G7 신기능 생물소재기술 개발사업은 '91년 5월부터 한국유전공학연구조합을 주축으로 산.학.연의 전문가 50여명이 대거 참여하여 기본계획을 수립하고 중점 연구개발 과제를 도출하였다. 이와같이 기획 선정된 9개의 연구개발 과제는 '92년 6월 종합과학기술 심의회 연구기획평가 위원회에서 심의 확정되어 연구개발을 착수하기에 이르렀다. 본고에서는 G7 연구개발사업의 추진 배경을 살펴보고 신기능 생물소재기술 개발사업의 기본 목표와 추진 형황을 약술하고자 한다.

Recently, Several Mega project are been performing as a multi-dimensional development project in Korea, but some problem has been revealed about deficiency of the history, experience, and skill. A multi-dimensional development project require the technology which can manage mega project to its specific at the level of program management. predicting schedule and schedule management are the most important for mega project, been performing over several years. This research shows the method of predicting and planning schedule in the early stage as a pre-study on developing a technology of schedule management. First of all, it presents the development of database considering the specific of mega project that can accumulate the history of schedule and search the schedule according to the type of single and multi building. Also it suggests the method of prediction schedule by creating scenarios according to owner requirements and cash flow, affecting schedule management in the early stage, and the shortening possibility of schedule duration using CCPM theory.

This paper aims at analyzing the current status, characteristics and problems of housing development project finance firstly, and secondly, examining the policy measures in order to enhancing the housing development project finance systems. The main results of this paper are as follows. Project finances are very activated in the housing development projects, especially, apartment development, since 2001. But most of housing development project finance are not virtual project finance, but conditional corporate finance, because most of project finance didn't uses bankruptcy remote. Therefore, the main policy measures in order to activate effective growth of project finance are, first, institutionalizing of project finance, second, enhancing the feasibility study capabilities of finance companies, third, using the real estate funds effectively, and forth, networking housing development project finances with long-term mortgage finances.

규모가 큰 시스템의 연구개발 사업을 성공적으로 수행하기 위해서는 라이프 싸이클 모델에 의한 인력, 요소 기술 및 시간 자원의 효과적인 세분화와 유기적인 결합을 통해 전체 연구개발 사업에 대한 올바른 계획을 수립하고 이를 종합적으로 관리하여야 한다. 여기서 라이프 싸이클 모델(life-cycle model: 순기모델)이란 연구개발 계획 시점부터 완료 시점까지의 기간을 활동 내용에 따라 여러 단계로 정의한 모델로, 개발하고자 하는 시스템의 품질 향상 및 연구개발 사업의 성공적인 수행을 위해 필수 불가결한 요소이다. 특히 중형급(midrange)이상의 컴퓨터 시스템과 같이 구성 요소들이 순차적으로 연구개발 사업 자체의 성공적인 수행 여부 뿐만 아니라 향후 산출되는 개발 결과물의 품질에도 중요한 영향을 미친다. 그러나 우리나라는 연구개발 측면에서 큰 규모의 프로젝트를 수행한 경험이 많지 않아 이에 대한 기술 축척이 미진하며, 주로 선진 외국의 공학 기술을 그대로 사용하기 때문에 우리나라의 기술이나 연구 환경에 적합하지 않은 경우가 많아 이에 따른 시행 착오를 많이 겪어왔다. 본고에서는 1987년부터 현재까지 수행되고 있는 주전산기 연구개발 사업(주전산기 I, II, III, IV) 수행을 통해 얻은 경험을 중심으로 구성 요소들이 계층적 구조를 갖는 컴퓨터 시스템을 연구 개발하는데 필요한 하나의 라이프 싸이클 모델을 제시하고자 한다.

첨단생신시스템개발사업과 같은 국가전략으로 추진되는 개발사업에 있어서는, 핵심제품 및 신기술의 연구와 함께 개발성과에 대해 객관적이고 기술적인 평가시스템이 마련되어져야 한다. 본 연구는 이러한 평가시스템을 개발하기 위한 것으로써, 먼저 첨단생산시스템개발사업의 목표달성도를 주요하게 고려하여 평가대상을 시스템, 단위기계, 요소기술, S/W로 분류하고, 개발성과에 대한 평가항목으로 기술성, 신뢰성, 안전성, 경제성을 선정, 내용면에서 평가의 객관성을 보증하고자 하였다. 또한 형식적인 면에서는, 평가의 객관성 및 전문성을 보증하기 위하여 평가형태를 개발수행기업에 의한 자체평과와 위원회에 의한 위원회평가로 나누었으며, 위원회평가를 위해서는 평가자를 기술적으로 지원 할 수 있도록 개발사업에 대한 평가지원 DB시스템을 개발도록 하였다.

Korean government has granted fixed indirect cost rates to several exceptional R&D programs which is lower than the predetermined rate by the government. It has been needed to evaluate the validity of exceptional R&D programs and determine the optimal indirect costs rate of the programs. This study analyzes the cost structure and explores drivers of indirect costs of exceptional R&D programs and evaluates the validity of current indirect costs rates. Finally, we propose the formulas for indirect costs rates of exceptional R&D programs. We analyze the cost structure of the exceptional R&D programs. Equipments and material costs are 50% in infra building program. Scholarship to students is 43% in HRD program. Equipments and material costs are 50% and R&D activity costs are 31% in international R&D program. Main cost components of evaluation program are salary(37%), R&D execution costs(21%) and R&D activity costs(19%). We propose three formulas of indirect costs for exceptional programs. 1) The cost items with exceptionally large amount are excluded in the base of formula for indirect costs. 2) Fixed indirect cost rate is applied for specific R&D programs. 3) Upper bound is set for the cost items with exceptionally large amount in the calculation of indirect costs rate. Our proposal is expected to contribute to the improvement of the efficiency of national R&D programs.

본 연구는 농촌관광사업의 Stakeholders간의 관계 측면에서 참여주민의 특성이 개발기관과 주민조직의 특성과 어떤 관계가 있으며, 이 세 요소가 개발 성과에 어떤 인과관계가 있는지를 밝히는데 있다. 참여주민의 특성으로 사회와 참여주민에 대한 가치체계, 즉 사회자본의 요소들인 신뢰, 규범, 공동체의식 및 네트워크에의 참여를, 개발기관의 특성으로 지원내용과 지원만족도를, 그리고 주민주직의 특성으로 주민조직의 경영역량인 기획, 조직, 지도력, 통제를 측정항목으로 설정하였다. 구조화된 설문지를 이용하여 45개 마을에서 227명의 농촌관광 참여자들을 대상으로 상관분석과 경로 분석을 실시하였다. 경로분석 결과 사회자본이 사업성과에 미치는 직접적인 효과는 0.60으로 상당 부분의 영향을 미침을 설명하고 있었다. 반면 개발기관의 지원특성은 주민조직의 경영역량과 유의성 있는 상관이 있었으나 사업성과에 직접적인 효과는 없는 것으로 나타났다. 이는 개발사업의 효과가 외부지원에 의해서가 아니라 주민 자체의 역량에 의해서 결정됨을 설명한다. 농촌관광사업이 효과를 얻기 위해서는 공동체의식, 주민과 개발기관간의 상호 신뢰감 조성 등 주민의식의 고양이 필요하며, 특히 주민조직체의 경영역량 함량을 위해 제도적 지원이 강화되어야 할 것이다.

Korea has enacted the Performance Evaluation law on the R&D Programs since 2006. This study categorizes program size, program history, sustainability, self-evaluation result as antecedents, and analyze the relationship between the antecedents and Meta-evaluation result, the change rate of appropriations. The result shows that program size, program history, self-evaluation result have significant effect to the Meta-evaluation result. And Meta-evaluation result has significant effect to the change rate of appropriations. This study has implication that the performance evaluation system shows significant effect to the appropriations.

정보통신부는 정보기술(IT) 산업의 미래 성장 동력을 배양하고 세계 최고 수준의 정보화 일등 국가를 이루기 위해 올해 핵심기술 개발 인력 양성 표준화 등 연구개발 사업에 모두 9천718억원을 투자하기로 했다. 분야별 투자규모는 정보통신기술 개발사업에 7,061억원, 정보통신 인력 양성 사업에 1,688억원, 정보통신 표준화 사업에 292억원, 정보통신 연구기반 조성 사업에 677억원등이다.

Real estate market has rapidly grown by active use of project financing in the early 2000s. However, many projects have been in trouble due to global economic recession after that period. It is mainly because those projects were pushed forward a business without comprehensive business feasibility analysis. This paper investigated current evaluation system for real estate development projects and then introduced new evaluation system including evaluation factor and criteria for real estate development projects to prevent implementation of the project without business value and to be able to evaluate potential projects in objective manner. This new evaluation system for real estate development projects can be applied to any type of real estate development projects by modifying evaluation items and weighting factor in accordance with the type and characteristics of project. Through the new evaluation system, the evaluation process for real estate development projects will be able to be standardized, be consistent, and the results of evaluation can be accumulated in consistent way.
