Purpose: As an administrative organization that directly affects the safety and livelihood of the people, local governments are important to ensure the continuity of key functions in the event of a disaster. The purpose of this study is to review effective methods for establishing and implementing a continuity of operations plan to protect and maintain the key functions of local governments. Method: In order to improve the inefficiency of the ISO22301-based continuity of operation plan, applying the organizational-oriented functional continuity method and set up the planning method, key functions, required resources, and basic education and training forms, and apply to local governments and review their feasibility. Result: The proposed organization-oriented continuity of operation plan preparation method reflects the characteristics of bureaucratic local governments and makes it easy to prepare and apply in practice. Conclusion: Compared to the private sector, in the public sector, where work is organization-oriented, it can be a more efficient way to fully reflect the organizational point of view in establishing a continuity of Opertaions plan.

전원개발계획은 단독으로 결정되는 것이 아니라 국가경제운용정책 및 에너지 정책과 더불어 전력회사의 요금정책, 부하관리, 재무계획, 전원입지, 송전계통계획 등과 연계되어 결정되어야 한다. 기존의 전원개발계획은 주어진 수요예측안을 이용하여 수요를 기준신뢰도 범위내에서 최소비용으로 만족시킬 수 있도록 전원설비투자를 결정하는 것이었으나 향후로는 부하관리정책을 포함한 수급계획(supply-demand planning)의 수립기법, 미래 수용와 연료 가격등 경제요인의 불확실성 및 환경규제 등의 요인을 감안한 전략계획기법(strategic planning) 그리고 재무계획 등 관련계획 업무를 포함하는 종합계획 모형(corporate planning model)의 구축에 대한 방안을 강구해야 할 것이다.

본 논문에서는 「재난 및 안전관리기본법」에서 국가 및 지방자치단체를 대상으로 의무적으로 세우는 "기능연속성계획"과 「재해경감을 위한 기업의 자율활동 지원에 관한 법률」에서 기업을 대상으로 자율적으로 수립하고 있는 "재해경감활동계획"에 대한 일원화를 위한 「기업재난관리표준」에 대한 개정안의 구성체계를 제시하고자 한다. 이를 위해 현행 「기업재난관리표준」의 미비점들을 도출하고, 해당 미비점을 바탕으로 「기업재난관리표준」의 목차에 대한 사전적 개정안을 도출하였다.

산업통상자원부는 5월 26일 행정절차법 제46조에 따라 "고준위방사성폐기물 관리 기본계획(안)"(이하 '기본계획(안)')을 행정 예고했다. 이번 기본계획(안)은 미래 세대를 위해 고준위 방폐물을 안전하게 관리하는 방식과 절차를 담은 사실상 최초의 '중장기 안전 관리 로드맵'으로서, 사용후핵연료 공론화위원회가 고준위 방폐물의 안전 관리의 세부 절차와 틀을 제시한 "권고안"을 바탕으로 정부 차원의 기본 계획을 만든 것이다. 산업부는 이번 기본계획(안)에 대해 6월 중순경 공청회 등 의견 수렴을 거쳐, 7월경 총리주재 원자력진흥위원회를 거쳐 확정할 예정이다. 기본계획(안)은 현재에서 최선의 관리 방식을 선택하면서 현실적 대안도 감안한 것으로, 향후 여건 변화를 반영하여 5년 단위로 보완할 예정이며, 과학 조사, 부지 선정 등 투명한 절차를 담은 (가칭)"고준위방폐물 관리절차에 관한 법률"을 금년중 국회에 제출할 계획이다. 기본계획(안)은 미래 세대를 위해 고준위 방폐물을 안전하게 관리하는 방식과 절차를 주요 내용으로 담고 있으며 세부 내용은 다음과 같다.

일본의 제2차 해양기본계획이 올 4월에 발표되었다. 이 계획은 지난 1차 기본계획(2008-2012)에 이은 제2차 계획으로 2013년 이후 5년간 일본의 국가 해양 전략에 대한 비전과 향후 추진과제가 제시되어 있다. 2008년에 수립된 1차 계획이 일본의 통합해양에 대한 기반 구축이 목표였다면, 이번 2차 계획은 1차의 성과를 토대로 해양의 이용과 관리를 구체화하고 세분화한 것이 특징이다. 분산된 해양행정을 종합 조정하기 위해 2007년에 설립된 종합해양정책본부의 기능도 강화했다. 종합해양정책본의 사무국 기획기능을 강화하고 부처간 실무급 회의기구에 민간의 참여를 확대했다. 우리나라의 해양수산부나 올해 신설된 중국의 국가해양위원회와 같은 종합 해양행정 조직의 구축 단계까지로 이르지는 못했지만 바다를 통해 국가 현안을 극복하고 타 분야와의 협업을 통해 해양력을 강화하고자 하는 일본의 해양 정책 방향성은 시의 적절한 것으로 평가된다.

This study was designed to examine the influence of task appropriate processing on prospective memory(PM). The TAP was manipulated with list type within study phase and association category type among PM target words. Associated word lists used for ongoing task were consisted of semantically associated lists and orthographically associated lists. Target words for PM task were consisted of city names or words for ending with the letter of '도'. According to the TAP view, PM performance would be better in the condition of task appropriate processing rather than in the condition of task inappropriate processing. Total fifty students volunteered for two experiments for the present study. The main finding was that PM performance was influenced by the task appropriate processing with ongoing task. In other words, PM performance was facilitated when association type between ongoing list and PM target word was same. Second, ongoing task performance was also influenced by task appropriated processing. These results were discussed in task appropriated processing theory and previous studies.

정보통신의 모든 분야에 걸쳐 활용될 수 있는 차세대 핵심기술이라고 할 수 있는 에이전트는 자율성, 지능성, 반응성, 협동성을 갖는 독립된 프로그램으로 지식과 추론 능력을 가진다. 본 논문은 동적환경에서 환경에서 지능적인 행위와 반작용적인 행위도 가능한 혼합형 에이전트를 재난관리 에이전트 시스템에 도입 설계한다. 이를 위하여, 재난관리를 위한 에이전트를 재난 발생시 즉각적인 반응을 하는 반응 요소(reflexive component)와 플랜라이브러리에 저장된 여러 가지 사례들을 탐색해 문제를 해결하는 인지 요소(cognitive component)로 구성된 혼합형 에이전트(hybrid agent)기술을 재난관리에 적용한다. 인지요소에서 행동계획을 탐색하고, 조건에 맞는 계획을 결정하는 과정을 살펴본다. 탐색 방법은 계획-기반 탐색(plan based search)이며, 계획기의 지식 요소들은 슬롯을 가진 프레임구조를 하고 있다.

본 연구는 해양수산부가 지원하는 해외항만개발협력사업의 일환으로, 중미국가인 엘살바도르 주요 2개항의 항만개발 타당성조사 및 기본계획 수립을 목적으로 하되 장래 해외항만개발사업에서 참고할 수 있도록 정리하였다. 주요 내용으로는 국가 일반현황 및 지역분석, 인프라 현황 분석, 시장조사 및 물동량 수요추정, 항만 개발규모 및 중장기 개발방향 제시, 경제성 및 재무성 분석을 통해 수원국에 필요한 국가 상위계획 자료를 제공하는 것이며, 연구결과가 계획에만 그치지 않도록 사업시행을 위한 재원조달 방안 및 항만 활성화 방안 등 실질적 사업현실화 방안을 제시하였다.

본 연구는 아직 초보수준인 국내기업의 업무연속성 유지를 위한 재해경감 활동계획 수립 및 실행에 대한 방향을 제시하였으며, 조기대응체계 구축을 통하여 어떠한 재난에도 안전을 기할 수 있는 기업 연속성 유지 방안을 모색하였다. 이를 실현하기 위하여 국내 재난관리 표준으로 채택된 사고대비 및 업무연속성관리 가이드라인을 분석하였고, 국내기업에 쉽게 적용할 수 있는 실행지침을 제시하였으며, A기업을 대상으로 재해경감활동계획수립 및 정보기술을 활용하는 방안을 연구하였다. 특히 사고대비 및 업무연속성관리의 가이드라인 5단계 주요 절차 중 계획수립단계의 위험 평가, 영향분석, 예방경감계획 및 대응관리계획 수립에 대한 모델을 제시하였고 국내 재해경감활동이 활성화되기 위한 방안을 도출하였으며, 재난대응 수준을 향상시키기 위하여 필요한 정보기술 부분도 제시하였다.

The purpose of this paper is to review the process of collaborative planning from the case of the Jecheon Citizen Group for Urban Planning(JCGUP). The JCGUP was composed of 4 subdivisions including industry/economy, urban regeneration/infra, health/welfare, and environment/tourism. The operation period was from October 16 to November 30, 2012, and the 67 citizens and 25 staffs participated in the JCGUP. The plenary sessions were scheduled to be held three times. Topics of 1st, 2nd, and 3rd sessions were pending issues of Jecheon, vision and goals for 2025, and strategies for accomplishing those vision and goals, respectively. Policy implications of the JCGUP was as follows. It functions as a tool to bring interests in civic planning and policies, and be an effective way to collect public opinions. Moreover, those opinions could be used as strategies and action plans in regional planning of Jecheon. This study can offer insights into how to manage and develop the citizen group for urban planning to help promote collaborative planning process in practice.
