An Overview on China's Recent Air Pollution Regulation and Management Policy (중국의 최근 대기오염 규제 및 관리 정책에 대한 고찰)

  • Rapid economic growth, urbanization, and industrialization of China have tremendously degraded the overall quality of living environments, especially the air quality, not only negatively affecting Chinese people but also impacting citizens of neighboring countries, namely Korea. The Chinese government has invested much effort to regulate the air pollution due to burning coal through introducing strict environmental monitoring policies and aggressive implementation. This paper presents an overview of Chinese air pollution prevention policy due to burning coal, and the associated trends and specifics of institutional arrangements regarding air pollutant emission regulations. It turns out that the policies have become stricter than before; some polices are geared towards enforcing extra regulation at the regional level. It is expected that the regulation will become stricter in the future. However, the actual contribution and feasibility of such policies must be analyzed based on sound science. The policies seem to care little about influencing the air quality of Korea, and this has to be improved. In order to do so, it is important to strengthen environmental cooperation between Korea and China, and better yet to research on not only the air quality but also the associated fields, such as energy, industrial technology, and global environmental governance.

A Study on the Utilization Small Disused Station (소규모 폐 역사의 활용방안 연구)

  • More than 100 years of railway history in Korea, many of disused stations and railroads are happening. Many of disused stations are designated as registered cultural properties because of their historical value, and should be utilized considering their historical meaning. The purpose of this study is to analyse the status and utilization of disused station designated as registered cultural properties, research the domestic and foreign cases of successful reutilization, and provide basic materials for desirable utilization of underused space. Status and utilization of 23 stations are classified as closed-type, continued-type, changed-type, toured-type, and different alternatives are analysed from foreign cases. From case study utilization appling user and detailed utilization are classified as follows; Proprietor(Manager)'s Private Use, Proprietor(Manager)'s Public Use, Community's Public Use, Participant's Cooperative Use, and Tourist's Purposeful Use. The successful utilization of small disused station will be carried out with respect for disused station as cultural heritage, using place of coexistence and symbiosis for community, and effort to make spontaneous growth by participation of various users.

A Study on Investigation of LPG Supply System by Bulk Lorry in Korea (벌크로리를 통한 국내 LPG 공급시스템 실태조사에 관한 연구)

  • In the safety control and business of liquefied petroleum gas act, LPG supply using bulk lorry of liquefied petroleum gas dealer is possible only to small storage tanks of less than 3 tons in bulk lorry less 10 tons. The government has announced plans to extend the bulk lorry supply to storage tanks of less than 10 tons, reflecting improved safety management capabilities of liquefied petroleum gas dealer. Therefore, in order to supply LPG to the storage tank stably through the bulk lorry, the technical evaluation of the existing bulk lorry LPG supply system is needed. In this study, we will investigate the status of LPG supply system in Korea through bulk lorry and investigate safe LPG supply method. First, we conducted a survey on the supply of LPG storage tanks through bulk lorry to related companies to collect basic data. Based on the results of the surveys, we will conduct field surveys to provide basic data for stable LPG supply.

Determination of Base Capacity Values for Short-Term Freeway Work Zone (고속도로 단기공사구간 기본용량 결정에 관한 연구)

  • Lane closure in freeway work zone due to maintenance and repair of freeway facilities results in abrupt change of traffic flow. Sudden change of traffic flow results strong interactions among vehicles, and reduces capacity compared to the ordinary traffic condition. Such capacity reduction is likely to cause congestion, traffic queues, and economic loss cost. This study aims to determine the base capacity for a short-term freeway work zone that can be used to establish a work zone schedule in advance without any traffic impact. First, the research collected detector data and schedule data of road works on all freeways in Korea. Second, the research determined 23 study sites finding the capacity values of work zone after matching two kinds of data. All study sites had varying characteristics regarding traffic flow being adjacent to work zone during road works. The capacity values were reviewed in terms of lane closure configuration, the types of work, and design speed. Finally, research proposed capacity values for a short-term freeway work zone with the design speeds of 100 kph, 120 kph and 1,700 pcphpl, 1,750 pcphpl, respectively.

  • 수소의 소규모 분산 생산 기술은 본격 적 인 수소 인프라가 도입되기 전에 연료전지 자동차의 수소 충전용이나 분산 발전형 연료전지의 수소 공급을 위해 필요하다. 생산 용량은 수소 기준으로 $20{\sim}100 Nm^3/hr$ 정도로 현재로선 천연가스의 수증기 개 질법이 가장 경제적인 공정으로 알려져 있다. 소규모 생산에 따른 열효율 저하를 줄이 기 위해 단위 공정들이 통합된 컴팩트 개질 시스템의 개발이 필요하다. 연료전지 자동차용 수소 인프라 조기 구축을 위하여 수소충전소 구축과 국산화 천연가스 수증기 개질기 개발을 병행하여 진행하였다. 수소 충전소 구축 부분은 충전소 부지 확보, 건물 건축, 각종 유틸리 티 설치의 토목 부분과 천연가스 개질형 수소 제조 유닛 설치, 수소 압축, 저장, 디스펜싱 시스템 설치를 포함하고 있으며 고압 설비에 대한 인허가 대응 및 안전대책 작업도 진행하였다. 구축된 수소충전소는 향후 연료전지 자동차 연계 실증 프로그램에 활용할 수 있다. 국산화 핵심 기술 개발을 위하여 열 및 시스템 통합 설계에 의 해 천연가스 수증기 개질기를 제작하고 내부 열교환 구조에 따른 개질기의 성능을 평가하였다. 개발된 개질기는 개질온도 $720^{\circ}C$, 수증기 대 카본 비 2.7의 운전조건에서 $23Nm^3/h$ 이상의 수소 생산이 가능하였으며 73% 이상의 개질 효율을 나타내었다. 개발된 천연가스 수증기 개질기는 향후 수소 정제용 PSA(Pressure Swing Adsorption) 시스템과 연계하여 수소충전소 국산화 엔지니어링 설계 패키지 개발의 핵심 기 술로 사용할 계획이다.시간 정도 운전한 후 시스템을 정지하였다 메탄 전환율과 일산화 탄소 농도, 열효율을 모니터링 하고 있으며, 현재까지 초기 성능을 그대로 유지하고 있다. 앞으로 일일시동-정지 운전 시험을 지속하면서 초기 시동 특성 및 부하 변동에 따른 응답 특성 개선, 그리고 연료전지와의 연계 운전을 실시할 예정이다 한다. 단위 전지 운전 온도 $130^{\circ}C$, 상대습도 37%의 운전 조건에서도 상당히 우수한 전지 성능을 보임에 따라 고온/저가습 조건에서 상용 Nafion 112 막보다 우수한 막 특성을 나타냄을 확인하였다.소/배후방사능비는 각각 $2.18{\pm}0.03,\;2.56{\pm}0.11,\;3.08{\pm}0.18,\;3.77{\pm}0.17,\;4.70{\pm}0.45$ 그리고 $5.59{\pm}0.40$이었고, $^{67}Ga$-citrate의 경우 2시간, 24시간, 48시간에 $3.06{\pm}0.84,\;4.12{\pm}0.54\;4.55{\pm}0.74 $이었다. 결론 : Transferrin에 $^{99m}Tc$을 이용한 방사성표지가 성공적으로 이루어졌고, $^{99m}Tc$-transferrin의 표지효율은 8시간까지 95% 이상의 안정된 방사성표지효율을 보였다. $^{99m}Tc$-transferrin을 이용한 감염영상을 성공적으로 얻을 수 있었으며, $^{67}Ga$-citrate 영상과 비교하여 더 빠른 시간 안에 우수한 영상을 얻을 수 있었다. 그러므로 $^{

A Comparison Study of Foreign Nation's Risk Management Programs for Controlling Foodborne Pathogens (제외국 식중독균 위해관리 정책 비교 연구)

  • This study was performed to acquire the information on the foodborne pathogen risk management programs in a couple of developed countries by the expert meeting and searching the information on the web. The backgrounds, strategies and effects related to microbial hazards of the foodborne pathogen reduction programs in fresh produce (US), Escherichia coli O157:H7 in ground beef (US), Salmonella in chicken, pork and eggs (Denmark), and Vibrio parahaemolyticus in seafood (Japan) were investigated for case study. A comparison among the pathogen reduction programs was conducted to find advantages and disadvantages and implications of the policies to bring out implications of the programs. A model for foodborne pathogen reduction program was developed based on both the CODEX risk management scheme and the case studies as follows; 1) preliminary risk management activities, 2) planing a foodborne pathogen reduction program, 3) option identification and selection, 4) implementation (conducting the each stake-holders role and applying the intervention methods), 5) monitoring activities, 6) interim review, 7) continuation or amendment of implementation method by the interim review before achieving the goal, and 8) final review and additional cost-benefit analysis if necessary. This proposed model according to the role of the stake-holders can be used to conduct microbial risk management programs in Korea in the near future.

Study on the Ship Fire Analysis According to Explosion Hazard (폭발의 위험성에 의한 선박화재의 사고사례 분석)

  • This study analyzed recent cases of ship fires explosions and investigated their problems and coping plans. Through analysis on the statistical figures, it was found that our nation's situations of maritime accidents by kind during the period of 2009~2013 showed the ratios of ship accidents caused by fires explosions was the highest in 2012 with 7.58% (55 cases) followed by year 2009 with 3.39% (34 cases), year 2010 with 3.39% (25 cases), year 2011 with 6.03% (57 cases) and year 2013 with 6.74% (43 cases), which indicates a steady increase in the number of ship accidents. Majority of reasons for ship fires explosions were lack of safety awareness. Since those accidents happen on the sea, fires, once they happen, tend to get serious due to absence of on board & nearby fire extinguishing facilities, public fire service's uneasy access to them and great influences of natural factors such as wind and etc. Ship fires explosions are special cases unlike what happens to general edifices. So, their coping plans should focus on preventive measures since the damages those cases bring about can be detrimental. For this reason, it's necessary to research precise evacuation plans, develop ship structure & materials reinforcing fire resistance to secure more time for evacuation and enhance people's safety awareness by implementing thorough safety training.

An Analysis of Locational Characteristics and User Behavior of Neighborhood Parks in Central Business District (중심상업지역 근린공원의 공간적 입지특성과 이용행태 분석)

  • The user behaviors in the parks around the commercial area may have different characteristics in comparison with the behaviors in typical neighborhood parks because they may be affected by nearby commercial facilities. The purpose of this study is to explore the characteristics of park users'behavior considering adjacent environments in the neighborhood parks located in central business district of Daegu and to suggest improvements and complements for the construction of new parks and remodeling current parks. According to the results, the land values were high and the percentage of deteriorated buildings was low around Gukchae Reward Movement Memorial Park and 2.28 Central Memorial Park. However, the commercial facilities were entirely declined along with a drop in land values around Gyeongsang-gamyeong Park and old people used this park more than young people. In terms of the purpose of park use, users of three parks had indirect behavior patterns related near commercial facilities rather than using directly park facilities and the age groups of park users were similar to the user groups of nearby commercial facilities. Also, the determinant factors of satisfaction with park use were varied depending on the difference of age groups of park users and park characteristics. Therefore, it is necessary to consider the effects of user age groups according to the changes of environment around parks for the construction and organization of parks.

Land Cover Change Detection over Urban Stream's Drainage Area Using Landsat TM and ETM+ Images (Landsat TM과 ETM+ 영상을 이용한 도시하천 집수구역의 토지이용변화 파악)

  • The land use in suburban area has been changed rapidly due to the urban expansion in Korea during the last few decades. And such land use changes result in various environmental problems such as biodiversity decrease, habitat fragmentation, air pollution and urban heat island. Remote Sensing (RS) and Geographical Information Systems (GIS) can be used for land cover change detection to understand the impact and trend of the land use change. Change detection is the process of identifying differences in the state of an object or phenomenon by observing it at different times and it can provide quantitative and comparative information for the land use/cover change. RS is less expansive than field survey for producing land use maps, and can be accessed quickly and repetitively for large area. Also it can be used for change detection using multi-temporal land use/cover by accumulated data. Therefore, the purpose of this study is to detect and quantitatively evaluate urban land cover change in urban stream watershed area for the last few decades and ultimately to provide the basic data for urban land use planning and management.

Utilization of ICT in Higher Education within ASEAN Countries (아세안 국가 고등교육에 있어서의 ICT 활용 분석)

  • The purposes of this study were to examine the current status of ICT in all ASEAN countries and to provide implications for Korea to find appropriate ways to support and collaborate with HEIs in ASEAN countries. To achieve these purposes, ASEAN countries were categorized into 3 groups based on the development stages of ICT, and the key ICT initiatives, current facts about ICT, and related issues were analyzed. The results of the study were as follows: Group 1 countries, Brunei, Malaysia, and Singapore, with relatively well-established ICT infrastructure, have established their own ICT policies and initiated e-learning programs. Group 2 countries, Indonesia, Philippines, Thailand, and Vietnam, which have relatively well-developed ICT infrastructure with existing regional gaps, showed different uses of ICT in higher education. Philippines and Thailand established their own policies based on national ICT master plans while Indonesia focused on MOOCs and Vietnam initiated cyber university projects. Group 3 countries, Cambodia, Lao PDR, and Myanmar, with the least developed ICT infrastructure in ASEAN, have also tried to develop national level strategies to utilize ICT in higher education. However, insufficient and inadequate ICT infrastructure created issues and challenges for these countries to successfully initiate ICT policies. This study suggested that it is necessary to take into serious consideration the national differences when collaborating with and supporting ASEAN countries due to the variation of ICT development stages and different levels of using ICT in higher education among ASEAN countries.
