  • The Government provides a financial assistance to stimulate firm R&D and innovation activities. Previous papers on the impact of public subsidies on firm R&D investments mainly had a focus on an individual policy tool regardless of potential impacts of other policy instruments. This study addresses this gap by examining the effects of policy mix regarding a subsidy and a tax credit. The empirical analyses from fixed effect model using Survey on Technology of SMEs 2015-2017 revealed valuable points. First, policy mix induces more R&D investment of SMEs, which in turn, shows a complementary relationship between two instruments. Second, even if impact of tax credit controlled, subsidy is positively associated with SMEs R&D investment. These findings justify policy mix interventions to promote SME R&D activity. Moreover, grants can be applied as a more useful policy tool for SMEs that are constrained by resources and capabilities.

  • This is an exploratory study to examine factors affecting South Korean companies' intentions to use big data technology and services based on whether the companies use public data or not. This study, using R, conducted chi-squared tests and logistic regression analysis. As a result of the logistic regression analysis, cost reduction had a positive effect on the big data-use intentions in companies that use public data, whereas with companies that do not use public data, customer satisfaction had a positive impact, and support for decision-making had a negative impact on the intention to use big data. Recently, the South Korean government has focused on improving the utilization of public data and big data. However, as a result of this study, the use of public data and big data in South Korea is still insufficient. Yet, considering that the data utilized for this study was created in 2017, additional study using public data and big data is also required.

  • This study reviews the issue of public interests of technologies required in industrial technology policy as well as the demand for changes in industrial technology policy as result of the migration from catch-up to post catch-up innovation system. In fact, the importance of public interests which served as the rationale for government intervention in industrial technology policy have gradually faded, which invited controversies over the legitimacy and effectiveness of government intervention in promoting specific technologies or industries. Today, the existing policy framework has to change to correspond to the post catch-up environment which requires creative technology development. In this context, the Korean government needs to reduce direct support for certain companies or technologies, but increase R&D investment in energy, environment and health and welfare to enhance public interests of technology innovation activities.
