A Characteristics of the Existing Legal System for Landscape Management of National Park Failities in Japan (일본의 국립공원 경관관리를 위한 시설물정비에 관한 법제도적 특성)

  • 본 연구는 일본 국립공원의 경관관리를 위한 법제적 내용특성 중 공원시설물을 위주로 정리한 것이다. 이를 위해서 전국적 기준인 일본의 자연공원법규의 내용을 경관관리 측면에서 정리한 후. 아소. 쿠쥬 국립공원을 대상으로 공원계획서의 내용을 정리하여 전국적 기준과 지역적 관리기준의 차이를 파악하면서 국내범규와 차이점을 검토하였다. 그 결과 일본의 자연공원법규 중 우리 나라와 차이가 있는 공용제한의 내용과 공원계획의 내용 및 공원시설물의 차이를 파악하였고, 공원 내 각종행위에 관한 심사기준이 법제화되어 있음이 조사되었다. 한편, 일본의 경우에 있어서 법적인 근거는 없으나 집단시설지구에서의 이용허가 및 규제내용을 제시하기 위해 국립공원관리소장이 작성하는 관리계획은 보호, 유지할 지역의 경관자원을 명확히 하면서 각종 시설물의 건설행위에 대해 그 규모, 위치, 색채, 디자인 관련 사항 등에 관하여 관리지침을 작성하여 운영하고 있는 실체를 파악할 수 있었다.

  • 국내법의 국립공원계획 관련 내용들을 국제기준과 비교 분석해 본 결과 자연공원법에서 국립공원의 정의, 계획, 관리 및 이용에 관한 일부 내용들이 국제기준에 부합되지 않는 것으로 재확인되었고, 공원관리와 이용의 토대를 제공하는 각 공원계획들을 국제기준을 척도로 분석해 본 결과 현재 국제기준을 충족시키는 공원계획은 없었으며, 개선해야 할 문제점들이 확인되었다. 이러한 문제점들을 극복하고 한국의 국립공원을 국제기준에 부합되는 국립공원으로 계획하고 관리하여 국제적으로 인정받는데 기여하기 위해서는 국제기준에 준하여 자연공원법이 개정되고 국립공원계획이 변경되는 것이 바람직하다. 이를 위하여 본고에서는 국립공원계획의 근간이 되는 용도지구계획의 단계별 변경모델안을 표 6과 같이 새로 제안하였고, 제안한 모델을 한라산 국립공원에 사례 적용하여 그 실현 가능성을 확인하였다. 한국의 국립공원들도 국제기준으로 평가.분류하여 그 문제점들을 분석하고, 본고에서 제안한 모델안을 공원별 특성과 현황에 맞게 단계별로 적용하여 공원계획을 변경하며, 장기실행계획 및 관리안을 수립하여 실천한다면 한국에서도 국제적으로 인정받는 국립공원이 탄생하는데 기여할 수 있을 것이다.

A Study on Comparison of National Park Management Systems in Korea and Japan (한.일 국립공원 관리체계 비교)

  • This study has been conducted as a basic research for developing efficient ways of managing Korean National Parks by finding differences via the comparison of present management systems of national parks in Korea and Japan. The survey was conducted through telephone interviews and direct interviews with staffs of related organizations as well as related literature study. In result, it is found that Japanese national parks have a numerical standard of minimum area, with less staff than Korea, and larger designated areas are being managed. Management organizations of both countries are divided as main and commission. In Korea, 6 staff in Natural Resources Division under Ministry of Environment are managing main organization, and in Japan, 53 staff of 3 divisions(National Park Division, Natural Environment Management Division, General Affairs Division) are taking charge of it. Moreover, General Affairs Division, dividing whole country into 11 blocks, manages 11 units of natural preservation offices, 12 branch offices, and 67 units of nature preservation management offices. In case of commission, Foundation of Natural Park Beautification & Management in Japan has a headquarter and 20 branch offices with 54 staff who are only doing site management, while in Korea, the National Parks Management Corporation has a headquarter and 25 offices with 748 staff carrying out main office jobs and site management side by side. From the differences in both countries, we could suggest efficient measures for our national park management as follows: \circled1 introduction of numerical value as criteria for national park designation, \circled2 review of use zone, \circled3 division of the national park management office into site office and regional office, with dividing works and re-posting staff, \circled4 enlargement of park management division in Department of Environment, \circled5 National Park authority becomes a national public servant

  • The purpose of this study is to make theoretical foundations and collect basic data about citizen participation in Urban Park. To accomplish the purpose, a questionnaire survey was employed in Choansan Urban Neighborhood Park. The contents of questionnaire consist of the socioeconomic characteristics and the level of interests in park, the cognition of park management, the intention of participation of park management. 63 samples of total 75 respondents were used for final analysis. As a result of the analysis, most of respondents were interested in the park and they recognized the current park management affirmatively. They expressed strong intention of the participation in park management and this tendency existed in the group of old man, large income earner, men with great interest of the park strongly. Especially, the difference of intention of the participation in park management according to the level of interests in park supported the existing results of research.

  • The purpose of this study was to suggest customized management methods tailored to the characteristics of each type of park. Related literature was reviewed to determine the types of and management methods for urban parks to discuss the possibility of the involvement of citizens in park management and committing park management to the private sector. As a result of analyzing the literature, it has been found that each park should be managed separately according to its type in light of its characteristics and the strengths and weaknesses of each management method. For this reason, this must be a very important element for preventing damaging behavior at tourist destinations. First, natural mountainous parks are ordinary parks that do not require any professional management knowledge or skills. Accordingly, these parks should be managed by the districts in which they are located. Second, eco-oriented parks ask for specialized management. As domestic cases show, it will be advisable to commit the management of these parks to specialized, highly-experienced private organizations. Third, facilities-centered parks are large in size in response to the diverse needs of citizens, and it seems that a combination of different methods is better than merely sticking to any particular method.

A Study on the Analysis of Urban Parks Management in the Busan City - Focusing on the Main Agent of Management - (부산광역시 도시공원의 관리운영 실태 분석에 관한 연구 - 관리주체측면을 중심으로 -)

  • This study aims to figure out the main agent of management in the 69 recently constructed neighborhood parks in Busan, and to analyze the present status of the main agents. For this purpose, the work resources on park and landscape management, interview to related staff, and the budget on urban parks were found as the main agents of management. In case the parks were managed by consignment or by other separate organization, this study collected resources through the homepage or personal visits. As a result for the management method on parks, about 48 parks(69.6%) were under direct management by the local governments' main office and its business offices. Eighteen parks(26.1%) were commissioned to corporation or private organizations and three parks(4.3%) were operated by both direct and commissioned management. Because of the overall management result on urban parks, the company under outsourced management is not sufficient for a comprehensive management. Such is mainly focused on the maintenance like landscape or cleaning, but have fewer programs for the users. Forty-six parks cared by the local governments are mainly small sized neighborhood parks. For the management, contract workers or short-term workers are hired. It demonstrates an urgent need to improve professional personnel and organizational system for park management. In addition, any educational or cultural facility in the park is managed by separate institutions. Thus, it is not controlled as a park facility but an independent facility with separate controls. Moreover, to solve such problems, it needs legalization on the proper employment for parks, institutional improvement, cooperative network with NGO, planning and development of the program used according to the change of time, and customer oriented program management.

내장산 집단민원

  • 1967년 우리나라에 국립공원제도가 도입실시된 이래 20년동안 전국의 국립공원은 주무부처인 건설장관으로부터 각시.도지사가 관리권을 위임받아 해당 시장.군수에 의해 실질적으로 관리돼 왔었다. 1970.9.9 설악산, 1980.8.8. 내장산 그밖의 자연공원에 케이블카가 시설된것도 잘아는 일, 또한 탐방객이 많은 공원일수록, 심지어 대가람의 코밑에까지 집단시설등 용도지구가 설계되고 용돼 왔다. 내장산의 내장사 지구의 경우는 12년전 관리소에서 2.7km 떨어진 아래로 집단시설지역을 변경, 강제이주시킨후 그자리에 "케블카" 를 시설했고, 철거된 잔디녹지가 음성적인 상가로 둔갑되어가도 관리소로선 잡상근절책을 세우지 못한채 작년 8월 국립공원관리공단에 인도됐다. 이와 같이 대부분의 공단관리소들은 지자단분가 물려준 어려운 숙제를 넘겨받아 큰시련을 겪고 있다. 그당시는 심묵또는 양해가 됐던 똑 같은 문제도 공단이 관리를 맡은이후 부터는 몹시 따갑게 비판해 오고 있다. 사사건건제동을 걸고 있는듯 하기고 하고 어차피 해결해야할 문제들도 많아 노출된 것부터 하나하나 단편적일지라도 파고들어 소리의 진의를 듣고 냉정한 대비책을 세워야 한다고 본다.

A Study on Visitors' and Managers' Perception to National Park Use and Management Attributes -A Case Study on National Parks in Kangwon Area, Korea- (국립공원에서의 이용 및 관리속성에 대한 탐방객과 관리자의 인식에 관한 연구 -강원도 소재 국립공원을 대상으로-)

  • A purpose of this study was to compare visitors' and managers' perception to park use and management attributes f3r developing the effective park management strategies. The questionnaire surveys with 401 samples in visitor and 67 samples in manager group were employed at three different parks(Chiaksan National Park, Odaesan National Park, and Seolaksan National Park) in Kwangwon area, Korea. As the results from comparing perception, some differences of perception about environment damage, damage types, and causes of damage exist between visitor and manager group. In addition, significant perception differences in some use and management attributes, such as trash problem, natural and cultural resource conditions, touting, sanitation and information facility conditions, were found between both groups.

  • This paper is concerned with the problem of international approval of national parks in Korea. Much of the solution of this problem is to be found in planning and law. Therefore the provisions for planning in the Korean. Natural Park Law and 20 national park plans were analyzed in comparison with International criterion. Then an gradual changing model of zoning plan were proposed in order to improve the zoning plan of national parks in Korea and applied to Hallasan National Park. These model can be applied to change the zoning plans of national parks in Korea for international approval.
