A Study of the Distribution System of Korea's Consumer Electronics Industry (가전유통구조(家電流通構造)의 문제점(問題點)과 개선방안(改善方案))

  • The Korea's Consumer electronics industry has exhibited a spectacular growth in the last three decades, expanding into one of the most important industries in Korea in many respects. One interesting aspect of the industry is the dominant role played by the Big Three of the industry, Gumsung, Samsung, and Daewoo. Since 1984, the three companies have accounted for about 90% of the sales in key items such as color TV, VTRs, refrigerators, and washers. The Big Three not only dominated the manufacturing stage, but also the distribution stage of the industry through their networks of exclusive dealers that constitute the major part of the distribution market. In this study, we analyzed the effects of the exclusive dealing by the Big Three on the efficiency of the Korean economy. We find that exclusive dealing by the Big Three could seriously constrain competition in both the manufacturing and distribution stages of the industry. Exclusive dealing by the Big Three effectively forcecloses the market for most other manufacturers as well as deterring entry into the manufacturing stage by potential entrants. Further, it impedes the growth of distributors that achieve the economies of scale and scope and restricts competition by the Big Three. In contrast, we could find little evidence that exclusive dealing by the Big Three is pro-competitive or enhances welfare. As a remedy to this problem, we suggest that the Fair Trade Commission of Korea should regulate the exclusive dealing by the Big Three, thus opening the door for the growth of distributors that are not bound by an exclusive dealing relationship with any of the Big Three. Put differently, we urge the Korean Fair Trade Commission to apply the Article 23 (5) to the exclusive dealing by the Big Three. Article 23 (5) that states that unfair restrictive dealing is illegal has never been clarified by the FTC. We believe that our analysis could also serve as a basic for the clarification of the article in general.

  • Construction Projects have mutual collaborative structures among various participants for common objectives. Most of all the design project which is the initial phase in the project is crucial for determining project overall quality and requires intimate and continuous relations between project participants. Thus, this study suggests Design Collaboration Management System for successful performing projects through cooperation among participants in the initial stage of projects. First, expert interviews were performed to figure out present conditions of design collaboration management and problems. The factor analysis was applied to draw owner's collaboration factors and engineer's collaboration factors. Based on those factors, this study suggests design cooperation management process which gives a framework for systematic management method. Through the process the design collaboration management system was developed which helps owner/designers/engineer's co-work. The System suggested from this study realizes systematic information management tool and through that it is expected to improve design product;'s quality, and further contribute the advancement of project.

Mechanical Properties and Reaction Products of Activated Slag System Depending on Gypsum Presence and Calcium Carbonate Addition (석고 존재 및 탄산칼슘 첨가에 따른 활성 슬래그의 역학적 성능 및 반응생성물)

  • This study investigates the mechanical properties and reaction products of activated slag pastes depending on gypsum presence and calcium carbonate addition in terms of compressive strength tests and synchrotron X-ray diffraction. The chemicals of CaO and NaOH are used as activators with different two dosages. The reaction of CaO-activated slag without gypsum just accelerated by addition of calcium carbonate at early ages, but no improvement was observed at later ages. On the other hand, the mechanical properties of CaO-activated slag pastes with gypsum were improved with calcium carbonate, enhancing the stability of ettringite. The variation of mechanical properties of NaOH-activated slag pastes was negligible depending on calcium carbonate addition in case of no gypsum. The addition of calcium carbonate into NaOH-activated slag pastes with gypsum deteriorated its mechanical properties due to the ion competition between CO32- ions and SO32- ions, decreasing crystallinity of reaction products.

Evolutionary & Revival of ChunCheon Cultural Cluster (춘천 문화산업 클러스터의 진화와 회생)

  • The cultural cluster in Chuncheon was initiated in the late 1990s with the combination of diverse components, which were companies, a local government entity, educational institutions, and human resources. In order to hold ability of standing on its own way in a hard time when the local cultural industries could not had developed by themselves, it urgently required the encouragement policy in the name of industry development. GIMC (Gangwon Information & Multimedia Corporation) was established in this situation, and policy strategies for promoting the cultural cluster was decided on the basis of GIMC's strategies. This article analyzes the evolution process of the local cluster and suggests characteristics of its every stage--initiation, development, and decline--on the basis of cluster competition concept because of the problem to deal with the evolution process of cluster from the existing viewpoint. This article finds out that Chuncheon cluster embarked on cultural cluster strategies without concerning basic elements which had to be prepared from the initial stage. This problem worked as the serious obstacle hampering development of Chunchen cluster. This problem was the matter of policies in providing a direction of industry development as well as leading a local cultural cluster and led to a result of weakening the connection among cluster components. As a result, this article shows that the current status of Chuncheon cultural cluster is being entered the decline stage, and, therefore, suggests that the advanced policy to promote cluster for a next round is urgently needed. Stable closing the first round of cultural cluster policies and thorough preparation for the second round is the only practical solution to minimize side effects of cluster decline. It is the prerequisite to restore trust and, at the same time, reinforce relationship between members who consist of Chuncheon cultural cluster.

Effect of Dropwort (Oenanthe javanica) Extracts on Memory Improvement in Alzheimer's Disease Animal Model, Tg2576 mice (알츠하이머질병 모델동물인 Tg2576 마우스를 이용한 미나리 알코올추출물의 기억력 개선 효능)

  • This study was conducted to investigate the effect of herbs on memory improvement by focusing on their cholinergic functions in Tg2576 mice. Seven herbs were used to obtain extracts by using alcohol and water. In screening test for cholinergic activities of the extracts, acetylcholinesterase (AChE) activity was highly inhibited in Oenanthe javanica alcohol extract (OJAE, 18.76%) as compared with the others. The OJAE-treated Tg2576 (Tg-OJAE) groups showed the statistically significant increases of latency time in passive avoidance test. Also, it was found that the concentration of $A{\beta}1-42$ was significantly reduced in Tg-OJAE groups compared to non-treated Tg2576 groups. In the additional enzyme test, it was found that $IC_{50}$ of OJAE was $991.77{\mu}g/mL$ and OJAE acted as an uncompetitive inhibitor of AChE. Therefore, it seemed that OJAE can be used for the development of processed foods for memory improvement.

The Impact of Regulatory Approaches on Entrepreneurship and Iinnovation: In the Context of the Growth of Entrepreneurship in South Korea (규제방식이 창업기업의 진입 및 혁신에 미치는 영향: 한국 사례를 중심으로)

  • This paper studies the impact of regulatory approaches on innovation and entrepreneurship. As technological progress and environmental changes avail new business opportunities to innovative startups, many governments find it difficult to regulate new and unprecedented businesses promoted by the innovative firms. In order to provide academic and practitional implications on the regulatory design with which to support innovation and entrepreneurship, this paper aims to review classical theories on the demand and supply of regulation as well as empirical research on the impact of regulation on market entry and incentives for innovation. Based on the findings, this paper discusses the recent controversies around the regulatory approaches on new businesses pursued by startups, which are as known as the "positive regulatory approach" vs. "negative regulatory approaches" among practitioners and policy makers in Korea. This paper claims that the Korean context provides an useful opportunity to investigate how the ongoing transition of the once "fast follower" economy into a pacesetter one changes the nature of businesses pursued by firms, investors, and related market players and, accordingly, calls for the changes in the way the government intervenes in markets to regulate businesses of firms. By doing so, this paper sheds light on the role of the government in establishing an entrepreneurial ecosystem where innovative ideas of startups can be tested and nurtured.

Interaction between Earthworm and Dung Beetles on Cattle Dung Decomposition (우분 분해에 대한 지렁이와 소똥구리의 상호작용)

  • The effect of earthworm and dung beetle on cattle dung pat decomposition was assessed by combining quantification of earthworm density and with or without dung beetle in pats and measurements of the decomposition rate of these pats. Cattle dung decomposition rate was higher in the pots treated with both earthworm and dung beetle than in the pots with either earthworm or beetle alone. After dung beetle and earthworm activity, the growth of oat in earthworm with dung beetle treatment was similar effect with fertilizer treatment. Dung beetle was responsible for dung decomposition until 78% moisture content in the dung, earthworm was responsible for up to 30% moisture of dung, and two group were not shown any activity for decomposition less 30% moisture content of dung. Therefore dung in the different periods could be broken down by each group. The disappearance and conveyance of dung by earthworm and dung beetle was 72% of the initial dung amount. 10.2% of 72% dung was used making brood balls by dung beetle. Earthworm activity was not an impediment on making brood balls by dung beetles. The interaction of earthworm and dung beetle may have a complementary cooperation rather than competition in the same dung pat. Indeed, development of earthworm accelerate to coexist with dung beetles instead without dung beetles. From this result, maximum benefits of the effective earthworm and dung beetle can be achieved, it is needed to preserve population of earthworm and dung beetles in pasture to sustainable agricultural environment.

  • A predictable and manageable output is desirable for most businesses. However, it is very difficult to control the quality and quantity of products in the food and agriculture business. Predictable outputs help managers plan their marketing, sales, and inbound and outbound logistics, but these are not easy to achieve in the food and agriculture business. Various industries have adopted different levels of automation and utilization of information systems for quality/quantity control; however e-Commerce of the food and agriculture industry is far behind those of other industries. Today, the food and agriculture industry is supposed to be more integrated than ever in order to reduce risks and improve processing costs, from farm to table. Since its operations including production, processing, storage, distribution, and management are dispersed all over the world, the food and agricultural industries now depend more on IT than other industries. This study attempts to develop a framework to analyze the current situation of agricultural product e-Commerce in Korea, and finds out the actual situation of the farmers operating on-line shopping systems through the developed framework and suggests some improvements.

  • Recently, the business environment of healthcare has changed rapidly due to the entering the mobile era, the intensifying global competition, and the explosion of healthcare needs. Despite of necessity in expanding new IT-based medical services and investing IT resources to respond environmental changes, the small and medium sized hospitals could not realize these requirements due to the limited management resources. CHISSMH is designed and presented in this research to provide high valued clouding medical services with reasonable price. CHISME is designed to maximize resource pooling and sharing through the visualization. By doing so, Cloud Service provider could minimize maintenance cost of cloud data center, provide high level services with reasonable pay-per-use price. CHISME is expected to be base framework of cloud HIS services and be diffusion factor of cloud HIS services Operational experience in CHISSMH with 15 hospitals is analyzed and presented as well.

A Study on the Legal Issues on the Payment of Renewable Energy Subsidies (신재생에너지 보조금 지급에 관한 법적쟁점 고찰)

  • In December 2015, the Paris Agreement was adopted to cope with global warming caused by greenhouse gas emission and to prevent the average temperature of the Earth from rising. Renewable energy sources have become important to address environmental problems such as rising sea levels, depletion of forests and fine dust. In order to grow renewable energy, government support is needed. However, excessive government support for the renewable energy industry could pose problems that include undermining fair competition and raising costs. The WTO already has heard cases involving renewable energy subsidies. This article focuses on subsidies and countervailing tariffs as well as examines WTO disputes related to renewable subsidies, and also analyze legal issues that are problematic in granting subsidies for the development of new renewable energy industries. In WTO dispute involving renewable energy subsidies, legal issues are SCM Agreement article 2 Specificity, article 3 (b) import substitution subsidy and GATT article 20. This paper proposes improvement measures such as the reintroduction of article 8 Non-Actionable Subsidies or special provisions on energy subsidy. In addition, it is necessary to clarify the interpretation of Article 3 of the subsidy agreement. However, excessive government subsidies can lead to trade friction, so the WTO rules should be improved in line with the WTO goals of environmental protection, equity in free trade, and sustainable development.
