Policy Options for Minimizing the Dead Zone of the Korean Employment Insurance System (고용보험제도 사각지대 해소를 위한 정책대안의 검토)

  • This paper reviews the uncovered people of the Korean Employment Insurance System (EIS) and analyzes policy options for minimizing the dead zone of the EIS. There are several policy options such as subsidizing insurance premium to employers and employees of small companies, extending coverage of excluded groups, relaxing qualifications of unemployment benefits and increasing benefit period and level, introducing the unemployment assistance system, introducing the unemployment insurance savings account system, extending coverage to non-wage workers and individualizing package services. According to the survey to the specialists and comparative evaluation criteria, the best policy option to minimize the dead zone of the EIS was to activate individualizing package services of intensive consultation, job place services, tailored vocational training, income support, daycare services, etc. to cure complex employment barriers of job seekers.

A Study on University-Industry Cooperation: Focused on Employer Engagement in Training: (대학과 기업 간의 산학협력에 관한 연구: 고용주의 교육훈련 참여를 중심으로)

  • The purpose of this study was to suggest measures for improving training cooperation between industries and universities through employer engagement by analyzing the state of employer engagement in training. The current study investigated the state of employer engagement in training and factors that facilitate employer engagement in training. A survey was conducted with 230 human resource managers who worked for companies with more than 300 employees. The study results showed that employers perceived their engagement in training for their employees are consumers rather than strategic partners to plan educational service and make decisions in their communities. However, employers perceived that their engagement in training would be effective because their training engagement can result in positive direct and indirect business outcomes. Moreover, the implementation of training programs based on industry needs was revealed as a critical factor for promoting collaboration between industries and universities and leading to employer engagement. Based on the study results, several suggestions are presented for improving training cooperation between industries and universities through employer engagement.

  • This paper searches for programs for creating increased employment in local society in important occupation sectors such as education and training services, insurance and social welfare services, culture and arts, housing and environmental service fields. As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.

  • The purpose of this study is to seek a more progressive promotion of employment plan for peer support activities of people with mentally disabled. Therefore, a focus group interview (FGI) was conducted with vocational rehabilitation professionals in charge of peer support activity, leadership development and job creation project for people with mentally disabled. As a result of the study, the research participants had expectations for capacity strengthening of ability through the project, and recognized the role of peer support workers as emotional support for peers, planning and implementation of programs, operation of self-help meeting, promotion of project and facility, assistant support for colleagues etc. In addition, they saw that they could be more motivated if they were given financial rewards and meaningful role performance, feeling hard but rewarded and taking efforts for improvement of one's specialty through participation in the project. Based on the results, this study discussed about and provided practical suggestion for promoting employment of peer support workers for people with mentally disabled.

  • This study was conducted with the purpose of deriving a revitalization plan by analyzing the factors influencing the characteristics and perception of self-employment and self-employment selection of young people. To this end, discussions on self-employment and the size of workers were reviewed, and the characteristics, determinants, and difficulties of self-employment youth were analyzed based on data from a survey of youth in Seoul and Gyeonggi-do. The support plan proposed through the analysis should first strengthen the program so that the government, local governments, and schools can all gain experience in the practice of developing ideas, producing, and selling based on aptitude and competency to solve youth employment problems. Next, compared to support for technology-based start-ups, there are no suitable programs in the fields of knowledge, manufacturing, and distribution, and there is almost no support for freelancers in which the majority of young people are engaged. Therefore, it is necessary to diversify support projects so that the diversity of young people can be expressed in self-employment. Finally, it was found that entrepreneurship had an important influence on self-employment. However, Korean teenagers do not know what entrepreneurship is and have no experience in education, so they should focus on cultivating entrepreneurship in the regular curriculum and establishing a cultural foundation to foster young leaders with creative ideas and execution.

  • 최근 '코로나 19 (COVID-19)'와 '최저임금 이슈' 등 다양한 외적 요인들이 아르바이트를 포함한 고용시장을 변화시키고 있다. 생계와 학자금을 위해 아르바이트에 뛰어드는 청년들에게는 악재의 연속이다. 이처럼 외부 환경은 점점 구직자에게 불리하게 작용하는데 반해, 이들을 사용자로 둔 구인구직 플랫폼은 수년 째 변화의 모습을 보이지 않는다. 기존 플랫폼은 구인자에게 지나치게 유리한 소통구조를 지니고 있으며, 최근 고용시장의 변화에 따른 단기 및 대타 고용의 수요를 충족시키지 못한다. 따라서 본 논문에서는 기존 구인구직 플랫폼의 문제점을 지적함과 동시에 플랫폼이 사용자의 편의를 충족시키기 위해 지녀야 할 고용의 역방향성과 데이터베이스 기반 필터링 및 추천과 같은 핵심 기능들에 대해 자세히 밝히고자 한다. 이를 통해, 사회적 트렌드인 긱 경제를 활성화시킬 뿐만 아니라 구직자 다수를 차지하는 청년들의 구직부담을 완화시킬 수 있을 것이라 기대한다.

Research on Factors that Influence Interorganizational Relations of Job Center Consultants (고용지원센터 상담직원의 조직연계 활동에 영향을 미치는 요인에 관한 연구)

  • The purpose of this dissertation is to positively analyze the characteristics of job center consultants' interorganizational relations and factors that influence this linkage in order to better understand the employment service of South Korea. The material utilized for analysis was collected by surveying consultants and managers of 38 job centers and 364 middle managers while applying the method of hierarchical regression. The following is the summary of the research results. First, there is a difference in the influence factor between the number of consultant's organization linkage and frequency of contact. As seen from this result, if the number of organizations a consultant links is affected by the organization's objective working conditions such as the organization structure, position, and primary responsibilities, then the frequency of contact which indicates intimacy by frequent contact depends on the professional ability of the person in charge rather than objective conditions. Second, the analysis result of influence factors according to the type of organization also displayed different influence factors based on the type. Public organizations and economics related organizations are existent in all areas in the form of municipal offices, public corporation, the Chamber of Commerce and Industry, and labor organizations. Therefore, rather than the personal ability of the person in charge or the influence of other work environments, information of the organization and the actual activities of the head are more influential. On the other hand, private organizations embrace service organizations, employment target related organizations, corporations; they are differentially distributed, which is why they are more influential in organizational reform, decentralization, communication, and the professional ability of the person in charge is significantly influential.

  • 재취업 문제는 많은 사회적인 문제를 야기하고 있다. 조기정년이나 정년 후에는 마땅한 일자리를 얻기가 매우 어려운 것이 현실이다. 재취업에 대한 문제점을 검토하고 재취업을 활성화 할 수 있는 방안을 마련해야 한다. 새로운 장년층 고용시장을 확대시킬 있도록 방안과 전략이 필요하다. 우리나라 장년층들의 정년 후에 재취업률을 향상시킬 수 있는 구체적인 방법을 제시하고자 한다.
