The Purpose of this study is to propose an effective service delivery system for children and youth considering service users and developmental stage. To accomplish this purpose, this study examined public service utilization for children and youth focusing on age difference, using statistical method and network analysis. The key results were as follows. The significant difference of service utilization among different age groups appeared in community center, youth training center, healthy family support center, public health center, public office and office of education. In terms of service utilization for special needs, the differences in Wee Center, Wee School and community child center were significant. Top value of degree centrality in network analysis showed on public heath center for elementary school, youth training center for middle school, and community center for high school. Finally, modeling results by Concor presented several distinctive relationship patterns in public service utilization for children and youth according to different age groups. On the base of these results, building a gateway applying age difference and developing a individualized service utilization database were suggested to improve the quality of service delivery system for children and youth.
The purpose of this study is to develop academic resilience scale for gifted youth. We extracted the pilot questionnaire of 101 items from open-ended questions with 178 scientifically gifted students and literature review. Item analysis and exploratory factor analysis were also carried out with data of 240 gifted youth. Finally, 11 factors from which 42 items were extracted and validated through the confirmatory factor analysis involving 444 gifted youth throughout the nation. The names of the extracted factors were sense of purpose, self-understanding, educational aspirations, academic self-regulation, task commitment, attribution for success (ability), attribution for success (effort), the interpersonal relationship (friend), the interpersonal relationship (parent), the interpersonal relationship(teacher), and optimism. The results show that all of the path coefficient and construct reliability, AVE (Average Variance Extracted), and coefficient of determination were all acceptable. The result of the study indicated that Academic Resilience Scale for Gifted Youth was positively and significantly correlated with School Adaptation Scale and Resilience Scale. However it was negatively correlated with Academic Burnout Scale, and it was statistically significant. Thus, Academic Resilience Scale for Gifted Youth demonstrated satisfactory internal validity and external validity. The results of the present study suggests theoretical and practical implications of the newly developed Academic Resilience Scale for Gifted Youth.

In this study, we analyse the determinants of the youth employment rate of public agencies and local public enterprises. On the other hand the youth employment rate contains information of the youth employment rate and the size of the youth employment. We use pooled tobit model and panel tobit model since dependent variable is a censored form observed only in a certain area. The results of the analysis are summarized as follows. First, the panel tobit model is more statistically significant as compared to the combined tobit model. Second, the youth employment rate is more statistically significantly higher in 2014 and 2015 than in 2011. Third, the youth employment rate in public enterprises is more statistically significantly higher than that in local public agencies. Finally, the higher the average wage is, the lower the youth employment ratio is.
The purpose of this study is to analyze the effect of individual background, educational experiences, and social awareness on youth's civic participation in the three East Asian countries (South Korea, Hong Kong, and Taiwan), and provide educational implications for encouraging Korean youth's civic participation. And we estimated the effects of 17 variables on the youth's current and future civic participation using 'International Civic and Citizenship Education Study (ICCS) 2016' data opened in 2018. The result showed that the factors affecting on the civic participation were significantly different between the three countries. And significant differences on current and future civic participation were confirmed within the same country. First, Korean youth have high level of their parents' civic resources but the level of civic education in school is lower than other countries, and Taiwan youth have relatively high level of national identity. Second, the factors affecting on civic participation are more influenced by educational experiences than individual background such as parents' socioeconomic status, and the mass media have significant effect on youth's civic participation in all the three countries. Third, non-formal program and cultural experiences in school have significant effects on civic participation in future adulthood. Based on these results, this study suggested that it was important to provide various non-formal activities as well as expansion of civic education for encouraging youth's civic participation.
This paper illustrated the use of focus groups with adolescents and youth experts to enhance knowledge of anger, anger expression, and its coping strategies. Nine youth experts and 9 adolescents participated in the study. Analysis of the findings identified 12 meaningful elements, 34 sub-elements, and 138 descriptions. The meaningful elements were as follow: the lack of stable care, anger-provoking situations, a relationship between distorted thoughts and anger, physical and psychological symptoms, different types of anger expression, suppressed anger, difficulty of anger control, youth efforts to control anger, needs to implement appropriate anger expression, psychological mechanism of anger, effective ways to cope with anger, suggested by youth experts, needs of alternative anger management programs. The purpose of the study were to analyze the patterns of adolescent suicide attempts, and to explore the effects of personal psychology (subjective depression, subjective stress), health status (BMI, subjective health perception), and subjective academic performance on the types of youth suicide attempts. For this research, data of 'The 15th Korea Youth Risk Behavior Survey' were analyzed employing a hierarchical logistic regression analysis. The findings are as follows. First, out of 1,731 youth suicide attempts 156 (9%) were impulsive and 1,575 (91%) were planned. Girls(67.3%) attempted suicide more than boys (32.5%), and middle school students (62%) attempted suicide more than high school students (38%). Second, the variables that significantly affect suicide attempt types were subjective depression, subjective stress, and subjective health perception, after controlling for gender, grade level, school type, and SES. The rate of planned suicide attempts was higher among those who experienced depression than among those who did not. In the case of subjective stress, adolescents who felt stressed were likely to commit planned suicide attempts. Those who attempted impulsive suicide showed 1.32 times higher subjective health perception scores than those who attempted planned suicide, indicating adolescents who perceived they were not healthy were more likely to attempt planned suicide. BMI and subjective academic performance did not have a significant effect on the types of youth suicide attempts. These findings suggested the necessity of systematic intervention in Home Economics classes or extra-curricular programs, to prevent potential youth suicide attempts.
This study addressed housing issues among various social problems of youth. With a focus on residential independence, this study analyzed the factors that lead youth to achieve residential independence. This study drew on nationwide data from the 'Youth Life Survey (2022)' with a sample size of 12,578. Binary logistic regression analysis was employed, with the dependent variable being residential independence. Key factors were as follows. The probability of residential independence was higher for men than women. Residential independence occurred mainly in non-metropolitan areas compared to metropolitan areas. Findings revealed that greater age, income, and assets facilitate achieving residential independence. In addition, public transport and cultural facilities were important for their residential independence, and it was found that the previous experience of residential independence had a positive effect. Policy implications derived from the findings are as follows. It is required to consider the heterogeneity and diversity of youth rather than implementing unitary policies. To ensure continuity and sustainability of self-reliance, long-term support programs are needed rather than temporary support. Moreover, it is required to offer public support comprehensively, instead of youth relying on support from personal networks, including their parents. An inclusive housing policy should be established to support youth for their residential independence in the future.

This study has been conducted at a time when Korean government continues to extend support for youth startups as part of its policy to create jobs and the focus moves from career and employment to youth startups with a growing interest in the field of youth startups. Against this background, this study aims to identify difficulty factors of youth startups in areas besides the Seoul Metropolitan Area, seek ways to overcome difficulty factors, and propose policy implications. To this end, this study set five criteria and 25 sub-criteria to evaluate the difficulties of youth startups by reviewing previous studies and conducting literature review, and performing brainstorming method. The empirical analysis of the evaluation criteria was performed, using the analytic hierarchy process (AHP) method, on youths aged 19 to 39 in Gunsan area. The analysis results showed that the largest difficulty factors facing local youths include business model establishment, business administration and management, and startup funding in the criteria. As for sub-criteria, the largest difficulty factors are market information acquisition, technology commercialization, project feasibility, technology development, and new market pioneering in descending order. Local youths have much difficulty about the process of turning a business item into a product and commercializing it. According to a comparative analysis by gender, men were a relatively high difficulty in commercializing business models than women. men were a relatively high difficulty in commercializing business models than women. On the other hand, women were higher than men in all factors (management management, entrepreneurship, improvement of entrepreneurship system, and improvement of entrepreneurship awareness) except for factors affecting business model. In addition, the factors of entrepreneurship were found to be relatively different among young people (college students, prospective entrepreneurs, entrepreneurs). In conclusion, it was suggested that in order to revitalize youth entrepreneurship in the region, it is necessary to actively resolve the difficulties of business model commercialization rather than entrepreneurship funds. In addition, it is necessary to strategically support customized entrepreneurship support and situational administrative services because gender and hierarchical difficulties are different than general solutions. This study presented practical priorities and derivation methods for the entrepreneurship difficulties faced by local youth, and suggested measures and improvements for vitalizing local youth entrepreneurship in the future.
This study examines the realities and causes of youth and new college graduate unemployment, and seeks some assignments for mitigating youth and new college graduate unemployment. An analysis of the realities and causes of youth and new college graduate unemployment is summarized as follows. First, youth unemployment rate, which rapidly increased after the IMF economic crisis, slowly decreased after 2000, but was still somewhat higher in 2002 than that before the IMF. Second, new college graduate unemployment rate, which rapidly increased after the IMF economic crisis, slowly decreased after 2000 and became a similar level to that before the IMF economic crisis, but the number of the unemployed new college graduates highly increased after the IMF. Third, an analysis of the causes of youth unemployment shows that economic growth and the employment elasticity of economic growth negatively affect the unemployment rate, and the rate of entrance into colleges positively affects the unemployment rate. Fourth, an analysis of the causes of new college graduate unemployment demonstrates that economic growth and the employment elasticity of economic growth negatively affect the unemployment rate, and the increase rate of new college graduates, the college graduate/youth population ratio, and the time trend positively affect the unemployment rate. These results suggest several implications for mitigating the unemployment rate of the youth and new college graduates. First, in order to increase labor demand, emphasis must be placed on preparing economic conditions which can raise economic growth rate and on fostering industries and occupations which have high employment elasticity. Second, in the aspect of labor supply, it is necessary to adjust the number of new college graduates corresponding to labor demands in industries. Third, in order to redress the mismatch between the demand and the supply of the youth labor market, attention should be paid to remedying educational systems such as the activation of vocational education and training in middle and high schools and the reformation of college education to match the education and training provided in colleges and the skills requirements of the world of work, and preparing a unified program to support the youth unemployed systematically and synthetically.
