  • That modem society is an information society, information society has placed a high value on information and knowledge. Therefore, modem civilization depends largely on information and knowlege so the most valuable sources of all intelligence activities. This paper was studied on the new developmental direction for intelligent network service. The results of this study is as follow: first, intelligent network service must be systematic development. Second, intelligent network service must be promoted, presenting the development and establishment direction in future society. Third, intelligent network service must be able to unify ail the networks. Fourth, intelligent network service must be development for customers. Fifth, the cost of intelligent network service is determined by Telecommunication Reguration Commission.   • Citizens' demand, which has been previously focused on welfare, is now expanding to include elements for higher quality of life such as employment, housing, culture, and sports. Accordingly, the government, with an aim of effectively delivering resident services that satisfy various demands, is committed to transforming the central government-oriented service system into the integrated service system based on public-private partnership. The government is also dedicated to expanding services to 8 areas including not only welfare but also healthcare, employment, housing, education, sports, culture, and tourism, which are directly related to everyday lives of residents. This project is designed to support such reforms in the citizen service delivery system in order to enhance quality of life of local residents. This study is to draw implications from analysis for implementing the citizen service integrated information system in order to reform the citizen service delivery system effectively through examinations and analyses of citizen services provided by the central government. Especially focus on public utility charges depreciation simplification citizen service. Its implications are expected to offer a real contribution for central and local Governments that want to increase the productivity of implementing eGovernment service.

A study on the analysis of performance differences according to the operation method of public sewage treatment facility (공공하수처리시설 운영방식에 따른 성과 차이 분석에 관한 연구)

  • This study aims to analyze the differences in performance according to various operation methods (direct management, public consignment, and private agency) of public sewage treatment facilities and derive the most efficient and high level of sewage treatment services to the public based on the research results. To this end, economic performance indicators (sewage treatment cost, sewerage rate) and social performance indicators (water quality, number of civil complaints) were selected, and cross-sectional analysis and longitudinal analysis were used to verify the difference between the averages of three or more groups through one-way ANOVA. As a result of the analysis, cross-sectional analysis, there was no difference in economic performance dimension according to the operating method, but in terms of social performance dimension, it was found that there was a difference according to the operating method. In the case of water quality indicators, the results were superior to those directly managed by public consignment and private agencies in the number of civil complaints. In the longitudinal analysis examining the improvement of performance indicators, there was no significant difference by operation method in most performance indicators. In order to improve the efficiency of public services and improve the service level, various approaches suitable for the characteristics of each service are required in addition to the logic of public consignment or introduction of private agency. In the future, when local governments promote public consignment or private agency, it is necessary to understand and promote the nature of the service, the specificity of each local government, and the needs of service users.

The Public Choice Analysis of Korean Mobile Telecom Policy (이동통신정책의 공공선택 분석)

  • In Korea mobile phone subscribers exceeded 1 million people in 1995, and ten million people in 1998. Prevalence of the mobile phone increased dramatically over 110% compared to the population. Almost every family members including children uses more than one mobile terminal. Mobile phone is obviously more necessary good than washer, vacuum cleaner and passenger car. Our daily life are conveniently positioned with mobile communication, but communication related costs including the price of the device and service charges become a big burden on the household. But the government does not seem to do the right role at the right time to prevent the market failure to maximize consumer welfare and social welfare through supporting fair competition. This principal-agent problem issues of mobile communication policies will be understood in perspective of public choice against joint use of the mobile communication network, number portability, separation of phone distribution and phone service, network neutrality, mobile phone subsidy since the early 1990s when mobile phone service was introduced in Korea.

발전소주변지역 지원사업의 실적과 계획 - 지원금 대폭 증액, 다양한 사업 신설

  • 발전소주변지역 지원사업은 발전소주변지역의 개발을 지원하여 지역사회와의 유대를 강화함으로써, 지역이기주의의 심화 등으로 날로 어려워지고 있는 신규발전소 건설입지를 적기에 확보하고 원전 등 기존 발전소의 원활한 운영을 도모하기 위하여 한국전력공사에서 90년부터 시행하여 왔다. 특히 95년에는 지원법을 획기적으로 개정하여 지원금 규모를 전기판매 수입금의 0.5$\%$ 이내에서 0.8$\%$ 이내로 대폭 증액시켰다. 또 사업내용도 다양화하여 종전에 시행해 오던 소득증대사업$\cdot$공공시설사업 및 육성사업 외에 원자력발전소주변지역에 대한 전기요금 보조, 주민복지지원 융자, 기업유치 융자 및 발전소 건설지역에 대한 특별지원사업 등을 추가로 시행하게 되었다. 본고에서는 90년부터 시행한 지원사업실적과 96년도 지원사업계획을 중심으로 발전소주변지역 지원사업의 내용을 살펴본다.

프랑스의 전기통신정책 및 산업분석

  • 프랑스 보수당 집권이후 경쟁체제로 급진전되던 프랑스 전기통신산업계의 활발한 개혁과정, 그리고 최근 사회당 출범이후의 경쟁정책기조의 퇴조의 흐름속에서 주요 문제별 최근동향을 점검하였다. 1987년 프랑스 전기통신산업은 많은 부분에 변화가 있었다. VAN서비스를 자유화하였고, 전기통신에 부가가치세를 도입하였으며, 자동차전화서비스에 경쟁을 도입하였다. 또한 전기통신 경쟁에 관한 법률 초안을 작성하였고, FT의 계획대로 ISDN서비스를 개시함으로써 프랑스 디지틀망의 선진성을 세계에 입증하였다. 또한 비용에 근거하여 장거리 전화요금을 인하함으로써 국내전기통신산업의 국제경쟁력을 강화하였으며, Radiocom-2000의 자동차전화와 알파페이지 무선호출서비스를 도입하였고 위성에 의한 시청각프로그램전송을 실시함으로써 뉴미디어 보급확산에도 주력하였다. 특히 1988년 5월 프랑스에서는 보수당의 시라크 전수상이 물러나고 사회당의 로갈 내각이 탄생함에따라 그간 추진되어온 통신정책기조도 사회당의 정책기조를 따라 변화될 조짐을 보이고 있다. 그리하여 이때까지 경쟁화와 민영화를 기조로 추진된 전기통신정책은 보다 공공성을 중시하는 형태로 변화될 것으로 예상된다. 즉, 민간기업과의 경쟁을 추진하는 것은 지양하는 대신 EC에의 대응책을 강화하는 한편 FT는 공중통신사업자로서의 입장을 강화할 방침인것으로 알려지고 있다.

KT의 M2M 추진현황

  • 그 동안 M2M 시장은 각 분야에서 IT를 융합하다가 자연발생적으로 형성되기 시작하면서, 복잡한 Supply Chain과 Long-Tail적 사업 특성을 가져 크게 활성화되지는 못하였다. 하지만 최근 무선기술의 발달, 글로벌 시장의 성장, 비용의 하락으로 인해 새로운 전기를 맞고 있다. 이에 따라 M2M 시장에 대해 KT는 M2M 인프라 구축과 제공, M2M 시장 창출과 활성화, 정부의 M2M 관련 사업에 대한 적극적인 참여 등을 기본방향으로 하여 추진 중이다. 특히 시장 창출과 활성화를 위해 저가 범용의 M2M 모듈을 개발하고, 요금상품을 재구성하는 증 비용 절감과 함께 M2M 플랫폼을 직접 구축, 외부 사업자에 제공하여 진입장벽을 낮추며, Open Ecosystem을 통해 관련 사업주체 간에 상호 Win-Win할 수 있는 사업환경을 만들어 나가고 있다. 본 원고는 종합 통신 사업자로서의 KT가 공공의 이익과 기업의 영리를 함께 고려하면서 M2M 사업을 진행해나가는 내용을 다루고 있다.

The Development of Monitoring System for PC and Server State Management (PC 및 서버 상태관리를 위한 모니터링 시스템 개발에 관한 연구)

  • Recently, technology using a PC and the personal server efficiently has been highlighted in accordance with the historical background. Solutions for large enterprises and public institutions and PC and personal server management are being commercialized for fee. Paying a fee for PC and personal server management being a burden and commercialized solutions include a function that does not require. In this paper, proposed the PC and personal server management system include monitoring that cpu, hdd, memory, respond speed. It expects to extend the PC and service life is available without charge through the free distribution of the burden. The Development program and application is available for free from the android market and on-line. Server agent program of the proposed system operates based on a single-threaded system. That is low load and the low functional burden on the server.

Assessment of Customer Interruption Cost by Regional Groups for Macro Approach (거시적 방법을 이용한 지역별 정전비용 평가)

  • Reliability of electric power supply by power system becomes major issue as the electric power industry is recently being regulated. Also a change of environmental condition related to power supply reliability should be considered in the view of power supplier since the competition between energy-industries is strengthen. In other words, because customers may choose other energy source instead of electric power due to an expensive energy charge, enhancing recklessly the reliability of power supply might not be an essential strategy. So to effectively cope with this problem, it is necessary to perceive the reaction of customers against power supply reliability and interruption cost. This paper evaluates the annual interruption costs of customers by regional groups in Korea using a macro approach to cope with these internal and external environment. That is, the each ratio of customer's interruption costs to price of electric power charge is evaluated for public, service, agricultural, fishery, mining, manufactural, and residential consumption by every cities and provinces.

The Role of Water Utility Industry to the National Economy (수도사업의 국민경제적 역할분석)

  • In order to set public policy to overcome 'water crises' on both quantity and quality of water, we looked into the national-economic role of Korea water utility by two approaches. First, we examined the relationship between water consumption and economic growth during 1978-94, a period of rapid increase in water consumption caused by prompt industrialization and urbanization. The price and income elasticities of aggregate and sectoral demand for water were estimated. Second, we developed a static input-output(I-O) framework for analysing water issues in the short run. In addition, we discussed two topics in its application: i) sectoral failure(shortage) costs by supply-driven I-O model, ii) Leontief price model's sectoral pervasive effects of price due to rise in water rate. In conclusion, we found that investments to water sector and water shortage has a big influence on the standard of living and industrial production. Also we found that raising water rate to encourage conservation or to create investment funds decreases demand for water significantly but has a small influence on overall price levels.
