An Visiting Environmental Assessment and Countermeasures for Ecological Park of Sun-Cheon Bay - Focused on a Universal Design Principle - (순천만 자연생태공원 탐방환경 평가와 개선방안 - 유니버설 디자인 원칙을 중심으로 -)

  • The purpose of this study is to provide the basic reference for appropriate ecological park planning through investigation and analysis of inviting environment of Suncheon Bay Ecological Park within the framework of 'universal design'. For this, investigating items were selected through literature reviews and legal standard of ecological park suggested by laws. Field survey on Suncheon Bay Ecological Park was conducted, The results suggesting analytical and practical implications are as follows. First, guided handles of any facilities were not equipped, so urgent supplementation is needed with legal standard of universal design. Especially, detailed criterion of universal design focusing on visitors' convenience should be reflected. Second, all facilities for the blind were not equipped and the floor height of entrance was also unsuitable. It implies that the disabled and the senior are restrained from doing independent activity, therefore, appropriate standard focusing on 'universal design' for the wide open activity space such as the park area should be re-provided. Finally, guidelines for applicable universal design of the activity space for the experience on the ecological park should be re-established.

Establishment of National Park Management Policy with Elimination of Entrance Fee (국립공원(國立公園) 입장료(入場料) 폐지(廢止)에 따른 국립공원(國立公園) 관리정책(管理政策) 수립(樹立) 방안(方案))

  • The purpose of this paper was to identify the effects of elimination of entrance fee (EEF) affecting visitor's satisfaction (VS) and management sectors such as natural resources (NRs), park facilities, transportation, visitor service, visitor atmosphere (VA) in national parks (NPs). This research had obtained data through a questionnaire, which surveyed 336 visitors at Gayasan NP in 2006. The data were analyzed the data using descriptive statistical methods, Pearson's correlation analysis, and multiple linear regression method. It was found that 1) About EEF, 72.6% of respondents agreed. 2) As entrance fee was abolished, respondents predicted that degree of VA such as crowding, waste throwing, disorder etc. grew worse most. On the other hands, respondents predicted number and quality of commercial lodging facilities, festival, and local products would improved. 3) Respondents predicted that degree of VS would worse. 4) in multiple regression analysis, the relative contribution of the VA on VS have been determined to have respectively 1.84 times more important than that of the change degree of NRs. The results suggested that the management of VA in NP was the most important factor to prevent decline of VS. This paper would be helpful to establish national park management policy after EEF.

A Study on the Actual Conditions of Neighborhood Parks : A Case of Busan Metropolitan City (근린공원시설 조성실태에 관한 조사연구 - 부산광역시를 사례로 -)

  • Parks became a matter of concerned among urban planning facilities that have not been executed for a long time because of the judgement of constitutional disagreement. This study deals with actual condition of constructing neighborhood park at the level of urban planning. In order to enhance the coefficient of citizens' utilization of parks. This study analyzes current situation of neighborhood parks and developing condition in Busan, revealing problems by investigating types of facilities under construction as well as by comparing size and progress of the parks under construction. This study tries different kind of access to the problems with the emphasis on estimation of planning and establishing neighborhood parks on the basis of the coefficient of citizens' utilization. Through the various examinations, this study brings into relief the problems being created in the course of establishment of parks which functions only as green tracts of land at present. As a result, the following conclusions could be made. First, from the viewpoint of location the parks, Busan parks are mostly located in the mountain areas adjacent to urban districts. Secondly, establishment of neighborhood parks is usually for development projects and the facilities introduced in them are monotonous. Thirdly, there is a tendency towards expansion of size and standardization of facility. Forthly, establishment plan of parks lacks profitability. Lastly, there is serious limitation in the size of land for developing neighborhood parks, and what is worse, there is no management of them.

Evaluation of Supply Adequacy of Park Service in Suwon-si by Urban Park Catchment Area Analysis (도시공원 이용권 분석을 통한 수원시 공원서비스의 적정성 평가)

  • In the city, the urban park contributes to the quality of citizen life in many ways, and the importance of the urban park as an urban planning facility is growing each day. In this study, evaluation of park service supply adequacy in Suwon-si, the difference in analysis methods, and the type of land use at urban park catchment area analysis were analyzed. As a result, there were remarkable differences between the two analysis methods. In Suwon-si, the catchment area by network analysis was only about 41% of catchment area by buffer analysis. However, when basic local authorities establish planning of parks and green areas, they use buffer analysis to calculate the park service area. It means that such calculations of urban park service areas may be wider than actually used. Also, because there were differences between urban park catchment areas by land use types, guidelines of planning parks and green areas will be adjusted. Although quantitative expansion of the park area is also important for the realization of green welfare, it is necessary to consider city characteristics such as the population size, population density, land use types, and so on.

A Characteristic Conservation and Application of Geomorphological Landscape Resources in National Parks, South Korea (우리나라 국립공원 지형경관자원의 유형 및 활용방안)

  • This study collected national secondary and tertiary nationwide natural environment survey data of the National Institute of Environmental Research as well as the National Park's secondary and tertiary natural resource research data executed by the Korea National Park Service. The data collection is aimed at reclassification the geomorphological landscape resources of each park in varying types. The results generated a total of 3,169 geomorphological landscape resources within all the national parks. Among all the geomorphological landscape resources, 794 landscape resources were judged as Level I, which accounts for 36.9%. Next, 546 landscape resources were judged as Level II, or 25.3%, and 459 landscape resources judged as Level III, or 21.3%. Lastly, 191 landscape resources were judged as Level IV, having the lowest conservation level, or 8.9%. The number of Level I landscape resources for each national park includes 207 sites on Seoraksan, 92 sites on Dadohaehaesang Park, 84 sites on Jirisan, and 60 sites at the Taeanhaean, respectively. Dadohaehaesang National Park, Seoraksan National Park, Taeanhaean National Park, Jirisan National Park, Songnisan National Park, and Gyeryongsan National Park were evaluated as national parks having excellent landscape resources. To use these excellent landscape resources, there is a need to increase visitors' satisfaction and increase their interest in and understanding of landscape resources. To achieve this, a landscape viewpoint map must be composed and installed at the entrance or at certain points to provide visitors with useful information regarding the geomorphological landscape resources.

An Analysis of the Relative Importance of Park Services for User-Oriented Smart Park Development (이용자 중심의 스마트공원 조성을 위한 공원서비스의 상대적 중요도 분석)

  • Interest in smart parks has been increasing due to the recent rapid rise of smart cities, but concerns are growing over the development of technology-oriented smart parks. The purpose of this study is to evaluate the relative importance of park services through Focus Group Interviews and the Analytic Hierarchy Process (AHP) to develop user-oriented smart parks in the future. To this end, literature on park functions and services was reviewed, and interviews with experts in the field of landscape architecture and IT were conducted to derive service items. The AHP model consisted of four values, and 15 park services were established and used to survey 38 landscape experts. As a result, services for improving the park's essential functions, such as contact with nature, relaxation, and exercise-walking, were deemed important. Services related to the environment and safety in response to climate change, such as the amelioration of pollution and heatwaves were also high. The importance of social integration services was relatively low, but it was considered an important service to when enhancing community participation. Future smart parks should enhance the health benefits of contact with nature rather than implementing excessive artificial facilities and technology. Additionally, smart technology will need to be applied based on users' needs while reflecting local characteristics. Efforts should be made to enhance user intimacy and improve the understanding of smart parks by strengthening public relations education.

Citizen Satisfaction Model for Urban Parks and Greens - A Transactional Approach in the Case of Anyang City, Korea - (도시공원.녹지의 시민만족도 모형 - 안양시를 사례로 한 교류적 접근 -)

  • This study aims to examine what factors citizens value in urban parks and green spaces in terms of usage and aesthetic value and to find ways to deal with the changing patterns of user satisfaction for these various green elements. To achieve this, the study developed a dynamic model employing a transactional approach to evaluate environmental quality for 1999 and 2007 in Anyang City as well as a conceptual model of parks and greens satisfaction. This study relied on an empirical study method including the 1999 and 2007 green conditional survey and citizen questionnaires totaling 573 in the year 1999 and 982 in the year 2007. As a result, first, the factor 'urban parks' is the most important factor and 'cityscape' is the second most important factor in parks and greens satisfaction(PGS). Second, PGS in turn causes environmental quality satisfaction(EQS), which is related to two items--'urban livability' and 'aesthetic quality'--in the model. This means that PGS is the intervening variable of urban livability. Third, the factor analysis resulted in six factors: cityscape, urban green, linear facilities, urban parks, riverside green, and urban forest. 'Riverside green' emerged as a factor in 2007 as a result of public participation in the 'Anyang River Revitalization Project'. Fourth, through a transactional view, the environmental changes result in either a change in or stability of public attitude. The levels of satisfaction were elevated but patterns of satisfied-unsatisfied items remained unchanged for most factors. The perception of riverside a greenway and linear surface facilities(pedestrian walkways, biking and jogging trails, etc.) have changed positively. PGS changed significantly in 2007, as a result of urban events and development, including parks, rivers and greenways which were built through the joint effort of the local government and civic participation.

  • Increasing social needs for outdoor recreation require not only additional developments but proper evaluation of the existing facilities and management policy. As an evaluation technique, this paper examines Importance Performance. Analysis developed in Marketing field for evaluating facilities and services of a national park. L sing the data gathered by personal interview to the Kayasan National Park visitors in 1989, evaluation of 10 facility/service items by visitors are illustrated graphically. Based on the information, new management strategies are suggested.

  • Recent trends in urban policies show the increasing importance of urban parks. Moreover the park policy and planning are increasingly important for the good urban park system. Comparative studies in the operational system and planning contents of the parks and green space plans of the major cities would be timely and meaningful. This study aims to provide a comparative study in operational system and planning contents of the Parks and Green Space Master Plan at urban scale. Sites include London, New York, Berlin, Sydney and Seoul. Analyses are focused on the master plans and strategy reports of each city. Frameworks for analysis are divided into operational system and planning contents. The results are as follows. First, the Parks and Green Space Plans as an open space planning linked to related resources would contribute to both integrated resources management and practice of the fairness. Second, evolution from quantity to quality of the parks and green space plan enhances revitalization and regeneration. Third, shift from the 'supply oriented plan' to 'need based plan' model provides flexible planning model to meet the demographic change, trend change, preference and use. Fourth, planning agents, enlarged opportunities for participation within each phase, diversified of the participants lead the changes from the passive participation to active one. In order to improve the practicability of the parks and green space master plan, a flexible planning strategy including social awareness changes and park governance is required.

Assessing Conservation Priority of Private Land in Unexecuted Urban Parks in Seoul Using Betweenness Centrality Analysis (매개중심성 분석을 활용한 서울시 미집행공원 내 사유지 보전 우선순위 평가)

  • The implementation of the sunset provision of unexecuted urban parks in Seoul has been postponed; however, the mentioned parks still remain vulnerable since they can be subject to development under certain circumstances. Local governments may purchase the parks to prevent their loss but are constrained due to limited resources. The purpose of this study is to prioritize the purchase of unexecuted urban parks in Seoul based on landscape connectivity, which represents the important role of allowing the movement of wildlife and providing biodiversity in urban environments. In this study, we used four potential scenarios (PB100, PB1, PA100, PA1), which reflects the degree of land cover change resulting from the implementation of the sunset provision, and the role of Han River as a conduit or barrier for wildlife movement. Landscape connectivity was evaluated by calculating current flow betweenness centrality (CFBC). This was used to rank the importance of the unexecuted urban parks in Seoul. The results demonstrated that the implementation of the sunset provision will greatly decrease the connectivity of all parks in Seoul and particularly more so for parks in the southern part of the city. In addition, the results suggested that the low connectivity of Han river will diminish the connectivity around Bukhansan Mountain in the northern part of Seoul. Our study can be used for the prioritization of purchase, since it has the ability to evaluate the anticipated vulnerability of each park's connectivity after the sunset provision.
