Improvement of Concessionaire Designation Evaluation Criteria for Build-Transfer-Lease Private Participation in Infrastructure Projects (BTL사업의 사업시행자 선정 평가기준개선에 관한 연구)

  • Since "Act on Private Participation in Infrastructure" were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation In Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of concessionaire. However, score for cost is likely to influence designating concessionaire to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for designating concessionaire in BTL projects, and proposed improvement program by doing questionnaire over specialists of each field.

Evaluation on Performance Level of Design-Build and Design-Bid-Build (Focused on Bridge Construction Projects) (발주방식에 따른 성능수준 평가에 관한 연구)

  • Recently, the Design-Build (DB) delivery method in public sector makes some argument by reason of the initial cost which is more higher than those of Design-Bid-Build (DBB). According to the results of pervious researches related to the performance evaluation of delivery method, DB can lead the reduction of project cycle time and also is superior to the traditional DBB in terms of construction quality. The performance on each delivery method could be generally evaluated by a project cost and a project cycle time as one of quantitative analyses, and also by construction quality as one of qualitative analyses. In most researches, the evaluation of performance level based on delivery methods has been evaluated by the degree of their satisfaction through the interview with owners. Therefore, this paper analyzed the design documents of construction projects delivered by traditional DBB and DB in bridge construction projects in order to measure design quality, constructability, maintainability, and etc. As an above-mentioned analyses, finally, this research shown that how much the difference of performance level is by each delivery method.

Analysis and Quantitative Estimation of Risk Factors of Design-Build (턴키 프로젝트에서 리스크요인 분석 및 정량적 평가)

  • The Risks in undertaking a construction project comes from many sources and often involves many participants in the project. This study has identified various kinds of risks, assessed the risk factors quantitatively and suggested risk management method for response pertinent in Design Build(Turn Key)type of projects in Korean context. A questionnaire was designed comprising of 145 possible risks in all types of construction projects. The population from owner, consultant and contractor groups was asked to indicate the risks applicable in DB projects. 25 numbers of critical risks in DB projects were identified and further analyzed for reveling inherent relationship between them through factor analysis. Factor analysis revealed 8 risk factors in DB projects. Construction site related, contract related and design related risk factor consisted about 72% of total risk weight. It has been found out about 6%, while considering the mutual dependency, it is about 10% of total cost of DB project. Therefore, It is suggested that 6% to 10% of construction amount as contingency has to be made provision for risk responses in the DB projects.

Exploring Long-Term Performance in Design-Build Best-Value Evaluation Criteria

  • Improving long-term performance in highway projects is an imperative goal for public administrations. Project delivery and procurement methods might provide an opportunity to align design and construction processes with this goal. Previous studies have explored whether project delivery methods impact the long-term performance of highway projects. However, these studies did not focus specifically on how core elements within the procurement might relate to long-term performance. Thus, this research aims to fill this gap by exploring to what extent and how long-term evaluation criteria are considered in design-build best-value procurement of highway projects. To this end, content analysis was conducted on 100 projects procured between 2009 and 2019 by 19 DOTs across the U.S. The analysis of 365 evaluation criteria found that (1) roughly 11% of them related to long-term performance. (2) The weight given to these criteria in the overall technical proposal was lower than 30%. (3) Sixty-five percent (65%) of long-term evaluation criteria focused on design while 15% related to materials and technology, respectively. The results of this study are a first steppingstone to initiate a deep exploration of the relationship between procurement practices and actual project performance. Currently, with sustainability and life cycle assessments being top concerns in infrastructure projects, this line of research might be of particular interest to DOTs and highway agencies across the U.S. and worldwide.

  • Design build (DB) is a construction project delivery system which has become one of the favored ones and the growth of DB by the public agencies has been steadily increasing. DB can be viewed as an evolutionary project delivery system, since DB project team members collaborate on work with each other, keep seeking cost effective and innovative alternatives that meet the construction needs of the project. Thus DB outperformed others in delivery speed, cost saving, and turnover quality. In Korea, DB projects likewise have steadily increased that it is needed to analyze characteristics of DB delivery system in Korea. For that purpose, this research would offer an analysis of characteristics of DB delivery system in Korea using system dynamics model with investigating the public market trend, comparing DB performance to DBB, and analyzing questionnaire survey.

  • PFI(Private Finance Initiative) Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. For this reason BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. BTL system is operated to judge fitness of private investment and classified into quantitative VFM(Value for Money) and qualitative VFM. In this research the estimation item of qualitative VFM which is hard to deduce the effect is created and after surveying of questionnaire in target of experts, relative importance and weight is established with AHP(Analytic Hierarchy Process). By estimating efficiency and benefit of quantitative VFM and qualitative VFM aspect effectively it is expected to support a rational making decision for operating BTL.

  • As a recent global trend, the majority of mega-size plant projects are delivered through EPC (Engineering, Procurement and Construction) contracts, where a single contract is awarded for engineering, procurement, and construction. Under this contracting mechanism, it is challenging for contractors to carry out the projects under traditional project management processes used in design-bid-build projects. A new EPC Plant, the POSCO Special Steel Plant in Changwon, was built successfully at the beginning of 2012 and it is currently in full-scale production. The project has encountered a number of major difficulties however, with some technical and managerial issues through its development process. As summarized in this paper, the authors (as project participants with the contractor) investigated it as a post construction analysis and recorded the Lessons-learned for future project management improvement.

  • In order to build up competitive power in construction market and to cope with international policy, Design-Build bidding is one of the viable bidding system, encouraging collaboration between design office and building construction firm. Design-Build is a promising delivery system to help expediting schedules, saving costs, and improving Quality. However, the problems of Design-Build project in the domestic construction industry are not to be able to take advantages of fast-tracking and value engineering process, because of the problems of inappropriate system and participants' inexperience. The purpose of this study is to suggest alternatives for Design-Build bidding of public sector in the domestic construction industry in the costs, quality and time aspect.

A Comparative Study on Similarity Measure Techniques for Cross-Project Defect Prediction (교차 프로젝트 결함 예측을 위한 유사도 측정 기법 비교 연구)

  • Software defect prediction is helpful for allocating valuable project resources effectively for software quality assurance activities thanks to focusing on the identified fault-prone modules. If historical data collected within a company is sufficient, a Within-Project Defect Prediction (WPDP) can be utilized for accurate fault-prone module prediction. In case a company does not maintain historical data, it may be helpful to build a classifier towards predicting comprehensible fault prediction based on Cross-Project Defect Prediction (CPDP). Since CPDP employs different project data collected from other organization to build a classifier, the main obstacle to build an accurate classifier is that distributions between source and target projects are not similar. To address the problem, because it is crucial to identify effective similarity measure techniques to obtain high performance for CPDP, In this paper, we aim to identify them. We compare various similarity measure techniques. The effectiveness of similarity weights calculated by those similarity measure techniques are evaluated. The results are verified using the statistical significance test and the effect size test. The results show k-Nearest Neighbor (k-NN), LOcal Correlation Integral (LOCI), and Range methods are the top three performers. The experimental results show that predictive performances using the three methods are comparable to those of WPDP.
