TranDASS : A Transortation Planning Machine Equipped with GIS and Expert System (TranDASS : GIS와 전문가 시스템을 응용한 교통계획 Package)

  • 본고의 목적은 기존의 교통계획 모형이 가지는 제반 문제점을 GIS와 전문가체계를 교통계획과정에 통합함으로서 얻을 수 있는 편익을 살펴보는데 있다. GIS의 통합에서는 GIS network data를 교통계획모형의 network data로 변환하는 작업이 중추적인바 본고에서는 GIS의 위상학적 data 체계를 변환시킬 수 있는 방안이 제시되었으며, 전문가 시스템의 통합은 복잡한 교통계획 모형의 사용에 있어서 사용자와 대화를 통한 모형입력의 자동화와 교통계획과정에서 생겨나는 애매모호한 여러판단작업(judgmental issues)의 효율적 처리를 통해서 전체적인 교통계획과정을 쉽고 편리하게 하는 측면에서 검토되었다. 또한 양자의 통합을 계기로 전반적 계획과정에 feed back 기능을 부여함으로써 종래의 순차적인 모형에서 발생하는 문제점을 극복하려는 시도도 해 보았다. TranDASS(Transportation Decisio Aid and Support System)라는 PC상의 구현을 통해서 상기의 통합이 이루어졌으며 기존의 교통계획모형의 문제점을 해소하면서 특정도시 및 지역에 장.단기적 교통계획의 수립을 용이하게 할 것으로 보인다.

AN OVERVIEW OF REGIONAL TRANSPORTATION PLANNING PROCESS (지역 교통계획과정의 개관)

  • This is to introduce and overview regional transportation planning processes in the southwest region of the State of Washington, USA. First, significant roles of Growth Management Act (GMA) of the State of Washington in transportation planning are examined. Major functions and roles of Southwest Washington Regional Transportation Council (RTC) as an MPO in the southwest region of the State of Washington, are reviewed mainly from the regional transportation planning perspectives by examining regional transportation planning programs and coordination among the state and local cities and counties. Finally, processes and roles of Metropolitan Transportation Plan (MTP) are discussed. Regional transportation planning processes in a case of the southwest region of the State of Washington may be considered as a reference in regional transportation planning efforts in Korea.

  • The purpose of this paper is to pursue a case study of urban land use and transportation linkage policies based on a British city of Cardiff, Wales. To this end, the paper combines a review and synthesis of available land use and transportation planning sources, and a series of interviews with planners and a extensive survey of planning policy documents to assess the effectiveness of policy instruments in the city context. Considerable emphasis is placed on the analysis of the British land use and transportation planning in terms of the Policy guidance notes 11, 12 and 13 as well as the local transport policy guidance. The paper highlights the fact that the Cardiff unitary development plan and the local transport plan form a policy framework of integrating land use and transportation planning process, employing travel demand management schemes and implementing the various strategy components on the overall aim of achieving and maintaining a sustainable city.

  • Nowaday OECD countries actively introduce the performance audit to evaluate the performance of public policies. Motivated by the current trend in practice, this paper presents performance audit indices and methodology developed for evaluating the transportation investment projects and policies. The main contribution of this study would be twofold:1) key performance indices, 5Es + 4Cs rule, and methodology of performance audit are derived from foreign (GAO, NAO) and domestic (BAI) audit reports; 2) checklists (key issues and focuses) of performance audit are suggested as ranks. It is also suggested that further studies are needed to maintain the indices and the methodology to achieve sustainable performance of transportation projects and policies.

A Goal-Based Transportation Planning Model (목표기반 교통계획모형 연구)

  • A network design problem (NDP) formulated as a mathematical program is generally used to find an optimum value to minimize or to maximize some objectives such as total travel time, social benefit, or others. NDP has, however, some limits of describing components of travel patterns like activities and trip generation due to its modeling simplicity, and also it has difficulty in including attributes of regional planning. In order to cope with such limits, this paper extends NDP to the urban planning field and proposes a mathematical program which can describe the interactions between urban social activities and transportation planning. Based on this model the authors try to optimize both urban activities and the transportation system. The model developed in this paper is tested to assess its application with a real-size regional transportation network.

Weights of Attributes in Creating Transit Malls (대중교통전용지구의 조성목적에 따른 계획요소별 중요도 평가)

  • This paper assessed the weights of attributes in creating transit malls. The aim of the creation was classified as travel demand management and urban revitalization. The attributes were grouped into four aspects, or 4As: attraction, amenity, accessibility, and activity. These dimensions represented land-use, urban design, transport, and socio-cultural characteristics, respectively. The analytical hierarchy process was applied to explore the weights. Accessibility(52.7%), attraction(25.6%), amenity(13.7%), and activity(8.0%) were the order of magnitude in weights for the purpose of travel demand management, while attraction(36.1%), accessibility(30.6%), amenity(17.7%), and activity(15.6%) were that of urban revitalization. The multi criteria analysis also showed different size of weights in the sub planning attributes. These results indicate that the aimin implementingtransit malls should be differentiated and highlight that the combined land-use and transport plan is essential for the successful development. Car accessibility and socio-cultural characteristics are also understood as the important factors.

  • The purpose of this paper is to examine the possible benefits of combining transportation planning models with geographic information systems (GIS) in the hope that intergrating these systems can alleviate the inherent problems of transportation planning models such as user unfriendliness, labor intensiveness, and theoretical limitations. Specially, this paper focuses on the issue of incompatiblity between GIS and the conventional transportation planning models in dealing with network topologies. Resolving this conflict in topologies is a conerstone for eliminating the user-unfriendliness and labor-intensiveness issues. This paper presents the development of an algorithm that converts GIS topology into transportation network topology. The FORTRAN-based topology conversion algorithm generates transportation networks from the GIS cartographic file and establishes a communication charmel between the two systems.

해상교통안전진단제도의 안정적 운영을 위한 항만기본계획의 제도적 고찰

  • 해상교통안전진단제도가 2009년 도입 이후 50여건의 해상교통안전진단이 종료되었거나 진행 중에 있다. 항만기본계획에 따른 부두건설이 진단실적 중 50%를 차지하고 있어, 항만기본계획에 따른 부두건설 사업은 해상교통안전진단제도에 절대적이다. 하지만, 해상교통안전성 검토가 미비한 항만기본계획은 부산신항의 유류기지 건설, 울릉도 사동항 부두건설 등의 사업지연 및 경제성 미확보 등의 문제로 나타나게 되었다. 따라서, 항만기본계획의 수립절차 및 법적절차를 분석을 통하여, 해상교통안전진단제도의 안정적 운용을 위한 제도적 방안을 도출하고자 한다.

제4차 교통약자 이동편의 증진계획에 따른 여객선 이동편의 개선 방안

  • 2006년부터 시행 중인 「교통약자의 이동편의 증진법(교통약자법)」 제6조에 따라 교통약자의 이동편의증진을 위한 5년 단위 국가계획인 제4차 교통약자 이동편의 증진계획(2022~2026)이 수립 중에 있다. 2021년에 조사된 여객선의 기준적합 설치현황을 보면, '19~'20년 기준 여객선의 기준적합 설치율이 34.9%로 타 교통수단에 비해서 매우 낮은 설치율을 보이고 있다. 해양수산부에서는 2000년부터 연안여객선의 교통약자 이동편의시설 설치를 통한 장애인 노약자 등 교통약자의 이동편의 증진을 위해, 연안여객선 교통약자 이동편의시설 설치 지원 사업을 진행 중에 있으나, 여객선의 구조적 특성으로 인한 이동편의 개선의 한계로 인해 획기적 개선은 이루어지지 않고 있다. 본 발표에서는 제4차 교통약자 이동편의 증진계획 수립을 위해 해양 교통수단의 특성, 이용 만족도 및 선박의 안전성 등을 고려한 여객선 교통약자 이동편의 증진 대책을 소개하고자 한다.

Development of Traffic State Classification Technique (교통상황 분류를 위한 클러스터링 기법 개발)

  • Traffic state classification is crucial for time-of-day (TOD) traffic signal control. This paper proposed a traffic state classification technique applying Deep-Embedded Clustering (DEC) method that uses a high dimensional traffic data observed at all signalized intersections in a traffic signal control sub area (SA). So far, signal timing plan has been determined based on the traffic data observed at the critical intersection in SA. The current method has a limitation that it cannot consider a comprehensive traffic situation in SA. The proposed method alleviates the curse of dimensionality and turns out to overcome the shortcomings of the current signal timing plan.
