Application of Fischer's Policy Evaluation Methodology to Employment and Jobs Policy for people with disabilities : Contextual Feasibility Evaluation (장애인 고용·일자리 정책에 대한 Fisher의 정책평가방법론 적용: 상황적 타당성 평가)

  • The aim of this study is to evaluate Korea's employment policy for people with disabilities by utilizing situational feasibility evaluation of Fisher's multi-dimensional policy evaluation methods (1995, 2003). A number of related studies conducted so far have been focused only on quantitative research methods. In other words, balanced and comprehensive evaluation studies were insufficient. Therefore, this study attempted a balanced policy evaluation through a qualitative or phenomenological approach that complements the limitations of the existing empirical methodology. In this study, the sub-topics for evaluation were divided into employment delivery system, employment program, and institutional employment environment for people with disabilities. Improvement measures and policy implications for each topic were presented. In order to improve employment services and jobs for people with disabiliyies, it was suggested that there is a need to strengthen linkages and cooperation between institutions, eliminate blind spots in employment services, improve quality, expand customized employment services, strengthen programs, improve policy and institutional environments, and strengthen individual psychological and emotional support.

  • This study looked for employment services satisfaction surveys done in the UK, USA and Korea. And through which derived the following suggestions for improving Korea the employment service satisfaction survey. First, in terms of research design improvements to ensure the representativeness of the sample region for each center and branch-specific (job seekers and recruiters) requires the sampling design based on user scale. In addition, the sample design should be applied when considering specific user can be distributed. US is restricted to participants within 60 days for sampling and sample extraction once a month at least. Next in terms of survey improvements, it is necessary to apply a weighting part considering the regional characteristics. For this, the correct analysis of the employment center by the internal and external environment is required. And in the case of non-face-to-face service, complaints about worknet use is likely to be channeled into complaints about job centers provide services. It needs to improve on this. And for the improvements of business processes service by an in-depth study, it can be seen to review the possible introduction of a British mystery shopper.

  • 통계청의 8월 고용동향과 경제활동 인구조사에 따르면, 지난달 국내 실업률은 3.5%로 실업 인구 수가 80만명에 이른 것으로 나타났다. 이중 20대 청년실업자가 차지하는 비율이 40.7%로 전체 실업자의 절반에 육박하고 있어 현재 청년실업 문제가 매우 심각한 것으로 조사됐다. 특히 최근 들어 벤처기업의 1사 1인 채용운동 등 각계에서 고용안정을 위한 다양한 노력을 기울이고 있음에도 불구하고 실업난이 수그러들 기미를 보이지 않음에 따라 취업 알선을 위한 보다 정확하고 신속한 정보 제공이 요구되고 있다. 더구나 중앙고용정보원의 워크넷이나 중소기업청의 인력정보망 등 온라인을 통한 다양한 구인∙구직 사이트들이 활성화돼 있어 구직 희망자들이 적극 활용하고 있는데, 내수침체가 장기화되면서 고용 사정은 좀처럼 개선되지 않고 있다. 2004년 현재 온라인상으로만 채용공고를 하는 기업은 전체 기업의 30% 정도이며, 앞으로는 온라인을 통한 구인구직 활동이 더욱 활발해질 것으로 전망되고 있다. 실제 인터넷에서 채용정보 전문 서비스는 물론 분야별, 지역별로 구인구직 정보를 제공하고 있는 서비스를 합하면 350여개가 넘는다. 이 중 눈에 띄는 서비스가 바로‘워크넷’이다. ‘워크넷’은 노동부 산하 중앙고용정보원이 운영하는 구인구직 전문 사이트로서, 공공기관이 운영한다는 점에서 정보의 신뢰성과 전문성이 기대된다. 특히 하반기 채용 시즌을 맞아 구인구직활동이 더욱 활발해 질것으로 예상되기 때문에 이번 10월 DB서비스 평가에서는‘워크넷’을 소개하고자 한다.

Efficiency in the Provision of Employment Services for the Middle-aged: an Application of Spatial Analysis Using GIS (GIS 공간분석을 활용한 중장년 고용지원서비스 공급의 효율성 분석)

  • This study aims to evaluate the efficiency in the provision of employment services for the middle-aged by using spatial analysis in GIS. Based on location information of employment service institutions, we find service areas of the institutions and calculate regional rates of duplication and exclusion in terms of spatial coverage of the employment services. Taking into account potential demand for employment services, the regions with high priority in the provision of the services are identified. Among the regions, those with high exclusion rate of the services are designated as the regions of insufficient service level. Results indicate that Namyangju-si is a representative region of insufficient employment service level. To improve efficiency in the provision of employment services, we suggest to relocate employment service institutions that have been located in a region of high duplication rate such as Siheung-si, Danwon-gu, Gangnam-gu, Songpa-gu into the locality of Namyangju-si.

Evaluation on the Improved Individual Training Account System of Korea (개선된 내일배움카드제훈련에 대한 평가)

  • Korean government improved the Individual Training Account (ITA) System in September 15, 2011. This paper evaluated the Improved Individual Training Account System of Korea based on the success conditions of contracting-out public services. The results showed that the improved ITA system of Korea was expected to solve some of the problems of former ITA system of Korea by stabilizing ITA training market, improving target of ITA and better matching between jobs and training courses, and activating trainees. Nevertheless the improved ITA system of Korea still has some problems to be solved. The relationship between job placement services and issue of ITA should be closer by improving tailored total one-stop services for job seekers. The government should develop infrastructure for evaluating, monitoring and supporting the ITA training to enhance the effectiveness and efficiency of the ITA training system.

  • The purpose of this study was to evaluate the competence level of the caregiver and verify empirically the evaluated score of the competence level of the caregiver depending on the type of career and employment to propose a measure to improve the quality of care services. To more accurately evaluate the competence level of caregiver, the collected data were analyzed using fuzzy relationships for identifying the extent of relationship, after setting weighted values for the evaluation factors for working levels and service qualities. Such approach has a significance in that individual evaluation factors and individual's competence levels for caregivers may be more suitably and exactly identified. The analysis results are as follows. Care skill, reliability, assurance, typicality were statistically significant according to the caregiver's career. Also, according to the types of employment, job consciousness, responsiveness, empathy, typicality were statistically significant. To improve the competence level of the caregiver, it may be seen that improvement of job consciousness considering the career and employment types and making environments for acquiring the care skills should be done, while providing stability of the employment types rather than careers is more meaningful to improve the quality of services.

A Study on the Evaluation of the Work-Net, a Web-based Public Employment Information System (웹 기반 공공고용정보시스템 워크넷(Work-Net)평가에 관한 연구)

  • A public information system is being expanded, along with the advance of information technology, to strengthen national competitiveness and provide people with better services. And there also is a growin need for the better performance of that system, as a tremendous amount of public financial resources is invested in that. To address that need, it's required to make an evaluation of its efficiency on a regular basis to identify its problems and make it work better. The purpose of this study was, accordinglu, to examine the quality of data and services provided by the Work-Net, a Web-based public employment information system. The subjects in this study were 102 users of it, and the system was evaluated in terms of content, accuracy, timeliness, display format, ease of use and customer support. For data analysis, t-test and one-way ANOVA were implemented to find out the general characteristics of the users, and to see Whether or not their view was different according to the type of information they searched for. The findings of this study are expected to lay some foundation for intensifying the efficiency of the public and private employment information systems.

A Study on Performance Measurement of Generational Diversity Company using Balanced Scorecard (BSC): The case of Japanese Companies (균형성과평가(BSC)모델을 활용한 청년·고령자 고용상생기업의 경영성과측정 -일본의 사례분석을 중심으로-)

  • This study aims at analyzing the management strategy and performance of companies that have been pursuing Generational Diversity. The management strategies were examined in terms of production, organizational structure and skill development. Performance was then evaluated using Balanced Scorecard (BSC). We selected four Japanese companies that practice Generational Diversity between the younger(age less then 34) and older generation(age older then 65). Our findings suggest the following. The common management strategies of the four companies include 1) creating generation-diverse teams 2) ensuring flexible work arrangements and 3) providing skill training programs. These strategies have yield positive outcomes such as sales increase, cost reduction (financial perspective) and expansion of the market share (customer perspective). Non-financial performance includes improvement of product and service quality (internal business perspective) and skill improvement of both the young and the old workers (learning and growth perspective). This study provides practical implications to domestic companies for their successful management of generational diversity in workplace.

A Study on the Development Strategy and Utilization of Big Data Related to Employment (고용관련 빅데이터 구축 전략 및 활용방안 연구)

  • Prior to the establishment of 'Employment-Related Big Data Center (tentative name)' to support the development of customized employment services. This Paper examines the current status and limitation of employment-related data in korea. Then, the implications were derived through foreign employment-related big data construction cases. Through the above analysis, I proposed measures to build and utilize employment-related big data at the individual level, focusing on the Transitional Labour Markets theory that emphasizes the implementation of individual labor force states. Finally, we presented future challenges such as massive maintenance of employment-related DB, increased representation of big data to be built around employment insurance DB, and increased reliability of DB presented.

자동차운송사업자와 고용운전자간 지입계약의 효율성 분석

  • 우리 나라 자동차운송산업에 존재하는 지입제(위탁관리제)는 과거부터 논란의 대상이 되어 왔다. 1950년대 말부터 시작된 육운 분야의 직영화 정책은 노선버스나 택시의 경우 비교적 성공적인 결과를 가져왔으나 화물자동차운송과 전세버스분야에서 만큼은 아직도 대다수 사업장에서 지입제가 관행화된 제도로 남아 있다. 지입제도는 비효율적이고 전근대적인 경영기법으로 인식되고 있으며 산업발전의 저해요인 보기도하고 불가피하다고 평가되기도 하였다. 본 논문에서는 지입제를 단순하게 비합리적인 제도라고 보기보다는 나름대로의 장점을 가지고 있어 합법적 또는 비합법적인 형태로 지금까지 유지되고 있다고 본다. 지입제는 정보가 비대칭적인 상황에서 기업조직을 통해 생산과 판매를 하기보다는 시장거래를 통한 계약을 통하여 운송서비스를 생산 및 판매를 함으로써 유인일치를 달성시킬 수 있다는 것을 보여주고 있다. 장거리를 운행하는 운송사업의 경우 사업자와 고용운전자는 노동성과에 대한 비대칭적인 정보를 가질 수밖에 없게 된다. 이는 대리문제를 야기시켜 기업조직에 의한 운송서비스의 공급은 생산비용을 상승시킨다. 반면 자동차운송서비스는 생산단위를 분리하기 위한 비용이 비교적 적어 독립적인 운영이 가능하다. 따라서 차량을 1대씩 분리하여 사업권을 시장거래하는 지입제를 운송사업자와 운전자는 선택하게 된다는 것이다.
