  • The corporate restructuring following the economic crisis in Korea has brought about fundamental changes in the structure and practice of employment relations. However the lack of information on processes and consequences of such changes hinder the appropriate policy making on shop-floor industrial relations. Correct assessment of realities an effective policy making require information on human resource management practices and structure of employment relations at the workplace level. • The purpose of this study is to establish the concept of the blind zone of social services and analyzing the conditions by children, the elderly, the disabled, and the poor. This study used the raw data of demand/supply of social service and sample size is 4,038. Results of the study were as follows. First, in terms of the coverage, the biggest blind zones of social service are the employment support and cultural service. These results were similar for all households. But, it is noteworthy that the size and proportion of blind zones of housing support services for children, counseling services for elderly are relatively big. Second, in terms of adequacy, the most serious blind zones of social service are health and the employment support service. Especially, the elderly, the disabled, and the poor are not the most adequate adult care services and children are community service. Based on such findings, this study suggests expansion of employment support services and health care, monitoring for the services analyzed to be over-supply, and intensive involvement of private sectors about the services provided by the government of a large blind zone.

Also, dimensions related to work morale were composed of competence, job satisfaction, social support, and job stress. In addition, the employment was classified into three types of regular workers, temporary workers, and daily workers. The results showed that temporary and daily workers were more likely to work in a less favorable environment than regular workers, and there was a close correlation between work environment and work morale. Based on this study, it is possible to know about the actual situation and problems of the service workers, and it is hoped that company can search for measures to increase the working environment and work morale of the workers in order to provide better service.

  • This paper estimates the effect of the minimum wage increment on employment and work-hour of new workers in Korea using the data from the Survey on Labor Conditions by Type of Employment (SLCTE) from 2008 to 2017. We construct worker groups by sex, age, and education to mitigate endogeneity problem in estimating the effect of minimum wage increment. The result shows that the minimum wage increment leads to decrease of new employment and increase of the ratio of new workers who work less than 15 hours per week. Especially, women, the elderly, the youth, and under high school education level group are sensitive to the minimum wage increment.

  • Using the 2017 and 2019 Survey on Immigrants' Living Conditions and Labour Force, we examine how the job training programs in Korea affect immigrants' labor market outcomes by applying the propensity score matching method. The results show that job training programs increase the probability of being employed by 6.4 percentage points and positively affect monthly wages. There is significant heterogeneity in the effects of job training effects across visa categories. For immigrants with work visas, the effect on the employment rate is relatively small, while the wage effect is considerably large. On the other hand, we do not find a positive wage effect for marriage migrants. Both the employment rate and the monthly wage increased through job training for permanent residents.

  • Although linkages between poverty and disability are often noted, until recently they have not been systematically examined in Korea. Many people with disabilities tend to become poorer because they lack access to jobs. And income support programs are not sufficient. But more severe is people with disabilities in labor market tend to be poor. The purposes of this study were to explore the characteristics of working poor with disabilities and to identify the major determinants of poverty. For this, '2005 Survey on the Workers With Disabilities' was used. The data was analyzed by descriptive statistics, t-test, logistic regression. The results showed that gender, age, education level, marital status, region where they live, the number of the household member, the severity of disability, the onset of disability are significant predictors in determining their poverty status. Also employment status, occupation type, industry type, numbers of years in current job are major determinants of their poverty status. Finally, based on these results several policy implications were presented.
