This study analyzed the effect of participation in work and learning ducal system of small businesses on employees' job competency enhancement. The study results showed that performance assessment significantly affected job competency enhancement(p<.001, ${\beta}=.514$). In conclusion, it is suggested that small businesses should consider performance assessment more important and actively include it in training program as generally utilizing off-the-job or on-the-job training method. This study provided implications for analyzing the effect of participation in work and learning ducal system of small businesses on employees' job competency enhancement, so it broadened the scope of the study about performance of work and learning ducal system and verified the effectiveness depend on the type of training.
It is urgent to systematically understand vocational training and qualification systems in advanced nations in order to evaluate and reform the Korean counterparts. In the British case, the system has been transformed from the market-led one to the state-led one while the German system is still classified as a corporatistic one. This structural difference is crucial to understand their performances and the German one won a relatively more positive evaluation in its performance. However, the structure and function of the German system has lately revealed numerous limitations in face of the political unification and long duration of economic recessions. This study shows that those differences in structural and functional features and recent developments of the systems in two nations are closely associated with their differences in educational philosophies and occupational cultures, roles of the state and employers, and operation mechanisms of training courses and vocational qualifications systems. Understanding those national differences raises a fundamental question on the hasty prescription of some domestic studies that a few policies in the foreign systems must be implanted to reform the Korean counterpart without understanding the fundamental difference between the domestic and those foreign systems.

This study began from the question, "is there a way to efficiently apply industrial demand in the university curriculum?" Research focused on how to actively accept and respond to the era of the NCS (National Competency Standards). In order to apply NCS to individual departments of the university, industrial personnel must positively participate to form a practical-level curriculum by the NCS, which can be linked to the work and qualifications. A valid procedure for developing a curriculum based on the NCS of this study is as follows: First, the university must select a specific classification of NCS considering the relevant industry outlook, the speciality of professors in the university, the relationship with regional industries and the prospects for future employment, and the need for industrial manpower. Second, departments must establish a type of human resource that compromises goals for the university education and the missions of the chosen NCS. In this process, a unique competency unit of the university that can support the basic or applied subjects should be added to the task model. Third, the task model based on the NCS should be completed through the verification of each competency unit considering the acceptance or rejection in the curriculum. Fourth, subjects in response to each competency units within the task model should be developed while considering time and credits according to university regulations. After this, a clear subject description of how to operate and evaluate the contents of the curriculum should be created. Fifth, a roadmap for determining the period of operating subjects for each semester or year should be built. This roadmap will become a basis for the competency achievement frame to decide upon the adoption of a Process Evaluation Qualification System. In order for the NCS to be successfully established within the university, a consensus on the necessity of the NCS should be preceded by professors, students and staff members. Unlike a traditional curriculum by professors, the student-oriented NCS curriculum is needed sufficient understanding and empathy for the many sacrifices and commitment of the members of the university.
Owing to increasing concern that jobseekers are wasting too much time and effort building up so-called "spec" skills to get a decent job, many companies including state-run enterprises are now hiring rookies based on their job competency rather than test scores unrelated to the job. However, universities which are mainly responsible for training professional personnel needed for various kinds of companies and factories are reluctant to adopt NCS-based educational courses. The NCS defines how much knowledge and skill are required to work in a certain industry and then evaluates them. Although the Korean government and several junior colleges have been tentatively operating the course-based qualification system at the "industrial technician" level since 2014, the results are falling far short of diverse stakeholders' expectations. Therefore, there are urgent needs to study how to develop NCS-based curriculum at the university level, and how to strengthen the linkage between work, training, and qualification.
National Competency Standard (NCS) is a national standard for competencies which are required of an employee to achieve his job successfully. For a university with four-year course, since there is no plan to redesign its subjects by applying NCS and some issues with regard to industrial aspects consistently incur, it should be verified that NCS can be applied to the curriculum of a university following the introduction to new National Qualification Test with the progress evaluation based on NCS. Thus, in this paper, we show the feasibility of applying NCS to the curriculum of a computer engineering department and present the redesign to curriculum using NCS.
The purpose of the this study is to analyze consulting demands in vocational education and training (VET) high schools participating the apprenticeship system in Korea. The results of the study are as follows. Firstly, there are 9 sections of consulting that teachers in charge of apprenticeship program in VET high schools demanded. Especially, the demands for the consulting that related with 'student evaluation', 'apprenticeship program development and organization planning of schools' curriculum', 'selection and management of enterprises', 'organization of apprentices classes and student management', 'teaching & learning activities and textbook development' were relatively high. Secondly, there were differences in demands of consulting by VET high schools' current management status. By the type of organization, demands for consulting of both 'training center in main school' of organization and 'training center in common' of organization were higher than 'independent school' of organization generally. By the type of apprenticeship program hours, demands for consulting of both 'above 1400 hours' and '1200 ~ 1400 hours' were higher than 'less than 1200 hours' generally. By the type of OJT operation, demands for consulting of 'a type of OJT that is operated in long term(more than 2 weeks)' were higher than 'a type of OJT that is operated weekly' generally. As a result from above, there are some pre-requisites for the stable operations of VET high schools. 1) The apprenticeship program shall be developed not to interrupt school's regular curriculum. 2) For the smooth management between apprenticeship program and school curriculum, the academic calender has to be established so as the type of OJT operation. 3) The cooperation among the participating schools in part of the organization is unavoidable.
In this study, selecting process for scientifically gifted students was investigated and analyzed to science education institute for the gifted in university and was compared with foreign education institute for the gifted. The number of science education institute for the gifted was unequality located to the regions, comparing with the ratio of students. Therefore it is necessary for balancing location of science education institute for the gifted according to the ratio of students to let various students have the gifted education. Comparing with the ratio of gifted students between elementary school students and middle school students, the shape of ratios seems to be a inversed-pyramid. It is necessary to select students with the shape of the pyramid, supporting them to be educated, systematically and officially. The quality of school education is a key element for national education development. An important factor that determines the quality of school education is qualities of teachers who are in responsible for school education in the field. Therefore, it is necessary to hire competent teachers in the teacher appointment exam for the secondary school. This necessity is evident especially for vocational high schools and Meister high schools with the introduction of 2015-revised curriculum based on NCS that separates each three subjects, "Electrical, Electronics Communication" resulting in the change of question mechanism, which requires new designing of assessment and content area. So, this study analyzes curriculum in college of education for "Electrical", "Electronics", "Communication", 2015-revised curriculum based on NCS and the development of standards for teacher qualifications and assessment area and evaluation of teaching ability in the subjects of the teacher appointment exam, "Electrical, Electronics Communication" Engineering" in 2009. The assessment area and content elements of "Electrical", "Electronics", "Communication are extracted from the analyzed results and they are verified by experts' consultation and presented as follows; First, the assessment area and content elements of the "Electrical" subject were designed to evaluate the NCS - based 2015 revised curriculum by presenting the NCS learning module to the evaluation area and content element in the basic subject "Electrical and Electronics Practice". Second, the section of "Electronics" presented the assessment area and content elements applying the Electronic Circuit, basic subject of the NCS and it also added "Electromagnetics", which is the basic part of Electronics in the Application of Electromagnetic waves that could be applied to the assessment. Third, the assessment area and content elements of "Communication" consist of the communication-related practice that is based on "Electrical" and "Electronic", considering the characteristics of "Communication Engineering". In particular, "Electrical and Electronics practice" which adds network construction practice and communication-related practice makes it to be able to evaluate the communication-related practical education.
The purpose of this study is to acquire the information on the current situation of students' selection process in order to renovate the system of picking up the students. As a first step of the study, we examined the validity of the factors of the single-out system such as qualification and the process for the application and the standards and proceeding of the selection. Then we analysed the result of the entrance examination of Hansung Science Highschool in 2002. The analysis was on the correlation between the result of entrance examination and the achievement in the school and the decision of the course after graduation. To know on the achievement of the students, we investigated the records of regular tests and asked the teachers' opinion in math and science classes. As a result, we gained the following points: First, the present single-out system has a danger of excluding students who are much talented in science and math field because it is based on students' achievements in middle schools; Second, the new selection system should consider the character and attitude of the applicants in addition to their knowledge; Third, the continuous observation of the teacher in middle school should be an important factor of the picking up system; Fourth, more questions requiring divergent thinking ability and inquiry skill should be developed as selective examination question. Also examination questions should cover the various contents from mathematics to science, and do not affect pre-learning; Finally, the system of present letting all students stand in one line should be changed into that of letting students in various lines. We can consider using multi-step selection system.

Currently, almost all product development in the jewelry industry utilizes 3D CAD and 3D printing. In this situation, 3D CAD modeling and 3D printing ability units in colleges, Tomorrow Learning Card Education, and Course Evaluation-type jewelry design related education are conducted with developed curriculum based on the standards for training standards, training hours, training equipment, and practice materials presented by NCS. Accordingly, this study analyzes 3D CAD modeling and 3D printing training facilities, training hours, training equipment, etc into three categories of NCS precious metal processing and jewelry design, and studies the development of educational systems such as 3D CAD/3D printing curriculum and various environments that meet these standards. Education using this 3D CAD/3D printing education system will enable us to continuously supply professional talent with practical skills not only in the jewelry industry but also in the entire 3D CAD/3D printing manufacturing industry, which is called as one of the pillars of the 4th Industry. The quality of employment of trainees receiving education and the long-term retention rate after employed can also have a positive effect. In addition, excellent educational performance will help improve the recruitment rate of new students in jewelry jobs or manufacturing-related departments, which are difficult to recruit new students in recent years.
