  • 도로는 국가경제 발전의 근간이 되는 사회간접자본시설 중 하나로 국내 물류수송부문의 약 70%이상을 분담하는 국가교통망의 중추적인 역할을 수행하는 핵심적인 국가기반시설이다. 특히 국도건설사업은 교통애로구간 해소로 물류비용 절감 및 산업경쟁력을 제고하며, 낙후지역의 도로망 확충으로 국토의 균형개발을 촉진함에 따라, 국토부 전체 예산에서 국도건설사업이 차지하는 비중이 매우 높은 수준이다. 하지만, 국도건설사업이 국토의 균형발전 및 전체 사회간접자본(SOC) 예산에서 차지하는 비중이 높은 반면, 국도노선에 대한 종합적인 정보 제공은 극히 낮은 실정이다. 따라서 본 연구에서는 일반국도 현황 및 국도건설사업 추진 현황을 살펴보고, 국도노선에 관한 종합적인 정보서비스를 위해 주요 정보의 제공 방안을 마련하고자 한다. 이를 통해 국도노선에 관한 종합적인 정보서비스 체계 구축을 위한 방안을 제시하고자 한다.

Suggestions for Cost Improvement of High concentration Linked Treatment in Municipal Wastewater Treatment Plant (하수처리장에서의 연계처리수 요금 개선에 따른 경제성 분석)

  • Recently, high-concentration linked wastewater has been introduced into a nearby municipal wastewater treatment plants(MWTPs), but it is difficult to MWTP in local governments due to an unreasonable linked treatment charge system, and there is insufficient evidence or data to prove this. However, the MWTP, which is a national essential infrastructure, is generally exempt from the preliminary feasibility study, so there have been no cases where economic evaluation was conducted. Therefore, we proposed an improvement plan that can compensate for the disadvantages of the existing linked processing charges through previous studies. In this study, a comparative evaluation of how much economic feasibility can be improved compared to the existing ones when applying the improvement plan by conducting an economic analysis. For this, reference was made to the preliminary feasibility assessment data of the existing environmental facilities and the cost factors and benefit factors established during the modernization of the old sewage treatment facilities. As a result of the study, the B/C(Benefit/cost) value was quite low in the past, but when the improvement proposal proposed by the researchers was applied, it was confirmed that the B/C value increased close to 1. Therefore, it is considered to be very reasonable to calculate the linkage processing charge according to the linked wastewater load proposed by the researchers.

Operating Strategies for Education and Training Programs for Nurturing North Korean Construction Workers (북한 건설기능인력 양성을 위한 교육·훈련 프로그램 운영 전략)

  • This study was conducted to pave the way for the development and operation of education and training programs to nurture skilled North Korean construction workers. Such programs would help to meet the expanded demand for setting up infrastructure, which is the backbone of the two Koreas' economic cooperation and mutual development. To achieve this initiative, the targets and scopes of education and training were determined by classifying business types for education and training purposes by construction sector. Furthermore, each education and training course and their allocated time frames were analyzed. Issues related to inter-Korean economic cooperation in the border area were also analyzed to determine regional characteristics. Education and training programs were thus classified into three types of infrastructure units: society, industry, and life infrastructure units. Social infrastructure units are the common demand of the whole border area, including construction of roads, railways, and harbors, as well as inspection and maintenance. Industrial infrastructure units are programs for industrial facilities centering on the designated special economic zone in the western part of the border area. Life infrastructure units are programs for infrastructure facilities such as large, complex facilities and residential facilities for the eastern tourist belt side.

  • Among public transportation facilities within urban area, electric railway (subway) has been a regionally based facility that has played an important role in improving the foundation of territory development and arrangement of living foundation and living environment while supplementing the regional road network. In this regard, the subway stations should be allocated in the right place to ensure mobility, convenience and economic feasibility, some of transportation characteristics of road network combined with the subway. However, it would be very hard to evaluate quantitatively the effects of public transportation facilities such as subway in metropolitan cities on regional development and change in land use and to suggest the data that would be utilized in future city planning corresponding to their results. Therefore, this study evaluated the change in land use by the conditions of location of subway stations quantitatively; then, it evaluated and analyzed the change in land use for the internal and external parts of the surrounding areas of subway stations through the GIS spatial analysis and classification of landsat TM satellite image for utilizing it as reference material for the new establishment of subway stations in the future.

  • Considering the contribution of industrial facilities to the national economy, securing operability against earthquakes is very important. However, the basic concept of current seismic design mainly allows ductile behavior of facilities against large-scale earthquakes and only considers structural safety for the purpose of preventing collapse. In order to secure the operability of industrial facilities, the level of seismic performance to maintain operability may vary depending on the structural behavior characteristics of the industrial facility, and a seismic design method is needed to satisfy this. In this study, a ground storage tanks Nonlinear seismic behavior characteristics(R-μ-T) were analyzed through nonlinear response history analysis, and based on this, a new reliability-based, performance-based seismic design method was proposed.

Public Libraries and the Sharing Economy: From Tangible Sharing to Intangible Access (공공도서관과 공유경제 - 유형의 공유로부터 무형의 접근으로 -)

  • The concept of the sharing economy, which has shifted the economic paradigm from possession to access to resources, is consistent with the traditional and current roles of public libraries. Thus, this research empirically analyzed the influence relationships between public library use and the sharing economy. Results showed that participation in public library programs serves as a motivational factor for satisfaction with and trust in the sharing economy, while the use of public library facilities and equipment is correlated with attitudes toward and participation in the sharing economy. The use of library collections positively influences sharing intangible resources such as knowledge, information, and personal experience. By contrast, checking out library resources negatively influences the recognition of economic benefits from sharing, which is contrary to claims of library communities. Based on these results, public libraries should aim to have a complementary effect on the sharing economy founded not only on information networks but also human networks grounded in social relationships.

An Analysis of the Development Potential at the Urban Regeneration Area (도시재생지역 개발 잠재력 분석에 관한 연구)

  • This study firstly finds the factors for positive development of urban regeneration cases from the point of view of a public sector, and then analyzes the development potential of Urban Regeneration Projects in Gyeonggi-do through the methodology able to measure the development potential objectively. The process to analyze the development potential is as follows. First, after finding indices through literature review, indices with redundancy and similarity are drawn by the discussion with relative experts. Second, four clusters and twelve indices are drawn by the verification of experts. Finally, criticality analysis of indices are analyzed by ANP. According to the result to apply criticality analysis of indices to urban regeneration cases, factors related to residential environment and local economy influence development potential more than those related to infrastructures and land-use.

An Evaluation of Constitutional Factors of Logistics System under the Consideration of Environmental Changes (환경변화를 고려한 우리나라 물류시스템 분석요소 평가)

  • The aim of this paper is to evaluate weight and priority values for 'inner consisted factors' and 'outer requested factors' of logistics system using the AHP(Analytic Hierarchicy Process) method. As for analysis regarding inner consisted factors, the results were shown as follows: a road transportation (0.312) as first rank; a marine transportation (0.269) as second rank; a railway transportation (0.239) as third rank; an air transportation (0.118) as fourth rank, and a pipeline transportation (0.063) as fifth rank. In terms of analysis regarding outer requested factors, the results were came out as follows: an infrastructure (0.322) as first rank; a performance (0.206) as second rank; an information system (0.151) as third rank; a human resources (0.121) as fourth rank, a business environment (0.075) as fifth rank; a connectivity (0.073) as sixth rank, and a political environment (0.052) as seventh rank.

  • 최근 3D콘텐츠에 대한 주목, N-Screen 환경조성, 종편사업자등장 등의 환경 변화를 배경으로 방송영상콘텐츠산업이 급성장 하고 있다. 그리고 그 중심에 스마트 콘텐츠가 있고, 스마트 콘텐츠를 제작하는 과정에 중요한 역할을 하는 CG, VFX 로 대표되는 특수 영상분야가 주목받고 있다. 고양시는 이러한 시대변화를 앞서 읽고 CG/3D 기업육성, 아쿠아스튜디오 조성 등 타지자체와 차별화된 정책을 추진하여 관련 분야에 경쟁력을 확보하여 지역경제 활성화를 위한 블루오션을 개척하였다. 이에 본 논문은 고양아쿠아스튜디오의 현황 및 향후 가능성을 보고자한다. 고양아쿠아스튜디오가 단순한 개별시설로서 활용되는 것이 아니라 고양시의 방송영상 로케이션, 후반작업 등 문화산업의 가치사슬인 기획-제작-후반작업-배급 등과 연계되어 상승작용 하므로 지역경제 활성화 기여할 수 있는 가능성에 대해 고민하였다. 고양아쿠아스튜디오의 가능성으로 문화산업기반 조성 확대, 폐정수장을 문화산업을 테마로 재활용하는 도시재생의 시범사례 그리고 기업의 방송영상제작환경 제고와 고양아쿠아스튜디오의 테마(Theme)공원화 등을 제시한다.

  • 물류산업은 세계의 모든 정부 및 국가기관에 의하여 최고로 인식되고 있는 전략적이고 경제적 이윤추구의 전 세계에 걸친 거대한 산업이다. 싱가포르는 물류산업이 가장 발달하고 최고로 바쁜 항만을 갖고 있는 국가 중의 하나이다. 싱가포르의 강점은 아시아에서 훌륭한 문화여건, 금융과 상업적인 클러스터, 통신 및 운송의 연결성을 가지고 있는 가장 세계화된 도시라는 점이다. 싱가포르는 우수한 물리적인 산업기반 시설의 장점에 의하여 자유경쟁의 이득을 향유하고 있다. 그렇지만 이러한 것들만으로는 싱가포르가 우리들의 경쟁자로서 앞서 있다고 확신하기에는 충분하질 않다. 싱가포르는 적은인구와 지지배후지의 부족 등으로 도전에 직면하고 있어서 배후지를 다른 국가로 이전하고 있다. 싱가포르는 세계 경제 속에서의 국제화 중심이 되거나, 남동아시아 성장에 참여하고 배후지의 결속을 증가시키는 선택을 해야 될 것이다. 따라서 이 논문에서는 싱가포르 물류산업의 전략적 발전을 분석하기 위하여 수리통계학적 방법을 적용하였다.
