창업 인재 양성을 위한 미국 SCORE 제도의 한국적 적용과 신 멘토 제도 연구

  • 본 연구에서는 해외의 대표적 성공적 멘토링 제도인 미국의 SCORE 제도를 벤치마킹하고, 한국의 멘토링 제도를 조사하여 한국의 실정에 맞고 인재 양성에 도움이 되는 새로운 멘토링 제도를 제시한다. 이를 통해 1. 훌륭한 멘토의 조건, 2. 성공적인 운영 방식, 3. 적절한 멘토링 운영 기관 형태, 4. 사회적 기업 창업 멘토링과 일반 영리 기업 창업 멘토링의 비교 및 발전 방향 등을 알아본다. 멘토링 제도의 연구를 통해 제안된 새로운 멘토링 방안과 구조를 토대로 기존의 멘토링 실시 기관의 운영체제, 방안이 개선되는 효과가 있을 것으로 기대된다. 이와 함께 새로운 멘토링 기관의 운영체제와 운영 방안을 국가 정책과 관련 기관들에 제시하는 의의가 있다. 특히 한국의 정부 중심 멘토링 제도 및 기관과 비교해서, 미국의 SCORE 제도가 민간 주도적 성격과 함께 대학교 중심으로 SCORE Center를 운영하고 기술 창업을 주도하는 것에 대한 비교를 통하여 한국 멘토링 거버넌스의 새로운 방향을 정책적으로도 제시한다.

Regional Innovation Systems of the California Wine Cluster: the Case of Napa and Sonoma (미국 캘리포니아의 와인생산 클러스터에 관한 연구: 나파.소노마 지역을 사례로)

  • Spanish missionaries started to grow vine grapes and make wines in California 230 years ago. Earlier pioneers of the land started to do the same works for commercial purposes 130 years ago. Now California became one of the most important wine making places of the world. The quality of California wines in fact have been acknowledged as the best in the world by being ranked on the top in international wine tasting competition, such as Paris Tasting. A large wine cluster, consisted of grape growing, wine making, wine tours, and research and education, has been created in the area centered by Napa and Sonoma, California. In this context, this paper examines the process of formulating the cluster, factors contributing the success, articulates core actors, and draws policy and theoretical implications. It concludes that innovative actors, such as winery founders, local universities, and business organizations, have played key roles in establishing the California wine cluster.

2013 Records Regime Issues and Prospects for Public Records Management in Korea (한국 공공기록관리의 쟁점과 전망 2013년 기록관리체제를 위하여)

  • The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.

An Inquiry into the Triple Helix as a New Regional Innovation Model (새로운 지역혁신 모형으로서 트리플 힐릭스에 대한 이론적 고찰)

  • Following the emergence of a knowledge-based economy, the triple helix model has been recognized as a new - regional and national - innovation model. This model seeks to understand the innovation process that is centered upon the university-industry-government interactions. The governance of the triple helix innovation system can be divided into three models according to the structure and depth of university-industry-government interactions. In the context of evolution, the triple helix can be established through the following three processes of development; i) internal transformation of each helix, ii) impacts of one helix on another helix, and iii) horizontal interactions among three helices. In theory, the triple helix model can be covered as part of the innovation system perspective. Compared to the innovation system perspective, the triple helix model tends to pay, however, more attention to the incompleteness of innovation system and the role of university in the process of knowledge creation. In view of regional innovation, the triple helix can be sustained when the triple helix spaces, including knowledge space, consensus space and innovation space, are created and the three triple helix spaces interact with one another. The existing literature on the triple helix model tends to make selectively use of only a single method between the qualitative method and the quantitative method, although both have shortcomings to reveal the dynamic characteristics of university-industry-government relations. Therefore, research on the triple helix is required to reconcile with two research methods, which are distinct but complementary in nature.

Review of China's National Earthquake Governance and Role-Sharing (중국 국가 지진 거버넌스 및 역할분담 고찰)

  • This study was carried out to understand China's earthquake governance and role-sharing, and to strategically use it for research cooperation in related fields with China. The characteristics of China's national earthquake governance and role-sharing are detailed in this study. First, unlike Korea, China's geoscience and earthquake research fields are separate, and are clearly distinguished from other fields of science and technology. They hold a higher status compared to other fields in China. Second, China's provincial earthquake agencies simultaneously carry out related tasks under the dual supervisory management system of the central and provincial governments. Third, the China Earthquake Administration (CEA) has the authority to do research and development, manpower training, and degree conferment, which are centered on directly affiliated institutions. Fourth, China carries out similar functions in directly affiliated institutions of the CEA and the China Geological Survey (CGS), and affiliated institutions of the Chinese Academy of Sciences (CAS), respectively. Fifth, the CEA is continuously expanding the seismic observation network that connects the vast land of the country. Sixth, China is considered to have detailed structures of earthquake-related laws and regulations. Given China's earthquake governance and role-sharing, it is considered that the possibility of success in research cooperation is high if Korea first determines whether it is under the jurisdiction of the CGS, CEA, and CAS, depending on the specific field.

Study on Restructuring of Space Governance in Korea (우리나라 우주개발 정부 조직체제 개선방안 연구)

  • The purpose of this study is to explore the current status and challenges of the space development system in Korea following the successful launch of test vehicle, the Korean space launch vehicle II on the 30th anniversary of space development and seek an alternative to the government organizations for efficient space development future. The study investigates the space development system of leading countries such as USA, France, and Japan with keen focus on the administrative organizations and thereafter draw implications for Korea. The analysis of the existing situation in Korea focuses on governance, such as space-related government organizations, space development agency, and specialized research funding agency. As a result, this study proposes the need for full-scale discussion on building a space agency.

  • REDD is recognized as a cost-effective and the most appropriate way of managing global GHG emissions. It is negotiated in a global context under the UNFCCC. The main issues of the REDD mechanism are divided into two parts: 1) developing forest carbon verification and measurement system for reducing emissions from deforestation and forest degradation, 2) establishing an appropriate system of incentives for developing countries. REDD can provide stability in carbon offset credits. However, the most important task is to establish a clear legal framework and appropriate governance structures with relevant countries. There is a wide opportunities for Republic of Korea to take a lead in cutting off greenhouse gasses in the Post-Kyoto period.

A Study on the Public Interest of Collected Information (수집된 정보의 공익성에 관한 고찰)

  • With the advent of the data economy, interest in using big data has increased, but conflicts with protecting personal information have been also steadily raised. In this regard, major countries are accelerating use of big data by exempting de-identified, pseudonymous personal information from protection. However, these policies have been made without the understanding that the economic value of personal information has been actually changing slowly. This paper presents the concept of 'collected information' and defines it as having public interest and therefore, not the exclusive property of the collector of such information. The paper shows the collected information has public interest in terms of personal information protection, connectivity, and universal service and public goods. It also specifies that the 'data governance' cannot be applied to the current data utilization framework that depends upon the holder's consent; rather, it raises the need to improve the practices of information provision consent or provide the beneficiary right of information use to the information holder in order to ensure the proper 'data governance' that will turn market failure into success.

The Past and Future of Public Engagement with Science and Technology (참여적 과학기술 거버넌스의 전개와 전망)

  • This paper critically reviews the previous discussion over public engagement with science and technology by Science and Technology Studies literatures with a focus on justification and acceptance. Recent studies pointed out that the "participatory turn" after the late 1990s was followed by confusion and disagreement over the meaning and agency of public engagement. Their discussion over the reproduction of the ever-present boundary between science and society along with so-called late modernity and post-normal science and sometimes through the very processes of public engagement draws fresh attention to the old problem: how can lay participation in decision-making be justified, even if we agree that privileging the position of experts in governance of science and technology is no longer justified? So far STS have focused on two conditions for participatory turn-1) uncertainties inherent in experts' ways of knowing and 2) practicability of lay knowledge. This paper first explicated why such discussion has not been logically sufficient nor successful in promoting a wide and well-thought-out acceptance of public engagement. Then the paper made a preliminary attempt to explain what new types of expertise can support the construction and sustainment of participatory governance in science and technology by focusing on one case of lay participation. The particular case discussed by the paper revolves around the actions of a civil organization and an activist who led legal and regulatory changes in wind power development in Jeju Special Self-governing Province. The paper analyzed the types of expertise constructed to be effective and legitimate during the constitution of participatory energy governance and the local society's support for it. The arguments of this paper can be summarized as follows. First, an appropriate basis of the normative claim that science and technology governance should make participatory turn cannot be drawn from the essential characteristics of lay publics-as little as of experts. Second, the type of 'expertise' which can justify participatory governance can only be constructed a posteriori as a result of the practices to re-construct the boundaries between factual statements and value judgment. Third, an intermediary expertise, which this paper defines as a type of expertise in forming human-nonhuman associations and their new pathways for circulations, made significant contribution in laying out the legal and regulatory foundation for revenue sharing in Jeju wind power development. Fourth, experts' conventional ways of knowing need to be supplemented, not supplanted, by lay expertise. Ultimately, the paper calls for the necessity to extend STS discussion over governance toward following the actors. What needs more thorough analysis is such actors' narratives and practices to re-construct the boundaries between the past and present, facts and values, science and society. STS needs a renewed focus on the actual sites of conflicts and decision-making in discussing participatory governance.

An Study on the User Satisfaction of Open Access Activities in Korea (국내 오픈액세스서비스의 이용자 만족도에 관한 연구)

  • The purpose of this study is to analyze service quality factors that affect user satisfaction of Open Access Korea(OAK) services and to draw strategic assignments for activating open access activities in Korea through a user satisfaction survey. User satisfaction indexes were developed to measure all aspects of the OAK services. The quality index, satisfaction index, and performance index were identified in this survey. According to the survey findings, the levels of social quality and social satisfaction are relatively high, this shows the positive evaluation and expectation of researchers for OAK services. However, relatively low level is identified in the area of service process quality, and many opinions about OA contents shortage in Korea represent the importance of the national level contents development strategy. Sustainable policy support, publishing of open access journals, management of institutional repository, OA governance system, expansion of researchers' participation, construction of global collaboration system are suggested as major implications to promote open access activities in Korea.
