A study of urban stream elements for establishing multi-purpose flood mitigation plan (도시하천 다목적 치수계획 수립을 위한 하천구성요소 선정 연구)

  • 최근 전세계적 추세인 기후변화에 따라 빈번하게 발생하는 집중호우와 하천주변의 급격한 도시화로 인한 불투수면적 증가에 따라 동일한 하천에서도 시간이 지남에 따라 유출량이 급격하게 증가하고 있다. 이로 인해 도시하천유역에서 침수피해 및 피해액이 증가하는 추세이다. 이러한 피해를 방지하기 위해 우리나라는 국가하천, 지방하천, 소하천에 대한 치수계획을 수립하고 있으며 주기적으로 재수립하고 있는 실정이다. 하천에 대한 대표적인 치수계획인 하천기본계획은 하천에 대한 치수계획 뿐만 아니라 하천환경, 하천공간계획, 하천시설물 유지관리방안 등을 고려하여 수립하도록 하고 있다. 하지만 현재 수립되고 있는 하천기본계획을 자세하게 살펴보면 치수, 하천환경 등 분야별 조사 및 분석은 수행하고 있으나 연계성이 부족한 것이 사실이다. 예를 들어 하천의 치수측면의 요소는 하천환경을 구성하는 요소에 긍적적인 기능을 할 수도 있고, 부정적인 기능을 할 수도 있으며 하천환경 뿐만 아니라 친수공간 결정에 영향을 동시에 미칠 수 도 있을 것이다. 따라서 본 연구에서는 하천의 치수계획과 관련된 분야를 치수, 하천환경, 친수공간, 하천시설물 4개 분야로 구분하고, 각 분야를 구성하는 요소들이 타 분야 및 분야를 구성하는 요소들에 어떤 영향을 얼마나 미칠 수 있는 지에 대한 영향성 또는 민감도를 정량화하여 평가할 수 있는 기법을 개발하여 종합적인 하천치수계획이 수립될 수 있도록 하고자 한다. 이를 위해 하천기본계획, 하천설계기준, 4개 분야에 대한 평가 관련 선행연구 분석을 통해 하천구성요소들 망라하여 목록화 하였고, 각 분야를 대표할 수 있는 주요 요소들을 도출하여 군집화 하였다. 본 연구를 통해 도출된 치수, 하천환경, 친수공간, 하천시설물 분야별 주요 하천구성요소는 도시하천에 대한 종합적인 치수계획을 수립하기 위한 기법을 개발하는데 기초자료로 활용될 것이다.

Hierarchical Analysis of the Application of U-Eco City Services in Urban Space -Focused on the Service Classification by Planning Factors and its Spatial Adaptability - (U-Eco City 서비스의 공간위계별 적용가능성 분석 -계획요소별 서비스 분류와 공간단위 적용성을 중심으로-)

  • The purpose of this study is to define U-Eco City services and to analyze the possibility and easiness of application in urban space. The most significant meaning of this study is that these results could be used as the design and planning guidelines for integrated U-Eco City. This study progress as follows; First, U-Eco City concept and their services were defined and the spatial units of U-Eco City were distinguished through literature review. Second, U-Eco City spaces are classified into four levels such as building, street, facility and district. Finally, the application of U-Eco city services was analyzed together by the statistical technique of cross-tabulation. 35.7% of U-city services was serviced in urban district and 38.8% of Eco City services was applied to Building. U-City and/or Eco city services were adapted differently according to the urban spatial hierarchy. Those services should be applied in terms of the characteristics of urban space in designing and planning U-Eco City.

Development of Site Selection Planning Factors for Urban High-tech Industrial Complex: Focused on Old Industrial Complex Regeneration (도시첨단산업단지 입지선정을 위한 계획요소 도출: 노후산업단지 재생을 중심으로)

  • In order to derive site selection planning factors in reforming aging industrial complex into urban high-tech industrial complex, this study selected key planning factors based on the problems of creating the urban high-tech industrial complex, innovation system theory, and external effect theory. And combined with Delphi research, the final planning factors were selected. As a result of the study, total 19 final factors were derived from 4 areas which includes efficiency planning factor utilizing the advantages of old industrial complex regeneration to maximize the efficiency of the project, corporate demand factor via increasing pre-sale rate and strengthening competitiveness, human resource planning factor by maintaining work force of the tenant to utilize and promote accumulated knowledge, and cooperative relationship building factor by enhancing connectivity with neighboring areas. These planning factors will help revitalizing the local economy through the resolution of regional conflicts caused by low distribution rates and development imbalances, which have emerged as problems in the creation of urban high-tech industrial complexes.

Analysis of the Importance of Planning Elements for Healing Gardens (치유정원 조성을 위한 계획요소의 중요도 분석)

  • The purpose of this study is to establish a system of planning elements necessary for effective healing garden. We suggested new planning parts and elements for healing garden through analyzing prior literature and evaluated the importance of planning elements through expert surveys. The results of the study are stated as follows. First, we suggested five planning parts and 19 planning elements. $\LARGE{\cdot}$ Planning parts: Physical environment, social environment, cognitive environment, functional environment, psychological environment. $\LARGE{\cdot}$ Planning elements: Plant planting, garden view, hydroponic space, shade space, work space, recreation space, community space, exercise space, landmark element, sign system, safe facilities and materials, disaster safety facility, universal design, accessible path, economical maintenance, sight openness, privacy guaranteed, variety of resting space, artistic element. Second, as a result of analyzing the importance of planning elements, the first place was the planting, the second place was the safety facilities for the disaster, and the third was diversity of rest space. In addition, the artistic elements and the landmark elements were ranked 18th and 19th, respectively. Third, we evaluated the level of importance of planning elements and classified it into three groups. The most important A group included two elements(plant planting, disaster safety facility), the next important B group included eleven elements(variety of resting space, community space, hydroponic space, universal design, safe facilities and materials, economical maintenance, accessible path, privacy guaranteed, garden view, work space, sight openness) and the less important C group included six elements(shade space, exercise space, recreation space, sign system, artistic element, landmark element). We suggest that, in creating a healing garden, the two elements in A group are essential elements and the eleven elements in B group should be importantly applied. In addition, the six elements in C group are recognized as arbitrarily selectable elements due to the relatively low importance levels.

Review of Environmental Assessment for Climate Factors in Urban Planning (도시계획에서의 기후요소 평가기법에 관한 고찰)

  • The aim of this paper is to review the environmental assessment of urban climatic factors relating to urban planning in Korea and Germany, and suggest efficient ways to consider climatic factors in the environmental assessment process for urban planning in Korea. For these purposes, current assessment systems concerning urban master plan and urban management plan in Korea were reviewed to know how urban climatic factors are assessed. Furthermore, two German cases of Strategic Environmental Assessment were investigated to know how urban climatic factors are assessed and considered in the urban and regional planning of Germany. Based on the results, efficient ways to consider climatic factors in the environmental assessment for urban planning were suggested from three aspects of factors, methods and available data for climate assessment.

A Study on the Critical Factors of Determining Regional Trail Routes (광역 탐방로 노선설정을 위한 계획요소 연구)

  • The purpose of this study is to determine those factors critical in the determining of regional trail routes. Initially, a consideration of the concept of the regional trail was conducted through literature reviews and 13 planning elements were determined from previous studies related to trail planning and trail construction studies. An additional 13 items were taken from literature research related to nature experiences or were sourced by interviewing experts. To verify these planning elements, a survey of experts was conducted. Individual elements were assessed concerning their degree of importance. As a result of this survey, it was found that the protection of ecologically sensitive areas and the use of existing trail routes are important route planning factors. These planning factors can be used for making decisions regarding regional trail route directions and situations.

  • Public transportation ridership and walkability of urban district can be enhanced through high quality of TOD(Transit Oriented Development) elements. Generally, TOD have been evaluated several physical components such as the diversity of land use pattern, accessibility of public transportation and aspects of urban design around the station area. Especially, Spatial characteristics of TOD planning elements have many potential dependent when considering the characteristics of Rail Station-Influenced Area Development which is performing around subway station. Therefore, researchers should be considering the variation of spatial properties for planning elements according the set of spatial area and their socioeconomic factors. However, existing many cases related TOD does not consider about this point. In this paper, the changes of TOD characteristics were analyzed by different spatial units surrounding subway station in Busan Metropolitan City. Multiple Regression Analysis was performed for an investigation of effective spatial unit of TOD planning elements in this area using subway ridership data. In addition, the application validity of socioeconomic variables was examined through a comparative analysis of regression results with the multiple regression that implied only physical TOD elements. As the result, the variation of spatial properties for TOD planning elements according to the set of spatial unit was found. Furthermore, the specific spatial unit to applicable TOD elements in this area was derived. And the multiple regression model which added socioeconomic variables was derived more improved estimate results than the multiple regression model that implied only physical TOD elements.

  • 정보 통신의 모든 분야에 걸쳐 활용될 수 있는 차세대 핵심 기술인 에이젼트는 자율성, 지능성, 반응성, 협동성을 갖는 독립된 프로그램으로 지식과 추론 능력을 바탕으로 사용자의 작업을 대신 해준다. 본 논문은 복잡하고 실시간 환경에서 발생할 수 있는 상황에 있어 지능적인 추론과 즉각적인 반응이 가능한 혼합형 에이전트 개념을 도입한 계획기를 설계한다. 계획기구성을 위하여, 재난 발생시 즉각적인 반응을 하는 반응요소(reflexive component)와 계획라이브러리에 저장된 여러 계획들을 저장된 계획들을 검색해 해결안을 찾는 인지요소(cognitive component)로 구성된다. 인지 요소에서 상황에 따라 저장된 계획을 찾고, 상황에 맞는 것을 추론하는 과정을 살펴본다. 혼합형 에이전트 개념을 도입한 계획기는 부분 순서화된 계획기로서 상황 기반탐색(situation-based search)방법에 의하여 계획을 생성하도록 하였다.

Weights of Attributes in Creating Transit Malls (대중교통전용지구의 조성목적에 따른 계획요소별 중요도 평가)

  • This paper assessed the weights of attributes in creating transit malls. The aim of the creation was classified as travel demand management and urban revitalization. The attributes were grouped into four aspects, or 4As: attraction, amenity, accessibility, and activity. These dimensions represented land-use, urban design, transport, and socio-cultural characteristics, respectively. The analytical hierarchy process was applied to explore the weights. Accessibility(52.7%), attraction(25.6%), amenity(13.7%), and activity(8.0%) were the order of magnitude in weights for the purpose of travel demand management, while attraction(36.1%), accessibility(30.6%), amenity(17.7%), and activity(15.6%) were that of urban revitalization. The multi criteria analysis also showed different size of weights in the sub planning attributes. These results indicate that the aimin implementingtransit malls should be differentiated and highlight that the combined land-use and transport plan is essential for the successful development. Car accessibility and socio-cultural characteristics are also understood as the important factors.

A Study on the Low-carbon Urban Regeneration Planning Elements and System in Climate Change Era. (기후변화대응 탄소저감형 도시재생 계획 요소 및 체계에 관한 연구)

  • This study aims to clarify the concept of 'Low-carbon urban regeneration', to extract planning elements according to it, and to establish the planning system. In order to extract the elements, matrix analysis was conducted between planning elements of urban regeneration and Low-carbon cities, and the focus group interview(FGI) was used. Derived elements from this process were restructured for the new planning system. In addition, in-depth case analysis was performed to verify the suitability and effects of planning elements and system. The result showed that planning element of Low-carbon urban regeneration can be sorted in 37 elements in 5 categories. In-depth analysis indicated that established planning elements were importantly dealt in cases and played a significant role in urban regeneration and carbon reduction. Also, it showed that those elements had a significant relationship with adaptation and mitigation, the two responding strategies to the climate change. Elements highly contributing to urban regeneration were Urban Structure, Transportation, Policy while elements affecting carbon reduction were Transportation, Green & Blue space, Energy & Material field.
