The Clean Development Mechanism : History and Issues (청정개방체제(CDM)의 발전 배경과 이슈 분석)

  • 청정개발체제(CDM)란 '기후변화의 부정적 효과 완화'와 '개도국의 지속 가능한 발전 지원'이라는 기후변화협약의 양대 목표를 비용 효과적으로 이행하기 위해 교토의정서에 마련된 수단이다. CDM은 선진국인 부속서 I 국가와 이에 해당하지 않는 비(非)부속서(non-Annex) I 국가 즉 개도국이 배출감축을 위해 공동으로 노력하고 그 결과 창출된 온실가스 감축 분을 이 두 그룹 국가간에 배분되도록 한 제도다. 즉 선진국은 개도국에 자본과 기술을 투자하여 온실가스 저감사업을 벌이고 이 과정에서 발생한 온실가스 배출감축 분을 자국의 감축실적(credits)으로 인정받게 되고, 개도국은 이 과정에서 기술이전 및 재정지원의 혜택을 받을 수 있게 되어 있다. CDM은 따라서 세계 대다수의 국가가 직 간접으로 영향을 받지 않을 수 없을 것이며, 이로 인해 CDM의 구체적 실천 방안을 둘러싸고 각 국간의 이해 관계가 좀처럼 좁혀지기 어려운 상황이다. 이에 따라 지난해 부에노스 아이레스에서 개체되었던 COP-4에서는 CDM 체제를 비롯한 기후변화협약의 핵심 쟁점사항을 오는 2001년(또는 2002년)에 개체될 COP-6까지 일괄 타결키로 한 부에노스 아이레스 행동계획을 채택하는 데 그쳤다. CDM이 향후 어떤 형태로 결정되는 가에 따라 우리 나라가 받는 영향도 상당한 차이가 날 것이다. 따라서 CDM의 전개 방향을 면밀히 주시하고 이에 대한 대응책 마련이 절실히 요구되고 있다.

A Study on The Determinants of Koreans' Welfare Consciousness: Focusing on State's Responsibilities upon Public Agenda (한국인의 복지의식 결정요인 연구: 국가의 공적책임에 대한 태도를 중심으로)

  • This study purports to empirically examine the potential effect of the level of social trust on their welfare consciousness level. Although previous studies in the field have focused on socio-economic or class-oriented variables, the accumulated results have shown that the effects were inconsistent at best in Korean context. In order to overcome the limits of theoretical assumptions from mainstream Marxists and institutionalists, this study suggests the relative autonomy of social consciousness and its independent effect on welfare consciousness. The analysis shows that both foundational variables, income levels and labor market participation, and the level of social trust have significant impacts upon the respondents' level of welfare consciousness.

  • I describe the complex support systems around the world, focusing on their importance for economic growth and fiscal sustainability. Familial transfers for old age support are somewhat significant in some Asian economies including Korea, although they deteriorate quite rapidly. Public transfer systems are less significant in Korea compared with most OECD member countries. This is important because Korea has had the opportunity to develop sustainable systems less encumbered by obligations made to current and future generations. Relying on accumulated assets rather than transfers helped countries create capital-intensive economies that can maintain standards of living. This is true for Korea, but the question of how the labor and capital market will respond to the rapidly changing social welfare system remains as a critical question.

  • Modern environmental problem that caused by the structure and system of human civil society threaten the ecological sustainability of the entire earth. Therefore it is an ecological crisis as a structural crisis. This ecological crisis is also a social crisis because it makes the survival of society difficult. Our society should aim and pursue an ecologically sustainable society because our response to this structural ecological-social crisis must be social-structured. Efforts to achieve an ecologically sustainable society call for fundamental and far-reaching changes in lifestyle, production and consumption patterns, and changes in the already established power structure that govern society today. It is necessary to pay attention to the new formulation of the constitutional law which is the legal basic order of the national community in the point that this fundamental and broad change must start from establishing the right relationship with nature. In this article, we present the principle of environmental state as a framework of constitutional norms for an ecologically sustainable society. According to M. Kloepfer, who in the late 1980s used the concept of an environmental state in Germany for the first time, the "state of the environment" refers to a "state (institution)" in which the inviolability of the environment is a measure and process goal of the state tasks and decisions. I would like to establish the environmental state as "a state that guarantees a balance between the social demands for nature and the maintenance of the natural living foundations and forms it together. In this context, I intend to establish the components of environmental state principles as follows. First, the ideological foundation of the environmental state is to respect the life community on earth, which consists of human beings and non-human beings, and to intrinsic value of nature, and to harmony with nature. In addition, the key tasks of environmental states are to secure environmental rights, responsibility for the global ecosystem and future generations, and recognition of the interests of animals. As a core social system for realizing this environmental state principle I would like to present (i) the economic order, (ii) the sustainable maintenance and management of the land and natural resources, and (iii) the agricultural and fishery industries and local communities.

  • With the advent of the WTO system in 1995, non-tariff barriers including technical barriers to trade(TBT) has become one of the important issues in world trade order. The purpose of this study is to analyse an impact of the calibration and measurement capabilities(CMC), the degree of equivalence of national measurement standards which is maintained by NMIs to provide governments with a technical foundation for wider agreements related to international trade. The results of the analysis using the gravity model with the proxy of the CMC shows that the CMC has a positive impact on Korean trade. Particularly, it was estimated that the CMC registered by high-income economies has more impact on Korean trade than those by low income economies. This implies that the countries highly dependent upon foreign trade like Korea need to have much more interest in the investment into measurement standards and science which is generally considered to be a public goods.

  • Recognizing the potential and importance of biotechnology in boosting South Korea in an environment of competitive neoliberal globalization, South Korea has actively promoted the development and commercialization of biotechnology and legislated related laws. This should not, however, be read as yet another instance of the neo-liberal 'marketization' of economic activities and the demise of nation-states. The development of biotechnology in South Korea - and its commercialization - is closely intertwined with the practice of the Korean developmental state, and this practice has led to the production of new state spaces: biotechnology clusters. This paper examines what the roles of the state in developing and nurturing biotechnology clusters are.

A Comparative Pedagogical Approach to Lifelong Education: Possibilities and Limitations (평생교육의 비교교육학적 접근: 가능성과 한계)

  • As the value of lifelong learning becomes important, states are making efforts to build a system of lifelong learning. According to this tendency, this paper intends to compare the participation rate of lifelong learning, learning outcomes, learning support infrastructure, support of learning expenses, and recognition of lifelong learning. For the comparative pedagogical approach, Bray and Thomas' cubes such as geographical / regional level, non - geographical demographic statistics, social and educational aspects were utilized. The participation rate of lifelong learning in Korea is 34.4% in 2017, which is lower than the OECD average of 46%. The competency scores of Korean adults were lower than the OECD national averages of the PIAAC survey which measured adult competence, language ability, numeracy, and computer-based problem solving ability. In order to recognize prior learning, EU countries have developed EQFs to evaluate all non-formal and informal learning outcomes, while Korea recognizes qualification as a credit banking credit under the academic credit banking system. International comparisons of lifelong learning can be used as an important tool for diagnosing the actual conditions of lifelong learning in a country and establishing future lifelong learning policies. Therefore, it is necessary to maintain that the comparative pedagogical approach of lifelong learning differs according to the historical context, socioeconomic characteristics, and population dynamics, including the formation process and characteristics of modern countries.

A Study on the Improvement of Regulations for AMO Global Recognition System of International Civil Aviation Organization (정비조직인증 국제인정체계 대응을 위한 규정 개선 연구)

  • The International Civil Aviation Organization (ICAO) in 2015 proposed a road-map for the global recognition system of the Approved Maintenance Organization (AMO) fto mitigate the redundant work and regulatory burdens of the aviation industry and authorities on the certification and oversight activities of the State of Registry. Since then, the ICAO standards and guidelines have been revised accordingly with the goal of implementing the system in 2024. Korea should actively prepare for this AMO global recognition system to cope with the ICAO road-map appropriately as well as to develop the Maintenance Repair Overhaul (MRO) industry. Thus, this paper focused on the ratings and limitations system, a key element of the AMO, and proposes the improvement of domestic regulatory/administrative rules necessary for the global recognition system, through the review of newly established ICAO standards/guidelines and the comparative analysis of leading aviation countries' and Korean system/requirements.

  • 지적재산권법은 발명, 저작물, 상표, 의장 등에 대한 독점을 허용하는 점에서 독점을 금지하는 독접규제법과 대립되는 것처럼 보인다. 그러나 지적재산권법이 인정하는 독점은 무조건적인 것이 아니라 내용과 기간에 있어서 제한적인 것이다. 또한 경쟁자에 의한 부당한 모방행위를 금지시켜 궁극적으로는 경쟁질서를 유지하게 된다는 점에서 지적재산권법과 독접규제법이 양립불가의 것이라고 할 수는 없다. 오히려 양 법영역은 모두 국민경제와 국가산업발전을 목적으로 한다는 점에서 공통되므로 양자를 모순 없이 공존케 하는 것이 중요하다. 이 둘은 법 형식적으로 충돌하는 것처럼 보이지만 실제로 거시적인 목적에서는 상호 보완관계에 있으므로 조화롭게 운용하는 것이 앞으로의 경쟁정책수립에 꼭 필요한 요소이다.
