현재 4차산업혁명시대에 창의적인 아이디어와 적극적인 도전정신으로 무장한 스타트업이 글로벌 산업을 주도하고 있다. 정부에서도 지역별 스타트업 생태계 활성화를 위해 전국 17개의 창조경제혁신센터 운영을 지원하며, 각 센터별로 '개방성, 자율성, 다양성'의 운영 원칙 하에 지역별 스타트업 창업 생태계 허브, 공공 액셀러레이터, 그리고 오픈 이노베이션 플랫폼 역할을 담당하고 있다. 최근 수도권 스타트업 생태계는 활성화되고 있는데 비해, 지역의 스타트업 생태계는 인력, 자금 등 스타트업 성장에 핵심적인 요소 확보에 큰 어려움을 겪고 있다. 특히, 부산은 일자리를 찾아 수도권으로 떠나는 등 청년층의 이탈로 고령화가 가장 빠른 도시로서, 지역 일자리 문제를 해결하는 주요 방법 중의 하나로 스타트업 생태계 활성화가 중요한데, 스타트업 지원기업 중에서도 초기 스타트업 창업 및 성장 지원 업무에 집중하는 부산창조경제혁신센터의 역할이 매우 중요하다. 본 연구에서는 부산창조경제혁신센터의 운영 개선 방향을 내부 직원 설문조사로 도출하고, 타겟 고객을 창업가/초기 스타트업(Creator), 교육기관(Campus), 대기업(Company), 그리고 커뮤니티(Community)의 4C로 정의하였다. 부산창조경제혁신센터의 일관된 방향성 정립을 위해 미션과 비전을 각각 정의했으며, 그것을 달성하기 위한 전략 및 실행 방안을 도출하였다. 마지막으로 센터와 직원들이 공동 성장할 수 있는 센터 업무 협력 체계와 역량 강화 교육 체계를 제시한다.

The social media paradigm centered on videos continues to deepen due to the diversification of 5G devices, high-definition and immersive SNS. The purpose of this study is to propose various utilization strategies and measures through the analysis of the current status of YouTube channel operation and provided contents operated in public libraries. In this study, 44 libraries in Korea that have opened and operated Library YouTube Channel and 12 libraries that actively utilize library YouTube channels with more than 1,000 subscribers were surveyed for the current status of subscribers, views, video count data, and contents and delivery methods of Library YouTube Channel. Based on the analysis results, the library's YouTube channel was proposed to utilize the library's YouTube channel, 1) to secure the specificity and purpose of the library's YouTube channel, 2) to promote and enhance access to the YouTube channel, 3) to improve the YouTube channel to user-friendly interface, 5) to plan and provide library expertise and educational contents, 6) to operate the integrated YouTube channel, and 7) to provide user-based content.

The goal of this study is threefold. First, this study explores the historical origin and architectural characteristics of cultural facilities in Japan. For this purpose, I examine various cultural facilities in Japan such as theaters, multi-purpose halls, convertible spaces and cultural centers. Second, this study also sheds a new light on the meaning of the relationships between cultural activity and architecture design in Japan. For this, I primarily look at the various categories of cultural buildings in Japan and their main functions. Finally, I demonstrate how both traditional and modem design elements are embodied in Japanese cultural facilities.

Since the late 1990s, public nursing hospitals have been established, and as of 2018, 79 hospitals account for 5.1% of all nursing hospitals. Announcing the public Moon Jae-in dementia in the state government responsibility for the convalescent hospital with dementia to patients for specified to the hospital with severe dementia specialist care institution. A different policy options and development. In this regard, the Dementia Management Act was revised in 2018 to provide a legal basis for the operation evaluation of public nursing hospitals, and this evaluation will begin in 2020. As part of the study to conduct the operation evaluation of public nursing hospitals to be implemented from 2020, the research established a function to foster public nursing hospitals as specialized institutions for dementia patients and competent institutions for treating rehabilitation patients during the period of recovery, and developed an evaluation system to evaluate their behavior as medical services, public nature and public institutions.

This study conducts an analysis on the relative significance and urgency of competence factors for jobs in the field of Social Welfare through a demand analysis on the vocational training of the K Human Resource Development Institute regarding the National Competency Standards (NCS) in the field of Social Welfare, which was developed in the year 2014. The aim is to derive competence factors with high demands in education and high necessity of curriculum development based on the analysis. The data of 1,227 persons: 583 public officials and 644 private employees, was analyzed by using SPSS 18.0 and Microsoft Excel 2013. Results of the demand assessment on vocational training are as follows: for public officials, 4 competences in social development jobs (social area analysis, needs assessment, community resource building, community network, social assessment, community organizing, and welfare planning), 2 competences in public welfare jobs (management of unusual complaints in welfare and civil cooperation in resource development), and 2 competences in social welfare administration jobs (financial management in social welfare organizations and welfare planning) had high urgency in competence development. Implications were suggested based on the results.

Due to the enforcement of a law about disability nondiscrimination and rights protection in 2008, the web accessibility has become an obligation. According to a survey targeting public sectors such as central administrative organization, local autonomous entity and etc., the level of compliance with web accessibility appeared to be improved every year. However, such legal mechanism focuses on the improvement of convenience for disabled people only and does not meet the concept of universal design that aims to satisfy every user. Therefore, this study verifies the status of web accessibility on 17 homepages of metropolitan and provincial offices of education. The status survey was carried out with 3 steps: 1) Verification through automated verification tool by National Information Society Agency, 2) Verification through Web Content Accessibility Guidelines(UD-WCAG) that adopts the concept of universal design, 3) Verification by using screen reader. Compared to the verification through automated verification tool, the overall compliance rate verified through UD-WCAG was reported lower.

The game market has not only grown in size of the 10 trillion won but also the form and function of game use. Serious game combines the educational purpose and the fun of the game and develops it so that contents such as national defense. In this study, we analyze the cases of five application areas for the activation of serious games, and develop factors that the serious game should have, we want to see what the characteristics are and how important it is. The results of analysis show that it was analyzed that most serious games of application field were developed as 'experiential games' such as education, learning, experience, and simulation. This means that it is very effective to develop a serious game in consideration of the characteristics that a potential user should prefer a sensible game as well as a clear goal of a serious game in game development.

This paper develops a multi-casting system could be used in a school and hospital and government and municipal public offices. The developed multi-casting system uses various educational multimedia titles effectively and is capable of remote control by using a network(LAN). The developed system includes speaker control module that make individual or group broadcasting, AV contents control module for using a diverse educational multimedia title effectively and light control module. The system uses RS-485C communication module and the effective control system interface based on GUI.

Elementary school education in Korea has been constantly changing according to the requirements of social change. Contemporary primary education is oriented creative-education and institutional changes were required. As a result, it is appearing movement wants to get out of uniform curriculum of elementary school. This paper was carried out to analyze after-school programs other than the curriculum of elementary education school and to analyze the current status of the space use of school facilities. Based on this analysis, it is proposed utilization of spatial association between the elementary school and local public facilities.

In order to solve the problems of maintenance and security for information-infrastructure, public organizations and some of leading companies adopted Server Based Computing(SBC) infrastructure. The effectiveness and possibility of SBC has become focused with the Cloud-Computing infrastructure, which is a extended concept of SBC, as it is being magnified as a main part among the internet business models for the next generation. The purpose of this study was to analyze its probability in elementary and secondary school and find out its effectiveness. In order to do this, three model schools have been selected from GyeongBuk, ChungNam, ChungBuk province and they were managed by SBC infrastructure. And We conducted analysis of satisfaction for teachers and students, interview with teachers and classroom observation as a effectiveness verification. As the results of the analysis, First, we can find out which part we should consider more when we are to adopt SBC infrastructure. Second, the level of satisfaction for teachers is 3.45 and students is 3.2. Therefore, this study was concluded to contribute to find directions what should be considered when setting the SBC infrastructure in elementary and secondary schools.
