Development of Quality Indicators for Public Convalescent Hospitals

공립요양병원 운영평가 평가지표 개발 방안

1990년대 후반부터 공립요양병원이 설립되었고, 2018년 기준, 79개소로 전체 요양병원의 5.1%를 차지하고 있다. 문재인 정부에서 치매 국가책임제를 발표하면서 공립요양병원을 치매안심병원으로 지정하여 중증치매환자에 대한 전문치료를 수행하는 기관으로 육성하고자 다양한 정책을 펼치고 있다. 이와 관련하여 2018년에 치매관리법을 개정하여 공립요양병원 운영평가를 위한 법적 근거가 마련되었으며, 2020년부터 본 평가가 시작되었다. 본 연구는 2020년도 공립요양병원 운영평가를 시행하기 위한 연구의 일환으로 공립요양병원을 치매환자의 전문치료기관 및 회복기 재활환자를 치료할 수 있는 역량 있는 기관으로 육성할 수 있도록 기능을 정립하였으며, 양질의 진료서비스, 공공성, 책무성 등 공공기관으로서의 행태를 평가할 수 있도록 평가체계를 개발하였다. 또한 개발된 평가지표가 적용가능한지 검증하기 위해 공립요양병원 79개소 중 20개소를 대상으로 시범 평가를 시행하였다. 본 평가의 결과를 바탕으로 교육 및 피드백이 진행되고 지속적으로 관리 할 수 있는 모니터링시스템을 구축함으로써 전체 요양병원의 기준(standard)으로서의 기능과 역할을 수행할 수 있을 것으로 기대한다.
