·professional center, support for industries, promotion of commercialization of research results, and flexibility of government promotion policies, can prepare the basis for the promotion of the supercomputing R&D project.

  • DGPS Reference Station the national infrastructure generates the DGPS correction information for Differential GPS. Currently, South Korea operates the software based DGPS reference station using the next generation DGPS architecture in order that upgrade the hardware based DGPS reference station. However the software based DGPS reference station proposed by USCG has not changed just a form of its structure but intimate architecture. Accordingly, It can't strengthen the advantages of software based architecture. In this paper, I will propose a new software architecture design that is integrated with DGPS reference station and integrity monitor. This architecture is more simple than existing one so can use the maritime DGPS reference station which is required more simple structure.

  • In this thesis. we present the cyber lecture system based on XML that uses the communication network as the 100Mbps LAN. The system was designed to analysis the existing cyber lecture system and its details arid to examine web system architecture and XML 3-tier model The result of the study consists of he cyber lecture system based on XML developed on 100Mbps LAN to improve method of the cyber lecture system by using ma 3-tier model arid utilisation of web interface to offer handiness of the cyber lecture system.
