Risk Attitude Analysis between Construction Investor and Loan Investor in International PPP Project (해외투자개발사업의 건설투자자와 금융투자자간 리스크 태도 분석)

  • Many construction developers have tried to develop the international PPP (Public-Private Partnership) projects but frequently failed to gain loan investor approval from loan investor. Many of these failures were caused by the risk attitude gaps among project stakeholder. This study aims to compare the risk attitude between the construction investor and loan investor. This study investigated how much differently 21 construction investors and 21 loan investor recognize the risk magnitude corresponding to the same three risk status of 27 risk factors. Construction investors show a more risk-seeking attitude than loan investor in 58 of 81 risk status. Loan investors show a more risk-averse attitude than construction investors in 9 risk factors. These results will contribute to developing the successful PPP project by reducing the risk perception gap between construction investors and loan investors.

  • Frequent design changes or unnecessary project executions due to illogical practice, lack of feasibility study and, hasty drive have raised problems of budget waste in Korean construction projects. Since the MOCT (Ministry of Construction & Transportation) published Master Plan for budget efficiency for government projects, there have been a lot of policy efforts for budget saving. However, it has been pointed out that cost management at the pre-construction phase, which greatly influences the cost still remains imperfect. The target cost for government clients is not being estimated reasonably, and cost controlling at the pre-construction phase is not yet being carried out properly for keeping the budget. Therefore, improved construction cost management at the pre-construction phase was proposed in this paper. The cost management systems of advanced countries were investigated for it, and the issues were drawn from the cost management systems of these countries. On the basis of the issues, the present conditions and problems of domestic construction cost management at the pre-construction phase were analyzed for suggestion.

  • 전원개발5개년계획의 하나인 의암수력발전이 민간인기업체에 의해서 건설중이라는 사실하나 만으로도 충분히 의의가 있다고 생각한다. 필자가 들은 바는 한때 의암건설을 민간건설사업으로부터 정부건설사업으로 하려든 움직임도 있었다고 하며, 또 전력수급계획면으로 볼때 의암건설이 당장 필요없으며 경제계획5개년계획사업으로 할 수 없다는 등등 이밖에 허다한 난관을 극복하면서 의암건설사업을 착착 진행중에 있다. 앞으로 의암발전소에서 생산되는 전력은 한국경제자립에 기여가 될 날이 올것을 의심하지 않는다.

  • Construction Management tends to create a formal procurement resulted from recent legislative procedures system in domestic construction industry. However, the fact that construction Manager(CMr) has been chosen, in practice, under a poor circumstance in selecting and discriminating specialty requires the more optimal procedures. Therefore, in this research, we analyze the existing shortcomings. the various procedures, influence factors, and the criteria to be considered in selecting and evaluating CMr. Also. this study suggests the improved method based on the facts above. To accomplish the construction project successfully, it is one of the advanced schemes to choose an adequate CMr needed to the project through the precision in the formation and application of the procedure as well as the suggested criterion in selecting CM.

  • Recently, various construction projects are invested with plenty capital, manpower and resources. The advanced methods of the construction management is introduced to Korea. However, the cases which get involved in excessive cost frequently occur. We can explain it means that the cost management in the entire phases and the risk factors in its works has not been done yet as expected. Thus, it is necessary to unearth risk factors relative to cost management and analyse them for preventing cost-increasing and the success of projects. In this point of view, this study aims to identify the risk factors of the cost management focused on pre-construction stages from the perspective of construction management which is possible to take part in the whole phases and works in cost management. Also, the impact priority and grade of risk factors to cost-increasing are evaluated by using FMEA.

  • Ever since the CM was implanted in a domestic construction in 1996, it has been needed to take root and activate the CM system as soon as possible. Especially, the applied CM to private construction sector could be a fundamental barometer that how much changed and being advanced the construction system is This means, it is easy to apply CM to a governmental construction, yet it is hard to expect to successfully fix and activate CM for a private construction project unless they admit the necessity and validity of CM. Dongbu Corporation already acknowledged the need of CM in a private enterprise and willingly applied it to a construction sector while building Dongbu financial center, even before the CM was implanted to this country Therefore, this study suggests that the developmental direction of practical CM by examining effects and problems of the CM process.

  • As the construction industry gets specialized and complicated gradually, the number of participating organizations increased, and also the necessity of construction management(CM) is getting bigger because construction scale is becoming bigger. However, in spite of the increase in necessity, its activation through performance measurement and evaluation is very insufficient compared with advanced countries. Therefore, a checklist for CM by construction stage using AHP method in the current study is for efficient CM for successful completion of a project by dividing CM affairs by construction stage and checking performance degree by stage. If the CM checklist by construction stage, the final result of the study, is used by all the parties concerned such as construction managers, orders, designers, constructor, etc., it will be possibile to improve work efficiency of project management and produce a final outcome corresponding to the goals of a project.

  • The main purpose of Construction Management(CM) is the improvement of efficiency and effectiveness of the project with construction methodologies systematically and technically. This pilot project Dong Myeong Service Area and Gas Station project among 5 projects designated and supervised by Ministry of Construction and transportation(MOCT), is to reduce cost, to maintain and control schedule, to keep proper quality, Claim and Risk through Partnering, Design Review, Constructability, Value Engineering and Project Management Information System(PMIS) and so on. Major factors of CM Plan are introduction of the phased and classified Construction Management Services from initiation of project to completion and adaptation of CM technologies and guide the implementation methodologies of the CM Pilot Project in CM construction market.
