Application of Universal Design in Public Library Services (공공도서관 서비스의 유니버설디자인 적용에 관한 연구)

  • The recent diversification of society surrounding libraries is influencing the services of libraries. This study suggested the directions of public library services from the aspect of the universal design based on the analysis of related systems and cases to provide all users with universal services in accord with the nature of public libraries amid rapidly changing social environment. This study suggests four directions: the "universal design" which is the keyword for pursuing universality of public library services; the pursuit of economic value of public library services based on the universal design; the universal design for the improvement of perception of public library services; change in policies and systems related to public library services through the application of the universal design.

  • This study examines how to realize citizen participation for public service design development. Firstly, after understanding the background of public service development process improvement, the concept of public service design and citizen participation, the summary of how to realize citizen participation for public service design development centered on the Participatory Public Service Design Group. The study found that in order to realize citizen participation, the citizen directly participated in the public service design development process, and it was important to adopt a citizen participation-oriented process and methodology based on service design.

  • The purpose of this study is to design public service design education to strengthen the public service competencies of policy providers necessary in the changing service administration era and to confirm the effectiveness through empirical cases. Based on the theoretical research of public service and public service design, an educational program linking public service competency elements with public service design methodology was designed, and the effects through case studies and surveys demonstrated through workshops were confirmed. Team activities and practice-oriented methods and tools based on the contents of the public service design project were particularly effective in strengthening collaboration and communication competencies, and overall satisfaction was confirmed. The educational program model of this study is meaningful by presenting and demonstrating practical education linking public service competencies for policy providers, and future studies will subdivide and verify the effectiveness of competency-based education model design.

  • 오늘날 산업이 제품 중심에서 서비스 중심으로 빠르게 전환되고 있는 가운데 디자인의 방향도 이런 흐름에 맞춰 변모하고 있다. 최근 서비스디자인이 이런 변화에 따라 다양한 분야에서 각광 받고 있다. 특히 서비스디자인은 공공분야를 중심으로 사건 전반의 문제를 디자인적 관점으로 바라보고 더 높은 가치를 창출하기 위해 개선을 시도한다는데 의미가 있다. 지역의 공원시설 등 공공환경 또한 서비스디자인의 과제로 주목받고 있는데 이런 활동은 다양한 지역사회 경쟁력을 제고시키고 이용객의 만족도를 높일 수 있는 가능성을 지니며 나아가, 서비스디자인을 통해 지역 공공환경을 위한 콘텐츠의 확장을 도모한다는데 의미가 있다. 콘텐츠의 확장을 통해 구성원과 방문객의 만족을 높이기 위해서는 기존의 환경에 특색 있는 서비스를 더한 새로운 콘텐츠들을 개발해야 하며 이러한 서비스디자인 활동을 통해 지역사회에 디자인이 공헌할 수 있을 것이다. 본 연구는 대전계룡산국립공원의 수통골지역 방문객을 위한 서비스디자인프로젝트의 선행연구로 수행 되었다.

A Study on the Policy Proposal for the Expansion of Design Utilization in the Public Sector : Focused on the Case of the National Design Group (공공분야 디자인 활용 확대를 위한 정책제안 연구: 국민디자인단 사례를 중심으로)

  • The importance of design utilization as a method for establishing policies and services in the public sector is increasing. Accordingly, Korea has introduced a public service design development method and has implemented and operated a national design group for consumer-centered policy development since 2014. This study analyzes the cases of the National Design Group to expand the use of design in the public sector and propose sustainable public service design strategies. The time range of this study is from 2014 to 2021, when the National Design Group was implemented, and the content is limited to tasks that can be found on the Gwanghwamun 1st Street website and the National Design Group casebook. This study was conducted as follows. First, we looked for implications for how to use and identify the role of design in the public policy development stage by referring to the literature on design policy and public service design, and second, based on major implications, we analyzed the task name and contents. Based on literature studies and case studies, we found implications that design can be used in various public fields, and the policy implications proposed to expand the use of sustainable design in the public sector are as follows. First, by raising awareness of service design in public policies and services, it continues to provide opportunities for the use of design to expand as a role that leads to voluntary behavioral changes of citizens beyond civic participation. Second, more active publicity is needed for the successful cases of the National Design Group, a product of the active use of public service design. Third, a more specific evaluation system should be introduced to verify the effectiveness and effectiveness of public service design. Through this, it is expected that it will greatly contribute to reducing the error in policy delivery and realizing citizen-centered public services by utilizing design for various problems facing our society.

A study on the service design using 360° VR prototype -Focusing on the Case of Public Service Design by Citizen Autonomy (360° VR 프로토타입을 활용한 서비스디자인에 관한 연구 -주민자치형 공공서비스디자인 사례를 중심으로-)

  • The Ministry of the Interior and Safety amends the enforcement ordinance of the public service design method and applies it to the project tasks of each institution and cases of social problem solving and public service innovation are increasing according to service design methodology. This study is to develop the $360^{\circ}$ VR content element in order to deliver the understanding and effective improvement of the service to the consumers in the process of problem discovery and the prototype that visualize the key solution according to the service design methodology. By applying it to the actual public service design project, it was possible to predict the result with high satisfaction after improvement. This paper is meaningful in that it proposes new approach and empirical value to consumers and contribute to the improvement of the service design process as a convergence study on the future service design using the $360^{\circ}$ VR prototype.

A Study on Needs Analysis of Stakeholders in Public Library Service for Persons with Disabilities (공공도서관 장애인 서비스에 관한 이해 관계자 요구 분석 연구)

  • The purpose of this study is to suggest how to improve the public library service for the disabled, by analyzing stakeholders' needs for it. To this end, it analyzed stakeholders' needs, by conducting an analysis on the current condition of the public library service for the disabled, and IPA on and FGI with the disabled, beneficiaries of the service and service provides, employees in charge of it. The findings show that the current condition of the public library service for the disabled is very poor in terms of disabled users, budget for the service for the disabled and special data for the disabled. For the analysis on the needs for the service for the disabled, the results of IPA suggest that it is necessary to improve relevant policies and manage integrated programs reflecting users' needs, and those of FGI indicate that perceptions on disability need to be improved among the disabled, the non-disabled and employees, and that the usage guidance and publicity are required for disabled users to generally use the public library service.

  • 본 논문은 열악한 환경의 중소기업들이 제품개발에 있어서 쉽게 접근, 활용할 수 있는 중소기업 기술지원 서비스로써 소셜매뉴팩처링플랫폼 구축을 위한 공공 서비스디자인에 관한 내용이다. 중소기업들이 안심하고 편리하게 구축된 각종 인프라들을 활용하여 글로벌 시장을 선도할 수 있는 혁신제품을 개발할 수 있는 환경을 제공하는데 그 목적이 있다. 특히, 중소기업이 가장 어려워하는 부분인 상용화 아이템 발굴, 제품디자인 및 시제품제작, 시험 검증 등을 지원하는 크라우드소싱 기반의 소셜매뉴팩처링플랫폼 등을 활용한 토털솔루션으로 기업기술지원용 공공 서비스 디자인 모델을 제시한다. 본 논문은 고객의 관점에서 사용자 친화적인 경쟁력을 갖도록 고객의 요구사항이나 행동패턴을 관찰, 분석하여 미래에 일어날 수 있는 서비스 형태와 기능을 디자인하여 고객 및 제공자에게 효율적이고 매력적인 서비스를 제공하도록 하였다.

Development of the Evaluation Indicators for Universality of Public Library Services: Based on Universal Design Principles (유니버설디자인 원리에 기초한 공공도서관 서비스의 보편성 평가지표 개발)

  • For public libraries to deliver appropriate information to various types of users in information society that allows people to access and use a variety of information, it is necessary to provide services applying the universal design principles in terms of universality. The purpose of this study is to develop the evaluation indicators for universality of public library services, which apply universal design principles to evaluate if public libraries provide appropriate services that meet their original purpose. The final 'Evaluation Indicators of Universality of Public Library Services' consist of six evaluation areas and 41 evaluation contents in 10 evaluation items. Each evaluation content is categorized into a relevant factor among five universal design applicable factors (Universality, Convenience, Recognition, Safety and Economic Feasibility) according to its characteristics.

  • This study is based on the 'National Pilot Project on Digital Signage in Sejong Special City', one of the pilot projects initiated by the Ministry of Public Administration and Security. This project was an attempt to present the digital signage as a 'public service content platform' integrated with smart technologies. This study suggests that the planning strategy for placing public service contents on digital signage platform should focus on interests of local communities or users rather than high-tech suppliers of digital signage. In consideration of growing needs for smart technology-based public service, this study concentrates on the strategy for developing 'public digital signage services'. In addition, 'digital signage service tools' were designed to easily establish or execute the strategy. The aim of this study is developing the strategy to make digital signage a public cultural service platform as well as a digital advertisement tool. The final goal of this study is to demonstrate public value creation performance of the 'Revitalisation Project of Sejong City's Commercial Districts', which was possible thanks to the proactive involvement of citizens coupled with progressive utilization of interactive media.
