Administration Process Extension and Public Data Convergence Management (행정 프로세스 확장에 따른 공공 데이터 융합 관리 방안)

  • This study explores the possibility of innovative government's administrative services to the public by reflecting the social implications of 'Big Data'. In particular, the idea of OPP (Order Penetration Point) and SOP (Service Offering Point) as a management scheme for the extension of administrative processes into the resident's living space is proposed to overcome the inherent limits of e-government service quality, the root cause of which is believed in the segregation of two spaces - the resident's living space and the government's offices. Furthermore, a discussion is made on how to integrate sensor data from the resident's living space with traditional administrative database, which is a new challenge in the course of synchronizing the two spaces. The implications on the process extension are also provided centering around the shift from reactive to proactive services.

  • This study is based on the 'National Pilot Project on Digital Signage in Sejong Special City', one of the pilot projects initiated by the Ministry of Public Administration and Security. This project was an attempt to present the digital signage as a 'public service content platform' integrated with smart technologies. This study suggests that the planning strategy for placing public service contents on digital signage platform should focus on interests of local communities or users rather than high-tech suppliers of digital signage. In consideration of growing needs for smart technology-based public service, this study concentrates on the strategy for developing 'public digital signage services'. In addition, 'digital signage service tools' were designed to easily establish or execute the strategy. The aim of this study is developing the strategy to make digital signage a public cultural service platform as well as a digital advertisement tool. The final goal of this study is to demonstrate public value creation performance of the 'Revitalisation Project of Sejong City's Commercial Districts', which was possible thanks to the proactive involvement of citizens coupled with progressive utilization of interactive media.

  • 정부의 행정 서비스를 보다 효과적이고 효율적으로 제공하는 것은 정부혁신의 핵심키워드이다. 이를 위한 수단으로 정부 공공기관들은 전사적 아키텍처(Enterprise Architecture)를 적극적으로 도입, 활용해야 한다. 전사적 아키텍처란 아직까지도 진화중인 개념으로 해당 기관 정보화 업무의 전 영역을 업무 프로세스(Business Processes), 정보 흐름 및 관계(Information Flow and Relationships), 애플리케이션(Applications),데이터 명세 및 관계(Date Descriptions and Relationships), 그리고 기술 하부구조(Technology Infrastructure)로 구분 짓고 각각을 구조화된 산출물로 정리함으로써 공공정보화의 청사진을 제시한다. 이렇게 구축된 아키텍처 결과물은 기관 내 뿐 아니라 타 기관 EA와의 연계를 통해 상호 운용되어야 하며, 이 과정에서 어휘의미중의성(Word Sense Ambiguation)등 상호운용성 문제가 핵심 이슈로 대두되리라 예상된다. 공공분야로 한정짓더라도 200여 정부부처 EA간의 상호운용성 문제는 정부조직 간 경계를 넘어 통합된 EA정보를 취합, 활용하는 데 있어 가장 큰 장애요인이 되리라 예상된다. 본 논문에서는 온톨로지를 사용하여 각기 서로 다른 EA간 상호운용성 문제를 해결하는 방안에 대해 논의하고자 한다.

Innovation and Knowledge Creation in Commissioned-service-type quasi-governmental Institutions (위탁집행형 준정부기관의 혁신과 지식창출에 관한 연구)

  • The purpose of this study is to review the theoretical discussion on innovation and explore the direction of innovation based on the characteristics of Commissioned-service-type quasi-governmental institutions. In addition, by exploring the main contents and directions of innovation for knowledge creation, this study aims to derive directions for innovation in Commissioned-service-type quasi-governmental institutions. Since an innovation project is both a business and a public service, I conducted a theoretical review to categorize innovation projects using the discussion of service innovation. According to the theoretical framework, innovation in the public sector begins with exploring changes in environmental and social values. This process leads to the establishment of innovation goals and directions, as well as innovation tasks linked to the core competencies of each institution. It is important to note that the institutional conditions and characteristics of the contracting organization should be taken into account. In conclusion, considering these characteristics, Commissioned-service-type quasi-governmental institutions should check their efforts to achieve their innovation tasks and diagnose the conditions for innovation to which type of organization they belong.

  • 오늘날과 잘은 정보통신 기술의 급속한 발전은 기업의 경쟁우위와 비영리조직의 서비스 증대에 많은 변화를 가져왔다. 이러한 변화에 대응하여 기업은 정보기술을 활용하여 비용절감은 물론, 생산성 향상, 경쟁력 강화, 조직 혁신을 도모하였으며, 정부기관이 주도하는 비영리조직은 일반 행정 분야를 비롯한 민원인을 위한 공공서비스의 분야에 이르기까지 공정하고 투명한 서비스 혁신을 추진하고 있다. 현재까지 기업의 정보시스템 아웃소싱 위험요인에 대한 많은 연구가 있었지만 비영리조직의 정보시스템 아웃소싱 도입단계별 위험요인에 연구는 미미한 실정이다. 이에 본 연구에서는 비영리조직의 정보시스템 아웃소싱에 대한 이론적 토대를 제공하기 위하여 비영리조직의 특수성을 고려한 아웃소싱 도입단계별 위험요인의 프로토타입을 개발하고자 한다.

  • The Ministry of the Interior and Safety amends the enforcement ordinance of the public service design method and applies it to the project tasks of each institution and cases of social problem solving and public service innovation are increasing according to service design methodology. This study is to develop the $360^{\circ}$ VR content element in order to deliver the understanding and effective improvement of the service to the consumers in the process of problem discovery and the prototype that visualize the key solution according to the service design methodology. By applying it to the actual public service design project, it was possible to predict the result with high satisfaction after improvement. This paper is meaningful in that it proposes new approach and empirical value to consumers and contribute to the improvement of the service design process as a convergence study on the future service design using the $360^{\circ}$ VR prototype.

  • The national IT outsourcing is actively achieved centering around the manufacturing enterprise and financial institution. The If outsourcing of the public institution is generalized. The IT development and operation management task are the field in which first an outsourcing is introduced due to a factor including the technological change, the efper increase in demand, and etc. Particularly, the core business of the public institution is the public service. Therefore, the core business of the public institution can concentrate on the core business and by drastically outsourcing the etc task ran improve an efficiency. Therefore, as to the IT outsourcing, the innovative method that can enhance the quality of the public service can become. In this paper, We analyze how the Supply Administration introducing the service level agreement (SLA: Service Level Agreement) and the problem that the Samsung SDS is faced with were solved. And the practical affairs guide-line for managing elements which can minimize trial and error and successfully implement the IT outsourcing is presented.

  • 전자정부가 출범하면서 국민의 편익과 업무의 효율을 가져오는 혁신적인 계기가 되었다. 그러나 전자정부 서비스 실현을 위한 11개의 국책사업 중 교육행정정보시스템(NEIS)의 문제로 인해 개인정보보호에 대해 사회적인 관심을 가지게 되었다. 이에 대한 해결방안으로 미국과 캐나다에서 실시하는 프라이버시 영향 평가(Privacy Impact Assessment)를 도입하여 위험분석 방법과 통합한 새로운 PIA모델을 제시한다. 또한 외국의 PIA 적용사례(Canada PIA report)를 통해 PIA를 실시해야 하는 이유에 대해 기술하고자 한다.

  • In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.

  • Public Shared Service Centers (PSSC) consolidate functions such as human resources, information technology, financial management or accounting into one office to serve an organization. A prominent example from the United States is the Federal Information Technology Shared Services Strategy. It supports mission, administrative, and infrastructure-related IT functions through providing organizations in the Executive Branch of the Federal Government (Federal Agencies) with policy guidance on the full range and lifecycle of intra- and inter-agency information technology (IT) shared services. This study looks at the Federal Information Technology Shared Services Strategy in order to draw lessons for fostering collaborative government through the use of PSSC. It finds the following factors are critical for success when implementing IT shared services: (1) agency leadership must be solidly behind their IT shared service plan, or the needed changes will not happen at the business unit, program, or system levels; (2) there must be a move away from internally-centered, program-specific thinking, and a move toward a paradigm of consuming and providing IT shared services with multiple groups whenever possible; and (3) successfully managing "loss of control" issues is central, and optimizing business processes is essential to move from stove-piped workflows to processes that work across the agency enterprise and beyond. Therefore, the study suggests that a Korean model of PSSC implementation be introduced, and that good IT Governance is a crucial component of PSSC strategies.
