본 연구는 한국, 미국, 일본의 ITS 표준추진체계 비교분석(Comparative Analysis)을 통해, 국가 ITS표준 추진체계의 운영효율화방안을 제언하는 것이다. 이를 위해 우리나라의 ITS표준추진체계의 문제점을 파악하고, 국외사례분석을 통해 이를 개선할 수 있는 대응방안을 제언하였다. 미국, 일본사례 비교분석결과, 국가ITS표준화추진체계의 효율적 운영을 위해서는 관.민협력적, 범부처적 국가ITS표준추진체계 모델을 정립하고, 국제표준과 연계하여 국가표준, 부처표준, 단체표준을 추진하되, 해당표준이 표준의 기능과 역할에 부합하도록 개발.제정되어야한다. 사업자와 수요자의 다양한 요구(Need)를 신속히 표준화할 수 있도록 단체표준화육성을 통해 국가 표준화하고, 특히 교통안전과 공공성에 관련된 ITS기술은 정부부터가 강력히 규제할 수 있는 기술기준(Technical Regulation)을 도입하도록 하였다. 아울러 표준제정 뿐만 아니라 데이터등록소(Data Registry) 및 웹기반의 표준화활동 등 표준화구축사업을 통해 표준화의 활동을 활성화하도록 제언하였다.

연안에서 12해리 밖의 배타적 경제수역을 포함하는 공해에서의 해저지명은 기구나 국가에서 지명 심의 제안을 IHO 산하 해저지명소위원회(SCUFN)에 요청하여 채택이 되면 정식 국제해저지명으로 인정받게 되고 해도 및 각종 지명자료에도 활용된다. 해저지명은 종종 영유권 주장의 근거로 활용되기 때문에 공해를 탐사하고 해저지명을 제안하여 채택하는 것은 국가적 차원에서도 중요한 일이다. 국가간 갈등 및 지역간 갈등을 유발할 수 있는 지명에 대한 제안 양식이 존재하지만, 제안자의 자유 기입 측면이 강해서 지명의 제안과 승인 및 적용을 위한 데이터베이스 관리의 어려움이 존재한다. 또한 지명 제안의 근거가 되는 각종 과학적 자료의 보존과 활용에도 제약이 크다. 본 연구에서는 해저지명에 대한 표준 마련의 일환으로 현재의 해저지명 관리 현황을 분석하고 S-100 기반의 해저지명 데이터 모델을 구축하였으며 그 결과 지명 분류를 고려한 데이터 모델의 초안을 완성하였다.

This study has implications for expanding and applying the concept of reputation to a national level. Especially, the purpose of this study is to measure Korean country reputation, and we find out how foreigners perceive Korean country reputation using co-orientation model. According to the study, respondents were positively aware of the 'cultural entertainment' and 'openness of other cultural' factors and 'global citizenship' factors among the components of the county reputation for Korea. In addition, although the differences in national reputation among respondents' gender were not statistically significant, they showed statistical differences in some national reputation components by age group. Finally, the respondents looked at the statistical difference between Korean evaluation and Korean perception of the foreigners's view for Korean country reputation.

R&D businesses lead by a government of each countries are recognized as important businesses that may affect the destinies of the nation. However, the process of developing a new business has not been so favorable as the process was primarily managed by engineers who concentrate on research development. The problem was solved by applying a business model regarding outcomes of a developed research. Yet it is difficult to apply the business model methods that are commonly used for enterprises to government's research businesses due to their unique research development characteristics. Therefore, it is developed a business model methodology for national R&D project in this study. In addition, the methodology applies to a sub-project of Korean Land Spatialization Program(KLSP) organized by Ministry of Land, Transport and Maritime Affairs to verify the possibility of practical application.

무선이동통신 기술의 발달은 이용자의 수와 데이터 양의 폭발적인 증가를 가져왔다. 이러한 추세에 따라 Cellular, PCS, Radio-paging, Multimedia data, Internet services를 통합하는 제3세대 무선이동통신이 연구 중에 있다. 모든 서비스들이 무선이동통신으로 이동함에 따라 보안문제들(인증, 키교환, 키복구등)이 중요시되고 있다. 그 중에서도 범법자들의 통신에 대한 국가적 법집행능력 확보를 위한 키 복구 모델은 꼭 필요 할 것이다. 따라서, 본 논문에서는 이동통신시스템에서의 효율적인 키 복구를 위한 모델을 제안하고 이에 따른 데이터 타입을 정의한다.

Korea's e-government is the world best system and the open government data field is also ranking number 1 by UN evaluation. Therefore Korea's ICT level is ranking number 1 in the world especially in ICT (Information Communication Technology). However, in terms of national ICT capabilities, national ICT competency education is tend to perform by the simple list of courses rather than detail definition of the specific skills or training. In this paper, we define the national ICT capabilities through research and analysis of the national ICT competency model and define the relevant curriculum. This is very important to develop national ICT competency as well as ICT technologies because other countries will develop their information by learning from Korea's ICT and e-government as a model. Therefore, we firstly study about the national ICT competency model and will be drawn from the courses required for national ICT competency model.

Recently, under the pressure of national necessity, the national S&T information system(NTIS) for collecting, managing and distributing various R&D information is under discussion. The close inter-connections and cooperations among elements in R&D process, activity, information and data levels are the basis of national S&T information system. In this paper, we propose a cross reference model of R&D information. The proposed model includes research project, person and output information which are essential in the R&D activities. By using the proposed model, a cross navigating and referencing among R&D information is possible. And various queries on the models from various viewpoints are also possible. XML Topic Map, ISO13250 Standard, is used for development of the proposed model. The efficiencies and further practical usages of proposed model are discussed by demonstrating the proposed model with an example.

Business incubators (BIs) could be regarded as an effective mechanism for linking research and industry to inspire technology and knowledge based entrepreneurship and innovation of start-up SMEs. The performance of BIs for small and medium enterprises (SMEs) innovation should be differentiated in accordance with the technology capacity of SMEs, the national entrepreneurial culture and characters in each economy. Therefore, the research intended to categorize BIs in the selected 10 APEC member economies into four types by investigating the issue of member economies' strategies, functions and characteristics in various focused programs.

본 연구에서는 시공간 제약뿐만 아니라, 데이터의 다양성에 따른 제약조건까지도 최소화하여 온라인상에서 지리정보 활용성을 제고하기 위해 기존의 국가지리정보유통망을 지리정보통합포털로 발전시키기 위한 방안을 제시하였다. 이를 위해 미국의 지리정보포털인 GOS(Geospatial One-Stop)를 모델로 하여 우리나라 국가지리정보유통망을 지리정보통합포털로 발전시키기 위한 모델을 수립하였다. 지리정보통합포털 모델은 개방형 분산프로세싱 시스템 구조에 대한 In 국제표준인 RM-ODP를 기반으로 하여 전사적 관점, 정보관점, 전산관점, 공학관점에서 수립하였다. 이를 통해 국가지리정보유통망을 기반으로 각종 지리정보 및 지리정보서비스에 대한 접근성을 제고함으로써 국가차원에서 GIS활용도를 높이는데 기여할 수 있을 것으로 기대된다.

세계기후변화협약에서 발효한 탄소세 등 각종 규제에 의해 국가입장에서 큰 비용부담이 되기 때문에 이에 대한 대비 중 하나로 신재생에너지가 떠오르고 있다. 신재생에너지 중 보급이 빠른 태양광과 풍력은 출력이 불안정하기 때문에 이를 완화시키는 것 중 하나로 에너지저장장치(ESS : Energy Storage System)를 도입하고 있다. 본 논문에서는 신재생에너지용 ESS 도입 시 계통에서 확보해야하는 예비력과 첨두부하가 삭감되어 나타나는 회피비용을 연료비, 무부하비, 기동 정지비, 발전설비회피비용으로 고려한다. 그리고 국가적 관점에서 필요한 적정용량을 산정하기 위하여 비용관점에서 한계운전비와 한계투자비를 비교하는 방법론을 제안한다. 그 중 본 논문의 대상인 한계 운전비를 구하기 위해 운전 수리모델을 수립한다.
