Frequent design changes or unnecessary project executions due to illogical practice, lack of feasibility study and, hasty drive have raised problems of budget waste in Korean construction projects. Since the MOCT (Ministry of Construction & Transportation) published Master Plan for budget efficiency for government projects, there have been a lot of policy efforts for budget saving. However, it has been pointed out that cost management at the pre-construction phase, which greatly influences the cost still remains imperfect. The target cost for government clients is not being estimated reasonably, and cost controlling at the pre-construction phase is not yet being carried out properly for keeping the budget. Therefore, improved construction cost management at the pre-construction phase was proposed in this paper. The cost management systems of advanced countries were investigated for it, and the issues were drawn from the cost management systems of these countries. On the basis of the issues, the present conditions and problems of domestic construction cost management at the pre-construction phase were analyzed for suggestion.

오늘날의 건설사업 환경은 차별화 ${\cdot}$ 정보화 ${\cdot}$ 특성화 ${\cdot}$ R&D등 지식과 기술 및 창의성을 바탕으로 한 창조적 결과물 생산으로의 요구를 확대하고 있다. 이러한 환경은 건설 사업을 수행하는 기술자 집단에게 사업수행의 미래 가치적 최적화를 위해 기획과 계획에서부터 시공과 유지관리 및 장기 지속가능성까지 보장하는 생애주기차원의 사업수행을 요구하는 것이기 때문에 사업의 타당성 분석에서부터 실시간 정보처리와 가치창조를 위한 사업수행 계획이 절대적이라 할 수 있다. 본 연구에서는 그동안 국내 사업일정계획에서 적용하고 있거나 적용할 필요성이 있는 사업단계와 단계별 업무영역을 구분하고, 정보화 운영관리 방안을 분석함으로서 국내 건설 환경에 적합하고 신뢰성을 보장 할 수 있는 일정계획을 수립할 수 있는 방향을 제시하고자 한다.

Total Project Cost Management System(TPCMS) was introduced with the purpose of increasing the efficiency of cost control for public construction project in 1994. In this paper, general perception of participants of the public construction project on the TPCMS was examined, and the problems in implementing the TPCMS was figured out through expert interviews and survey. Then better ways to implement the system were drawn based on the problems. To effectively manage the cost of public construction project, basically project cost should be estimated accurately in planning stage and managed based on it to have a project complete within the budget. In addition, the cost need to be managed in more systematic ways in terms of data collection and analysis, and the autonomy in managing the project cost given to the project owner needs to be expanded. Most of all, proper budget should be provided to prevent a project from delay through setting the priority of projects and proper budget allocation based on the priority.

건설 프로젝트를 수행함에 있어서 사업관리운영 절차서는 매우 중요하다. 국내에서는 일부 대형 공공 사업을 제외하고 프로젝트의 특성에 맞는 절차서를 개발하여 적용한 예는 드물다. 이러한 점을고려하여 현재 공사가 진행죽인 대표적인 국내민간자본 SOC사업을 표본으로 삼아 절차서의 활용현황을 검토분석하고 그에 따른 효율화 방안을 구하여 보았다. 이를 위해서 사업수행주체인 발주자, 사업관리자, 감리자, 설계자, 시공계약자 등을 대상으로 현재 보유/사용하고 있는 절차서에 대한 이해도, 사업관리지식체별 업무절차에 대한 이해도를 설문조사하였다. 설문조사의 분석결과를 토대로 건설사업관리수행상 업무수행절차의 전반적인 이행실태를 점검하여 문제점을 도출함으로서 향후 사업관리운영절차서의 체계적인 개발을 위한 추진방향을 설정하고 사업관리전반에 대한 인식제고와 효율적인 사업관리체계의 적용방안을 모색하여 제시하였다.

The construction industry has the most safety accidents of any of the domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening their regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on the client's responsibility for safety management is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

건설사업의 원가절감은 사용자 요구에 부합되는 기능과 품질을 확보하면서 가장 경제적인 방법으로 시설물을 구축하는 것으로 건설환경 변화에 따른 경쟁력 향상을 위해서는 체계적인 원가관리를 통한 원가절감이 필요하다. 국토교통부 소속 산하기관에서는 공공건설사업의 수행에 따라 설계의 경제성 등 검토, 공정관리 및 사업관리 등을 통해 공사비 절감에 대한 많은 노력을 기울이고 있다. 현재 설계단계에서 설계VE 결과정보는 공공발주기관 간에 상호 공유하고 있으나, 시공단계에서의 원가절감사례 정보에 대한 공유는 아직까지 부족한 실정이다. 공공건설사업의 수행시 유사 건설사업에 대한 원가절감사례 정보를 참조 활용할 수 있도록 단계별 정보시스템 구축 및 원가절감 사례 정보서비스 방안을 제시하였다. 향후 공공건설사업의 기획, 설계, 시공, 유지관리 등 생애주기별 원가절감사례 정보의 분석 및 서비스를 통해 보다 합리적인 의사결정과 공공건설사업의 투자 효율성을 제고할 수 있으리라 기대된다.

While growth of domestic CM market has slowed down due to economic recession, it recently shows sign of scale as some public agencies are relocating their headquarters. Since the introduction of CM system, a number of client organizations have acquired construction project management capabilities, however, sufficient efforts are not made to estimate the size of construction project management organization. This study drew a method for estimating the size of the organization managing construction project by utilizing statics analysis and project costs per member based on 10 public construction projects and tried to review applicability through case studies. With this study, we would like to make a contribution to achieving smoother work performance and success of the construction project by estimating and allocating proper scale of management workforce.
