Analysis of the Type of Policy Instruments on Higher Education Policy in Korea (우리나라 고등교육 정책의 정책수단(policy instrument) 유형 분석)

  • This study examines the types and characteristics of the policy instruments of Korea's higher education policies since the Lee Myung-bak administration. To this end, McDonnell and Elmore (1987)'s types of policy instruments were adopted and the higher education policy tasks announced by the Ministry of Education were classified by sector and type. As a result of the analysis, Korea's higher education policy showed a tendency to gradually shift from 'mandates' to 'inducements' and 'capacity building'. Despite this trend, however, in policy tasks such as university evaluation, the Lee Myung-bak, Park Geun-hye, and Moon Jae-in administrations all maintained policy instruments that combine 'mandates' and 'inducements'. Third, the 'system change' based on a market-oriented mechanism was used only in the Lee Myung-bak administration, and was not adopted in the higher education policies of the Park Geun-hye and Moon Jae-in administrations. In the field of global and industry-university cooperation at universities, it is encouraging that the Lee Myung-bak administration to the Moon Jae-in administration have steadily introduced policy instrument of 'capacity building', but in the fields of specialization and competitiveness enhancement, policies centered on 'mandates' and 'inducements' was using the policy instrument.

Research Trends in Early Childhood Education and Childcare Policies (유아교육정책과 보육정책의 연구동향)

  • The purpose of this study was to examine major journals of early childhood education and childcare in an effort to determine research trends in early childhood education and childcare policies between 1995 and 2011. One hundred twenty-six papers included in journals that registered with Korea Research Foundation were analyzed to keep track of research trends in early childhood education and childcare policies. A research trend in another area that early childhood education and childcare policies were linked to each other in a broad sense was explored as well. Specifically, the year of the papers, their research themes, purposes, data gathering methods, form of research, number of researchers and financial assistance were analyzed. As a result, it was found that a lot of papers were presented in and after the mid-2000s, and that the most dynamic research efforts were channeled into childcare policies. As for research theme, a wide variety of themes were covered every year. The most dominant type of research was literature review, and the most common purpose of the studies was to examine the state of national policies. Literature analysis was the most prevailing data collection methods, and the most dominant form of research was case studies. In terms of the number of researchers and financial aid, the largest number of the papers was conducted by individuals and without any financial assistance.

A Study on the Motivation behind Government-funded Normal Students' Admission in China (중국 국비 사범생의 진학동기에 관한 연구)

  • To narrow the educational gap and balance the development of education, the Chinese Ministry of Education and various regional education offices are actively promoting government-funded normal education policies. In this study, the background, purpose, and main contents of government-funded normal education policy were identified through a literature review. Furthermore we tried to make an in-depth understanding of the motivation behind government-funded normal students' admission. The results of the analysis were classified as "unexpected motivation" at the individual level, "interim motivation" at the home and school level, and "mirror motivation" at the national policy and social level. "Parents and teachers' opinions" topped the list, followed by securing teaching positions, double-sided dailies (excluding tuition and dormitory fees, paying living allowances), teacher dominance and social status. Parents and teachers had a strong involvement in the admission of government-funded students. Economic factors are relatively more influential than the ideal job as a teacher, and it seems contrary to the original intention of the policy. In response, efforts should be made such as regarding the guidance of state-funded education policies and vocational identity education.

European Union's Policy on Information Technology in Education: Lessons and Policy Implications for Korea (유럽연합의 교육정보화 정책 및 시사점)

  • In the present study, we analyzed plans and outcomes on the information society and Information technology in education in the European Union to provide implications for national policy in Korea. For this, we examined a political program of the European Union, called the eEurope initiative, as well as programs of the eLearning Initiative. Particularly, we analyzed European Union e-learning policy and discussed its implications for national convergence in Korea. In addition, we offer four suggestions for Korean policy on the information technology in education after analyzing outcomes, issues, and directions related to the European Union's policy.

Elementary Pre-service Teachers' Perception and Readiness for Future-oriented Human Resource Development Policies (미래지향적 인재양성 정책에 대한 초등예비교사의 인식과 준비도)

  • Various policies have been implemented for human resources development in preparation for future society. Among the policies, STEAM education, SMART education and SW education are representative examples. In order for these policies to be implemented effectively in the school setting, teachers' positive perception and teaching competency are required. In consideration of the importance of pre-service teacher education, this study analyzed the current status of elementary pre-service teachers' perception and teaching readiness on STEAM education, SMART education and SW education, and sought implications that can be reflected in pre-service teacher education. The results of the study showed that the pre-service teachers' perception on the necessity of each policy was very high, and the understanding level of each policy was relatively high. Compared with this, it was found that pre-service teachers lacked training experience related to each policy, and the level of readiness for teaching was very low. As the most important task to be solved, many pre-service teachers selected the implementation of teacher education and seminars, and the distribution of instructional programs and materials. As the result of analyzing the difference according to pre-service teachers' individual characteristics, differences were found according to the level of their ICT utilization ability. Based on the results of this study, implications to be reflected in pre-service teacher training processes were suggested.

Mutilingualism and Language Education Policy (다언어주의와 언어교육정책)

  • This paper is to analyze the language education policy in the context of multilingualism. As the majority of the population are multilingual, language policy should be centered on the multilingual speakers as the norm, and multilingual language policy is the best route which we can follow as a language policy in education. The motivation and legitimacy of the multilingual policies are suggested in terms of 6 different perspectives: identity, sustainability, equity, World Englishes, machine translation, and Universal Grammar (UG). As a model of language policy, the English-Plus (i.e., English+n) policy and similarly the Korean-Plus (i.e., Korean+n) policy are suggested to be the most appropriate language policies in the field of education in America and Korea respectively. These plus policies aim at bilingual fluency in both the native language and other foreign languages that are constitutive of the multilingualism of the country in which the bilingualism is treated as a variant of multilingualism. In a period of convergence and diversity in the 4th Industrial Revolution, language diversity and multilingual policy should be considered as a right to be protected or as a resource to be conserved rather than as a problem to be solved.

산학일체형 교육 경험으로부터의 IT교육 지원정책 제안

  • IT 또는 소프트웨어 교육에 있어서 완성도 있는 프로젝트를 생산하도록 하는 프로젝트 수행중심의 교육이 적합한 것은 해당 교육계에서 공감대를 형성하고 있으며 바람직한 대학의 커리큘럼이 구체적으로 제시되기도 하였다. 이러한 인식의 선상에서 정부의 지원정책이 방향을 잡은 것은 비교적 최근의 일이라고 생각된다. 이에 따라 많은 대학에서 프로젝트 수행중심의 교육을 시도하고 있으며 이는 매우 고무적인 것으로 받아들여질 수 있다.

Policy directions for parents of students with disability to invigorate smart education in special education (장애아동 부모 관점에서 스마트교육 활성화를 위한 정책적 방향에 대한 연구)

  • This study show that the policy direction to invigorate smart education for special education based on the view of parents of students with disability through AHP methodology. The result show that development of smart contents, supporting infrastructure, supporting teaching and learning, arrangement for legal basis and building smart education network are relatively important policy ordered by weights. The analysis of weights of sub-factors indicates that various smart contents development considering inability characteristics, the developments of smart devices considering accessibility and preparing legal basis for financial support are important to invigorate smart education for special students ordered by weights.

A Study on the Evaluation of School Library Policy (학교도서관 정책평가에 관한 연구)

  • According to the 7th education curriculum and advent of information society people expect the school library to do various things. Based on an evaluation model of education policy, the policy process of the school library was divided into an agenda setting, policy making and policy implementation. Then I developed a method of evaluation from an administrative and political point of view. Using this, I analyzed problems with school library policy and I categorized them. I suggested better solutions for Improving the school library policy.
