다세대 지분 쪼개기-제한할 수 있는 법적 근거 마련해야

  • 단독주택을 8-10가구의 다세대 주택으로 용도를 바꾸는 '지분 쪼개기' 때문에 최근 서울을 비롯한 수도권 곳곳에서 다세대 주택 신축 붐이 일고 있다. 서울시가 무분별한 지분 쪼개기를 막기 위해 가구당 전용 면적 $60m^2$ 미만 주택은 입주권을 주지 않고 돈으로 청산하는 방식으로 규제하겠다는 방침을 밝혔지만, 현장에서는 다세대나 빌라 신축 공사가 더욱 활발하게 진행되고 있다. 게다가 조례를 개정하는 7월 전까지 건축 허가를 받으면 면적에 상관없이 입주권을 받을 수 있다는 점을 노린 막판 투기가 기승을 부리고 있어 논란이 일고 있다.

A Study Identifying Improved Building Height Regulations for Managing Natural Landscape in Collective Facility Districts in and around National Parks (국립공원 집단시설지구 자연경관관리를 위한 층고규제 합리화 방안)

  • The objective of this study is to develop quantitative criteria for setting reasonable standards and regulations for building heights in collective facility districts inside national parks or those connected to their borders. Heights of all building sin collective facility districts were simulated in order to determine heights of ridge lines of sight passing the upper parts of buildings from a main view point. Where a facility's zone is located at the inside or boundary of inland mountainous national parks, and there are coastal type national parks with mountains in the background, the study recommended assigning the maximum allowable height of a building as 8.82m if national park authorities intend to preserve the ridges at three-tenths the height of a mountain. It amounts to 3 or 3.5 stories when it is converted into the number of floors. It is desirable to apply this standard to accommodations like a hotel except lodge or cottage as the maximum allowable height of a building. Nevertheless, when there aren't back mountainous areas among coastal-type national parks, there is a need for applying a separate standard. If an equal and uniform standard is applied to all collective facility districts, it becomes difficult to address local differences when managing landscape. There must be flexibility when applying a standard, depending on variables such as location of view points, differences in the methods of selection of view points, and differences in view angles, etc. Thus, there is a need for different landscape management strategies that address the unique natural environment of different zones.

Construction Materials Managing System Based on RFID (RFID 기반의 건축자재 관리 시스템)

  • Due to the global warming, the restriction for emitting the green-house gas is strengthened and a main ingredient of the green-house gas is carbon dioxide ($CO_2$). In order to reduce the amount of $CO_2$, the low-carbon and long-life of the construction and the construction materials management system based on the radio frequency identification (RFID) technique have been actively studied in the construction field. The conventional construction management system based on RFID only focuses on the study and experiment for managing the used amount and location of the construction materials in the construction stage, but it does not consider the study for the status management system for the recycling materials in the construction stage or the building deactivation. In this paper, we propose the effective RFID system for managing the status of the construction materials during the construction stage or the building deactivation. Employing RFID with the frequency of 900MHz, the proposed system consists of the reader unit, communication unit, and memory unit, and its tags are attached in the surface or inside of the construction materials.

  • When it comes environmental preservation and economic development throughout all the industries, it is adopted to regulate carbon dioxide emissions in United Nations Framework Convention on Climate Change. And we must be responsible for promoting the eco-friendly and sustainable development because of a registration of the Kyoto protocol. Almost all the domestic buildings have many problems that not only waste the resources and architectural energy, but also are not enough to recycling of the waste. So m this study the environment-friendship is estimated through assuming carbon dioxide emissions. And after indicators are derived through surveying the residential satisfaction, it is carefully thought to develop the Smart Component that increase the length of life and the flexibility and improve the comfortable circumstance in buildings.

  • According to the nation's greenhouse gas emission statistics, greenhouse gas emissions have been stiffly increasing. Accordingly, the importance of CO2 reduction is more getting focused over the world. This trend makes the construction equipment be considered as a major target of reduction due to the large volume of emission. This study suggests the feasible methodology for estimating CO2 emission from construction equipment and for being easily applied on the job sites. The methodology is based on the collection from the segmented CO2 emission information of construction equipment. This study allows site personnels to estimate the total amount of CO2 and to take appropriate actions for reasching the environmental regulations.

  • Protective coatings at nuclear power plants should be designed to withstand exposure to ambient conditions during normal operation or design-basis accidents. However, there was a change in the perception of the protective coating to the revision of the Regulatory Guidelines by the NRC in July 2000. In other words, maintenance guidelines have been strengthened in order to minimize the clogging of the cooling water system due to the substances in the containment building. Therefore, KHNP, the contractor and operator of the nuclear power plant, plans to develop the coating system for nuclear power plants in accordance with the regulation, and plans to develop its own coating expert.

  • 국내 경제성장이 증대함에 따라 철근콘크리트 건축구조물은 다양화, 복잡화, 고층화 되고 있으며 이로 인한 사업의 무리한 추진으로 부실시공 등으로 국내에서는 1970년 4월 서울마포의 와우아파트 붕괴사고, 1995년 6월 삼풍붕괴 사고 등 크고 작은 사건 및 사고로 인한 막대한 재산과 고귀한 생명의 손실 등이 사회적인 문제로 대두되면서 건축물의 유지관리 및 안전진단 등에 대한 중요성이 부각되기 시작했다. 이렇게 크고 작은 사고들이 많이 발생함에 따라 기술인 들이 피땀 흘려 건설된 공공시설을 불신하게 되면서 건설공사중인 현장과 사용중인 시설물에 대해서 법으로 규제사항을 강화하거나 새로운 내용이 신설되고 있는 실정이며 전국 중요 시설물에 대한 유지 관리 업의 중요성이 대두되고 있는 실정이다.(중략)

  • The amount of multi-aged housing more than 15 years since the completion has increased, and the real estate market caused by apartment remodeling has also increased. The domestic mortgage loan regulation on relocation expense caused by remodeling apply to same limit as that for mortgage loan newly-built apartment. The excessive government housing regulation could be an obstacle for the occupants residential stability of remodeling apartment. To suggest methods for government housing regulation of residential mortgage loan related to remodeling, examples for mortgage loan regulation and mortgage products were studied and compared. It is pointed out that regulation on occupants relocation expense caused by remodeling has to be relaxed and mortgage product development are needed to boost remodeling project.
