A Study on the Improvement of Airworthiness Certification (항공기 감항증명제도에 대한 고찰)

  • Since Korea has invested only on developing an aircraft, it is true that Korea has neglected detailed standards and procedures about certification activities including essential safety procedures. Most developed countries have implemented mandatory airworthiness system by legislating it for operational safety of aircraft based on ICAO Annex 8, and the U.S. Department of Defense and the FAA's Airworthiness system have been adapted it to the realities of their circumstance. Therefore, Airworthiness system that can guarantee the safety of the aircraft at international level is necessary to enhance flight safety and to create export opportunities of an aircraft as a country which can develop an aircraft by itself To achieve this, a study on the improvement of aircraft airworthiness was carried out by analyzing the problem of domestic airworthiness system and by reflecting international best practices on the establishment of a system for improved Airworthiness.

A Study on Airworthiness Certification Standards for Military Small Rotary-Wing Unmanned Aerial Vehicles (군용 소형 회전익무인기 감항인증기준에 대한 연구)

  • In modern society, the use of small rotary-wing unmanned aerial vehicles such as drones is increasing. As the military considers tactics using drones, demand for drones is increasing. However, there is still no airworthiness certification standard for drones for safety. In this paper, we proposed airworthiness certification standards for small rotorcraft unmanned aerial vehicles based on CS-LURS in Europe and STANG-4703, 4738 (draft) of the North Atlantic Treaty Organization. In addition, airworthiness certification standards have been strengthened through the case of unmanned aerial vehicle accidents in operation by the Korean military. The airworthiness certification standards for small rotary-wing unmanned aerial vehicles will be supplemented through a demonstration project.

  • Demand for UAM (Urban Air Mobility) aircraft is rapidly increasing in countries around the world due to the problem of traffic congestion in urban areas. Through research and development, various e-VTOL aircraft concepts are being prepared for commercialization, for which airworthiness certification is required, since it is a manned transportation mode for people to board. Factors that pose a fatal threat to the safe operation of UAM aircraft include lightning strikes that can cause damage to structures and disturb the navigation system, as well as icing that impairs flight stability. Since the current UAM aircraft-related lightning and icing certification technology development is insufficient, there is need to develop appropriate airworthiness certification guidelines. In this study, after analyzing the laws and regulations related to aircraft by the FAA and the EASA, we tried to incorporate the lightning and icing certification guidelines for the UAM aircraft. We also analyzed the effects of lightning and icing on UAM aircraft using computational simulation, and presented the basis for establishing practical guidelines for the certification of UAM aircraft to be adopted in the future.

A Study on the Efficient Compliance Method for Airworthiness Certification in the field of Flying Qualities of Military Aircraft (군용항공기 비행성 분야의 효율적인 감항인증 입증방법에 대한 고찰)

  • Airworthiness certification is critical, in ensuring the flight safety of military aircraft for development tests and production operations. The MIL-HDBK-516C, latest airworthiness certification document, handles the field of flying qualities in Chapter 6 (flight technology), and refers to specific chapters of MIL-STD-1797B, which is the specification document for developing military aircraft. Since the MIL-STD-1797B released in 2006 by the U.S. Department of Defense is not disclosed to other countries, the Chapter 6 (flight technology) of MIL-HDBK-516B Expanded, the former certification standards pursuant to flying qualities, has to be applied to military aircraft being developed in the Republic of Korea. However the requirements of Chapter 6 of MIL-HDBK-516B Expanded comprise unclear sentences, because of contents from various development specifications. Also, clarification is needed in that the same requirements have to be verified in different criteria. In this paper, the results of this study present an effective verification method, for acquiring the airworthiness certification in field of flying qualities based on MIL-HDBK-516B Expanded.

  • Korean civil airworthiness requirements of powerplant system are regulated on KAS Part 23 and Part 33. These are equivalent to FAR Part 23, Part 33 of FAA and CS-23, CS-E of EASA. FAA and EASA rewrites entire airworthiness requirements for the small airplane. It changed current 'prescriptive regulation' into 'performance-based regulation' which makes the object of safety performance. Powerplant requirements are also changed extensively by these concept revolution. In accordance with reorganization, we studied new powerplant system requirements of FAR Part 23 and proposed ideal direction to rewrite of Korean Airworthiness Standard rewrite.

Japanese Aircraft Certification System and Status of Bilateral Aviation Safety Agreement (일본의 항공기인증제도 및 항공안전협정(BASA) 체결 동향)

  • The Japanese and U.S. governments has signed a Bilateral Aviation Safety Agrement and associated implementation procedures for airworthiness on April 27, 2009 to mutually accept the airworthiness approvals for aircraft and parts that the other country issue. This bilateral agreements do not relieve the Civil Aviation Authority(CAA) of its statutory responsibilities for certification. However, they provide an alternative means for the CAA to make its findings, recognizing the competency of another authority to conduct certification functions in a manner comparable to, and on behalf of, the CAA. In this way, the bilateral agreements contribute to ensuring aviation safety as well as reducing the burden imposed on the aviation industries without compromising safety. This paper is to discuss recent status of Bilateral Aviation Safety Agreement and associated Japanese Aircraft Certification System.

  • 민간 무인기의 용도는 수색 및 구조, 환경 및 공해감시, 기상 측정, 화재 및 재난의 조기감지, 국경 및 해양정찰, 항공촬영과 지도제작, 농약살포 그리고 교통감시 등 사람이 수행하기 힘든 3D 임무 및 우리의 실생활에 도움을 줄 수 있는 새로운 용도로 개발되고 있다. 그러나 향후 무인항공기의 상업적 성공 여부는 민간 공역으로의 진입 여부에 달려 있으며, 공역 내에서의 자유로운 임무수행을 위해서는 안전성 확보를 위한 감항당국의 인증이 필수요소이다. 이에 항공선진국 들은 민간 무인기의 신뢰성 누적과 인증을 위한 실현 가능한 방법부터 법제도 정비에까지 많은 연구를 수행 중에 있다. 본 글에서는 최근 항공선진국들의 무인항공시스템의 신뢰성 추세와 인증동향 그리고 향후 발전 방향에 대하여 제시한다.

Study on the Application of Airworthiness Standard for the e-VTOL (e-VTOL 항공기의 감항기술기준 적용 연구)

  • The demand for e-VTOL aircraft is expected to be increased rapidly in the future as a means of urban transportation due to operating cost reduction, eco-friendliness and convenience of vertical take-off and landing using pilot-aids automation system. However, there are many technical hurdles to be solved in securing safety and certification which are essential for commercialization and urban operation. So far, there is no e-VTOL aircraft that has received type certificate and standard airworthiness certificate due to the technical problems and safety requirement differences with conventional aircraft. The e-VTOL aircraft certification should also meet the equivalent level of safety required by the current airworthiness standards, but there are existing problems in securing safety and meeting current standards. In this study, the e-VTOL's certification problems and technical limitations in satisfying the current standards are presented.

  • The aircraft fuel system performs a number of functions such as supplying fuel, transferring fuel between fuel tanks, and measuring the amount of residual fuel in each fuel tank. Since it is a direct cause of fire hazard in crash incident, it is a must to improve survivability of crew members by designing the airframe to tolerate expected crash impact. The civil aviation authority requires intensive verification of the fuel system design to determine precise application of the airworthiness requirement. Research activity on airworthiness certification criteria and verification scheme is still insufficient, although it has a significant importance. In this paper, as part of a study to improve flight safety by developing guidelines for demonstrating fuel system crash resistance, analysis results of fuel system crash-related airworthiness certification standards, verification scheme, and cases study applicable to military rotorcraft have been reviewed.

Certification Proposal for 3D Printing Technology Integrated Aviation Parts (3D 프린팅 기술 접목 항공부품의 인증 제안)

  • This study would like to propose a certification of aviation components manufactured through 3D printing. Currently, many types of 3D printers are being used in various industries. Among them, a lot of research is being done in the aviation sector to manufacture drones and aviation components. However, the current level of 3D printer technology and the application of aviation components using it are lacking in many problems and related airworthiness certification standards. Furthermore, clear certification criteria for conformity and coherence are rarely presented. Therefore, we would like to propose matters related to certification of 3D printed equipment for application as aviation components. It is expected that 3D printing equipment will improve precision, reduce defect rate, sagging problem, and bed leveling problem will be solved in the future, and certification standards will be clearly established. In addition, we hope that the reliability of aviation components applied with 3D printing technology will be improved and the relevant certification standards will be further developed.
